Scavenging levels - General

Scavenging is not just components missing, but also valuable products!

It however seriously affects the values of the contracted recycling!

Scavenging ≠ Materials are Lost!

Precise value of € missing per ton is very country dependent

Scavenging levels – C&F

EERA survey amounts: Countries with high CFC level

also have high scavenging level! CFC level was 58% 4 years ago

EERA survey:280,000 tons of CO2

= annual emissions of200,000 cars!

When extrapolated to EU C&F WEEE volume:

8 million tonnes CO2 eq = annual emissions of

6 million cars!

Based on scavenging level and the price per components. ‘Losses’ for 2016 are against total WEEE Generated EU28+2 = 10.4 million tons in total

Conclusions and Recommendations

Main conclusions – Economic Analysis

Higher labour costs for CRT and SHA due to depollution/ dismantling.

Waste disposal costs are relatively low, except for CRT glass

Energy and line maintenance costs are slightly higher for C&F and SHA

Audit costs are around 10€/t for all waste streams

The effect of avoided compliance costs is much larger than marginsAvoiding reporting reduces operational costs with +/- 20%

Avoiding depollution and waste disposal reduces operational costs with +/- 50%

Recommended: Define technical requirements before pricing quotations!

For example: Technical and Financial offers should be 70/30 or 60/40

in procurement contracts

Include impact of scavenging level (€/t) directly in pricing discussions

Main Conclusions - Scavenging

‘The elephant in the room’ is missing products, not only components!

Compared to 4 years ago: CRT% (of pieces) from 86% to 66% ; CFC% (of pieces) from 58% to 48%

The losses associated with scavenging are substantial (up to 70 €/t), EU28+2: 180 million €/yr

The largest contributors are: Cables (80 million €), Drives (40 million €), Circuit boards (30 million €), Compressors (15 million €)

Recommended:Scavenging is very country dependent, report scavenging of compressors to officials/ inspectorates!Repeat the collection quality survey annually to determine scavenging levels

Invited workshopHow to achieve compliant WEEE recycling in the Nordics?

EERA &WEEE Forum are supporters of making Cenelecstandards mandatory in Europe.

Aim: collected WEEE must be handed over to certified (logistics and) treatment operators.

Invited parties:

• Representatives of the Ministries of Environmental Affairs of Denmark, Finland, Iceland, Norway and Sweden.

• Representatives of the EPA’s of these Nordic countries

• Directors and managers of the WEEE Forum members and other Take Back Systems in the Nordics (El-Kretsen, Renas, Elretur, Úrvinnslusjódur, Norsirk, others)

• Recyclers in the Nordics (Stena Technoworld, Sims Recycling Solution, Boliden, Kuusakovski, others)

Next country: Spain?
