Linda Keithley Award

An annual award to recognize an outstanding woman in public management in North Central Texas who best exemplifies the standards represented by
Linda Keithley during her 17 years of service with the Council of Governments.
Linda left her mark on the region, and on those with whom she came in contact. She was a devoted and faithful public servant. In all of her undertakings,
among other qualities, she displayed dignity, charm,poise, integrity, loyalty, commitment, and dedication.

William “Bill” Pitstick Regionalism Award

An annual award to recognize an outstanding individual in North Central Texas who has demonstrated commitment to the concept of “regionalism”
advocated by Bill Pitstick during 26 years as Executive Director of the Council of Governments.
This award honors someone who supports strong local government as the basis for democracy, while recognizing that urban challenges and concerns
often cross jurisdictional boundaries, and who, therefore,promotes coordination and cooperation among citizens and local
elected officials for the betterment of the region as a whole.

“When Clayton Chandler arrived in Mansfield 36 years ago to serve as its City Manager, the small community of about 11,000 had yet to be discovered as one of the next suburban destinations for homeowners and businesses. Now, Mansfield is one of the fastest growing communities in the state with a population of more than 75,000 and has been recognized nationally as one of the best places to live.”

He has demonstrated his commitment to regionalism through his leadership in organizations that address issues facing communities in North Texas and the state. This award honors local governments that:• promote coordination and cooperation to solve regional problems;
• do not allow jurisdictional boundaries to be barriers to solutions; and• demonstrate that joint projects can provide better use
of resources as well as quality service.

Ray was elected Mayor of the Town of Prosper in May 2010, having served on the Town Council for three years. His service in Prosper also included an appointment in May 2004 as President of the Economic Development Corporation, where he is currently a board member. Mayor Smith is also Chair of the Collin College Foundation Board of Directors.
In 2016, Ray was elected to NCTCOG’s Executive Board, where he has served as a Director, Secretary-Treasurer, and Vice President. He is also an alternate member of the Regional Transportation Council.
Prior to moving to Prosper, Ray served in the City of Frisco - on City Council, Economic Development Corporation, Community Development Corporation, Planning & Zoning Board, as a volunteer firefighter, and with the Frisco Education Foundation.
A 1981 graduate of Baylor University, Ray was a member of the 1980 Southwest Conference Champion Baylor football team. He earned his BBA while at Baylor and is a Market President with Farmers Bank and Trust. Ray has been married 30 years to his beautiful wife, Lena. Together they have raised three sons and are currently raising two grandsons.
