After 18 months in the role of SEMC Secretariat Executive Director and SEMC Executive Officer, Noelene Jennings has taken up a senior executive position within local government.

The SEMC acknowledged her excellent and professional work commitment and expressed appreciation for her significant contribution to the SEMC, the Secretariat and emergency management.

Mal Cronstedt has been subsequently appointed as SEMC Secretariat A/Executive Director and SEMC A/Executive Officer.

Mal’s substantive position is Director of the WA Office of Bushfire Risk Management (OBRM).

Mal holds a Masters of Business Administration and a Graduate Diploma in Emergency Management.

Natural Disaster Resilience Program – Applications open on 1 August!The Prime Minister has signed the new National Partnership Agreement (NPA) on the Natural Disaster Resilience (NDR) which provides funds for the Western Australia Natural Disaster Resilience Program.The associated WA Implementation Plan has been finalised and signed by the Commonwealth Minister for Justice and the Western Australian Minister for Emergency Services. The Plan recognises the shared responsibility of governments and other organisations in improving disaster resilience and identifies priority funding areas. The current Implementation Plan addresses Western Australia’s risk priorities by building on existing knowledge and programs, with three core programs previously identified continuing through 2013-14 and 2014-15, being the:a) State-wide Priority Hazard Risk Management Planning;b) State-wide Bushfire Risk Management Planning Program; andc) Natural Disaster Resilience Program.The Natural Disaster Resilience Program (NDRP) funds mitigation and resilience projects relating to all types of natural disaster hazards. Potential eligible recipients include local governments, non-government

and not for profit organisations. The NDRP supports projects that have:• a focus on the attraction, retention and support of volunteers;• primary regard for the public interest;• key benefits being the improvement of emergency management capability and/or community resilience; and• consistency with national resilience agenda.Grants are available for a minimum of $10,000, up to a maximum of $250,000.Grants are offered on a dollar for dollar basis (cash/inkind). Applicants must enter into a funding agreement, and agree to use and acquit funds solely for the project purpose within the term of the agreement.Applications open on the 1 August 2014 and the assessment and selection process will commence once applications close on 30 September 2014. Applications must be received by close of business as any late applications will not be considered. We anticipate applicants will be advised of assessment outcomes by 31 December 2014. Over recent months the SEMC’s State Risk Project has commenced rolling out some key components. Of particular note, is the release of a transitional edition of the Western Australian Emergency Risk Management Guide. The 64 page guide offers assistance to local, district and state authorities in undertaking Emergency Risk Management (ERM). Accompanying the guide is a Toolbox of supporting materials that have been developed to aid in the ERM process. The transitional guide and Toolbox materials can be downloaded at www.semc.wa.gov.au/riskmanagement/ermmaterialsThe guide builds on the 2005 WA Emergency Risk Management Guide and aligns with the international risk assessment standard (AS/NZS ISO 31000:2009) and the 2010 National Emergency Risk Assessment Guidelines (NERAG). With the anticipated release of a new version of NERAG in the second half of 2014, the transitional edition of the Western Australian Emergency Risk Management Guide will be updated to a final version that aligns with the new NERAG (2014).The Toolbox contains all supporting materials, including: a macro-enabled risk assessment tool, a project management plan template, a risk statement template, criteria tables, a workshop PowerPoint presentation, facilitator’s notes, an ERM quarterly report template, and a final risk assessment report criteria checklist. In addition to the Toolbox, an introductory ERM Guide Video can be viewed online (visit www.semc.wa.gov.au/riskmanagement/ermmaterials and click on the video link). The video explains the layout and use of the ERM guide and associated tools.

The SEMC’s State Risk Project has launched its official logo and three sub-brand logos.

As part of the State Risk Project’s objective of developing an identifiable and consistent branding image, the logos will be widely used in order to assist in giving instant recognition to the project.

The ‘State’ shape is represented abstractly through the State Risk Project logo, giving an immediate connection to Western Australia.

The idea of risk management is visualised by the arrow shapes transitioning backwards, symbolising reduced and managed risk.

The three jurisdictional tiers involved in the project (being state, district and local areas) are represented through the three colour strips (orange, blue, green). The unity between them aligns with the concept of shared responsibility and engagement.

In addition to the main logo, three ‘sub-brand’ logos will be consistently used at state, district and local levels, following the colour standard.

This branding will feature strongly in all future State Risk Project materials, including a series of information brochures and an animation video that are scheduled to be rolled out over the coming months.

The All West Australians Reducing Emergencies (AWARE) Program for the 2014/15 financial year aims to provide access to funding to help build local and district level emergency management. This year the grant program offers dynamic categories of assistance to help build capacity in emergency management.Funding is available for Western Australian local governments, local emergency management committees and district emergency management committees to enhance knowledge, skills and

experience in emergency management and is available in categories relating to prevention/preparedness, recovery, exercise management, capacity building and research. The application guidelines are available for download at the SEMC website. The closing date for applications is Friday 29 August 2014 and successful projects must be completed within the financial year in which the grant is awarded.

The Shire of Mundaring organised a free family event in Parkerville on Saturday 12 July 2014.The occasion was aimed at bringing the community together to mark the six month anniversary since the Parkerville, Stoneville, and Mount Helena bushfire.There were a variety of activities for families to enjoy including urban art, circus skills, and face painting. An environmental information display with native animals received a lot of interest from all age groups.The Local Men’s Shed was cooking the

sausage sizzle and Bendigo Bank staffed the kitchen offering free hot beverages and cakes.There have been two community planting days with approximately 1200 plants placed back into the earth with the help of over 64 volunteers participating in the activity. The Shire of Mundaring Recovery Committee continues to meet on a regular basis providing support to the community.The Shire of Mundaring CEO Jonathan Throssell said he has received positive feedback from the community for organising the event.

Midwest Emergency Management Conference a great successLast month’s Midwest Emergency Management Conference has proven to be highly successful.The SEMC Secretariat provided funding through the AWARE program for the conference, which was held on Monday 30 June. The conference was a first for Geraldton and the presentations were of a high calibre from local and overseas speakers across the emergency management sector. The event attracted support and sponsorship from a number of Government and Non-

Government agencies, who identified important benefits of this type of event.

The conference emphasised a shared responsibility and obligation by local government in emergency management including collaboration, contingencies and community.

Outcomes of the event included strengthened networks, collaboration, identifying and addressing cross boundary risks and a greater acceptance and awareness of emergency management.
