• In new global economy, a system must exist to help workers to navigate their way, not only to their next job, but also to their next career
• The system must not only help workers to navigate on a career path, but also to participate in “lifelong learning” activities
• In our community, the workforce investment system is called “HempsteadWorks.”

• HempsteadWorks is a “One-Stop System,” established by the Town of Hempstead under the federal Workforce Investment Act of 1998
• The focal point of this System is our full service career center, located at the Hempstead Executive Plaza

• DOOR is a municipal department of the Town of Hempstead
• DOOR administers federally funded grants that benefit
employers and jobseekers
• These grants are administered under the auspices of
the U.S. and New York State Departments of Labor •

• Individuals must be age 18 over and meet the requirements the WIA category of service they are applying for (see categories below) and provide the required documentation

Intensive Services Self-Sufficiency Eligibility Documentation for Adults and Dislocated Workers
• Proof of Address • Proof of Family Size and Income • Public Assistance Award Letter, if applicable
• Proof wage earned from Dislocated Worker Qualifying Job and current wage (if applicable)

Intensive Services Criteria• Unemployed and are unable to obtain
employment through WIA Core Services; and • Determined by DOOR to be in need of WIA
Intensive Services in order to obtain employment; or
• Employed, but determined by DOOR to be in
need of WIA Intensive Services in order to obtain or retain employment that allows for “self-sufficiency.”

Training Services CriteriaWIA Training Services may be provided by
DOOR, based upon the availability of funding, to
Town of Hempstead/City of Long Beach
residents, age 18 and over, who both qualify for
and require assistance beyond WIA Core and
Intensive Services and who meet federal and
state guidelines for the categories described
below:
• Adult needing to obtain self-sufficiency• Dislocated Worker

Youth Services Criteria (a) Age 14 through 21 (b)Low income, as defined in WIA Sec. 101 (25); and (c) Within one or more of the following categories:
1. Deficient in basic literacy skills 2. School Dropout
3. Homeless, runaway, or foster child; 4. Pregnant or parenting; 5. Offender; or 6. An individual (including a youth with a disability) who requires additional assistance to complete an education program, or to secure and hold employment.
