WELCOME TO DEPARTMENT OF POSTS (DOP) DOP is one of the oldest
department of central government i.e. Govt. of India. It is the
largest postal network in the world. DOP works under Ministry of
Communication and Information Technology with its H.Q.at Dak
Bhawan, New-Delhi. We feel proud to be the part of one of the most

OUR DEPARTMENT(History-From Pigeon to Plane) Pigeons were used in
the reign of Mughal Raj to bring messages from one place to
another. Messengers and horses were used by many kingdoms to convey
messages. Runners used to carry mails (having spears with bells) in
the reign of Sher Shah Suri. In India, Postal system in organised

located in forest areas were known as Dak Bungalow, where the Dak
runners used to take rest. In British Era, Collector used to hand
over the charge of district to the Postmaster. Postal Department
started to use the services of Railways for carrying mail from 1854
when Railways started its service from Thane to Mumbai. Now
Department of Posts has three Boeing Air crafts to carry mails to
different parts of the country. Slide 4 OUR DEPARTMENT India Post
is the Largest and Oldest Postal system in the world. DOP comprises
of two wings i.e. Postal & Railway Mail Service. It is having a
net work of 1,54822 Post Offices out of which15736 are in urban and
1,39086 are in Rural areas known as Branch Post Offices A Post
office serves 21.23 Sq. KMs. covering 7817 people on an average in

countrys largest Savings Bank with 287431078 accounts and
certificates having deposits of more than Rs.396664 crore and
Rs.209033 crore in Saving certificates which is 16% of the total
deposit of banking sector in India. More than 1 million people
visit Post offices daily. India post is the symbol of Government
authority with extensive link to rural network than any other
Government department It plays a crucial role in financial

Of India as well as Director General, Department of Posts and the
Chairman of the Postal Services Board. The Postal Service Board The
apex management body of the Department, comprises the Chairman an d

hold portfolios of Personnel Operations Technology Postal Life
Insurance Human Resources Development Planning The Joint Secretary
and Financial Advisor to the Department is a permanent invitee to

the Circle is headed by a Pr. Chief Postmaster General or Chief
Postmaster General. Each Circle is further divided into Regions-
headed by Post Master General. Regions are subdivided into
Divisions (Postal / RMS Divisions)-headed by SSPos
/SPOs/SSRMs/SRMs. Divisions are again subdivided in to Sub
Divisions (Postal / RMS Sub Divisions)- headed by ASPs/IP In the
Circles and Regions there are other functional units like Circle
Stamp Depots, Postal Stores Depots and Mail Motor Service etc.
Slide 15 PPT1.1.2Rule No : Besides these twenty two Circles, there
is another Circle, called Base Circle, to cater to the postal
communication needs of the Armed Forces. The Base Circle is headed
by an Additional Director General,Army Postal Service in the rank
of a Major General. The officer cadre of the Army Postal Service
comprises officers on deputation from the Civil Posts. Seventy five
percent of the other ranks of the Army Postal Service are also
drawn fro m the Department of Posts and the remaining personnel are

17 HEAD POST OFFICE PPT1.1.2Rule No : HO is a chief of a group of
Post offices. It consists itself & its subordinate offices
called Sub Post Offices and Branch Post Offices. All the monetary
transactions of the group are consolidated in head post offices HO
is responsible to maintain the accounts and submitted to PAO
Auditing of banking work is also done in a HO( and all SOs under it
) by SBCO(Savings Bank Control Organization) HOs are of different
categories' as defined below a)Presidency post office:- situated at
Mumbai, Kolkata and Chennai. The incharge is called Director.
b)General post office:- the head post office situated at circle
head quarters and attached with circle office. The incharge of this
PO is called Chief Post Master (class A gazetted officer) or Senior
Post Master(class B gazitted officer) c)Head post office:- the
incharge of this PO may be the Senior Post Master or HSG-1(higher
selection grade-1) official. Slide 18 SUB POST OFFICE PPT1.1.2 Rule
No : It is a post office subordinate to HO Its monitory
transactions are incorporated in the accounts of its HO The
incharge of the sub office is called sub post master. Sub offices
are of different categories as defined below 1)C class sub office:-
where only one SPM works. Also known as single handed sub office.
2)B class sub office:- where one SPM and one PA works. Also known
as doubled handed sub office. 3)A class sub office:- where one SPM
and two PA works and also known as triple handed sub office. 4)LSG
(lower selection grade) sub office:- where one SPM and three or
more PAs works. 5)Town Sub office:- A sub post office in a town or
its suburbs where there is also a head post office. NIGHT POST
OFFICE:- the important post offices whose working hours are
extended upto 8.30pm on week days. On sun days and holidays they
work for limited hours but not beyond 6pm. All the business except
saving bank is done in night post offices. Slide 19 BRANCH POST
OFFICE PPT1.1.2Rule No : 1. Branch post office is the smallest
operational unit in DOP 2. It is in direct account with the head
post office or sub post office, which is called the account office
of the BO 3. The monitory transactions of BO are incorporated in
the accounts of its account office. 4. The incharge of Branch post
office is called Branch post master. 5. The working hours of a
branch post office are usually from 3 to 5 hours. 6.Branch post
offices are situated in rural areas. NON DELIVERY POST OFFICE:- A
post office which does not perform delivery work. Slide 20 ARMY

defense personnel's Known as central base post office( CBPO) There
are two CBPOs. 1CBPO( c/o 56 APO head quartered at Delhi) 2CBPO

functioning in India and dealing with incoming and outgoing foreign

UNIVERSAL POSTAL UNION(UPU) An agency of UN(United Nations) which
formulate guidelines for free flow of mail between member
countries. Established in 1874. Presently there are 193 member
countries of UPU. Bishar Abdirahaman Hussein of Kenya is the D.G.
of UPU. The head quarter of UPU is in Berne( Switzerland). Under
UPU conventions each country keeps the postage it collects on
international mail. Each country must pay other member countries
for excess mail sent and also for transporting mails across their
