This is the irst of many welcomes you will hear from us until you will start the journey of the participant, in a circle of young EYP’ers, shouting out your name.

For us, it is so hard to imagine that in less than a month 300 people will come to Vilnius. 300 people - full of energy, ideas, from the smallest and the biggest cities, some who can dance, some who can cook, everyone so diferent but all united by the passion for EYP and more importantly Europe.

And believe us, it is easy to write these numbers and descriptive sentences in emails when we are looking for tasty dinners or comfy beds for you but it is so hard to imagine, that so many people will come to one city to test our work of the past months.

Hence, this year we are hosting the irst International Session in Lithuania. We believe that one of the leading cities in Europe for start-ups is a perfect place for young people from all over the Europe to come together, discuss ideas, learn from the past and shape the future. We welcome you to explore one of the oldest Uni-versities in Northern Europe, to experience General Assembly in the Lithuanian Parliament, to test 5 diferent accommodations (the more the merrier!) and even to be marveled by one of our beautiful churches.

Vilnius 2018 International Session has already challenged us. Being friends and colleagues we have come through many challenges and we will go through even more during the upcoming month. There is no chance the board and your already beloved chairs, media and orgas have had a very calm time since they joined the team.

And now, it is time for #isVilnius2018 to challenge you! Firstly, by illing all the forms that we are just craving to receive, secondly by preparing for your topics, by packing everything you need and to inally meeting us in person after the long travel. And thus, even if for us handling you session bracelets in sunny Vilnius will mean that our adventure is coming to the end, for you, it is going to be just the beginning of an amazing journey.

Dear Delegates,

“May there be many a summer morning when you come into harbours seen for the irst time…May you visit many Egyptian cities to gather stores of knowledge from their scholars.”

Welcome to Vilnius 2018. You are about to embark on a remarkable journey, unlike any you’ve ever been on before. At Eurovillage, you’ll taste what our continent eats – and showcase what your own country and region has to ofer. In committee work and at GA, you’ll be able to hear the diverse views of young people from across our continent, and express your own ideas and opinions. At Euroconcert, you’ll hear the music that we dance to, and be able to sing your own tunes and ballads. Throughout the session you will live the diversity of our continent in a way that is simply not possible anywhere else. Soak it all up.

This session is also a unique opportunity to discover Vilnius and Lithuania. We are incredibly lucky to be hosted in the heart of the old town of this UNESCO heritage site and the organisers have secured some historic and famous venues for us to use. As well as exploring Vilnius, you’ll also be able to learn more about the culture and history of this country at Lithuanian night. Absorb everything this city has to ofer.

However, as well as learning about Europe and Lithuania, you’ll also learn about yourself. You’ll make friends with people who were once strangers. You’ll play weird teambuilding games and igure out complex problem solvers. You’ll give speeches and make impassioned contributions to debates. You’ll sing, and you’ll dance. You’ll push yourself to do things you never thought you could. Take every opportunity.

Finally, believe in yourself. You’ve done extraordinarily well to be selected to attend this session. We believe in your abilities – so challenge yourself to do the things you’re afraid of; to push yourself to new limits. You have important things to say and this is the place to say it. Be heard.

Dearest participants of Vilnius 2018,

Coming from countries that are also celebrating their centennial anniversaries, it is a great honour for us to be a part of this project in such important year for Lithuania and several other countries of Europe. As a generation we are facing a whole new variety of challenges and experiencing the vast amount of change that is going on around us. Therefore we think that the challenge that is ahead of us at “our” International Session is crucial to look back out our past, learn our lessons but not to dwell on it and look into how to make the future brighter for whole Europe and the world, and we believe that the International Session with participants coming from all corners of Europe is an ideal environment to take on this challenge

Together with our team of talented individuals, we hope to document this event and ignite additional sparkles in your minds through our projects. We wish you that the International Session in Vilnius will mark not only a changing point in your hopefully long EYP paths, but also in the way you see our society and yourselves.

“Learning from the Past, Shaping the Future.”

In 2018 three Baltic nations – Lithuania, Latvia and Estonia – are celebrating anniversary of 100 years of their independence. Combination of both joyful and sorrowful events took place during these years, making Baltic people learn from the past.

Actions of the most important political igures, examples of diplomatic failures and victories of the past are still being investigated and taken into consideration at Baltic and European level. Without these recollections the connection with our ancestors would be lost and thus the past could vanish.

Present political, economic and social decisions should be analysed likewise, because they will directly afect our future. Examination of current afairs can give proper understanding of who we are and who we are be-coming.

EYP Lithuania believes that contemplation of past occurrences and present matters can help people under-stand what is going to happen. Forecast of upcoming events may help to prepare for either positive or negative consequences.

Active youth is included in shaping the future of Europe, as they have the most innovative ideas, greatest de-sire for change and enormous willingness to cooperate and communicate.

For this we welcome you to Vilnius, a city where old meets modern.

“Grand Duke, Gediminas, was on a hunting trip but when night fell, he decided to set up a camp and spend

the night on the hill near Vilnia river. Gediminas had an unusual dream in which he saw an iron wolf at the top

of the mountain, howling as loud as a hundred wolves.

Next morning the Duke consulted the pagan priest Lizdeika about it. He told that the dream was a direction to

found a city and that city will be the capital of Lithuanian lands, and its reputation would spread far and wide,

as far as the howling of the mysterious wolf…

So the Grand Duke of Lithuania immediately started to build the future capital and took it the name – Vilnius –

from the stream of the rapid Vilnia.”

Today Vilnius is home for over 540 thousand residents. Having the largest medieval old town in Central and Eastern Europe and an architectural heritage that blends the elements of baroque, gothic and renaissance, Vilnius is said to be a textbook of architectural history. In 1994 Vilnius’ Old Town was declared a UNESCO World Heritage Site.

Alongside its historical heritage, Vilnius is known as a modern and vibrant European capital city, full of con-temporary facilities - libraries, museums and shopping malls. It is also the economic center of Lithuania, with a booming startup community and Vilnius Tech Park, the biggest startup hub in the Baltics and Nordics. How-ever, nearly half of the city is green space, consisting of parks, public gardens and natural reserves - perfect to enjoy the nice summer weather.

CasualThis dress code is for doing various activities, both indoors and outdoors. You are free to wear any type of clothing you feel comfortable in, as long as you are able to move around actively.

Smart-CasualDuring Committee Work you will be required to follow the smart dress code. You are not expected to wear your suit, but worn-out jeans with sneakers or lip-lops do not quite it the smart clothing requirements either – you should wear something in be-tween. For example, presentable trousers paired with a shirt or a blouse are perfect for Committee Work.

FormalFormal and elegant clothes suit-able for oicial occasions and events. During the Opening Ceremony, Euroconcert and the General Assembly you will be expected to dress formally. This means blazers with trousers, skirts or dresses.

An EYP Session is an experience that is composed of many difer-ent elements – from the serious to the light-hearted. We have included some details about each stage here to help you prepare!

RegistrationAt the registration point you will be of-icially registered as a delegate of Vilni-us2018! Here you will receive your name tag, bracelet and some other stuf. If you have not submitted or some information changed, make sure to have your medi-cal and consent form with you. Dress code: Casual

TeambuildingTeambuilding serves as the irst oppor-tunity for you to get to know your com-mittee in a fun and challenging way. Through indoor and outdoor activities the committee will become a well-func-tioning team for the rest of the session.Dress code: Casual

Committee WorkCommittee Work is the core part of every EYP session. Every committee will write a resolution on their respective topic, under the guidance of an experienced Chairperson. Dress code: Smart-casual

EurovillageEvening programme where every dele-gation introduces their country via typ-ical food, beverages and clothing. It is a great opportunity to explore cultures from all over Europe, taste delicious meals and meet new people. Each del-egation should not forget to bring some food that will represent their country as well as some decorations for your table. Or even some native clothes, it is up to you how you will present your country!Dress code: Casual / Clothes that represent

your country

Committee dinnerAfter inishing up with Teambuilding, all committees will have the chance to ex-plore the city and enjoy a restaurant in the city centre of Vilnius and bond even more. The organisers will arrange restau-rants with good food and enjoyable en-vironments for everyone to enjoy their evening at the session. The expenses of the committee dinner will not be covered by the session so you should prepare up to 10EUR for the dinner. Dress code: Casual

Opening CeremonyAt the Opening Ceremony, the session will be oicially opened by the Session President. The President, the Head-Or-ganisers, the Editors and various distin-guished guests will be delivering speech-es.Dress code: Formal

EuroconcertDuring the Euroconcert you will be able to see various performances from the fel-low session participants.Dress code: Formal

EYP TalksEYP Talks is an innovative event, where participants and honorable guests are in-vited to share their ideas and experienc-es about: younger generation, European objectives, creativity, motivation and any other topics that you feel are important and interesting. So if you have always wanted to take a part in euroconcert but arts have never been your strong side, this is your chance! Just don’t forget to register your interest in additional form until 24th of June. Dress code: Casual

General AssemblyDuring the General Assembly, delegates will have the opportunity to present and defend their resolution whilst also dis-cussing and sharing their ideas on the other resolutions in couple rounds of debates. At the end of every debate the delegates will vote for the resolution to pass. Dress code: Formal

Delegation DinnerDelegation dinner is quite the same as the committee dinner, however it is in delegations instead of committees. We have been working very hard and we are glad that some delegations will be visit-ing their embassies and have a delega-tion dinner there. For the rest it is going to be a cozy dinner in the city, which you also should prepare up to 10eur. The embassy list for delegations will be an-nounced on the irst day of the session. Dress code: Casual / Formal (if you go to an

embassy)

Lithuanian nightDuring the Lithuanian night it is going to be our job to present you Lithuania, its traditions and culture. You can expect some fun activities, lectures and maybe even dances. Dress code: Casual

Farewell partyThe last evening event of the session which is always about a lot of fun, great music, good food and the best people around. There will deinitely be some-thing you’ll love!Dress code: Whatever you feel is appropriate

to party!

We expect delegates to arrive prepared for the Committee Work. This includes having read the Aca-demic Preparation Kit and done extensive research on the topic.

Secondary Committees

At Vilnius 2018 we will be working with the exciting concept of Secondary Committees. Read through this page closely to ind out more about what they are, how they will work and what this means for you.

You have already been allocated to your Primary Committee, which is the topic that you will mostly focus on in the time before and during the session. However, in order to have the opportunity to contribute to resolutions of other Committees, you will be allocated to an additional topic, which will be your Secondary Committee. Please make sure to submit your preferences for that additional topic in this survey by 24th of June.

What does this mean for you?

Once you have been allocated to your Secondary Committee, your chairs (chair of your Primary Committee Topic) will ask you to submit one preparatory task for its topic. This means that you will need to read the Topic Overview for your Secondary Committee Topic in order to get an understanding of it. During the session there will then be two time slots, where you will have the opportunity to give input to the Committee that has been working on your Secondary Committee Work Topic. This will happen in so-called Committee Swaps.

What is a Committee Swap?

During a Committee Swap you will visit your Secondary Committee, look at the work they have done so far, and have the opportunity to give comments and ask questions. The idea of a Committee Swap is to receive crucial comments before the General Assembly, so that they can still be incorporated into the inal product. You will have the ability to shape the outcome of another Committee’s resolution and to constructively work at improving it, thereby raising the overall academic quality of the session.

There will be two Committee Swaps: one on the end of the irst day of Committee Work and one on the be-ginning of the last day of Committee Work. This way you have multiple opportunities to see the progress your Secondary Committee has made and to add your ideas and comments.

During a Committee Swap one delegate per Committee will stay with their Primary Committee Topic. This delegate will then explain the work that has been done so far and be available for questions of the Secondary Committee delegates.

If you have any questions at all about this, please approach your Chairpersons (of your Primary Committee).

Visit to Trakai castle

Trakai – This town, famous for its picturesque landscape and the legendary Trakai Castle, was a cradle of the Lithuanian statehood, an important military and political centre, headquarters of the Lithuanian Grand Dukes, and the capital of Lithuania. Today, Trakai attracts visitors to a wonderful place ofering refuge from a hectic city life, with walks around the beautiful area or yacht trips on one of the numerous lakes. The city is also known for traditional pastries – kibinai.

All in all: travel + entry to the castle + guide:-for a student (with any school or university ID): 8€ + lunch expenses (Kibinai 1,30€-2,10€).-regular ticket (without student ID) : 12 € + lunch expenses (Kibinai 1,30€-2,10€).

“Go Vilnius” tour of Vilnius

It is said that a large part of the Old Town of Vilnius is hidden under the earth. Time and the extending town buried the old gothic buildings. During the tour you shall see some part of Vilnius catacombs where many key igures in Lithuanian history are buried in the Sovereigns’ Mausoleum, which is located beneath the chapel of St. Casimir. Its vaults contain the remains of Vytautas The Great, the Grand Duke of Lithuania, and King Alex-ander of Poland. Visit the most beautiful underground halls, which remind you of previous centuries.

Thursday, July 19th is marked as a Cultural day in our programme. Therefore, you can choose an activity, which you would like to do on that day in this form!

Visit to Palace of the Grand Dukes of Lithuania

Palace was originally constructed in the 15th century for the rulers of the Grand Duchy of Lithuania and the future Kings of Poland. The palace, located in the lower castle of Vilnius, evolved over the years and prospered during the 16th and mid-17th centuries. For four centuries the palace was the political, administrative and cultural centre of the Polish–Lithuanian Commonwealth. It was demolished in 1801. Work on a new palace started in 2002 on the site of the original building and it is still ongoing.

The theme of „Vichy“ Aqua park is hospitable and exotic, so called the last paradise in the world, Polynesian environment and mood. This covers all zones of the park from cloakroom, cash desk, attractions, and pools to stafs clothing, music, food and drinks served in the park.

Lithuanian Parliament tour

The Seimas Palace is the seat of the Seimas, the Lithuanian Parliament. It consists of three buildings in the center of Vilnius, at the end of Gediminas Avenue and was built in 1980. You will get a chance to visit the main halls where history of Lithuania was made. Such as the Hall of the Act of 11 March, where Act of the Re-Es-tablishment of the State of Lithuania was proclaimed, or the old and new Parliament Hall, where legislation is passed.

“Go Vilnius” city tour

You will get to see all the famous places of Vilnius - Cathedral Square, and set of to pass the vast 14th-cen-tury Presidential Palace, Gothic style Town Hall, around which the city developed, driving towards the KGB Museum (in the old KGB headquarters) and Parliament building. Continue to St. Peter’s and Paul’s Church, a masterpiece of the 17th-century Baroque and see the Gothic churches of St. Anne and Bernadine.

Teambuilding and Committee Work venue

Vilnius University, Faculty of Philosophy

Vilnius University is the oldest and largest higher edu-cation institution in Lithuania. The university campus’s architectural ensemble in the middle of the Old Town features 13 courtyards framed by 15th-century build-ings and splashed with 300-year-old frescoes, and the Church of St. Johns. It is located in the middle of Vilnius Old Town between the Lithuanian Presidential Palace and Cathedral square.

General Assembly venue

Lithuanian Parliament Palace

Parliament Palace is home to Lithuanian Parliament and a historic place in Vilnius. Lithuania’s independence was re-estab-lished in the old Parliament Hall, where the re-establishment declaration from the Sovi-et Union was adopted in 1990.

Church of St. Johns

One of the picturesque parts of the Vilnius old town is the Church of Sts. Johns and its bell tower, which is 68 meters high. The construction of this church last-ed for almost 40 years and was completed in 1426.Besides masses, the Church of Sts. Johns has also witnessed theatre performances, and welcoming ceremonies for kings. It was even visited by Pope John Paul II in 1993. And now it is time to welcome you to this marvelous venue.

This might sound a bit overwhelming. Well it indeed is for us, 5 accommodations is not the easiest task to handle, but well it is all for your comfort!

Vilnius is quite a big city with big distances and be-cause we want to give you the best time in our beau-tiful old town without a need of bus transfers, we had to choose between very small, however, cozy ac-commodations. We promise you that all of them are similarly amazing.

On the July 14th you should arrive to the registration venue (ISM University, Arklių g. 18) before 18:00 p.m.

The organising team will meet the delegates in Vilnius Airport, Vilnius bus and train stations on the 14th of July from 8:00am until 16:30pm. They will also come back to the Vilnius Airport at 18:30 and 22:50 to meet the last two (Irish and Croatian) delegations. As the transfer to the registration venue will happen by public trans-portation have 1 EUR with you to pay for the transport ticket.

If you arrive earlier than 8am or later than 16:40 (besides Croatian and Irish delegations), here is how you get to the registration venue:

For participants coming to Vilnius airport Once you leave the airport on the left side you will see a bus stop. From there you need to take a bus no. 88. A bus ticket has to be bought from the driver. If you are a student and you have a valid ISIC card you can buy a bus ticket with 50% discount, meaning that it will cost 0.5 €. If you do not have an ISIC card, you need to buy the bus ticket for the full price - 1 €. You will have to get of the bus at the bus stop „Aušros vartai“. The bus ride is about 20 min. long. The trip from the airport to the ISM University will be quite easy for you as it is a direct route. However, if you still feel uncomfortable with your trip, you can download an app called TRAFI and set up the current city as Vilnius. The app will provide you with all the transportation networks in Vilnius, live bus departures and routes.

For participants coming to the bus or train station Both train and bus stations are 700 meters from ISM University. Meaning that the most convenient way for you to get there is by foot. If you will be coming to either of these stations make sure to download Vilnius map and check your route before coming.

Other Options If you do not feel comfortable using public transportation there a few other options. We are happy to say that you can use Uber in Vilnius. Also, you can download Taxify or eTAKSI applications to your phone and hire a cab via your phone. The trip from the airport to the ISM University should not be more than 5 €, so if you are coming not alone it might be the cheapest, comfortable and fastest way. Or using one of the codes, free.

Water in Vilnius

Members platform registration

Please register for the session on the EYP Members Platform by following these steps. The event will be add-ed to your session history shortly after that.

1. Create an account on the EYP Members Platform via https://www.members.eyp.org/user/register. If you already have an account on the Members Platform, go to step 3.2. Activate your account after receiving an email.3. Log in via https://www.members.eyp.org/user/login and update your proile.4. Register for the session as a Delegate via the menu on the right of the Vilnius 2018 event page.

In Vilnius we drink water from the tap! It is among the cleanest water in Europe as it comes only from under-ground deep wells. For this reason and to reduce plastic waste, during the session we will not be providing daily water bottles. We expect you to bring a lask to the session or buy a reusable cup from our merchandise section.

Erasmus+ youthpass certiicate

Youthpass is a tool to document and recognise learning outcomes from youth work activities. It is available for projects funded by Erasmus+: Youth in Action (2014-2020) and Youth in Action (2007-2013) programmes. It is a part of the European Commission’s strategy to foster the recognition of non-formal learning, putting policy into practice and practice into policy It will be possible for participants to request a Youthpass certiicate when the session has ended. Merchandise

Before the session you have a possibility to order some session merchandise. However, once we will know an exact number of orders, only then we will know the price and be able to design the merchandise as good as possible! Travel Reimbursements

Thanks to the generous support of our partners, we are very happy to ofer partial travel reimbursements to those in need.

To apply for a partial travel reimbursement, please complete the travel reimbursement form until the 1st of July.

We will reimburse participants on the basis of inancial needs, therefore we can’t make any promises concern-ing the sum you will be reimbursed before we have all applications.

Additional Form

As the session is almost here we have prepared an Additional Form for you, which you should ill in until the 24th of June.

There are four main things in the Additional form. You can choose the session merchandise you want to buy, select the activity you want to do on the Cultural day, decide on whether you wish to participate in EYP Talks and choose your secondary committee.

Most essentials that you need to bring to the session are rather straightforward. However, we would like to draw your special attention to the Lithuanian weather conditions! Lithuania‘s weather conditions are very un-predictable at this time of the year. Please be prepared for both heatwaves and heavy rain, don’t forget to check the forecast before packing!

- Valid Passport or ID card depending on regulations; - Visa (if needed);- Toiletries;- Clothing for all session parts, rainy and sunny weather;- Money (cash). Please make sure to have enough money for all paid activities and meals. In Lithuania we use Euros! Make sure to have around 30 Euros with you. The amount you will spend will depend on your needs;- Any medication you may require. We are legally not allowed to provide you with any medication, including painkillers such as paracetamol, so you are responsible for bringing that yourself;- Towel, there might be some towels in hostels, however, we can’t guarantee it;- Valid health or travel insurance card, a printed copy of your insurance if you do not have a card;- Notebook and pens;- You are also free to bring laptop computers/tablets etc, just don’t forget the charger! In Lithuania we use European sockets (type C and F);- Preparation material for the committee work, bring all your research materials;- If you plan to perform in the Euroconcert bring a CD or USB stick with music and any clothing you may need for your performance;- For Eurovillage: country symbols and decorations, traditional dishes and beverages (don’t forget fellow glu-ten-free and vegetarian participants), as well as your own plastic cutlery and plates. Eurovillage will serve as a dinner on this evening so ensure that you have decent amount and selection of food.

General Behaviour

We expect every participant to behave appropriately within the settings. After all, you are an ambassador of your own country. Participants themselves are liable for any damage they might cause. They will furthermore have a signiicant amount of freedom during their participation and we expect them not to abuse this. This means that every participant is expected to be at every oicial event and to behave in a responsible and representable manner. Do note that you are not allowed to leave the session without being accompanied by an organiser. Ultimately, we expect that all participants possess a healthy dose of common sense and are all well-mannered young individuals.

Managing a conference with almost 300 participants requires the organisers to know where you are at all times. This means that under no circumstances can you leave the venues of your own accord, without con-sulting an organiser beforehand.

AlcoholFor the duration of the Session, Lithuanian law will be respected and alcohol will only be allowed for

those who are 20 years or older. As a representative from your home country, we furthermore expect you to behave in a responsible way. Overindulgence during the Session will be unacceptable and in case of sickness or loss of consciousness due to the use of alcohol you will be sent home at your own expense.

DrugsEuropean Youth Parliament operates on a zero-tolerance policy towards illegal drug use; if illegal drugs are found in your possession or you are seen using them you will be removed from the Session and sent home at your own expense. Any possession of hard drugs will additionally be reported to the police and result in your arrest.

MedicationPlease note that the organisers are not allowed to buy medication for you should you need it. In this case, please make sure you bring all medication needed for the duration of the Session with you, as you may have little chance to purchase more during the course of the Session. During the session Organisers will have a irst aid kit, for small injuries like cuts or bruises. However, in any other injury cases you will be sent to a hospital, for this reason you must have an insurance.

InsuranceA valid travel and health insurance is obligatory for all participants of the Session and should at least cover the loss of luggage, accidents etc. We require you to be in the possession of aEuropean Health Insurance Card, and we strongly urge you to bring it with you to the Session, as it might be needed in case of an emergency.
