Background
• Subway stations were not part of the Ontario Building Code until 1993
• Ontario Building Code applicable to new construction only
• Retained Fire Life & Safety expert, Harold Locke, LMDG & Associates Ltd. to evaluate existing subway stations egress risk

LMDG Study Criteria
• OBC 3.12 (now 3.13) and NFPA 130 requirements for new construction
• 2 means of egress from each platform• independent and remote• from platform to point of safety (ie. exterior of station)• separated at platform level >25 metres
• Platform Evacuation Time• “Occupant Load” clear off platform in 4 mins.

LMDG Study Findings
• Identified 14 High Priority subway stations
• Lacking second means of egress
• Include Greenwood and Donlands Stations

TTC Response
• Additional funds included in the Fire Ventilation Upgrade project in the 2003‐07 Capital Program to provide second means of egress at 14 stations
• Project Design Objective• provide alternate means of egress from platforms
• Evacuate “Occupant load” to safe environment as quickly as possible

Project Design Principles
• Second exits shall be remote and separate (minimum 25 m) from existing egresses
• Design shall consider the proximity of existing vent shafts and potential for contaminated air recirculation
• Exit shall be for daily use • “Dead end” distance should be a maximum of 25m

Exit Stair Widths
• Design stair width to ensure emergency air velocity does not exceed code requirements• Stairs off platform – minimum 2.4 m wide
• Stairs to street from one platform - minimum 2.4 m wide
• Stairs to street from two platforms - minimum 3.5 m wide

Other Egress Options Considered
• Emergency exit building• Passengers unfamiliar with exit may not find or use it in
an emergency• Stairs in vent shafts
• Insufficient space • Risk of exposure to smoke• Unfamiliar exit for passengers
• Stairs to hatches at street level• Unfamiliar exit for passengers • May not be reliable in emergency

Conclusions
Greenwood Second Exit:
• Public Option #1 located on Linnsmore Cres. is acceptable to the TTC
• TTC will proceed with this option
• Should some unforeseen conditions arise, then TTC will revert to its preferred option and advise the community

Conclusions
Donlands Second Exit:
• Public Option #3 located on east of Dewhurst Blvd. beside and immediately west of 1 Strathmore Blvd. is acceptable to the TTC
• Subject to City’s acceptance of road narrowing and associated community traffic impact, the TTC is prepared to proceed with Public Option #3
• Should this option not be workable, then TTC will revert to its preferred option and advise the community

Construction Mitigation Measures
• Construction Impacts will be investigated in detail during the detailed design
• Typical measures include:• Construction site safety
• Traffic planning and staging
• Pre and post construction surveys of properties
• Noise bylaws
• Vibration monitoring during construction
• Dust control measures during construction
