Re-entry Integrated Supportive Housing CSH and THC CSH provided THC a $50,000 project initiation loan (PIL) to fund a variety of predevelopment costs for this project. The PIL was a 0% loan for two years. THC, however, refinanced the PIL with a $350,000 predevelopment loan before the end of the PIL term. Therefore, CSH adjusted THC’s interest rate on the predevelopment loan, essentially charging THC 0% on the first $50,000. Family homelessness is a significant problem in DC. THC recently partnered with the City to launch a 500 Homes in 500 Days campaign. Weinberg Commons will be an important resource for housing families who are currently homeless and in need of either supportive or just affordable housing. CSH recognizes that family homelessness is an issue across the country, too. A few years ago, CSH launched Keeping Families Together, an initiative that uses supportive housing to offer stability to families with children who are at risk of recurring involvement in the child welfare system. By providing an essential support to families that present the highest cost to society, this program shows real promise in reducing expenses and reuniting children with their families in a safe, stable environment. Weinberg Commons THC purchased a vacant property in southeast Washington DC’s Marshall Heights neighborhood. The building has 36, two-bedroom units. In 2013, THC applied for and was awarded public funding through DC’s Unified Request for Proposal process. The project will dedicate 24 apartments to families at or below 60% AMI, and 12 units to families at 30% AMI with special needs. • In April 2013, DC’s Department of Housing and Community Development (DHCD) announced its first ever Unified Request for Proposals. This RFP combined: o DHCD resources (9% Low Income Housing Tax Credits, Housing Production Trust Fund, and other), o Department of Behavioral Health capital financing, o DC Housing Authority vouchers (project based Housing Choice and Local Rental Support Program vouchers),

and o Department of Human Services funding.
