Key achievements:

Activity 1: Desk review for Home deliveries in HRP App (Till 31st May 2020)

Quick assessment for high risk pregnant women who opted for home deliveries during COVID times in two

blocks of Himachal Pradesh is being carried out based on data available in the HRP app. A detailed report will

be prepared and shared.

Activity 2: Support in training CHOs of HWC’s on FPLMIS in Jharkhand

As part of Ayushman Bharat, Community Health Officers (CHOs) are a new cadre of non- physician health

workers. CHOs are expected to lead the primary care team at Sub Centre i.e. Health and Wellness Centre

(HWC), provide clinical management & ambulatory care to the community and serve as an important

coordination link to ensure the continuum of care.

The Health and Wellness Centres need

to provide a set of twelve essential

services. A set of these services are

needed by specific population and

remaining services to be delivered for

the entire population. These services

should be delivered at the level of

households and outreach sites in the

community with the help of suitably

trained frontline workers (ASHAs and

MPWs) in the primary health care team.

Family Planning (FP) cell of National

Rural Health Mission (NRHM) Society

has conscripted roles and responsibilities of CHOs vide letter no 383 dated 20-3-2020. The letter also laid

instructions for the supply of FP commodities; demand must be raised through indent process in FPLMIS.

Based on the activities directed in the letter, FP cell organized a series of trainings on FP Services & FPLMIS

using Zoom platform. The trainings mainly described the use of FP-LMIS and especially how to indent &

update the stock. Total 380 participants trained in 5 batches in different dates from 5 divisions.

Activity -3: Online training on LaQshya in Jharkhand (10th & 11th June 2020)

COVID 19 outbreak has disrupted LaQshya related activities in the facilities across the state. In an endeavor to

resume the disrupted activities and implementing essential health services under RMNCAH+A during the

pandemic, maternal health cell of NHM Jharkhand along with USAID Vriddhi team has planned 8 batches of

online training on various LaQshya related topics on 10th, 11th, 17th and 18th June 2020. Two batches of trainings

have been planned for each day. Online platforms have been approved for conducting trainings and is acting as a

boon during COVID times.

The objective of the training sessions is to improve the knowledge of the staff engaged in delivery services in

labour room and operation theatres for providing better care to beneficiaries. All 74 LaQshya (including medical

colleges) facilities of the state are divided into batches according to their districts including 6 Medical colleges of

the state.

2 Batches of training were conducted on 10th June using Zoom platform. First session was conducted from 11 am

-1 pm and another session from 3-5pm. The trainings were facilitated by Medical Officer in-charge of Maternal

Health Cell, Maternal Health Consultant and State Technical Officer - Vriddhi. Deputy Superintendents of district

hospitals, Medical Officer in charges from CHCs, Medical Officers of Labor Rooms (LR), District Data Manager

(DDM), Hospital Manager (HM), district quality consultant, Block Data Manager (BDM), LR and operation

theatre staffs nurses attended the trainings.

There were about 109 user logins in the first batch and 185 in the second batch. Multiple participants from single

logins were also reported during the event.

The facilities were instructed to start preparing & using registers and audit forms as discussed within 7 days. The

district hospitals were instructed to do an internal assessment using LaQshya checklist and share with the state

within next 7 days.

11th June 2020 – 2 batches

Topic covered in the training: Quality Improvement in LaQshya

2 Batches of training were conducted on 11th June using Zoom platform. First batch of training was conducted

from 11 am -1 pm and another batch from 3-5pm. The trainings were facilitated by Medical Officer in-charge of

Maternal Health Cell, Maternal Health Consultant and State Technical Officer, Vriddhi. Deputy Commissioner,

In Charge Maternal Health (DC I/C MH) also attended the training from Ministry of Health and Family Welfare,

New Delhi. The opening and closing remarks for the session was provided by the Deputy Commissioner.

Rooms (LR), District Data Manager (DDM), Hospital Manager (HM), District Quality Consultant, Block Data

logins were also reported during the event. Various Quality Improvements tools eg. Fishbone Analysis, Pareto’s

chart and their linkages with LaQshya assessment was discussed in the training.

Activity-4: Supporting efforts to reduce neonatal deaths through online training on KMC during

COVID 19 – Jharkhand

Continuing with its series of Kangaroo Mother Care

(KMC) trainings, USAID Vriddhi team conducted a

training on 5th June 2020 for staff nurses and ANMs

of labor room, postnatal ward, operation theater (in

CHCs which are first referral units) in community

health centers (CHCs) of all the 24 districts.

The session plan of the trainings included

introduction by the state, introduction to KMC, video

on KMC, session on recording and reporting

followed by question and answers session. The

presentation for the training was prepared by USAID

Vriddhi team and the video shared was the KMC

video used in Family Participatory Care (FPC)

training.

There were 354 logins with 824 participants from the

24 districts.

Activity -5: Monitoring of ARI Cases

Vriddhi team from National level is regularly tracking ARI cases from 19 Health and Wellness centres. Total 65

cases of ARI screened in this week and 16 cases were diagnosed as pneumonia. 4 facilities were non-functional

this week because of COVID-19 activities in Jharkhand.

Effects of COVID-19 on RMNCH+A, TB, HIV and other essential health

services in project geography:

Impact on RMNCH services in project states

The Government is now stressing for ensuring the continuation of essential RMNCH services and the

restrictions are being essentially confined to containment zones, with opening up of services.

Feedback obtained from project states on status of RMNCH services-

Outreach services

Antenatal Care

services

Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) are yet to start and are being

planned on separate days for cluster of PW and Village Health, Sanitation and Nutrition Day (VHSND) activities have started using the staggered approach*.

Home visits ASHA are involved in doing surveys and monitoring of home quarantined people in their respective villages. ASHA home visits for COVID screening are also being

used for postnatal mother

Routine Immunization

outreach services have now started using staggered approach*

HBYC services ASHAs are making home visits along with COVID screening. Supportive

supervision of Sahiya on hold from March 2020 in all three implementation districts of Jharkhand have now resumed

Family Planning Home Delivery of Contraceptives by ASHAs is ongoing and refilling of condom

boxes are being done. Condom box being placed at public places like petrol pump

and bus stand

Facility services

ANC services continue to be provided on walk in basis using staggered approach* and following

physical distancing norms. OPD footfall has been less.

Institutional

deliveries

All states have identified facilities both COVID and Non COVID for provision of

institutional deliveries and services remain uninterrupted. Delivery load has been less.

Newborn care Birth doses continue uninterrupted, as does promotion of Breast-feeding practices with early initiation of breast feeding and Kangaroo Mother Care.

Immunization services

are being provided at facilities, for walk-in beneficiaries.

Admission to SNCU continues as per existing guidelines. No disruption of services & FPC Services are

functional. In Jharkhand SNCU (Rajmahal) remains closed as is converted to

ICU, Covid with SNCU. Staffs deputed in Covid-19 duties

Family Planning

services

Sterilization PPIUCD IUCD Injectables services are provided on demand. Fixed Day

Camps for Sterilization are not being held. PPIUCD Services is satisfactory but

overall coverage of FP Services has declined. FP Commodities are not available in adequate quantity in block and district level.

*Staggered approach- Where adequate seating for beneficiaries and caregivers with physical distancing is

ensured
