    The Cabinet which met here today under the Chairmanship of Chief Minster, Omar Abdullah approved the following promotions and postings in the Forest Department. Mr. Vinod Ranjan, Principal Chief Conservator of Forests, J&K has been placed in the apex scale of Rs. 80,000(fixed) and designated as Head of Forest Force (HoFF). Upon his promotion Mr. Vinod Ranjan has been transferred and posted as Chairman Pollution Control Board. The post has been u p g r a d e d i n s t a t u s a n d responsibility to that of the post of Head of Forest Force till it is held by Mr. Vinod Ranjan.Mr. A.K. Singh, Additional Principal Chief Conservator of Forests has been promoted to the level of above super time scale II (Principal Chief Conservator of Forests) in the pay scale of HAG + 75500 - 80,000 with effect from 01.03.2013 against the Cadre Strength of PCCFs.Mr. Abhai Kumar Additional Principal Chief Conservator of Forests has been promoted to the level of above super time scale II (Principal Chief Conservator of Forests) in the pay scale of HAG + 75500- 80,000 on ex cadre basis prospectively.     Cabinet approves promotion in Forest Department Minister of State for Health, Mr. Shabir Ahmad Khan called on

    Union Health and Family Welfare Minister, Mr. Ghulam Nabi Azad here today and briefed him about the steps taken by the State Government for upgradation of health care facilities across the State.The Health Minister gave a detailed resume of the activities being carried out under National Rural Health Mission (NRHM) for improvement in healthcare facilities particularly in remote, far-flung and hilly areas of the State.Mr. Shabir informed Mr Azad that spending capacity under NRHM have increased manifold in the State and construction work of a number of Hospital projects are at final stage in the State, which needs immediate release of more funds for their early completion. He furtherinformed him that the Schemes like JSSY and JSSK have shown better results at ground level.The Minister demanded that funding cap under NRHM for Jammu and Kashmir be also enhanced like other States of the

    Country. He said that J&K is now in a good position to spend the funds especially for completion of several ongoing projects besides under JSSY and JSSK.Mr. Shabir also requested Mr. Azad for covering more districts under the benefits of free treatment facility of Non Communicable diseases adding that at present only 3 districts, Leh, Kargil and Kupwara are reaping its benefits. He demanded that Cancer Research Hospital be also setup in the State besides urged the Union Health Minister for Sanction of more GNMS and ANMS in the State so that more and more skilled manpower would be made available in the hospitals.Mr. Shabir hailed the Union Health Minister for increasing 150 MBBS seats to Jammu and Kashmir State. He said this would further help to provide medicos facility in the remote areas.The Union Health Minister gave patient hearing to the demands put forth by the State health Minister. He assured for all possible assistance to the State government for improvement and upgradation of healthcare facilities in the State.

    Omar visits Mazar-e-ShohadaPays tributes to martyrs

    Naqashband Sahib here to pay tributes to the Martyrs of 13th July. He laid flower wreaths over the graves and offered Fateh.

    The Chief Minister said that the sacrifice of martyrs to free the society from autocracy and lay edifice for democracy and human dignity is one of the richest chapters of the history of Jammu and Kashmir.

    The best way to pay homage to the martyrs is to help create equitable and palatable environment for everyone to grow and develop in a democratic atmosphere, he added. Speaker Legislative Assembly, Mubarak Gul, Ministers included Abdul R a h i m R a t h e r , A l i Mohammad Sagar, Peerzada Mohammad Sayed, Taj Mohi-ud-Din, Ch. Mohammad Ramzan, Mohammad Akbar Lone, Adviser to the Chief Minister, Qamar Ali Akhoon, Ministers of State, Sajjad Ahmad Kichloo, Ajaz Ahmad Khan, various legislators, Director General Police, Ashok Prasad and various senior officers were also present on the occasion besides large number of general people.

    Congress President Sonia Gandhi chaired the meeting of Chief Ministers of Congress ruled States on speedy implementation of food security programme since the programme is to be implemented soon. Congress President Sonia Gandhi held deliberations with Congress Chief Ministers on how to implement the food scheme seeking to provide cheap foodgrains to 82 crore people, for which an ordinance was promulgated last week.Besides Congress Chief Ministers, Prime Minister Dr Manmohan Singh, Congress Vice President Rahul Gandhi and Food Minister K V Thomas, AICC General Secretaries and Core Group members participated in the meeting.The aim of the meeting was to ensure that the scheme is implemented in the best possible manner with Congress-ruled states becoming role models in implementation of the food security measure.The scheme will be rolled out in various states soon.The food security scheme which is part of Congress Manifesto 2009 will provide right to cheap foodgrains to 82 crore people

    Provincial President National Conference Mr Devender Singh Rana on Saturday said that repeated assertions over this sensitive issue speaks volumes about the political bankruptcy of the party. Speaking at a function held in observance of Martyrs Day at Sher-e-Kashmir Bhavan here this morning, Mr Rana said that after feeling isolated and distracted from the masses in the wake of inner-party skirmishes, BJP is struggling to remain relevant in the political spectrum by inciting communal passions. Narendra Modis latest salvo over Hindu nationalism and justification of 2002 communal riots is an indicator what discourse the party is taking in the ensuing elections, Mr Rana said and added that this is just the extension of its real agenda of dividing the people over sensitive issues which include Article 370 as well.     Muralidhar Rao over Article 370 speaks about his ignorance about the special provision of Constitution that accords special status to Jammu and Kashmir, he said and challenged the votaries of its revocation to get engaged for a discussion as to how they will realize their mischievous agenda. Article 370 defines the relationship of Jammu and Kashmir with India, he asserted while saying that thinking about its revocation is akin to day dreaming. The Provincial President reiterated that this provision cannot even be abrogated by even Parliament and said knowing well this harsh reality, BJP leadership was indulging in rhetoric just to push their extremist agenda. He reminded the BJP leadership about the realistic approach of former Prime Minister Atal Bihari Vajpayee over Article 370. Recalling Vajpayees reply to a question on Article 370, when he was External Affairs Minister, the veteran leader had said that it is easy to say anything when in Opposition, and it different when in government.

    Says nurturing democratic institutions best way to pay tributes to Martyrs President Jammu and Kashmir Democratic Party of Nationalist (JKDPN) and Minister for Agriculture, Mr Ghulam Hassan Mir along with other party leaders today visited Martyrs graveyard at Naqashband Sahib (RA) here to pay tributes to the Martyrs of 13th July, 1931. They laid flower wreaths over the graves and offered Fateh. The party leaders who accompanied the Party President to Martyrs graveyard include Vice President, G.M Bhawan, General Secretaries, Mr. Nazir Dailgami, Farooq Ahmad Jan, Youth President, Mr. Muzffar Reshi, District President, Budgam Mr. Hilal Parviaze and workers of DPN. Later, a meeting was held at party headquarter under the Chairmanship of party patron, Mr. Ghulam Hassan Mir where rich tributes were paid to the Martyrs of July 13, 1931, who sacrificed their lives to get rid of from suppression and autocratic rule.

    The meeting resolved that the best way to pay tribute to Martyrs was to nurture the democratic institutions in the State for which the Martyrs of laid their lives. He said the martyrs paid supreme sacrifices for upholding the democratic principles and pluralistic ethos which are the hallmark of the rich traditions and culture of the State. Mr. Mir said that the main agenda of DPN is to strengthen the local self governance at grass roots level and provide a platform to the youth for channelizing their capabilities and energies in the right direction. Describing the holding of Panchayat Elections in the State a step forward towards strengthening the democratic institutions, Mr. Said that the DPN shall strive for holding Block Development Councils Elections at the earliest in the State so that three tier system of local self governance would become functional at the grass root level for the benefit of common masses. He said that the party stands for holding of early elections to Urban Local Bodies in the State to make all the democratic institutions fully functional.
