    1.     WHERE DOES MY WATER COME FROM?In general, the sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reser-

    oirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occur-ing minerals, and in some cases radioactive material, and can pick up substances resulting from the presence of animalsr from human activities. Contaminants that may be present in source water include: microbial contaminants; inorganic con-aminants; pesticides and herbicides; organic chemical contaminants; and radioactive contaminants. In order to ensure thatap water is safe to drink, the State and the Environmental Protection Agency (EPA) prescribes regulations which limit themount of certain contaminants in water provided by public water systems. State Health Department and Food and Drugdministration regulations establish limits for contaminants in bottled water, which must provide the same protection forublic health. Our sole water source is Keuka Lake. During 2011, our system did not experience any restriction of its waterource. The water is pumped from the lake to the Water Treatment Plant located at 1515 West Lake Road. Matt Yonts ishe Chief Operator at the plant. After filtration, disinfection, fluoridation, and corrosion control treatment, the water is pumpedo a two million gallon reservoir on the hill above the plant. The water then enters the distribution system by means of grav-ty.

    he information contained in the report assists the State in overseeing public water systems and helps local authorities pro-ect the quality of their source water. It is important to note that source water assessment reports estimate the potential forntreated drinking water sources to be impacted by contamination. These reports do not address the safety or quality of

    reated, finished, potable tap water.

    EXECUTIVE SUMMARY - WATER ASSESSMENT REPORTThis assessment found an elevated susceptibility to contamination for this source of drinking water. The amount of agri-

    ultural lands in the assessment area results in elevated potential for phosphorus, DBP (disinfection by products) precur-ors and pesticides contamination. While there are some facilities present, permitted discharges do not likely represent anmportant threat to source water quality based on their density in the assessment area. However, it appears that the totalmount of wastewater discharged to surface water in this assessment area is high enough to further raise the po tential forontamination, particularly for protozoa. There is also noteworthy contamination susceptibility associated with other discreteontaminant sources and these facility types include CBS (Chemical Bulk Storage) and IHWS (Inactive Hazardous Wasteite).

    FACTS AND FIGURESOur water treatment facility is a regional plant, owned by the Village of Penn Yan, which serves all 5,250 residents of

    enn Yan through 2,230 service connections. In addition, approximately 3,000 residents of the Town of Jerusalem areerved through connections at Indian Pines, West Lake Road, East Bluff Drive, Branchport, Guyanoga, and Keuka Parkith a total of 1,181 service connections. Approximately 1,000 residents in the Town of Milo along East Lake Road areerved through 365 service connections. There are approximately 700 residents in the Village of Dresden and along NYSoute 54A that are also served by the Water Treatment Plant through 242 service connections. The Town of Benton alsoraws water from Penn Yan Water Treatment plant; Benton currently distributes water to 999 of its residents through 363onnections. In the Town of Pulteney, 658 residents are being served through 268 service connections. The total amountf water produced in 2011 was 312,228,300 gallons. The amount of water delivered to all customers in 2011 was56,325,418 gallons of which 149,823,562 gallons were sold to Village of Penn Yan accounts. This leaves an unaccounted

    or total of 55,902,882 gallons, which was used to flush mains, fight fires, back wash the plants filters or was lost througheakage. The daily average amount of water produced in 2011 was 857,941 gallons. The highest single day of productionn 2011 was 1,813,000 gallons.

    In 2011, the Village implemented a new Equivalent Dwelling Unit billing system for water. This billing method was

    dopted as a way to more equitably distribute the basic cost of providing water service to those consumers having the great-st impact on the peak demands of our water distribution system. Peak demand determines the systems capacity re-uirements.

    An EDU is equal to one single-family dwelling. Individual apartments (whether in multi-family homes, individual build-ngs or complexes) are also equal to one EDU. Motel and hotel rooms are equal to one-half of an EDU, B&Bs are equalo one-quarter of an EDU per guest room plus one EDU for the owner/occupant. EDUs for commercial, institutional andndustrial uses are based on meter service size.

    The Total User Cost (the annual charge to the customer for water service) is billed monthly and is calculated as fol-ows: The Total User Cost equals the Fixed User Cost (defined as the cost of all indebtedness related to the operation ofhe water system, divided by the total number of EDUs served across the entire village) multiplied by the total number ofDUs assigned to that account, plus the Variable User Cost (defined as the cost of the annual operating and maintenanceosts related to the operation of the water system, divided by the anticipated annual water production for the coming year)ultiplied by the number of gallons consumed in that month divided by 1,000. In 2011, the Fixed User Cost was $3.00 and

    he Variable User Cost was $8.32 per 1,000 gallons of water consumed.The other villages and townships served by the Villages water treatment facility are charged a flat rate for water based

    n the cost of production and set their own rates for the water sold to their customers.

    ARE THERE CONTAMINANTS IN MY DRINKING WATER?As the state regulations require, we routinely test your drinking water for numerous contaminants. These contami-

    ants include: total coliform, turbidity, inorganic compounds, nitrates, nitrites, lead and copper, volatile organic compounds,otal trihalomethanes and synthetic organic compounds. The following table depicts which compounds were detected inour drinking water. The State allows us to test for some contaminants less than once per year because the concentra-ions of these contaminants do not change frequently. This is why some of our data though representative could be morehan one year old. It should be noted that all drinking water, including bottled drinking water, could be reasonabl y expectedo contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate thathe drinking water poses a health risk. More information about contaminants and potential health effects can be obtained
