Identifying and Addressing Hoarding

HUD Information Session

Tracks:General Information - Public Housing - CR&D Housing Choice Voucher Program

Speakers: Jeff Cohn from SI Restoration and Susan Smith, MSW, Resident Services Program Coordinator, Housing Opportunities Commission

In May, 2013, “Hoarding” was designated as a distinct form of Mental Illness in the DSM-V, which will allow for more insurance companies to reimburse for treat-ment. If the housing unit is only subjected to a major clean up, without decision making by the client, the client can psychiatrically decompensate and lose all trust in their service providers. Hoarding Disorder is a chronic condition that will never be “cured”. With extensive Cognitive Behavior therapy, a client with Hoarding Dis-orders can, with support, learn how to make decisions in discarding objects and improve their organizational skills.

Even in the best of times, small and medium-sized PHAs struggle to keep a foothold. Spurts of high activity and unit growth occur rarely and unpredictably, and they are difficult to sustain. So when times get tough and capital is difficult to find these agencies face an even steeper climb. Meanwhile, their larger counterparts have the broader access to capital, wider options, and heightened bargaining power that enable them to pursue growth strategies despite economic downturns. This panel is designed to offer some insight and tactics to assist these agencies.
