The two-day Welfare and Safety of the RacehorseSummit III, concluded Tuesday, has resulted in myriadgoals for the sport. One idea is as simple as a standardwarning alert for loose horses, to sound the same at allrace tracks. Another idea might see a liaison in positionat every track to educate and assist horse owners andtrainers in finding second careers for Thoroughbreds -before it is too late for another career. The greater picture for the sport's future is morecomplicated and will take some time, much more re-search, and the cooperation of racing jurisdictionsacross state lines if goals of the Summit are to be met, according to participants. These goals include a riderinjury data base, adoption of model racing rules (per-haps by means of a multi-state compact), continuingeducation for trainers and others working with horses, and more definitive answers from the nascent EquineInjury Database. Analysis of the first year of information compiled bythe Equine Injury Database, announced Monday at theSummit, revealed no significant statistical differencebetween dirt and synthetic tracks concerning fatalities. However, the numbers showed that fillies and mareshave 50 percent less chance of suffering a track fatalityas do entire males. Riding the momentum established by two previoussummits, participants agreed that this third convoca-tion, underwritten by The Jockey Club andGrayson-Jockey Club Research Foundation and held atKeeneland, succeeded in bringing together across-section of experts to brainstorm fresh ideas forthe safety and welfare of the horse and racing person-nel. A sense of urgency accompanied ideas emanatingfrom the summit. Organizers reminded frequently howpast initiatives, led by the Equine Injury Database andthe Racing Surfaces Testing Laboratory, have alreadyassumed a place in the racing landscape. This history of

success has produced a momentumwhich organizers said they are deter-mined to carry forward. AWe can't just rest where we are. We've got to continue to challengeourselves,@ said Nick Nicholson,President and CEO of Keeneland. Initiatives to be pursued will in-clude standards for safety equip-ment, including standards for pad-ding of starting gates, and publica-tion of development documents forsuch topics as stable design, trackmaintenance, and bio-security.

In the matter of stable design, Dr. Sue Holcombediscussed Monday the correlation of mucous productionin horses with dust found in barns and stalls. She ad-vised sprinkling water on hay and barn aisles and said ifmucous continues to be a problem with a particularhorse, Amove the horse to a different stall because itmay be the stall.@ Stalls that Holcombe called Ahotstalls,@ because they are especially plagued with dust, exist in all barns, according to her research. Holcombe'swork has correlated increased mucous--even tracemucous--with poor performance on the track. Bringing change to claiming-race rules also receivedattention, particularly because in some cases, Awe'refinancially rewarding [a stable] whena horse is making a start that's ques-tionable,@ as trainer Ken McPeekpointed out. Participants on a com-mittee that brainstormed how totransition racehorses into secondcareers urged revision of claim-ing-race rules so that horses at theend of their careers do not have toundergo Aone last race.@ Allie Conrad, representing CANTER Mid-Atlantic,told how five years ago placementgroups such as hers could find retire-ment homes for unsound horses--when now they cannot.

At the same time, talk emerged about an accredita-tion program for horse rescue and retirement organiza-tions, an initiative that would involve collaboration ofthese groups. AOne issue we haven't talked about is where medica-tion fits into safety,@ said Dr. Rick Arthur, equine medi-cal director for the California Horse Racing Board. AWedon't have the data yet. Until we do, we can't evalu-ate.@ Organizers and participants recognized that the Sum-mit's goals cannot be accomplished overnight, no mat-ter how inspired they are. AIt's the most complicated," McPeek said. AYou'retalking about marrying state, race tracks, horsemen,NTRA, The Jockey Club, and you're talking about thedynamics of dealing with all these issues.@

THE NEW CROP In the second half of 2007, when money was stillflowing freely, Sheikh Mohammed spent an estimated$200 million buying many of the best three-year-olds onboth sides of the Atlantic as stallion prospects. In 2008

in Europe, Darleystood G1 EpsomDerby winner Autho-rized (Montjeu), un-beaten championEuropean two-year-old of 2006 Teofilo(Galileo) and triple2007 Group 1 win-ner Manduro(Monsun). In Ken-tucky, they retiredStreet Sense--bytheir own sire, StreetCry, and the first

horse to win the GI Breeders= Cup Juvenile--GI Kentucky Derby double; Hard Spun (Danzig), winnerof the GI King=s Bishop S. at seven furlongs and placedin the GI Kentucky Derby, GI Preakness and GI Breeders=Cup Classic; GI Haskell winner Any Given Saturday(Distorted Humor); and Discreet Cat (Forestry), the2006 GI Cigar Mile winner, who had been bought as aracehorse. This formidable line-up stood their first seasons in2008, had their first foals born in 2009, and now havetheir first yearlings coming to market in 2010. The fourKentucky Darley newcomers are among 30 stallionswith representatives from their first crops cataloguedfor the sale that annually kicks off the North Americanand European yearling sales season, Fasig-Tipton July. With a schedule change this year, it will be held Tues-day and Wednesday, July 13-14, in less than threeweeks= time. Seven of the 30 are also due to be repre-sented at Saratoga August 2-3. Doubtless reflecting the shrinking demand to buyracehorses in North America--not just a result of theeconomic crash that cut off credit, but also because ofthe lousy economics for racehorse owners--the Fasigcatalogue is the smallest of the 21st century, with 407yearlings in the book. The number catalogued is down21 percent from last year, and down 36 percent from2007 (when there were too many even then).

Sales officials and consignors will also be hoping theycan improve on a buy-back rate that has topped 36percent in three of the last five years. Fasig-Tipton isintroducing the AFreshman Sire@ session, and when youlook at the catalogue, the first 145 hips--which arelisted alphabetically by dam--are all by first-year sires. Then the alphabet starts over for the rest of the book,so the new talent kicks off first. Since they comprise four of the ATop of the Crop@stallions to go to stud in 2008, it=s not a big surprise tosee Darley stallions well represented at the two sales.Street Sense is the most expensive; he has just twocatalogued at Fasig, but 11 at Saratoga. Hard Spun, whose seven-furlong King=s Bishop=s win gives him anextra commercial boost, has 12 catalogued at Fasig, and another 10 at Saratoga. Discreet Cat has eight atFasig and three at Saratoga, while Any Given Saturday,of whom we=ll no doubt hear much more in September, has three catalogued at Fasig, one at Saratoga. Eleven stallions have seven or more catalogued eitherat Fasig or, in the case of Street Sense, at Fasig andSaratoga combined. Three of them are Darley horses, ofwhich the most expensive, when they went to stud, was Street Sense. Bred by Jim Tafel and trained by CarlNafzger--and, like Zenyatta, from the first crop ofDarley=s first homegrown superstar stallion Street Cry--Street Sense became the first horse ever to win the GI Breeders= Cup Juvenile as a two-year-old and returnto win the GI Kentucky Derby at three. He was master-fully prepared for both campaigns by conditionerNafzger, an old-style trainer who had won the 1990 GI Kentucky Derby with Unbridled and knew how to getthere. Interestingly, Nafzger got him beat on thethen-new Polytrack at Keeneland before winning theJuvenile, and he got him beat there again the followingspring, in the GI Blue Grass S., before winning theDerby. It was conditioning he was after, not victory.

“Though the North American two-year-old market is threetimes bigger than Europe’s (formerly four), the Europeansector of the market has held up markedly better. Thenumber catalogued in Europe was down 11 percent from2007, the number sold just 2.5 percent, whereas in NorthAmerica these were down 29 and 21 percent respectively. The average has fallen about 25 percent in both cases (vs.2008 in Europe), but the gross is down 40 percent in NorthAmerica, 21 percent in Europe. The clearance rate from thecatalogue was ten percent higher in Europe this year, too –nearly two-thirds were sold.” -Bill Oppenheim

Hard Spun is almost sure to be this crop=s commercialdarling. By Danzig out of a Turkoman (son of Alydar)mare from the Darby Dan family that produced LittleCurrent, Chateaugay and Primonetta, he was boughtprivately by Fox Hill Farm after failing to sell, at a$485,000 hammer price, at the 2005 Keeneland Sep-tember Sale. Trained by Larry Jones, he was unbeaten in threestarts in minor company at two, but, at three, finishedin the first three in five Grade Is and won two Grade IIs.

He won, as mentioned, the GI King=s Bishop, aseven-furlong test forthree-year-olds thatearned a reputation forproducing sires whenthe winners between1996-2001 includedthe quartet of Tale ofthe Cat, More ThanReady, Honour andGlory and Forestry.Always on or near thelead, Hard Spun also

ran second in the GI Kentucky Derby (to Street Sense),GI Haskell (to Any Given Saturday) and GI Breeders=Cup Classic (to Curlin), and third in the GI Preakness (toCurlin and Street Sense). Tough as nails, and a biggood-looking horse by Danzig out of an Alydar-line marewith speed but plenty of class, too, his stock are agood bet to appeal to yearling buyers. Discreet Cat was actuallythe fastest of the Darleyhorses, running Beyers of115 and 116, respectively, when winning two one-mileraces at Belmont Park at theend of his three-year-old yearin 2006: the GII Jerome--against fellowthree-year-olds--by 10lengths; and the GI CigarMile--against Aolders@--bymore than three lengths overBadge of Silver and SilverTrain, at odds of 1-4. It all came undone at four, butthat doesn=t take away from how good he was as athree-year-old. He was brilliant. Any Given Saturday, the least represented of theDarley quartet at Fasig and Saratoga, was a $1.1-mil-lion yearling raced by WinStar and Padua Stables. Hehad been nipped by Street Sense in the GIII Tampa BayDerby early in the year, then ran third in the GI WoodMemorial before finishing eighth in the GI KentuckyDerby behind Street Sense and Hard Spun. But hebounced back to win three in a row: the GII Dwyer;GI Haskell (Beyer 113) defeating Hard Spun; and GII Brooklyn H. against older horses.

Outside of the Darley four, this crop=s hottest NorthAmerican commercial prospect is Gainesway=s Corin-thian (Pulpit), who finished fourth in weanling/shortyearling average behind Street Sense, Hard Spun andAny Given Saturday, with 25 averaging $82,780 (perTDN Insta-tistics). A $385,000 yearling who raced for a CentennialFarms partnership and was trained by Jimmy Jerkens,Corinthian beat First Samurai and Flashy Bull in the2006 GII Fountain of Youth S., but he bore out mark-edly and was disqualified to third. He was sidelined formost of the rest of the year, running just once, butreturned at four to win two good one-mile dirt races.Corinthian took the GI Metropolitan Mile, traditionallythe top dirt race for milers in the first half of the year, and closed out his career with a runaway 6 1/2-lengthwin in the Breeders= Cup Dirt Mile (Beyer 119) in theslop at Monmouth. He has 10 in at Fasig, and 10 moreat Saratoga. Gainesway would be a lot higher on him than theywere, say, on Tapit at this stage of the game. Corin-thian looks sure to be a horse that will get a fair hearingby the buyers; there=s a good vibe about him. Cont. p9

In contrast to Darley, their great rival Coolmore didnot go on a spending spree in 2007. Their top 2006two-year-old, Holy Roman Emperor (Danehill), had beenpressed into stud service at three in 2007 when thestar-crossed George Washington (Danehill) provedinfertile, and is currently Leading Freshman Sire in Eu-rope. Their principal 2008 retirements were DylanThomas (Danehill) and Excellent Art (Pivotal) in Ireland, and Scat Daddy, from Johannesburg=s first crop, at

Ashford in Kentucky. Scat Daddy won a cou-ple of key races--the GIChampagne at two andthe GI Florida Derby atthree--but he never ranagain after finishingthird-last in the 2007 GI Kentucky Derby, andhe never ran a Beyernumber higher than his99 in the Florida Derby.Tapit never ran betterthan a 98, though, and ithasn=t stopped him frommaking a sire. Stallions standing atformer Kentucky Gover-nor Brereton C. StevieWonderboy, who is bythe somewhat underratedA.P. Indy horse StephenGot Even, ran a Beyer104 and defeated HennyHughes (Hennessy), FirstSamurai (Giant=s Cause-way) and Brother Derek(Benchmark) when he

won the 2005 GI Breeders= Cup Juvenile at BelmontPark. His $40,000 median for seven weanlings/shortyearlings sold, and the fact he had 11 accepted for thissale, are both good indicators. Another Airdrie stallion,Flashy Bull (Holy Bull), trained by Kiaran McLaughlin fora West Point Thoroughbreds syndicate, always threat-ened to be a good horse. He was third, moved up tosecond, in the controversial 2006 GII Fountain of Youthin which Corinthian was disqualified and First Samuraigot the race. But he really got good at four, winningthree in a row, including the GI Stephen Foster H. atChurchill Downs. He has 12 catalogued at Fasig.

NJ EXCHANGE BETTING BILL PASSES ASSEMBLY New Jersey's exchange betting legisla-tion, Bill A2926, was passed by the state AssemblyMonday by a unanimous vote, and now heads to theSenate. The bill names the New Jersey Sports andExposition Authority as the entity that would be incharge of establishing an exchange wagering platform.A spokesman for the NJSEA said Tuesday that it hasnot yet been decided if they will apply for a license iffinal approval is granted. AThe legislature will be goingon summer break, so it will probably be the fall beforethe bill gets final passage,@ said John Samerjan, theNJSEA=s vice president of public affairs. AIt=s prematureto say what will happen if it is approved.@ But, accord-ing to Samerjan, the NJSEA has been working with thestate=s horsemen on the issue, including division ofrevenue, and the outlook was positive. ALooking at itgoing forward, it seems to have popularity in otherplaces around the world, primarily Europe,@ Samerjansaid.
