TACLOBAN CITY – The Commission on Elections (Comelec) Regional Office 8 has announced that all preparations for the October 26 special elections in Southern Leyte is suspended.

Comelec 8 regional director Atty. Jose Nick Mendros said all preparations for the election of the representatives of the 1st and 2nd districts of the province are temporarily placed on hold, pend-ing the issuance by the Supreme Court of a certificate of finality in the Nograles case.

“There are no formal direc-tives yet, but I received a phone call yesterday from our Deputy Executive Director for Operations for the suspension,” he shared.

However, Mendros said that the holding of elections might just be moved to a later date.

The SC, in its decision, grant-ed the instant petition for status quo ante order sought former city vice mayor Shirlyn Banas-Nograles as the duly-elected representative of the first district of South Cotabato and General

Santos City, as it declared Comelec Resolution 10524 that scheduled the conduct of special elections for the 2 districts 6 months after the May 13 elections null and void.

Nograles’ camp noted that the scheduling of the first regular election “within six months from May 13, 2019” violated the provi-sions of RA 11243.

The High Court ruled that Section 1 of RA 11243 categorically stated that the reapportionment of the first district “shall commence in the next national and local elections after the effectivity of this Act”.

Southern Leyte’s reapportion-ing was implemented on February 19, 2019, with the effectivity of Republic Act 11198, while South Cotabato’s reapportioning hap-pened after Republic Act 11243 became effective on April 4, 2019.

TACLOBAN CITY – Two Indian nationals were nabbed for possessing Php 1 million worth of agarwood wedges, locally known as ‘Lapnisan’, in a checkpoint at San Juanico Bridge this week.

Reports reaching the Police Regional Office 8 Headquarters revealed that personnel of the 805th Re-gional Mobile Force Bat-talion (RMFB) intercepted a white van travelling to-wards Tacloban City from Samar province.

The driver, identified as Lucio Abordo, together with Decina Noel Dela Fuente and 2 Indian nationals iden-tified as Mohammed Shari-kul Hoque and Mohammad Khaliqur Rohman were car-rying 2.5 kg. of Agarwood chips without the necessary permits from the Depart-ment of Environment and

FORMER SECRETARY of Health and Iloilo 1st Dis-trict Representative Janette Loreto-Garin lashed out at Sec. Duque’s leadership when on a TV Patrol news segment released Friday night, Centers for Health Development (CHD) 4A Director Eduardo Janairo stated that the Philippines does not use meningococ-cal vaccine because it is not yet proven to be effective and is still under study.

Garin, who has training in Advanced Vaccinology, called on Duque to put or-der in his house. The United States (USA) has already licensed two types of me-ningococcal vaccines – i.) Meningococcal conjugate vaccines (MenACWY); and, ii.) Serogroup B meningo-coccal vaccines (MenB), which have helped teens and young adults prevent its most common causes. The Centers for Disease Control and Prevention (CDC), the health protec-tion agency that protects America from health and safety threats for both for-eign and domestic, has seen meningococcal disease as a very serious illness where death can occur in as little as few hours.

“I am deeply concerned that these isolated cases might erupt into a wide-spread panic due to com-plete disregard to the truth: that we have a vaccine for

meningococcemia proven to combat the disease,” Garin said.

F u r t h e r m o r e , t h e World Health Organization (WHO) established a Work-ing Group (WG) to prepare a Strategic Advisory Group of Experts (SAGE) review of new evidence and ad-vice to WHO on the use of meningococcal vaccines to mitigate the public health impact of the disease in May 2019. The former Sec-retary of Health said the reason why the vaccine is not given routinely in the Philippine public health program is that the burden based on history is not that huge. But despite this, private patients and some doctors use this.

As a medical practitio-ner, Garin urged Filipinos who have symptoms of meningococcal disease to urgently go and see a doc-tor, especially if there is a persistent drowsiness, irritability, fever, children not feeding normally or if symptoms have come on or just worsened very quick-ly. She further stood firm, maintaining that “the inci-dence, prevalence, morbid-ity, and mortality of many communicable diseases like meningococcemia will not rise if we subscribe to an ad-age, which holds true even today – that “an ounce of prevention is always better than a pound of cure”. PCA pushes for ‘tuba’ as copra farmers’ alternative source of income

ORMOC CITY – The City Youth Development Office (CYDO), in celebration of World Mental Health Day on October 10, conducted a two-day seminar on mental health and drug abuse.

The event was in part-nership with the City Health Office, under Mental Health Coordinator Cristobal Dex-ter Mendola III. It was held in drug rehabilitation center in barangay San Pablo.

The main purpose of the said activity was to break the stigma and to promote awareness among the youth about mental health issues. This event also highlighted the building of confidence in over-coming problems that cause the youth to use illegal drugs.

One of the speakers was psychometrician Teresa Koyyka of Ormoc (but is now based in Cebu), who talked about the miscon-ceptions of anxiety and depression. “You learn to

accept your flaws and im-perfection and then you’re happy,” she said. Koyyka also urged students to talk to someone they trust if they feel anxious and depressed.

Among the participants were an estimated 150 stu-dents from San Lorenzo Ruiz College and senior high

school, STI-Supreme Student Government (SSG), Dolores SHS, Valencia National High School, nursing students of Western Leyte College, and ACLC-SSG officers.

In day 2, SPC Guidance Facilitator Isabelito G. Cuizon Jr. had a lecture on fighting stigma. In the afternoon, they

ORMOC CITY – More or less Php 30 million of Hos-pitalization Assistance Fund is to be liquidated in 2019, according to Ormoc City Mayor Richard I. Gomez.

This assistance is, accord-ingly, from the national fund that was downloaded to the 4th District of Leyte through the efforts of Congresswom-an Lucy Torres-Gomez.

After the flag-raising ceremony last October 7, Mayor Gomez gathered all the department heads for a managers committee meeting. They were given a chance to report their updates and accomplish-ments of all the programs and their concerns as well under his administration.

The mayor announced the existence of the Hospital-

ization Assistance Fund and directed the task of liquidating the funds to the City Social Welfare and Development Office (CSWDO) under De-lia Corbo, which funds the mayor said needs to be liqui-dated within this year. “Ang uba’ng cities nagkalisod sila kay medyo kulang ang pundo pero kita diri, datu ta karun,” mayor Gomez said, adding, “I can give as much as a hundred thousand [assistance] until December,” he added.

The fund, accordingly, can help in the following: hospitalization, burial, medi-cal, and transportation assis-tance. However, according to Ms. Corbo, the patient will not receive any cash upon acquiring the said fund, but will receive a guarantee let-ter from the DSWD ensuring

the hospital bill will be paid by the government instead based on the MOA.

Furthermore, for those who cannot really pay the hospital bill, they can re-quest a certificate of indi-gency from the Mayor or from their punong barangay.

Aside from the said as-sistance fund, the city also has more or less Php 6 mil-lion worth of hospitalization assistance program fund. This fund, meanwhile, is downloaded from the Local Government Support Fund-Financial Assistance (LGSF-FA), and which will also be liquidated until the end of 2019, following the same process as its national coun-terpart. TACLOBAN CITY – Be-cause of the prolonged drop of copra prices in the world market for over two years now, the Philippine Coco¬nut Authority (PCA) is urging local farmers to push for other alternative sources of income, such as ‘tuba’ or local coconut wine.

PCA regional manager Joel Pilapil said tuba being an important industry to the Waray-Waray provides additional income to farm-ers due to its high demand and stable price.

“This initiative can

bring an alternative source of income to farmers. It’s high time to consider other products aside from copra, because before, even if the price of copra drops, the in-dustry can recover in months, but now the price drop has been continuous,” he said.

The An Waray Party-list, in order to support the coconut industry, will stage its 11th Oktubafest, in partnership with the Provincial Government of Leyte, and as part of the commemoration of the 75th Leyte Gulf Landings.

The event, happening on October 18 is the big-gest gathering of tuba (local coconut wine) producers, stakeholders and tuba wine enthusiasts in the country.

Rep. Florencio Bem Noel, the author of the Coconut Bill, said this year’s Oktubafest will be the most festive and will have the most number of participants coming from 17 municipalities, including two cities all over Eastern Visayas.

Why the Flu Shot Can’t Give You the Flu

OCTOBER IS Breast Cancer Awareness Month, an annual campaign to increase awareness of the disease. Breast cancer is the 2nd most common cancer among women around the world (next to lung cancer). In the Philippines, it comprises 30% of cancers among women.

According to the Philippine Council for Health Research and Development, one in 13 Filipinas will develop breast cancer in her lifetime. In addition to this, the Philippine Obstetrical and Gyneco-logical Society (POGS) reports that the Philippines has the highest prevalence of breast cancer among 197 countries.

Breast cancer survival in the Philip-pines is only 40%. In the US, breast cancer survival is 80-89% due to technological ad-vances in the diagnosis and the availability of treatment modalities. Majority of Filipino women seek medical advice only when their breast cancer is already in the late stage, coupled with financial constraints. Many Filipinos are unable to avail of ex-pensive diagnostic tests and therapeutic modalities such as surgery, chemotherapy and radiotherapy due to high costs.

Every woman has to be aware of the signs and symptoms of breast cancer. The most common sign is the presence of a breast lump on self-breast examination; it may be accompanied by pain, dimpling, discoloration of the affected area and pres-ence of discharges.

Self-breast examination is done month-ly, 1-2 weeks after the last day of men-struation. This is because when breast exam is done prior to menses, there might be hormone-related lumps on the breasts, which can disappear after menstruation. Self-breast examination is usually in front of the mirror, and one can always ask your doctors how to properly do it. Mammog-raphy (x-ray of the breast) is the most com-mon tool for breast cancer screening. The American Cancer Society recommends (1) annual mammogram for women above the age of 40, including annual clinical breast examination (done by a doctor).

Generally, there are 3 types of breast cancer based on its origin. This includes

(1) ductal carcinoma in situ (DCIS), (2) lobular carcinoma and (3) Invasive Ductal Carcinoma. There are several myths about breast cancers. These include (1) Wearing tight bras, (2) Wearing underwire bras, (3) Trauma to the breasts, such as accidentally being pinched or punched by a child and (4) Sleeping faced-down. These are all myths.

If a breast lump is detected, the Phil-ippine College of Surgeons would recom-mend breast ultrasound. However, the most important step is the biopsy of the breast lump. Biopsy can determine if the lump is malignant (cancerous) or benign (non-cancerous). If the lump is malignant (cancerous), the most common treatment is surgery to remove the source of cancer and to prevent the spread of cancer to other body sites. To determine the presence of metastasis (cancer spreading to other body sites), other tests are conducted, which may include abdominal ultrasound, cranial CT scan and bone scan.

Each Filipino woman has the risk of dying from breast cancer. An important tool is mammography. However, due to its cost, not all women can afford it. How-ever, if mammography costs 1,200 pesos to 1,600 pesos compared to breast surgery, which can cost up to 50,000 to 100,000 pesos, there is definitely benefit in doing mammography! Besides, it can detect malignant lesion so small, which cannot be felt during self-breast examination or even clinical breast exam done by a doctor. Again, mammography is recommended for women who are 40 years old and above every one to two years. Whether with or without family history of breast cancer, this recommendation applies to all. Since many of those with breast cancers have no known family history of such illness.

Breast cancer can be treated, and cure can be offered if detected early. However, if it is detected in the late stage, cure is no longer the aim of treatment but palliation of symptoms. Palliative therapy aims on the management of symptoms brought about

He just did not say, “All of you, be cured.” No. He approached everyone and laid his hands on each one.

Like Christ, we should try to be up close and personal with each of the people we meet, irrespective of who they are, whether they are relatives, friends, colleagues, strang-ers and even enemies. We have to avoid a casual and generic dealing that does not go deep enough to show and give the real char-ity that we are commanded to do.

Of course, this will require a lot of effort and sacrifice. We most likely will be tempted to think that Christ is God first of all. He has all the powers. Nothing is impossible with him. We cannot be like him since he is God in the first place. We are only human.

But he is also man who has assumed our human condition to the point of becoming like sin without committing sin (cfr. 2 Cor5,21). He has assumed the worst condition that man can get into. Being “the way, the truth and the life,” he is showing us in this particular case how to deal with people in general.

The fact that we are simply human beings with all sorts of limitations and weaknesses should not be an excuse from developing and having a universal concern with a personal-ized approach in our dealings with people.

Let us remember that we have been made in God’s image and likeness, en-dowed with powers to enable us, with God’s grace, to be truly like God. In other words, it’s like we have been given a blank check, the amount of which we are com-pletely free to write. And what we write on that check depends on how we correspond to God’s grace in our effort to be like God through Christ in the Holy Spirit.

We have to train ourselves to have the very mind and heart of Christ. This, of course, would require us to do some ad-justments and even drastic changes in our attitudes and ways. What is needed is that we just try and try, even if our best efforts cannot achieve that ideal. Anyway, we are not really expected to reach that goal with our powers alone. It is Christ, with his grace, that will do it for us. Ours is simply to try.

We, of course, have our own personal ways that can sort of define us—our tem-perament, personality, our biases and preferences, our culture and lifestyle, our opinions and views, etc.—but we should not be trapped by them.

Our differences and conflicts among ourselves are unavoidable. But they are not meant to be divisive, alienating us from the others. They, in fact, can be the condition to generate the power of God’s love that unites everyone to work on us.

That is why Christ told us to be hum-ble, to have the attitude of wanting to serve and not to be served, to avoid the attitude

FLU VACCINATION prevents millions of flu-related illnesses and deaths annually, but vaccination rates are low for many reasons.

During the 2018-2019 flu season, the Centers for Disease Control and Preven-tion reported that about 45% of U.S. adults received the flu vaccine. While this is an increase of 8% from 2017-2018, it falls way below the national goal of 70% of American adults receiving a flu shot.

One of the common myths that leads people to avoid the flu shot is that they think the shot will give them the flu. But that is simply not true. The virus in the vaccine is not active, and an inactive virus cannot transmit disease. What is true is that you may feel the effects of your body mounting an immune response, but that does not mean you have the flu.

Influenza, or the flu, is a common but serious infectious respiratory disease that can result in hospitalization or even death. The CDC estimates that during a “good” flu season, approximately 8% of the U.S. population could get the flu. That is roughly 26 million people.

Each year the flu season is different, and the flu virus also affects people differ-ently. One dangerous complication of the flu is pneumonia, which can result when your body is working hard to fight the flu. This is particularly dangerous in older adults, young children, and those whose immune systems aren’t working well, such as those receiving chemotherapy or transplant recipients.

Historically millions of Americans get the flu each year, hundreds of thousands are hospitalized and tens of thousands of people die from flu-related complications. During the 1918 flu pandemic, one-third of the world’s population, or about 500 million people, were infected with the flu. Since that time, vaccine science has dramatically changed the impact of infectious diseases.

The cornerstone of flu prevention is vaccination. The CDC recommends that everyone 6 months of age and older who does not have contraindications to the vac-cine, receive the flu shot.

And just as the polio vaccine won’t give a child polio, the flu vaccine will not cause the flu. That’s because the flu vaccine is made with inactive strains of the flu virus, which are not capable of causing the flu.

That said, some people may feel sick after they receive the flu shot, which can lead to thinking they got sick from the shot.

However, feeling under the weather after a flu shot is actually a positive thing. It can be a sign that your body’s immune response is working. What happens is this: When you receive the flu shot, your body recognizes the inactive flu virus as a foreign

WHEN MOSES received the Ten Com-mandments from God in Mount Sinai, it was to be the beginning of a long journey of man to be reconciled with God. God saw to it that all men must know the Ten Commandments by heart. He even went further by planting the Ten Command-ments in our hearts. That is the reason that when we are about to do something evil, there is the conscience that will bother us not to do it. But God respects our free will. However, any violation of the Ten Commandments is mortal sin. We will have to confess it to a priest. Any sin that we commit that is outside of the Ten Com-mandments is just a venial sin and all that we can do is to make an Act of Contrition.

But God is merciful. He displayed this eloquently when the very first word that Jesus Christ uttered on the cross is addressed to the Father when He shouted out, “Father, forgive them for they know not what they do”.

In our human minds, we ask how can Jesus Christ plead the Father for forgive-ness? Forgive the insults, the slaps, the spitting, the forcing of a crown of thorns into His head, the flogging that He received from two burly soldiers with 40 lashes, the carrying of the cross with His hands tied that could have cushioned His fall. Not to be content, a soldier pierced his heart with a spear. If we are to ask Jesus how many wounds He received, all we have to do is get hold of the Novena to Our Lord of Pardon. You will learn that if you pray the Our Father and Hail Mary for fifteen times each day for one whole year, then you will learn how many. You will come up with 5,475. If this was done to us, how many wounds can we last? Jesus Christ was at the prime of His age. He was only 33 when He

died. Moreover, how could He be punished when He had done nothing wrong in His life. They treated Him like a criminal. There was no justice done for Him. All He wanted was peace, which all of us aspire.

With the coming of Jesus Christ, He taught us to make love the Number One in our lives. He simplified the Commandments to two to make it easier to remember and to memorize. Love God and love your neigh-bor. Since it is now planted in our hearts, we cannot say that we did not know. Man say I can forgive but man cannot forget. This is the crux of the matter. The first words uttered by Jesus on the cross tells it all. Hate sin but not the sinner. Love your enemy. Jesus even forgave Judas Iscariot but Judas ended up hanging on a tree. He committed suicide.

We now come to the story of an inci-dent when ambition overpowered love. President Quezon gave the presidency to Senate President Manuel Roxas if he was willing to marry the sweety pie of Quezon because Roxas at that time was a bachelor. When he agreed, he became the President and was inaugurated on 4 July 1946 on the date that the US gave us our independence. He therefore was the first President of the Republic. It must have broken the heart of his sweetheart, Jovita Fuentes. Love took a backseat this time. President Roxas lasted only two years. Was it love that took his life?

October is also the observane of the Aurora or the Rosary month. There was a time when I was the prayer leader for three successive months from 2003, 2004 and 2005 but it has to stop because it was then that I had my stroke on 5 January 2006 when I was already 70 years old. I also broke my leg as a consequence.

THE MOMENT OUR YOUNGEST son moved out to study in Cebu marked the beginning of returning to square one in our marriage more than a decade ago. People have constantly asked us how we are, worried how we are coping. After all, loneliness is widespread and it is literally killing people.

Based on research, about one quarter to one half of Americans feel lonely a lot, which puts them at risk for developing a range of physical and mental illnesses, in-cluding heart disease, cancer, diabetes, and depression. This is a public health problem that needs to be addressed on a wide scale.

But at the individual level, there is much we can do to ward off loneliness. One strategy is to volunteer. In a survey of over 10,000 people in the UK, two-thirds reported that volunteering helped them feel less isolated. Similarly, a 2018 study of nearly 6,000 people across the US examined widows who felt lonelier than married adults. After starting to volunteer for two or more hours per week, their average level of loneliness subsided to match that of married adults. These benefits may be especially strong the older you are and the more often you volunteer.

Participating in volunteer activities may help alleviate loneliness and its related health impact for several reasons. The first

and most obvious is that it’s a meaningful way to connect with others and make new friends. After joining a young professionals volunteer group, getting involved with a local non-profit serving seniors and adults with disabilities, and both organizing and assisting with neighborhood events, one could feel a sense of community and social support would increase considerably.

Second, volunteering can make up for the loss of meaning that commonly occurs with loneliness. Research has shown that more loneliness is associated with less meaning. By volunteering for social causes that are important to us, we can gain a sense of purpose, which in turn may protect us from negative health outcomes.

Third, loneliness and isolation can lead to cognitive decline, such as memory loss. But according to a neuroscientist, people who regularly engage in mentally stimulating ac-tivities build up more neural connections and are subsequently more resilient to symptoms of Alzheimer’s. Volunteering is thus one way to stay engaged and stimulated, rather than isolated and lonely, and thereby safeguard against cognitive decline.

These insights may be especially rel-evant for the growing senior population

THE DEPARTMENT of Health’s (DOH) proposed budget for next year suffers deep cuts, which would cause more than 10,000 health workers to lose their jobs next year. This was warned by Senate President Pro Tempore Ralph Recto.

7,107 public health nurses are feared to lose their jobs in the coming year, said Senator Recto in a public statement. He said that “if not reversed, it will turn us into an archipelago of dismissed nurses.”

The health workers would be dismissed because of the Php 9.39 billion cut in the DOH budget for next year that included the Php 6.05 billion reduction allotted for the Human Resources for Health Deployment Program (HRHDP). But in the proposed budget the health deployment program was allotted only Php 2.45 billion. In the 2019 DOH budget, the program has Php 8.5 billion with an addi-tional Php 3.8 billion from the Miscellaneous Personnel Benefits Fund, which was under the control of the Department of Budget and Management.

It was pointed out by Senator Recto that the Php 2.45 billion in the DOH budget would cover only the employment of 3,854 out of the 17,293 nurses deployed this year.

With these budget cuts from the DOH, the following health personnel would suf-fer: the number of dentists deployed would be reduced to zero next year from 202 this year and rural health centers would lack them; and medical technologists deployed next year would be zero from 597 this year.

With these cuts in the proposed DOH budget for 2020 in mind, Senator Recto pro-posed that the budget for the deployment of health workers be increased by Php 6.55 billion. He said that, “we have to do this because the health professional deployment and dispersal program is one of the lynchpins of the Universal Health Care (UHC) program. Thus, the UHC should be launched with a great leap forward in the number of doctors, nurses, dentists, mid-wives, medical technologists and other health workers to unserved and underserved areas.”

the necessity for them to pray always without becoming weary. He said, “There was a judge in a certain town who neither feared God nor respected any human being. And a widow in that town used to come to him and say, ‘Render a just decision for me against my adversary.’

For a long time the judge was unwill-ing, but eventually he thought, ‘While it is true that I neither fear God nor respect any human being, because this widow keeps bothering me I shall deliver a just decision for her lest she finally come and strike me.’”

The Lord said, “Pay attention to what the dishonest judge says. Will not God then secure the rights of his chosen ones who call out to him day and night? Will he be slow to answer them?

I tell you, he will see to it that justice is done for them speedily. But when the Son of Man comes, will he find faith on earth?”

Get to know Ormoc Museum’s growing collection of war artifacts

These old war photographs are now on display at the Ormoc City Museum.

ORMOC BAY may be an ordi-nary view for Ormocanons and tourists alike. It is a favorite place of Ormocanons to watch magnificent sunsets while munching on boiled peanuts (nilagang mani), chicharon, boiled corn on the cob (nilag-ang mais), or balut.

But did you know that Ormoc Bay and Ormoc City have played a great role in the Second World War? Ormoc City witnessed the “deadliest aerial and naval battle” everfought,whichofficiallyendedin December 10, 1944.

Take time to visit the Ormoc City Museum (Old City Hall). There, you’ll see not just artworks of the city’s artists but also proof that would tell you how rich Ormoc City is in World War II history. There, you’ll see photo panels of shipwrecks re-covered deep in the heart of Ormoc Bay by R/V Petrel, an underwater research and exploration vessel commissioned by philanthropist and Microsoft co-founder, Paul G. Allen, on November 2017.

The expedition resulted in the discovery of wreckage of Japanese and American warships from the said war.

Found 650 feet deep in Or-moc Bay is the wreckage of USS Ward,thefirstAmericanbattleshipthat fired against a Japanese vessel during the World War II. The USS Ward (DD-139) was a 1,247-long-ton destroyer in the United States Navy during World War I, later APD-16 in World War II.Accordingly,thebattleshipfiredthefirstAmericanshotagainsttheJapanese during the Pearl Harbor attack on December 7, 1941. It sunk on the same day, three years later after a kamikaze attack.

Also found is the wreckage of USS Cooper, an Allen Sumner-class destroyer, said to be the only ship of the United States Navy to be named for Elmer Glenn Coo-per, a naval aviator who died in a seaplane accident in 1938. Its construction started on August 30, 1943 and was launched on February 1, 1944 by Federal Ship-

building and Drydock Company, Kearny, New Jersey.

Also found in the expedition was the wreckage of IJN Shimak-aze, an experimental destroyer of the Imperial Japanese Navy during World War II, intended to be the lead ship in a projected new “Type C” of destroyers. This ship was armed with 15 torpedo tubes. This ship’s construction started on August 8, 1941 and it was launched on July 18, 1942.

There is also the wreckage of other IJN destroyers: Naganami, Hamanami, and Wakatsuki. Naga-nami measured 119.17 meters. It consisted of six Type 3 127-mil-limeter guns, four Type 96 25-milli-meter anti-aircraft guns, and eight 610-millimeter torpedo tubes. Hamanami measured 119.17 meters and consisted of six Type 3 127-millimeter guns, four Type 96 25-millimeter anti-aircraft guns, and eight 610-millimeter torpedo tubes. Wakatsuki, on the other hand, measured 134.2 meters and consisted of eight Type 98 100-millimeter dual purpose guns, four Type 96 25-millimeter anti-aircraft guns, and four 610-mil-limeter torpedo tubes.

Other IJN ships, American battleships, and several merchant ships were discovered, too, during the said 2017 expedition. A gun on the deck of USS Cooper was also found.

Accordingly, the Battle of Ormoc Bay was a series of air, sea, and land battles between the Imperial Japanese Army and the United States.

Also displayed as a war arti-fact in the museum is the photo of soldiers taking a bath at the Agua Dulce Artesian Well (still existing today). Aguadulce is a Spanish word, which means “sweet water”. Accordingly, the Agua Dulce Arte-sian Well has the sweetest and the safestamongthesixflowingwellsconstructed in the city during the Spanish colonization.

Also a witness to the biggest war is the Sts. Peter and Paul Par-ish Church. It was founded in the 1630s, making it one of the oldest churches in the western portion of Leyte. The church was then made ofstoneslabs.Thefloorwasshapedlike a cross. Religious icons and images were also painted at the dome ceiling in the middle section. However, all these beautiful features were gone when the Americans,

accordingly, mistakenly bombed the church, thinking it was a Japanese hospital. The only remains of the church were the facade and the altar area. The church was rebuilt to its former glory by the assigned priests thru local fundraising events.

Also a witness of the war is the mansion ruins of Cong. Dominador Medalle Tan, which was built during the 1930s. Ac-cordingly, Dominador’s wife and children died when the S.S Cor-regidor ship they boarded from Manila on December 16, 1941 sank. Dominador was the only survivor of the family, thus, he was succumbed in deep misery. The mansion, during the war, became a Japanese garrison in Leyte. Eventually, it was destroyed dur-ing the Battle of Ormoc Bay.

As you view these photo pan-els, there is also a television on the side, showing actual videos during the World War II, so as to give you that feeling of Ormoc City being one of the battlegrounds during the biggest war ever fought.

PVB Traveling Exhibit kicks off the 75th Liberation TrailTACLOBAN CITY – The 75th Commemoration of the Leyte Gulf Landings is made more memorable as Philippine Vet-erans Bank (PVB) mounts its award-winning World War II Traveling Exhibit in Leyte, celebrating the historic event that served as a key turning point of the Japanese Occupation.

PVB’s “The War of our Fathers” exhibit will be at Robinsons Mall Tacloban from October 18 to 25, as part of the national commemoration of the 75th Leyte Gulf Landings led by the National Historical Commis-sion of the Philippines (NHCP). The exhibit display is in cooperation with the Provincial Government of Leyte, City Government of Tacloban, Robinsons Place Tacloban, Go Hotels and Summit Hotels. The exhibi-tion will be open to the public, free of charge and will feature vintage WWII photos, memorabilia, and artifacts.

This leg of the traveling exhibit’s journey marks the beginning of the “75th Liberation Trail” beginning with the 75th year of the Leyte Gulf LandingsinOctober20,1944andwillendwiththeofficialsurrenderof Gen. Yamashita 10 months later on September 3, 1945. Entitled “The Fight for our Freedom”, the 75th Liberation Trail shall help create awareness about the important role of Filipino WWII veterans and heroes who are often overshadowed by their American counterparts in liberating our country from tyranny and oppression.

While US Gen. Douglas MacArthur took center stage at the landings, Filipinos should not downplay the roles of their own forefathers who provided key intelligence data to the Allied Forces and displayed brave acts that saved the lives of their countrymen.

One such example is 20-year-old Boy Scout Valeriano Abello in the town of Tolosa, who aided US troops by directing their offensive attacks right to the Japanese troops through his semaphore skills. According to historical accounts, amidst artillery shelling, Abello, along with his friends Vicente Tiston and Antero Zunia, navigated to the Allied naval ship nearest to them and with the use of white cloth diapers, locally known as lampin, Abello signaled the words, “Don’t bomb beaches. There are civilians. If possible let me direct shelling”.

A new feature of the exhibit is a diorama of the landing in Palo, Leyte with life size replicas of Gen. MacArthur, President Osmeña, Gen. Carlos P. Romulo, Gen. Sutherland and CBS Correspondent William J. Dunn walking to shore from a landing craft with the Leyte Gulf as a backdrop.

PVBofficialssaidthatthetravelingexhibitservesasatrib-ute to the bravery, patriotism, and determination of Filipino men and women who fought and died for freedom, and for those who survived those dark years of our country’s history. It also hopes to educate the generations of today on the lessons of war and to uplift the legacy of our World War II veterans as well as the sacrificestheyundertookforthepriceoffreedom.

PVBwill officially launch theWorldWar II exhibit in asimple program and ribbon-cutting ceremony. Waray-Waray artist Dante Enage holds 11th solo exhibit in ‘Aghat’

TACLOBAN CITY – In line with the celebration of the Local Government Month, award-winning Waray-Waray artist Dante Enage successfully show-cased his 11th solo exhibit in partnership with the Department of Interior and Local Government (DILG) Tacloban.

Twenty-three paintings, including bold colored por-traits using acrylic on canvas and mixed media arts about environmental protection and conservation, were dis-played from October 1-10 at Robinsons North Tacloban.

Enage said the exhibit entitled ‘Aghat’ means “to encourage or a call for action”.

“An aesthetical call of encouragement, a persua-sion among the youth to epitomize the individual’s intellection and passion de-mystified through art.” This is how his fellow artist and band mate Tata Dela Cruz described the exhibit.

“An experimentation of figuratives and abstrac-tions, the art of Dante Enage fires up its affinity on men-tal health, inner peace, its advocacy on climate justice, the growing movement on

art-ivism,” she added.Aghat. Encouraging the

self, the willing heart in art, to amplify its inner voice to the world that one can be a solution by educating people, radiating its wis-dom and fervor manifested into immediate action in environment preservation.

DPWH-Biliran DEO digs its way to 3rd place in Naval’s ‘Parade of Lights’ contestNAVAL, BILIRAN – The Depart-ment of Public Works and High-ways (DPWH) – Biliran District Engineering Office (DEO) bagged 3rd place during the Parade of Lights (float competition) on October 5, 2019 in celebration of the Naval Town Fiesta.

The parade showcased the different creative minds of the par-ticipants, enveloping their chosen vehicle with different lights, decora-tions, props, music and dancers.

DPWH-Biliran DEO shone brightly during the parade with the use of a backhoe, a heavy equipment,foritsfloat.

The Parade of Lights started at 7:00 in the evening. Different deco-ratedfloatsdepictedtheimageofthetown’s patron saint “Our Lady of the Most Holy Rosary” and the culture, values, and traditions of Naval.

DTI-S. Leyte provides machinery for cacao post-harvest handling, processingSOGOD, S. LEYTE (PIA) – The Department of Trade and In-dustry (DTI), Southern Leyte provincial office, has provided a shared service facility (SSF) for safely keeping cacao fruits following a harvest and conse-quently processing them into finished consumer products.

Michael Nunez, DTI provin-cial director, awarded the SSF certificate on September 30 to Teodocio Entoma, president of Southern Leyte Coconut Banana Cacao Planters Association Inc. (SLCBCPAI), at BCCI Coop Pen-sion Haus in this municipality.

“The program was highlighted by the turnover of the SSF and the signing of a usufruct of agreement be-tween DTI’s Nunez and SLCBCPAI’s

Entoma,” said Disereely Maco, trade and industry development specialist (TIDS)ofDTI-So.Leyteoffice.

Maco quoted Nunez’s state-ment that the SSF project was intended for micro, small, and medium enterprises (MSMEs), to help them gain access to better technologies and machineries as a way to increase productivity, minimize production costs, and accelerate competitiveness.

“He even challenged the members of SLCBCPAI who are direct beneficiaries of the facilityto really maximize the use of the equipment, and encourage other MSMEs in the locality to do the same, in producing quality cacao-based products,” said Maco.

Entoma thanked DTI for the ca-

cao SSF and accepted Nunez’s chal-lenge, vowing to operate the facility in accordance with its stated purpose.

The cacao post-harvest and pro-cessing facility consisted of two units cacao solar dryer and one unit each of cacao roaster, desheller, grinder, refiner, heavy dough mixer, choco melanguer, and a working table, for a total cost of Php 1.01 million.

“Shared service facility is a strategic complementary project of DTI that intends to achieve inclusive growth as envisioned by the current administration,” Maco said, adding that the cacao machinery SSF project was the 13th project of DTI in the province.

“DTI is set to turnover the own-ership of the equipment to SLCBCPAI after two years of successful opera-tion,” Maco further said.

DILG 8 said that in the Province of Leyte, the City of Ormoc and five other municipalities namely, Bato, Burauen, In-opacan, San Isidro and Tunga, have already organized their respective City/Municipal Task Force ELCAC per EO 70.

In the Province of Southern Leyte, Mu-nicipal Task Force ELCAC has been orga-nized in nine municipalities, namely, Liloan, Limasawa, Malitbog, Padre Burgos, San Juan, Silago, Pintuyan, St. Bernard and Sogod.

There are six municipalities in Samar province, which have organized their respective Municipal Task Force ELCAC. These include Talalora, Paranas, Basey, Hinabangan, Tagapul-an and Gandara.

In the Province of Eastern Samar, Task Force ELCAC is in place in the only city of Borongan, and in eight municipalities namely, Balangkayan, Can-avid, Dolores, Hernani, Maslog, Salcedo, San Julian and Sulat.

Meanwhile, in Northern Samar, seven municipalities have organized their respective Municipal Task Force ELCAC. These include Allen, Laoang, Mondragon, Pambujan, San Roque, Silvino Lobos, and Victoria.

The Provincial Task Force ELCAC has been organized in all the six provinces in Eastern Visayas.

To recall, on December 4, 2018, President Rodrigo RoaDuterte signed Executive Order Number 70 “institutionalizing the Whole-of-Nation Approach to address the root-causes of insurgencies, internal disturbances and ten-sions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development pack-ages by the government, facilitating societal inclusivity and ensuring active participation of all sectors of society in the pursuit of the country’s peace agenda.”

Another highlight of the 72nd Adlaw sa Ormoc is the Eskaparte Tres: Culture and Arts Expo 2019, which will take place on October 15 to 17 at the Ormoc City Su-perdome, with the theme, “Tracing Roots, Embracing Society”. Incorporated in this event are: Kumbera, Pintasaya, Tabo-Tabo Booth, Himig Ugmokanon, Handumanan, Karanza Ormocana, Gawad Kalachuchi, and the launching of the Coffee Table Book.

There will also be the “Festival of the Arts: A Celebration of Stories, Poetry, Acoustic Music, and Visual Art” brought in by Katig Writers Network NW Leyte, on October 19, at the Ormoc City Museum.

On October 20, there is the EDC Landmark Inauguration at the San Pablo Rotonda, and the opening of the EDC Showroom at the Ormoc City Museum, back-to-back with Omega’s Golden Astronaut Exhibition Launch.

Various sports activities were once again incorporated into the celebration such as table tennis, basketball, volleyball, Frisbee and many more.

Influenza symptoms can include a fever, chills, sore throat, runny or stuffy nose, body aches, fatigue and headaches. Cold symptoms can be similar to the flu but are typically milder. The stomach flu, or gastroenteritis, can be caused by several different bacteria or viruses. Symptoms of gastroenteritis involve nausea, vomiting and diarrhea.

Some people do get the flu after they have received a flu shot, but that is not from the shot. It can happen for a couple of reasons.

First, they could have been exposed to the flu before they had the shot. It can take up to two weeks after receiving the flu shot to develop full immunity. Therefore, if you do get the flu within this period, it is likely that you were exposed to the flu either prior to being vaccinated or before your full immunity developed.

Second, depending on the strain of the flu virus that you are exposed to, you could still get the flu even if you received the vaccine. Every year, the flu vaccine is created to best match the strain of the flu virus circulating. Therefore, the effectiveness of the flu vaccine depends on the similarity between the virus circulating in the community and the killed viruses used to make the vaccine.

If there is a close match between the two, then the effectiveness of the flu vac-cine will be high. However, if there is not a close match, vaccine effectiveness could be reduced. Still, it is imperative to note that even when there is not a close match between the circulating virus and the virus used to make the vaccine, the vaccine will still lessen the severity of flu symptoms and also help prevent flu-related complications.

Finding the Verified Petition to be sufficient in form and substance, it is hereby ordered that the same be set for initial hearing on November 8, 2019 at 8:30 in the morn-ing at the Session Hall of the Regional Trial Court, Branch 13, Carigara, Leyte where all inter-ested parties may appear in Court and show cause why the said Petition should not be granted.

Let this Order, be published at the expense of the petitioner in a lo-cal newspaper of gen-eral circulation in the Province of Leyte, Samar and Biliran, once a week for three (3) consecutive weeks. Unfortunately, and for reasons unknown to the Petitioner, an entry of “June 3, 1989 – Jaro, Leyte” was made in item no. 18 in her Certificate of Live Birth when in truth and in fact, the “Date and Place of Marriage of Par-ents” is February 25, 1997

at Jaro, Leyte as shown in her parents’ Certificate of Marriage attached to the petition as “Annex B”. As such, petitioner prays for the correction of entry (Date and Place of Marriage of Parents) from “June 3, 1989 – Jaro, Leyte” to “Not married”. Other Reliefs are likewise prayed for.

Finding the peti-tion to be sufficient in form and substance, the same is hereby given due course and the initial hearing set on December 10, 2019 at 8:30 o’clock in the morning at this Court at the Bulwagan Ng Katarungan, Magsay-say Blvd., Tacloban City on which time, date and place any person hav-ing opposition thereto maybe heard or forever be barred.
