PresenterPresentation NotesOn the 2nd of June 2016, during the Smart Regions conference, the European Commission has launched two Smart Specialisation Platforms: for Industrial Modernisation and Agri-Food, in addition to the existing S3 Platform for Energy.These platforms are to offer hands-on support to regions to foster interregional cooperation based on matching smart specialisation priorities related to these three areas - such as Key Enabling Technologies, service innovation or resource efficiency.
The aim of this initiative is to create an investment pipeline of mature projects in new growth areas across the EU, by providing tailored advice and helping regions establish links with the business and research communities.
The platform could help regions develop or share infrastructure such as testing facilities, pilot plants, data centres, and Fab-Labs.Particular support will be given to regions to combine different EU investment instruments, such as the European Structural and Investment (ESI) Funds, COSME, Horizon2020 and the European Fund for Strategic Investments (EFSI), the heart of the Investment Plan.

COHESION Project Scope
COHES3ION’s main goal is to improve the impact of ERDF OPs and linked S3, in termsof delivery of innovation by R&I actors at regional level, aligned to the smartspecialization areas. This will be achieved by integrating the territorial dimension intoS3 governance, allowing a balanced and cohesive deployment of S3 at regional level.
a) COHES3ION: integrating the territorial dimension into S3, with different levels of maturity, concerns, and potentialsolutions.
b) SMART PRIORITIES: identification of complementarities and synergies between the different levels, in terms ofpriority or niche opportunities, allowing for the farther specialization of specific territories (region, county, citylevel).
c) GOVERNANCE: coordination of innovation support players promoting the mobilization of stakeholders anddelivering innovation support all along the territory for regional and inter-regional innovation efforts.

Why is the SRA a partner in COHES3ION The national S3 has no noted recognition of regional
specificities and no separate smart specialisation strategies atthe 3 NUTS II regions (Southern, Eastern & Midlands andNorthern & Western).
However, each region has its own individual strengths andcompetitive advantage where priority areas are of moreimportance to the economy in that region.
The concept of Smart Specialisation cuts across the entire RSESprocess it recognises the EC endorsed approaches of SmartSpecialisation and Clustering as the path to smart cities and acompetitive, innovative and productive regional economy
The RSES sets out an ambitious framework for the region andprovides a timely opportunity to consider and align S3 strategyin Ireland at regional level.

of the S3 – Regional smart priorities identified are not represented in the S3 ▪ Limited attention to trends and performance at the regional level▪ No recognition of emerging strengths such as Cyber Security ▪ R&I is well represented however SME’s largely ignored in the S3 despite
forming the basis of Irelands enterprise
▪ National S3 priorities are not market driven ▪ Clearly defined priorities at each Local Authority Level however developed in
isolation with no regional influence until now with the RSES

There is a perceived lack of support available to SMEs for both digital and management skills but that this would require much stronger alignment of this ‘regional’ evidence base with the more centrally-driven support service (EI) EI national focus on SME and LEO more focused on micro-enterprise at local level. Recognition that most of the SME community currently operates in low/medium technology sectors.

No co-ordination between governance spaces at LA level – each appears to be working independently
No dedicated cluster policy however growing acknowledgement that it is integral to a successful S3
Variable geography even within the region i.e. - SE sub-region area looks to Dublin while SW sub-region area looks to Cork

• Develop clear place-based smart priorities which are not just Research priorities
• Remove the spatial blinkers – place based approach. The process underpinning the RSESs has created a fresh momentum across regional stakeholders for a stronger ‘place-based’ dimension to Ireland’s S3

Good Practice transfer & feasibility study
We transferred the concept of the cluster assessment & recommendations andapplied it through the feasibility study. V-LINC was presented to ecoRIS3 Kainuustakeholders on 2.10.2019. It demonstrated well the usefulness of an evidence-based cluster assessment and how to reach it. It led to further acceptance of thequantified approach towards cluster definition and assessment with the possibilityto apply eventually to the ECCP.
The feasibility study was crucial: (1) First of all the findings: (i) very lowbusiness-to-business clustering potential in Kainuu when actual state of play isconsidered; (ii) significant research & education to business potential; (iii)importance of integrating into larger contexts and investing also in related varietytypes of activities. (2) Secondly, the eco-system approach, one of the keyobjectives of ecoRIS3: it strengthened the transregional eco-systemapproach.
