EBBSFLEET DEVELOPMENT CORPORATION
Summary
In April 2015 the Government established the Ebbsfleet Development Corporation (EDC), an Urban Development Corporation with development management planning powers to deliver a new Garden City at Ebbsfleet in North Kent.
Ebbsfleet Garden City; where London meets the Garden of England, is an exciting new community of up to 15,000 homes and 30,000 jobs served by a full range of services and amenities focused around Ebbsfleet International Station, and embracing the existing communities of Swanscombe, Northfleet, Greenhithe and the adjacent towns of Dartford and Gravesend.
Ebbsfleet Garden City is gathering momentum with seven house builders now on site. Strongly supported by central Government the EDC’s Board has set out a vision for the first new Garden City for 100 years and the largest new town in 45 years.
The EDC is working collaboratively with public and private sector partners and local stakeholders; investing up to £275m in forward funding infrastructure and unblocking and accelerating development at pace. Ebbsfleet Development Corporation currently employs 31 staff.
The Corporation is now recruiting to the post of Assistant Programme Manager.

Job Purpose:
The Ebbsfleet Development Corporation (EDC) is leading the development of the first new Garden City in 100 years and has an ambitious agenda for accelerating both residential and commercial development. Working collaboratively with public and private sector partners and using our planning, investment and direct development roles we are delivering an ambitious five year £275m infrastructure and investment programme at pace.
Reporting to the Head of Programme Management, the Assistant Programme Manager will assist on all aspects of programme management for the Corporation. The successful candidate will work across the EDC and with external partners and assist on developing, managing and reporting on the EDC’s delivery programmes.
The Assistant Programme Manager will help to provide reliable advice, information, analysis and commentary to inform decisions made by the EDC’s Infrastructure and Investment Panel (IIP), by the EDC Board and by our sponsor Department, MHCLG (the Ministry for Housing, Communities and Local Government).
The Assistant Programme Manager will also assist the Head of Programme Management and Project Managers on the development of Projects that the corporation is involved in.
Main Duties and Responsibilities:
Programme Management
Assist in the development and co-ordination of the overall programme management and performance reporting of the programme to the EDC senior management team on all aspects of the EDC’s capital (and associated revenue budgets) programme, including:o The monitoring of progress of projects and the overall programme and
reporting of achievements against key milestones and deliverableso The monitoring and reporting of key performance and financial indicatorso Risk and issue management.
Assist the Head of Programme Management in working closely with the EDC’s Finance Team to ensure that all financial aspects of the programme and projects comply with the EDC’s financial framework, and all financial reporting requirements are complied with in a timely manner.
Assist the Head of Programme Management in co-ordinating the EDC’s monthly Investment and Infrastructure Panel (IIP) to oversee the successful delivery of the EDC’s capital programme and projects to meet annual targets; this will include preparing agendas and papers, communicating deadlines for papers with Project Managers and preparing the minutes of the meeting.
Maintain the forward plan of all projects.

Assist the Head of Programme Management in presenting reports on the Infrastructure and Investment Delivery Programme to the Infrastructure and Investment Panel.
To work collaboratively and flexibly with internal EDC Teams and with a range external partners at local, regional and national level.
To contribute to the evolution of the EDC’s documentation and help to keep robust programme documentation records.
To develop the skills and knowledge to progress towards becoming a Programme Manager
To keeping abreast of national best practice in programme and project management.
Project Management
To assist the Head of Programme Management and Project Managers in the development of projects.

Experience / Qualifications
Essential
A strong understanding of programme and project delivery particularly in the public sector
Good verbal communication skills and an ability to speak with authority on all aspects of programme management and the performance of the EDC
Excellent IT skills, particularly in Microsoft Excel, Word and Powerpoint
Strong attention to detail
Highly organised with the ability to work to tight deadlines
Team player with the ability to work flexibly as part of a small team with demanding targets, and to work under pressure.
Self-starter attitude with proven problem solving skills.

Relevant project/programme management qualification.
Educated to degree level or equivalent in a relevant discipline.
Knowledge of the Ebbsfleet Development Corporation’s overall objectives would be an advantage.

EligibilityTo be eligible for employment you will need to be either a UK national or a national of another European Economic Area Member State, or a Commonwealth citizen, or have the right to work in the UK. Swiss nationals are also eligible. In addition, if you have dual nationality you will be eligible as long as one of the nationalities meets the requirements.
Security ClearanceBefore the appointment of the successful candidate can be confirmed, you will be subject to a basic security check and also a Kent Police vetting check.
