CEO Diary Update 6 th February 2017 Dear Member update from last week: Delayed hospital discharges are getting some attention in the wider UK media and it is anticipated that there may be some greater attention on NI in the next weeks – Ihcp is working on a press release ready for any coverage- we are also having a meeting with DHSSPS on this issue on 14th Feb. I would like to take this opportunity to draw your attention to the following:

External - HSC Procurement Awareness Events

The Public Contract Regulations (2015) were introduced 26 th February 2015, signalling a major change to the means statutory organisations are required to procure social and other specific services “to the person”. The new Regulations now require such services contracts with values over the EU threshold of €750,000 (£589,146) to be advertised in the Official Journal of the European Union (OJEU).

In response to this legislative change HSCNI organisations have looked to their sole Centre of Procurement Expertise, Business Services Organisation, Procurement & Logistics Service to undertake procurement activities on their behalf for services “to the person” with contract values in excess of the EU threshold. In support of this

development BSO (PaLS) have established a Social Care Procurement Implementation Project Board with membership from a cross section of HSCNI to oversee the implementation of a project plan to roll out Social Care Procurement for service contracts “to the person”. A key element of that project plan is Stakeholder Engagement to ensure full awareness both internally and externally to HSCNI of the implementation of procurement activities for these service contracts. 

To facilitate the commencement of these activities HSCNI organisations in partnership with BSO (PaLS) plan to deliver a series of Procurement Awareness Events across the region. These events are to be targeted at service providers who deliver health and social care service interventions to people, and to raise awareness of public procurement requirements. These Procurement Awareness Events will run at a range of locations across the region during the period March to May 2017.

Information in respect of these events will be made available via online.hscni.net/ and HSCNI organisations websites, social media and regional newspapers detailing the dates and times of events with guidelines for registration of attendance.

The   information contained in this email is also detailed in the attachment provided – please refer to word documents attached.  Sessions which will take place in the Belfast HSC Trust area are attached for your information.  Information regarding all events taking place across the region is available by clicking on the link provided above.

5.  Care Home Open Day 2017

Hi Everyone

Just to let you know, registration on the website reopened today for 2017’s Care Home Open Day and 24 new care homes have registered so far today.

Can I ask that you remind all your care homes/members to register if they have not taken part before, and if they have taken part, to login and update their pages to reflect what they are doing this year.

Also, if any homes are not taking part this year, they need to be reminded to login and delete their accounts/pages so as not to cause any confusion when people search for a care home to visit in their local areas.
