Hi, I am interested in what information and communication technology ICT related FOI requests you have received and provided a response for, over the last 2 years, lets say 1/11/2008 - 31/10/2010.

Under the FOI act please can you provide copies of all reqeuests and the responses you have sent out, relating to ICT. Dont worry about any correspondence with the requestor or requests which you have rejected as being exemptions under the Act, I am only concerned with the original request and the final, complete response you sent back to the requestor. Please could you provide the details, preferably in Word document format? Howver, to make life simple, Im happy to be sent the information in whatever manner you find easiest. As you should have these requests and responses already on file and categorised, I hope this will not be too difficult to prepare. ICT (Information, Communication and Technology)

1. Sharing Best Practice - How does the ICT Dept share best practice with regards to ICT procurement with other Councils in the same region? Could you please provide me with any examples whereby the council shared information with other Local Authorities that relates to ICT?

Halton Borough Council ICT Services shares best practice with other Merseyside Authorities by, for example, attending and contributing to a bi-monthly meeting of the other Merseyside Local Authority ICT Services. Regional Centre of Excellence, NWeGG etc. As an example we shared information on our responses to the Code of Connection requirements laid down to us by the Government Connect project from Central Government.

2. ICT Collaborative Projects - How does the ICT Dept identify ICT collaborative projects, whereby two+ councils have the same ICT requirements and therefore have conducted a joint procurement? If so with (please explain how this procurement process went)? if not why and is this something the Council intend to improve upon?

Halton Borough Council identifies such projects by means of the mechanisms described above. As an example of this we have a shared Emergency Social Care Duty Team providing out-of-hours emergency social care in both Halton and St Helens. Halton Borough Council ICT Services are always open and keen to share with other Local Authorities; it also looking to constantly improve in this area.

3. ICT and small businesses - How does the ICT department get involved small businesses that supply ICT to Local Government and trying to win Government contracts. If YES, how does the Council approach these small suppliers. If NO is this something that the ICT Dept would want to improve and get more involved with.

There is a constant two-way communication process being undertaken by Halton Borough Council with small, local, ICT businesses. As an example currently our disposal process directly involves a local computer firm. Notwithstanding this ICT Services constantly strives for best vale.

4. Soft Marketing Research - How does the ICT Dept conduct soft market research , whereby the Council has a requirement and are researching the market to see what new technologies are currently in the market? How does the ICT dept go about conducting soft market research and which information sources does the ICT Dept use? Who within the ICT is responsible for conducting this research?

Soft market research is something that the ICT Service undertakes constantly as it strives to provide best value for money and fit for purpose services to the authority. Requirements are identified (by

either the business or ICT Services itself) and then a variety of techniques are used including (but not limited to) internet based research, network contacts and so on.

5. External Consultants - Have the ICT dept procured any external ICT consultants for either an upcoming ICT project or an ICT project in the last 5 years? If so, which project please provide me with a brief description of the projects and why the ICT Dept had to procure an ICT consultant. What are the total costs for these ICT consultancy services for the whole 5 years.

Halton Borough Council ICT Services have used external consultants for upcoming ICT projects and ICT projects in the last 5 years. This has included various projects. ICT consultants are utilised when the area of expertise is out of, or beyond, the scope that could be expected of an internal resource. Our financial system is structured in such a way as to make the identification of these individual costs, within the costing methodology of a particular project, difficult to obtain within the time scales defined in the spirit of an FOI request.

6. Departmental Targets - With regards to ICT procurement what are your top 5 objectives you want to achieve more of and improve on? Eg save costs, collaborative procurement, increase staff productivity, innovation technologies etc)
