Ellacombe Community First Plan

Ellacombe’s Key Priorities:

To improve facilities for young people in Ellacombe

To improve the environment of Ellacombe

To reduce anti-social behaviour in Ellacombe

To reduce health inequalities in Ellacombe

To bridge the gap between older and younger people in Ellacombe

Key Statistics:

Ellacombe ranks within the top 10% of the most deprived areas in the country (1) Out of all 15 wards within Torbay, Ellacombe ranks as the 12th (lowest) healthiest (2)

Using measures of health, social and demographic indicators, Ellacombe had 27 that were significantly worse or higher than the England average and 15 that were significantly better or lower. The remaining 115 did not show any significance (3)

Life expectancy is lower in Ellacombe than other wards within Torbay (4) Ellacombe is listed within the top five crime “hotspots” in Torbay (5)

Ellacombe is listed within the top five ASB “hotspots” in Torbay (6)

Almost 40% of children in Ellacombe live in poverty (7) Ellacombe has very high hospital admissions of children with dental problems (8)

There are high levels of teenage pregnancy - in Ellacombe 1 in 14 girls under the age of 18 get pregnant (9)

The number of pregnancy terminations is double the expected level (10)

The population of Ellacombe has a clear younger person bias when compared to the Torbay wide profile (11)

Almost a third of Ellacombe residents aged 50 or over live alone (12)

Ellacombe has one of the highest hospital admission rates for injuries and poisonings in Torbay (13)

Residents have a lower (than the Torbay average) level of satisfaction with their area as a place to live (14)

The Ellacombe Community First Panel:

The Ellacombe Community First Panel should be made up of people that live in the ward and are active citizens who are representative of the neighbourhood in which they live. We have worked closely with the Ellacombe Community Partnership and looked at the priorities the wider community have set through the Community Partnership.We know what is important to the residents within the ward and with this in mind, the above priorities were decided upon.

Our plan is to support small groups and organisations to build better neighbourhoods via community involvement and by encouraging them to deliver or grow projects that fit in with one or more of the above priorities. These small groups and organisations will need to demonstrate how their project helps to support the rest of the community, form decision making processes, improve neighbourhood services and shape and improve communities. Funded projects should help to build on the existing assets in the community and help grow social capital by way of community involvement.

Having the above local knowledge has helped us to build on existing resources as well as to identify gaps in provision to shape what projects are needed and where. One of the gaps identified is that there is a need for a Community Hub/focal point in Ellacombe which the Ellacombe Community Partnership are currently working towards developing.

We will encourage groups/organisations to reflect on and further develop their practices through signposting them to statutory and third sector organisations (not part of the public or private sectors), in the vicinity in order to gain advice and expertise on sustaining these organisations and projects.

Ellacombe Community First Priorities:

To improve facilities for young people in Ellacombe

Provide informal training and education to improve future chances of employment and improve social development

Provide diversionary activities to prevent young people becoming involved in anti social behaviour or criminal activity

Projects aimed at tackling challenging behaviours Projects that encourage participation and empowerment of young people

To improve the environment of Ellacombe

Ensuring the cleanliness and maintenance of the ward and encourage people to take pride in their neighbourhood

Improving on existing and developing new green spaces in the ward, eg Warberry Copse Promoting sustainability through appropriate development, conservation and improvement of the area’s

green spaces To encourage training and learning about the environment

To reduce anti-social behaviour in Ellacombe

Partnership with the local Police and PCSO’s Providing diversionary activities to prevent young people becoming involved in anti social behaviour or

criminal activity

To reduce health inequalities in Ellacombe

To raise awareness of health issues within the ward and encouraging healthy lifestyles Developing projects and activities that support reducing the health gap withing the community, across a

range of health issues Encourage healthy living to be fun Reduction in teenage conception Alcohol and smoking lifestyle changes Raise community involvement to engender social cohesion to promote general well-being

To bridge the gap between older and younger people in Ellacombe

Projects and activities which enable and old and the young people to work together Provide a greater understanding of needs of each age group Creating strong and positive relationships between the older and younger people Ensuring projects are inclusive
