C. 250 WILLIAMS STREET contains many fire safety features that in combination provide excellent fire protection. These features can be placed into four (4) categories:

1. Prevention 2. Detection 3. Evacuation 4. Control

1. Prevention

Fire resistant materials used in the construction of the building include:

a) Concrete floors and structural columns.b) Glass and metal exterior walls.c) Flame retardant gypsum board with metal studs for interior

partitions. d) Ceiling tiles are fire resistant mineral fiber suspended on metal

supports.e) Stairwells and core rooms have two-hour fire ratings.f) Building mechanical and electrical functions are in separate

rooms or in closets on each floor. The condition of these rooms is closely monitored by Building personnel to ensure the integrity of these spaces.

Note: While much care has been taken into the construction of 250 Williams Street, it is equally important that tenants and their employees exercise care by not bringing or installing hazardous materials in the Buildings.

2. Detection The building fire protection system has multi-zone fire monitoring and notification panel. In addition to controlling all alarms, detection devices and pull stations, it will alert building personnel to any alarm or sprinkler discharge and indicate its location. The system will also engage stairwell and elevator shaft pressurization. The public-address system is designed to provide emergency communications to all or selected floors.

All devices are connected to the building’s Life Safety System. Alarms automatically register to the Fire Command Center.

3. Evacuation

Fire alarm horns, strobes and speakers are in the ceiling throughout all the floors, the main lobby, and the garage. These provide an audible alarm for affected areas and serve as the public-address system for the building in the event of an emergency.

The building contains emergency stairwells that run the full height of the building. During an alarm, the stairwells are pressurized with outside air to prevent smoke from entering the stairwell.

In the event of a fire or other emergency requiring evacuation, individuals should go directly to the stairwells. Avoid using the elevators as the elevators may be automatically recalled to the Lobby level and reserved for the Fire Department.

4. Control

Fully automatic sprinkler protection is provided on all floors and in all service areas within the building. The sprinklers are activated by heat build-up in the vicinity of the sprinkler. The discharge of a sprinkler will produce an alarm alerting building personnel to the location of the discharge. All sprinklers are monitored to prevent tampering or inadvertent disabling.

Each floor is equipped with ABC Dry Chemical Fire extinguishers located in the hallways diagonal of the stairwells. These extinguishers may be used on all classes of fire common to office buildings. All tenant’s suites must have at least one (1) fire extinguisher within the main office; 1 fire extinguisher at each exit and strategically throughout space, clearly marked on evacuation map as per NEP Codes.

EMERGENCY PLAN-OVERVIEW

A. Purpose of Emergency Plan:

1. Provide building occupants with an environment which is a safe as possible.

2. Comply with the fire codes of Fulton County and the State of Georgia.

3. Familiarize building occupants with the fire codes and planned procedures, which could be initiated in the event of fire or other emergency.

B. Scope

As outlined on the following pages, this Emergency Plan establishes a plan for initially recognizing, identifying and reporting the existence of specific emergency situations which may threaten the building and/or its inhabitants and then provides a sequential plan of response for the safety and protection of personnel and/or property.

TENANTEMERGENCY WARDEN

RESPONSIBILITES

A. Tenant Emergency Wardens are the connecting link between the Property Management Office and the Tenant employees. As such, the Wardens have direct control and responsibility for all decisions to the safety of their employees during an emergency. During an emergency, corporate hierarchy should be relegated in favor of allowing the Tenant Emergency Warden to effectively take charge (within the bounds of the Emergency Plan).

B. Tenant Emergency Wardens are responsible for selecting, identifying and training sufficient Deputy Emergency Wardens to effectively perform emergency duties and responsibilities. Emergency Wardens are responsible for ensuring Deputy Wardens are prepared to assume their responsibilities during the Emergency Warden’s absence. Each quadrant should have minimum of one (1) Tenant Emergency Warden and two (2) Deputy Emergency Wardens.

Responsibilities of Emergency Warden(s) and Deputies: 1. Know the layout of their floor(s) including the exits and location of

fire equipment.2. Be familiar with the personnel under their control and know if there

are any individuals that would require additional assistance in the event evacuation is necessary.

3. Know the evacuation plans used in an emergency.4. Know the location and how to use fire equipment.5. Communicate building information, emergency procedures and

notices of fire drills and other related information to all employees.6. Tenant Wardens and the Deputies must be knowledgeable about

what is not commonplace (i.e., unusual or foreign to the normal environment of their respective company areas) so that for example, in the event of a bomb threat, they will be able to conduct a search and identify any suspicious items.

Due to the key positions, they occupy, Tenant Emergency Wardens and their Deputies must see that during their absences from the building, other qualified associates are also familiar with and able to perform their emergency duties.

C. Tenant Emergency Wardens and Deputy Emergency Wardens should be selected based on two (2) principal criteria:

First They must be intelligent, alert and resourceful individuals who would be able to remain calm and capable of performing a leadership role during an emergency.

Second They must work in their respective company areas within the building rather than having primary duties and responsibilities outside the building.

The Wardens are appointed by each tenant of the building. If a tenant occupies more than one floor, a minimum of one (1) Emergency Warden and two (2) Deputy Emergency Wardens should be appointed for each quadrant. Either the Emergency Warden or the Deputy Wardens should be present always while the area is occupied.

1. Reporting Changes in Tenant Wardens and Deputy Wardens:

The Tenant Emergency Wardens are essential in the response to an emergency in the building. They are the connecting link between the Property Management Office and the Tenant’s employees. Therefore, any changes in Tenant Wardens or Deputy Wardens must be promptly reported to the Property Management Office.

2. Warden Authority:

While all personnel and employees should have constructive knowledge of the Emergency Plan and Procedures, they must recognize that it is essential for them to voluntarily accept emergency instructions given to them by the Property Management Office and by Tenant Emergency Wardens or Deputy Wardens to ensure a safe and orderly response to any emergency.

FIRE PROCEDURES

250 WILLIAMS STREET is fully sprinkled and equipped with fire detection and alarm devices throughout the building. Upon activation of an alarm, the Building Fire Alarm System will produce an audible alarm on the affected floor, the floor above, and the floor below.

A. If you hear the alarm:

1. Stay calm.

2. Prepare employees to evacuate if necessary. Assign one Warden to lead the evacuees out of the building to the pre-designated rendezvous area. Assign one warden to be the last evacuee to exit the space. This Warden is responsible for keeping the group together and ensuring any stragglers get the rendezvous area.

3. The Emergency Warden should assign individuals to perform the following tasks:a. Two-person teams (Buddies) to assist the physically challenged. b. To take flashlights or other portable lights in case of an electrical

power failure. c. To take the company first aid kit if it is readily available and not

too heavy. d. To check for any remaining employees and visitors, turn off

lights, close office doors but DO NOT lock if the office is involved in the fire.

4. Follow instructions given over the public-address system.

5. If the situation allows, Wardens should direct employees to take essential personnel belongings, as re-entry will not be allowed until the emergency is cleared.

6. The Emergency Warden or Deputy Wardens should direct all personnel as to when and where to evacuate.

7. In an orderly fashion, direct all employees to the nearest stairwell. DO NOT use the elevators. The elevators may automatically recall to the Lobby level.

8. If smoke is present, stay low. The best air is near the floor.

9. Recommend employees remove high-heeled shoes to facilitate walking down stairs.

10. Require evacuees to remain quiet during the evacuation to hear and understand all emergency instructions.

11. DO NOT return to your workspace until you are advised by the Fire Department or Building Personnel that it is safe to do so.

12. If you are outside the building during a fire, stay far enough away (300 feet) to avoid falling/breaking glass.

IMPORTANT Identify and give priority to the evacuation of nervous, emotional, ill and/or physically challenged personnel.

Persons who are unable to use the stairwells due to physical impairment should proceed (with their assigned “buddy”) to the closest stairwell and wait on the stairwell landing. Their “buddy” should proceed down the stairwell and report the location of the impaired individual.

B. If a fire is discovered, DO NOT wait for an alarm to sound. Activate the fire alarm Pull Station. Pull stations are in the corridors next to each stairwell entrance. IF THE SITUATION ALLOWS, IMMEDIATELY CALL 911.

1. Relay the following information to the 911 operator:

a) The EXACT location of the fire.b) What is burning (electrical equipment or wiring, liquids, paper,

or wood furnishings etc.) c) The severity of the fire.d) Your name.e) Your telephone number.f) Your location.

2. If the situation allows, call 404.220.2700 (the Property Management Office/Security) and relay the above information.

3. Notify your emergency Warden(s). All employees should know their Warden(s).

4. Emergency Wardens should begin evacuation by following the procedures above.

If the fire can be controlled by a fire extinguisher, follow the directions on the hand-held chemical fire extinguisher located within your space and outside in the hallway. DO NOT attempt to control the fire if it poses a threat to your safety.

If possible, close the door(s) to the room. This may help contain the fire.

C. Once you have arrived to the rendezvous point Emergency Wardens must assemble and account for all personnel. The following information must be collected:

1. Total number evacuated.2. Total number of visitors moved or evacuated.3. Total number of personnel missing.4. Names and last known location of missing persons.

Call 404.220.2700 and provide Property Management all known information on individual missing.

IMPORTANT If you determine that your employees are in imminent danger and you can’t reach the Property Management Office in a reasonable length of time, you may determine it prudent to exercise your independent judgement and move or evacuate your personnel without being given specific routes to follow.

REMEMBER Emergency Wardens and their Deputy Wardens are leaders and role models. They must continuously demonstrate not only by words, but also by actions the ability to follow rules and regulations, so that they can lead their employees and visitors to safety.

MEDICAL EMERGENCIES

The following procedures should be implemented if there is a Medical Emergency within your office:

1. Call 911 to request ambulance. Request that the emergency vehicle enter the loading dock on Centennial Olympic Park Drive (freight elevators offer direct access to all floors). DO NOT hang up. Keep the phone line open and maintain communications with the 911 Operator.

2. Ask another person, if available, to call Property Management at 404.220.2700 and give the following information:

a. Nature of the Medical Emergency.b. Exact location and name of the sick or injured.c. Whether an ambulance or doctor has been notified.

3. Assign someone to stand at the freight/service elevator on the floor where the sick/injured person is located to meet the doctor and/or ambulance attendants and guide them to the sick/injured person.

4. If the sick or injured person is to be sent to a hospital, try to send a friend or fellow employee along to comfort the person and help him/her at the hospital until a relative arrives.

BOMB THEATS STANDARD OPERATING PROCEDURES

While the vast majority of bomb threats are indeed false alarms meant only to disturb or disrupt the normal work of a person or company, at no time should any call be regarded as just another false alarm.

Responsibilities of Emergency Wardens when a Bomb Threat Call is Received:

1. Stay calm and take control of the situation.

2. Direct an employee to call 911 and inform them a Bomb Threat Call has been received at your location. At the same time, provide oversight to the person who received the call. Help them to remain calm and to accomplish as many of the following steps as possible.

a. Keep the caller on the line if possible. Ask the caller to repeat the message. Tape the conversation if equipment is available.

b. Obtain as much information from the caller as possible:

(1). Location of the bomb.(2). Type of bomb.(3). Time of detonation.(4). Appearance or description of bomb.(5). Reason for planting the bomb.

c. Tell the caller the building is occupied and that the bomb might cause the death of innocent people.

d. Listen for background noises that might help in determining where the call originated.

e. At the conclusion of the call, do not hang up the phone.

3. As soon as possible, call Property Management at 404.220.2700 and give us as much information as possible, including the following:(1). Your name. (2). Your location and telephone number.(3). Name of the initial recipient of the threat.

(4). Name any employee threatened by the caller.(5). Time the bomb is supposed to detonate.(6). Exact location.(7). Appearance of the suspected bomb package.(8). Reason given for the bomb.(9). Time given for the bomb.

Property Management personnel will contact other appropriate parties.

4. Notify your supervisor about the bomb threat call.

a. Have all written records or notes of the bomb threat call available for the Police and/or Property Manager to analyze.

b. IMPORTANT- Open telephone lines are essential to effectively control this emergency so please make only necessary telephone calls.

5. Emergency Wardens should assemble their search team and quickly and thoroughly search your company area for suspicious, unusual or foreign items (suspected bombs) and report any findings, but DO NOT touch, disturb or cover any suspicious items that are found. Report any findings to Security.

6. Evacuation of your premises is determined by your company, unless Property Management calls for an entire building evacuation.

7. Should your company determine that evacuation is necessary, assemble and brief all Emergency Wardens and initiate Emergency Evacuation Procedures.

8. Direct one of the Emergency Wardens to contact the Property Management Office to advise of the evacuation.

a. IMPORTANT- If you determine that your employees and visitors are in imminent danger and you cannot reach the Property Management Office by telephone in a reasonable length of time, you may determine it prudent to exercise your independent judgement and move or evacuate your personnel without being given a specific route to follow.

b. Identify and give priority to the movement or evacuation of nervous, emotional, ill and/or physically challenged personnel.

9. Following the conclusion of the bomb threat emergency, ask your employees if they encountered any special problem or incidents while performing their emergency duties. If so, tell them to prepare a brief written report as quickly as possible and give them to you for prompt submission to the Property Management Office.

HAZARDOUS MATERIALS PROCEDURES

Just like a bomb threat, there are no set rules or procedures for responding to a chemical or biological threat. The details for each threat must be analyzed and your response custom tailored to the fact at hand. However, local authorities suggest businesses plan their response around the two most likely scenarios:

Scenario One: The receipt of a threat without tangible evidence of the presence of a biological or chemical substance. An example of this type of threat would be the receipt of a phone call in which the caller claims a biological or chemical substance is present at your work environment.

If your company receives a threat without tangible evidence, the following actions are recommended:(1). Obtain as much information as possible from the caller. Where the substance is located, how will it be dispersed, what will trigger the dispersal, what time will it be dispersed, etc. (2). After the call is complete, do not hang up. Leave the receiver off the hook and the line open to allow the call to be traced. (3). Contact 911.(4). Contact the Property Management Office at 404.220.2700. (5). Initiate a search of the area identified by the caller. Ask each employee to search their area for anything which coincides with the information received from the caller or for anything that seems suspicious or out of place. Remind everyone not to touch or disturb any suspicious items.

If any suspicious item is found, move people away from the area and call 911. City of Atlanta Fire Department’s Hazardous Materials Handling Team (HAZMAT) will respond and assume control of the situation. Scenario Two: The receipt of a threat with tangible evidence that the threat is not a hoax. Tangible evidence is subjective but could include a package marked “Anthrax” or note, letter or phone call providing details about a threat that are immediately verified.

If you believe the threat is valid, the following general procedures should be considered:

(1). Collect all readily available information about the threat.(2). Call 911(3). Call the Property Management Office 404.220.2700.(4). Clear the threat area to the degree you feel is prudent.

(5). If anyone has had direct contact with the threat substance, have them wash all exposed areas thoroughly and repeatedly with hot water and soap. After exposed individuals have finished washing, move them to a safe area but keep them isolated from individuals not exposed. Remember to keep

exposed individuals calm, assure them that the fire department and other emergency services will be on site very quickly.(6). Control access to the threat area.(7). If appropriate, building engineers will shut down the air distribution system in the threat area. (8). Maintain control. Do not let fear turn into hysteria. The City of Atlanta Fire Department has a Hazardous Materials Handling Team and they will be on site in minutes. HAZMAT will determine if an actual hazard exists and, if required, notify the necessary agencies to clean up and remove the hazardous materials.

COMMUNICATION WITH THE NEWS MEDIA

For the protection and safety of all occupants of the building, employees are requested to refer all media inquiries to their respective company’s public relations representative or to the Property Management Office at 404.220.2700.
