On behalf of our circle body, I extend a warm greetings and Telecom Day wishes to all. On the positive side, while we are extremely happy with our show and coming out with flying colors in the first MVP, it is a matter of great concern that the same winning streak could not be sustained PAN-BSNL and finally AIBSNLEA ended up second at CHQ level missing the top slot just by 3.80%. While the obvious decision should have been to accord second majority Association status to us and it was also mentioned by the SR Cell while declaring results, the BSNL Management bowed to the pressure tactics of SNEA and accorded only “Support Association” status to us at All India level and unable to bear this grave injustice, our CHQ is making all out efforts to retain equal status to us also at par with SNEA since none of the Association has crossed the magic figure of 50%. In this case also, I am proud to state that AIBSNLEA-Ch.TD is taking a leading role and we are the first to file an appeal in the court with respect to the MVP issues. 1

I have great pleasure in welcoming you all for this 3rd CEC of AIBSNLEA-Chennai Telephones. Comrades, I shall be failing in my duty, if we do not recall the effective role played by Com.P.Sangli, our President-in charge during the past few months in running the affairs of our Association. He was instrumental in the entire canvasing strategy adopted by AIBSNLEA-Ch.TD that fetched rich dividends for us. Comrade P.Sangli also played key role during our All India conference at Mysuru. He stands up to the expected qualities of a president for an Association like ours that has varied membership from all areas of operation like Finance,Engineering,Civil,etc., On behalf of AIBSNLEA-Ch.TD and on my personal behalf I take this opportunity to express my sincere gratitude to our beloved President-in-chrage Com.P.Sangli.

Before submitting the chronological activities for the past period, I am glad to inform that we had two DPC in JAG cadre one each in Accounts & Engineering wings during the intervening period. While 9 out of 11 CAOs promoted as DGM-Finance were retained in Chennai Telephones, 22 out of 32 DEs promoted as DGM-Engg were also got posted in Ch.TD. The postings of our senior comrades in present circle itself could be achieved mainly due to the extensive ground work done by our Circle body with due support from the local Administration and our CHQ. We are also vigorously pursuing the

remaining cases of DGM-Engg postings at Chennai itself and hope to get the desired results soon.

Important Events:Our circle was well represented during from16/06/10 to 19/06/16 Recall the Resolution presented by CS AIBSNELA during AIC, Mysuru

The following Important Resolutions are passed in the 1ST CEC meeting of AIBSNLEA of Chennai Telephones held on 10-06-2016.1. At present, the MRS Executive medical checkup is not allowed to the Executives of BSNL. But, the same is allowed to the ITS officers. It has to be extended to all the Executives of BSNL.2. Direct fibre connectivity instead of copper with more attractive BSNL BB plans are needed, as provided by other operators like Airtel, ACT, Cherrinet etc .for providing high speed Broadband service. 3. All the Court cases, which are delaying the promotions of Executives[ JAO to AO, JTO to SDE, AO to CAO and SDE to DE] are to be handled in true spirit, so as to pave way for timely promotion to the Executives of BSNL.4. Though BSNLCO has ordered the CGMs to promote the eligible DGMs to LA- GMs, wherever GM vacancies are there, the order is not being implemented in Chennai Telephones even after repeated perusal with CGM ChTD. The case has to be taken up with CMD for implementation in all circles uniformly.

The deliberations at AIC and we are glad that our CS has been elected as OS (South) at CHQ level and the CS of AIBSNLEA-TN was elected as President-CHQ. After the AIC, both the CHQ-President and the OS-South made a whirlwind tour of many places in Chennai & Tamilnadu not only to accept the felicitations but also to improve our performance during MVP.

Circle Office Bearers meeting was held on 14-06-2016 at KK Road, for further discussions on Mysore AIC.Branch Meetings:28-07-2016: Long pending transfer Orders issuedDear Comrades! As assured the long pending transfer orders have been issued toSmt.V.Porchelvi AO (CDMA) RKN to TR WEST, KKN and Smt.C.B.Amudha has been transferred from AO(LD) to TR HQ.02.08.2016: Meeting with GM NWO North on 01.08.16

Com.P.Ramalingam, BS  Ambattur O&M and CS met GM (NWO)North on 01.08.16 at 16:00hrs onwards and discussed the following points:

A. Poonamallae Division:   The only division in Chennai Telephones without any vehicle for more than two years.(Two Departmental vehicles already scrapped). Even though maximum productivity was given by PML division in every financial year. In Avadi and Ambattur (2+1) 3 vehicles are available but they are not sharing the vehicle with PML division like other divisions.

Circle Secretary insisted to GM to make permanent arrangement for vehicle.GM agreed to sort out this issue amicably.2. One Executive at  SDE level to be posted at PML CSC/CSR for day to day activity at CSC in place of Sri.C.Nandagopal  who was transferred as DE LA to Ambattur before one year.SD module activities has to be carried out on the same day.-GM assured to take up this issue with GM (HR&Admn).3. Present Kumananchavadi RSU is working in Container. It is growing and revenue earning area. Hence new Exchange building has to be built with RSU,CSC and ATM etc. CS has been insisting this for the past seven years- GM assured to take up this issue with PGM(NW P&D) CFA.B. Avadi Division: One SDE to be posted at Avadi Extl I in place of Sri.S.Baranidaran who was transferred to GSM. More than 90 pillars are working in this area. No JTO at Avadi Extl I. Only Sri.Majo P John SDE Avadi Extl II is additionally looking after Extl. 2. Smti.D.Padmavathy SDE is requesting for  transfer from Pattabiram to Avadi Intl( in place of Sri.Rajendran SDE who has gone on VRS).So one SDE shall be posted to Pattabiram RSU. 3.Smt.K.Amirthavalli SDE LA is working in  Brindavan nagar  & Sri.N.Sundararaj SDE LA is working in Thirunindravur .Looking after arrangement issue  is not at all solved for Brindavan Nagar SDE.BS explained in detail to GM.-GM assured to sort out all these genuine issues.C. Ambattur Division: 1. As per Admn order Smt.J.Jeyalakshmi JTO is posted to AMB Extl I but she was posted to AMB Extl II as per local DGM’s intervention. The order was modified by Admn and except Smt.J.Jeyalakshmi JTO,  all are posted in the same place. The officer is going to retire in Jan 2017.This kind of vindictive action is not appreciable.This kind of vindictive action should not repeated in future. So she must be posted to original place of Extl I.2.     One JTO and SDE was working in CSC/CSR AMB. Sri. Thangavelu  SDE was retired in July 15. JTO CSC was transferred and sitting idle getting salary in the name of NGN installation from March 2016. But JTO TD is additionally overloaded and is made to look after CSC/CSR.–GM listened keenly and assured to take up this sensitive issue.**CS also discussed  the works relating to North area BB activities viz Dslam installation at GSM BTS sites, Army Hqrts, Navy ,shifting of Ennore Port, VLBB and requirement of DGM Madavaram O&M**03-08-16: Protest against NITI Aayog conducted at FBR   TE.

As a part of the Nation wide protest demonstration during lunch hours on 03.08.2016 against the reported move of the NITI Aayog for making strategic sale in BSNL/MTNL, the All India Forum of Unions and Associations Chennai Circle conducted the demonstration at Flower Bazzar Exchange premises.  As the Circle Secretary was pre-occupied, ACS (Fin) Sri.Rajnarayanan K and CWC member R.Srinivasan represented AIBSNLEA and participated in the demonstration.04-08-2016: Forum of BSNL Associations met CGM   CHTD

Forum of BSNL Associations and Unions met CGM CHTD on 04-08-2016 at 12.00pm and discussed regarding rally effective marketing strategy implement in thick population areas.

Our CS, Sri.Umachandran CS AIGETOA, Sri. Adi Govind CS TSOA, Sri A.Shanmugha Sundara Rajan CS SNEA, Sri Govindraj CS BSNLEU also attended the meeting.05-08-2016: Honouring AIBSNLEA All India President and OS South (CHQ) by Cuddalore   SSA

Com N.Jayakumar SDE BB (I&M) South, CEC Member was honoured during the staff meeting at Mambalam on his inter circle transfer to Shillong NE-I. CS CHTD and staff of BB (I&M) unit felicitated with Shawl and presented Gift. AISBSNLEA wishes Com N.Jayakumar a successful and healthy tenure at the new Circle.09-08-16: Congratulations to all candidates successful in JAO LDCE   exam

AIBSNLEA congratulates all the candidates who succeeded in JAO 40% LDCE Exam. 35 candidates have passed provisionally in the exam.12-08-16: Admissibility of House Rent Allowance at IDA Basic Pay with 78.2%

CHQ NEWS: As per the speculations of AIBSNLEA made on 10.08.2016, BSNL Corporate office issued orders regarding admissibility of House Rent Allowance at IDA Basic Pay with 78.2% fitment in respect of Executives and Non-Executives of BSNL with effect from 01-10-2016.16-08-16: Circle Secretary Independence day   speech.

Circle Secretary with ACS  Com.Rajnarayanan and Com P.Ramalingam BS AMB  attended and CS  addressed on the eve of 70th Independence day celebrations at CGM office, PH Road,Chennai-10.National Flag hoisted  by CGM ChTD  and she appreciated all wings and also highlighted the lapses also.  Circle Secretary gave inspirational speech on this occasion. Few points are stated below.1.CS appreciated all those participated in the Melas stating that target for SIM sales for one month was  achieved in four days and insisted that SIMs sold should be activated on the same day.

2.LL/BB connections should be given on the same day like in Villivakkam  six LL connections were booked and was executed on the same day by Shri.Babu JTO Villivakkam. 3.In ChTD inclusive of CPT Mobile Radio Frequency is very poor and complaints are received from various places for poor service.GM GSM should come out of his chamber and should visit BTS/BSS sites to solve this issue and to improve the Mobile service.4. HRA to be given for 78.2% from October 2016 and notification issued for full pension from Govt. So all staffs/officers should work hard and especially two recognized staff union Leaders should motivate their Members for mobilising more customers for BSNL Chennai. They should also support Management in this regard.5. Already on all days, calls made from 09 PM to 07 AM are free of cost. Now BSNL CO has announced that all calls made on Sundays will not be charged even for Plan49. Marketing wing should give vide Publicity to customers.6. There is no separate GM for Central area. However there are two GMs for Marketing wing. Hence by effective marketing strategies connections can be increased and no separate Area Melas are required.7. When Shri.A.Subramanian was working as GM Marketing, different marketing techniques were adopted.Present GMs also can follow his innovative ideas.8. CS appreciated CGM for posting separate DGM for OP and insisted for posting DGM for Madavaram since it is very potential area.9. CSC is the front end for customers. So DGM OP incharge of CSCs/CSR/CCC has to conduct meetings  and resolve their problems to improve the customer service.10. CS saluted the customers who are still having BSNL connections in spite of various competitors giving fibre service.11. Our association appreciated GM Finance for sticking posters for Melas near his residence without minding his position.18-08-2016: Organisational activities by United Forum for implementation of standard pay   scale United Forum of BSNL Executives' Associations, CHQ, New Delhi comprising AIBSNLEA, AIGETOA and SNEA(I) served  notice for organizational actions programme protesting against the inordinate delay in implementation of a) Standard Pay scales of E2 and E3 for JTO, SDE and equivalent cadres, b) 30% Superannuation benefit for BSNL Recruited Employees and c) Implementation of CPSU Cadre Hierarchy and first TBP. 19-08-2016: CS visited RK Nagar   Branch

Today our beloved CS/OS(S) visited RK Nagar and interacted with all our members and obtained first hand information about the affairs in GSM. On his first visit after assuming charge as OS(S) to RK Nagar Branch, he was honoured by Sri A.Johnson AGM (Infra) BS RK Nagar with Shawl. 30.08.16: Emergency Second CEC conducted at Jeevana Jothi AC Hall on   27.08.16

A grand felicitation function in our Second emergency CEC was organized by JAO 2010 Departmental Batch from the Southern Circles to honor CHQ office bearers from Tamilnadu and Chennai. Com. S.Sivakumar President CHQ, Com. P.Udayasuriyan Organizing Secretary (South) and Com. R.Guruprasad Legal Advisor CHQ at Jeevana Jothi A/C Hall, Egmore, Chennai-8 on 27/08/2016.

JAOs from Telengana, Andhra Pradesh, STR, STP, Tamilnadu Circle and Chennai Telephones participated in large numbers and congratulated them on assuming the high office at CHQ.  Good wishes to the office bearers received from all quarters.

The meeting was presided over by Com. R. Raju, VP AIBSNLEA CHTD and was attended and addressed by Com. B.Ganesan CWC Member, Com.R.Srinivasan CWC Member,Com.Ravi ACS-TN, Com. Kaliyaperumal CEC Member TN, senior comrades.P.Sangili BP-COBA,B.Manjunath BS-CO,P.Ramalingam BS AMB(O&M),S.Bharanidharan BS-BSS GSM, S.Sivakumar BS HRD & FS incharge, K.Baskar CEC Member, S.Kannan BS CHR. Huge number of Lady Comrades from all the circles graced the function.

Com.S.Sivakumar, CHQ President, in his speech elaborated the various phases of our struggle against indifferent attitude of BSNL Administration for the settlement of E2, E3 Pay Scale, Superannuation benefits, CPSU Cadre Hierarchy and explained a brief history of the prolonged struggle being conducted against the injustice shown by certain vested interest groups at Corporate Office against the legitimate demands of JAO 2010 Batch and Officiating JTOs. Com.S.Sivakumar praised the efforts taken by JAO 2010 Batch especially Com. K. Rajnarayanan ACS (Fin) AIBSNLEA CHTD and Com. K.Venkatarathanam AFS- AP Circle for the efforts taken to organize the felicitation for the CHQ office bearers.

Com.R.Guruprasad, CHQ Advisor (Legal) explained about the achievements of AIBSNLEA and assured that the new vibrant team of newly elected CHQ Office bearers will sincerely work for the settlement of genuine demands of the members.

Com.P.Udayasuriyan, Organizing Secretary (South)  and Circle Secretary CHTD  explained about the various issues settled by the AIBSNLEA due to the consistent efforts and continuous persuasion of the AIBSNLEA CHQ. OS South appreciated JAO 2010 Batch AP Circle Comrades for giving  One Lakh to CHQ and One Lakh twenty thousand to AIBSNLEA AP Circle. Association should also be financially strong. AP Circle comrades has stood as a backbone for this and other circle members should follow it.NTEA merged with AIBSNLEA headed by Com.V.S.Chokkalingam All India President, S.Jaikumar Circle Secretary and Office bearers of NTEA by the earnest efforts of Com.P.Udayasuriyan Circle Secretary ChTD.He welcomed all the young direct recruitment JTOs of NTEA who have merged with AIBSNLEA .Our Association is a multi-cadre Association and is fulfilling the genuine demands of all cadres. So we will succeed in achieving the legitimate demands of Direct recruit JTOs. OS South cum CS ChTD requested them to come to the forefront of this organization to add momentum to our efforts to become the number one Association of executives in BSNL in the forthcoming Member verification. He also requested the young JTOs to utilize the experience of Senior Comrades of AIBSNLEA to fight against the

DOT and BSNL Management to achieve the genuine demands. He appealed one and all to strengthen AIBSNLEA. He stressed that AIBSNLEA always stood firmly with the oppressed group and those who are fighting for justice. This association will further take all possible measures to ensure that their genuine demands pertaining to fixation of pay and allowances, promotion, protection of service etc. will be met.

In recognition of the Merger, CEC unanimously decided to accommodate S.Jaikumar as ACS, AIBSNLEA ChTD in place of Com.V.Gabriel who has retired. Since recently Branch posts were filled, other office bearers of NTEA will be accommodated in Branches whenever existing posts becomes vacant due to promotion, retirement, transfer etc.

The grand event concluded with a vote of thanks by Com.K.Baskar of WBA AIBSNLEA CHTD.03-09-2016: Full day Dharna on 06-09-2016 and   07-09-2016

United Forum of Executives Associations, Chennai Telephones and Tamil Nadu Circle decided to conduct the Dharna struggle on 06.09.2016 at CGM, Chennai Telephones and on 07.09.2016 at CGM, Tamil Nadu Circle. All the CoBs, BoBs, Office bearers are requested to ensure maximum participation of executives and make it a grand success.10-09-2016: Anna Road Branch office meeting was   held…

Anna Road Branch Annual General body Meeting was held on 09.09.16 @ 16:00 hrs at First Floor (Dining hall) of Anna Road Exchange. Com.N.Jagadeesan CAO Branch President  presided over the meeting. Welcome address given by Com.Appavoo BS. COBs viz Com.K.Rajnarayanan ACS(Fin),Com Jayakumar ACS(Eng), Com. Palani AFS and Com. R.Srinivasan CWC Member attended and addressed the gathering.Finance Secretary Com.Narasimhan explained in detail about the various problems accumulating in the Accounts section. Work load distribution is not uniform in Central area. Central zone is a vital area with huge customer base. So separate CAO IFA must be posted in place of Sri.Padmanabhan who has retired.Com M.Thirumurthy kumar DGM, Com.N.Mohan AGM and Com.Kannan SDE explained in detail HR problems faced by the Marketing wing.  The main issues raised by the members subsequently were:Reallocation of work among AOs and JAOs in planning and claims sections of CBAPosting of separate CAO in place of Sri.Padmnabahan for IFA -CBADecorum, Discipline and Punctuality are not maintained in marketing wing. Some officers/officials are lethargic and not working for improvement of marketing wing.No cross ventilation in the SDE (Tech) section  at 8th floor of ARD TE Bldg. Members requested for relocation of section.Collection Efficiency was in First or second place when there were four AOs and now it is the first time collection has gone to third position. To retrieve back to original place one more AO need to be posted to TR unit.Uniformity to be maintained in all zones with respect to refund of SD / EMDCircle Secretary/ OS South attended the meeting and assured the members that all their grievances will be taken up at the appropriate level for amicable solution. CS requested the members to further increase the customer base in central area. CS

will discuss with other association CS for sorting out the problems between Members of two Associations since CS of other Association has requested for solving the issue. CS insisted the Members to mobilize for forthcoming Membership verification.The meeting was well organized by BS &FS of Anna Road Branch. Meeting ended with vote of thanks by Com.N.Mohan  AGM(S&M) CM.09-09-2016: Congratulations to executives of STS level in Tel. Finance on promotion to JAG   Level Congratulations to all 234 STS Level Officers in Telecom Finance (CAO) on promotion to JAG Level (DGM(Fin)) on Temporary / Adhoc basis. Thanks to the great efforts of our beloved GM (F) Sri.N.Kalyansagar. CHTD extends its sincere thanks to GS AIBSNLEA and his team for consistent efforts and having got this promotion order.Out of 11 promotees from CHTD, 9 are retained in Chennai, 2 are posted in West Bengal and STR. Two Promotes are posted to Chennai from TN Circle and STP. 12-09-2016: AIBSNLEA CHTD Broadband branch meeting was held at   Mambalam.. AIBSNLEA CHTD Broadband Branch meeting was held on 12-09-2016 at 16:30Hrs at Mambalam TE. Various organisational issues were discussed. CS, Com B.M Pandian BS, Com K.Jayanthi BP, Com G. Harikumar FS and members were present. New members (joined after merging of NTEA) Com.S.Arumugam, Com V.Raghuraman, Com Balaji (GSM) were welcomed to first branch meeting by CS.27-09-2016: Status in Hon’ble Supreme Court of India regarding the court cases on the seniority of TES Gr.”B” Officers in DoT/BSNL/MTNL:The Court case on the above matter could not be listed on 27.09.2016 for hearing in the Hon’ble Supreme Court. As of now, there are no further orders of listing.28.09.16: First day Hunger fast of United Forum at   ChTD First day hunger fast of united forum was held at O/o CGM Chennai Telephones on 27.09.16. Office Bearers and Members of AIBSNLEA, SNEA, and AIGETOA participated enmass in the Hunger fast enthusiastically. Meeting was presided over by Com. Third day Hunger fast of United Forum was held on 29th September 16 at TN Circle office. Large Members participated eagerly on the final day of Hunger fast. All the Association Presidents insisted that meeting should be chaired by Com.Jaimurugan CP, AIGETOA ,ChTD.DR Members shared their views in the meeting. New DR Members praised seniors for guiding them to organize and mobilizing the Members for the meeting and how to approach Administration for resolving the issues across the table. Circle Secretary met CGM Chennai Telephones on 04.10.16 and discussed various points related to improvement of BSNL Chennai Telephones.Some important points are highlighted below.1.Union Bank of India has given URL for payment of TNEB bills .Long pending issue is settled after quite long time.2.Phone Mechanic will get Rs 100 each as Incentive for  booking of new LL and BB and he will get Rs.100 if connection is given on the same day. Admn should issue order for this. It will be a boost for staff for getting more new connections.3.Acute shortage of Officer/official in Broadband section due to transfers and promotions. Dslams have to be installed for Augmentation purpose, new sites. For installing Dslams at GSM BTS sites, first site survey to be conducted  and removal of Dslams from existing locations and reinstalling at BTS sites. Coordination with vendor for installation of MNG PAN Equipments. Recovering P2 Dslams and associated cables and accessories from Exchanges and moving it to stores etc.4. BSS sites and External DE posts to be filled up in a war footing manner. CGM immediately responded and posts will be filled as and when DEs from other circles join in ChTD.18.10.16: Core Committee Meetings regarding Election   process

Series of Core Committee meetings were conducted on 14th, 15th & 17.10.16 at Haddows Road for Membership verification process. -Creation of Sr.PPS Posts in Corporate office and PPS posts in field units/2% IDA pay fixation to BSNL serving and retired employees

-Withdrawal of 60:40 provision of BSNL pension etc.GS, AIBSNLEA in his detailed deliberation explained all the achievements of

AIBSNLEA and AIGETOA united struggle. He also appraised the latest position of different cadre demands including AD (OL), PA/PS, Officiating JTO, SDE, AO, CAO and others. At present we are thriving hard to get 3 Ps – PAY, PROMOTION AND PENSION for our younger brothers. He also assured that our joint effort will be successful in achieving 1st position in the forthcoming Membership verification of the Executives. He further mentioned that with the efforts of AIBSNLEA and AIGETOA the replacement of E-1A by  E-2 & E-2A by E-3 and subsequent scales up gradation from E-3 to E-4, E-4 to E-5, E-5 to E-6 and E-6 to E-7 proposal was approved by BSNL MC and now being cleared by DoT/DPE shortly. The Khan Committee report on CPSU cadre hierarchy is also now under active consideration by the BSNL Management, 3% superannuation contribution from BSNL towards 30% superannuation benefit has been approved by BSNL Board/DoT and order has been issued. AIBSNLEA is also equally concern to the viability of BSNL and that is why during the agitation programmes of Forum of BSNL Unions/Associations AIBSNLEA is always at fore front. He requested all the Executives to provide best and reliable services to customers to retain them. He also appealed to vote and support AIBSNLEA during membership verification to save BSNL and its executives of all the disciplines.Com.S.Sivakumar President AIBSNLEA CHQ in his rousing speech   mentioned about the transparency of AIBSNLEA in dealing all cadre issues and stressed the necessity of making AIBSNLEA NUMBER ONE in the coming referendum. scuttling the efforts taken by AIBSNLEA and AIGETOA to get the issues settled. He also requested the members who attended the meeting to educate the non-members about the dual view of other association, who always thrusts the view of the Management on Employees.

Com.P.Udayasuriyan CS CHTD & OS (South) CHQ highlighted the various achievements of AIBSNLEA in CHTD and why it is necessary to vote for AIBSNLEA so as to make it the No: 1 association for Executives in BSNL.  OS (South) was confident that AIBSNLEA will win the elections in CHTD but urged the members not to be complacent and put in more efforts so as to obtain 2/3rd majority. He highlighted that since BSNL is no1 in loss making PSUs, we have to thrive hard for becoming BSNL to No 1 position in profit making.

All over India we got 18,438 votes and SNEA

got 20,128 votes. I am satisfied on the stupendous performance of entire AIBSNLEA during the 1st MVP on 07-12-2016. Even though we fell just short of first position, it is a remarkable show of strength on our part and the entire credit goes to our CHQ Team lead by beloved GS Comrade Prahlad Rai.Let us not lose our heart on falling short of expectations, since this happened because of a calculated last minute ditch on the part of our close confidant Sri.R.P.Sahu. It is highly unfortunate that a fighter like Com.R.P.Sahu has fallen prey to black mailing and threat from the other quarters. As I have published in my Chennai site, we have nothing but to sympathize for the so called majority SNEA for having stooped down to such a level. It is also a black spot for an Association like SNEA to take recourse in Sri.R.P.Sahu for a victory. Analysis for failure: However, a self-introspection is also the need of the hour for us to analyze the other factors that might have contributed for the reduction in votes and I observe the following are the probable reasons that might have been the cause for a reduction in our final count. 1. The splitting of votes amongst the DR due to a wrong illusion created in their mind by an orchestrated misinformation campaign that AIBSNLEA is not keen on E2- E3 even though the reality is otherwise. – We need to educate the base level members further.2.The apprehension that being an Association of senior Executives, we may not be vociferous in settling transfer cases under Rule-8 – we must impress them that we are a combination of young and experienced and we are second to none when it comes to the fighting spirit. 3. The absenteeism also has cast its shadow on our votes tally. – This must be taken as a lesson for the future.Points for deliberation:  Further, I would like to place before this august forum, the following points discussed in our CEC at Chennai on 04-01-17 for added discussion and early resolution.Apart from proposed Trade Union activities, we should resort to legal course to get equal status as that of SNEA. To substantiate our views, it must be argued that While SNEA has got 45.32%, it indirectly means that 55% of the Executives are not supporting it, and thereby they have not obtained a simple majority to stay alone. The results must not have been declared Circle wise, if they are to award a Pan India Recognition only. Having declared the results in such a fashion, the simple arithmetic and the principle of natural justice says 17/31 is bigger than 14/31, moreover this demand is also in line with the principle of Federal Structure envisaged in our constitution. Else it amounts to imposing the management’s choice on the voters ignoring their preference in the respective circles.For better coordination and in the interest of all the stake holders in the long run, the resolve to merge AIGETOA with AIBSNLEA (A decision of AIC-Mysore) must be implemented in true spirit and the amalgamation of AITEEA also must be completed soon to make ours a more vibrant organization. Once completed, we can go in for further consolidation by way of merger of more like minded groups viz ABLE, BASE, AIBSNLOA so that we can straightaway outnumber the so called Majority.

DPC from JAO to AO and AO to CAO should be done immediately and orders released before February 2017, since more than 1200 AO Posts are vacant and also it is almost three years ever since the last DPC to CAO was held. Further, posting of CAOs in the same circle wherever vacancies exist is to be taken care of.The promotion of JTOs is held up for an unprecedented period due to Court Cases and we need to intervene effectively so as to render justice for our comrades retiring month after month even without a single promotion spanning over 35 years of service.It is informed that our comrades after assuming charge as DGMs Adhoc are getting one increment but that is not taken in to consideration for their retirement benefit and this was taken up only by our GS earlier but it is still pending for resolution.The assurances given by the then CMD / Dir-HR regarding relieving the officers posted out of circle back to their parent circle exactly after two years of completion of their stay is not honoured in true spirit by the Personnel section and the delay some time exceeds six months. I request our GS to take up the issue and ensure that all officers completing two years of stay outside, are issued with Transfer Orders by the BSNL CO immediately. (It is to be noted that even after issue of BSNL CO orders, the respective circles and SSAs take their own time for relieving leading to heartburn amongst the Executives who have obeyed the orders of BSNL CO.We are constrained to record our displeasure by the way the issue of promotion to DGM-Adhoc from DE cadre for those who have completed 3 years of service in STS was handled. We are of the firm opinion that had we put in more efforts, most of our senior comrades would have got their DGM promotion 9 months back. Hence it is once again reiterated that our GS must use his best rapport with the Management and get the orders released this month itself.On the organization front, we are proud to state that AIBSNLEA-ChTD has taken extreme precautions to ensure victory for us in the 1st MVP and one such activity was the merger of NTEA with AIBSNLEA. Comrades, to conclude, I am fully confident that AIBSNLEA will bounce back like a “Phoenix” setting aside the temporary failure. I also wish to submit that we all should rededicate ourselves with further interest and enthusiasm towards strengthening our Association and concentrate more on membership enrolment. SDEs expressed their displeasure and were restless about the negative attitude of DGM and GM Central.Local transfer Order was issued to One SDE during her medical leave against her existing transfer application pending with HR & Admn. DGM Central is already aware of this medical case. Executives are transferred without their knowledge and victimizing them and also spoiling working atmosphere. Already two SDEs have applied for transfer due this unwanted pressure only in Haddows Road.

Our CS has taken up the HR issues related to Central Area with the ChTD Administration. The vindictive attitude of DGM-Central, especially against our Female colleagues is strongly condemned. If it happens in Central Area today, it may spread to all other Areas tomorrow and we need to nib it in the bud. Let us all be united to ensure that there is no bias in the functioning of the system as such. Association was also not consulted regarding the transfers. Our Association strongly condemn this kind of adamant attitude of GM Central and protest letter was given to GM (HR) for maintaining the Human relations in ChTD impartially.21-01-2017: Ambattur Annual general Body Meeting was held on 21-01-2017.Annual General Body meeting of Ambattur Branch was held on 21-01-2017. 24-01-2017: CS submitted letter to GM (Fin) regarding JAO & AO Transfer   issues Letter was given to GM (Fin) by CS AIBSNLEA CHTD regarding non implementation/ consideration of Transfer requests of JAO/AOs. This is in continuation to the letter already addressed to GM (Fin) on 23-11-2016 regarding Posting and Transfer issues in Finance Wing. For bringing transparency in Posting and Transfer Orders it is also requested that AIBSNLEA shall be taken in confidence before deciding Posting and Transfer Orders as AIBSNLEA emerged as the Single largest Association in Chennai Telephones during MVP.

In 2015 from Nov 28th to 3rd Dec there was heavy flood in Chennai and in Dec 15th 2016 vardah cyclone devastated Chennai. Our network was badly affected. BSNL CO has not given timely support by allotting replacement for damaged cables and equipment.Customer Service Centre staff and officers who are in the front end to customers should be polite and receive customers with smiling face, treat them cordially, hear their grievances  patiently  for retaining the valuable customers and improve the customer base.Chennai Telephones and CPT SSA is a compact zone and we would have shown more improvement but could not do so as compared to TN Circle which is more vast and consisting of 17 SSAs. Deep study/analysis should be done in this regard.Proper Marketing and wide publicity should be given for BB plans available in BSNL since in this era everything is done through internet. All the institutions and colleges use internet. Emergency Circle Office Bearers meeting decision:-  Circle Secretary submitted letter to CGM & GM HR & Admn regarding discrimination against AIBSNLEA Members continuously  in  GM, Central Area (DGM C&A- ARD).                Ref: AIBSNLEA/ChTD/2017-18 / CGM/01   DATE: 15-04-2017Main contents of the letter: I am constrained to submit that there is a concerted effort to harass the Executives belonging to AIBSNLEA in Central Area and our respected GM-Central is falling a prey to that, thereby leading to unrest amongst our cadre in this commercially important Sector of Ch.TD.We have listed out a few of such incidents that has clearly established the biased attitude shown only against our members in Central Area but still this tirade continues, the recent incident being getting an Administrative order from No.89,Millers Road for  shifting of an SDE (LA), Smt.S. When there was an attempt to shift her earlier, we have brought the same to the notice of our CGM and our CGM was kind enough to restrict that proposal by prevailing upon the GM-Central on the importance of Switch Room activities in Central Area especially Haddows Road where numerous ISDN-PRI are working and also most importantly the FTTH is parented.Our emergency Circle Office Bearers meeting held on 15th April 2017 to discuss mainly this issue has resolved to strongly condemn such unwarranted shifting of Executives. Accordingly, DoT has asked the feedback / comments of BSNL by Monday in this regard which is being replied shortly.It is understood that as per 3rd PRC interim report, if a PSU has 20 % liability of PBT (Profit Before Tax) on account of 3rd PRC implementation it may give 15% fitment, PSU having 30% liability of PBT on account of 3rd PRC implementation may give 10% fitment and PSU having 40% liability of PBT on account of 3rd PRC implementation may give 5% fitment benefit.At present BSNL’s PBT is minus in %age. In view of that we have pleaded 3rd PRC to take operational profit of a PSU instead of PBT into consideration.Legal case…17-02-2017: CHQ News on JTO (T) to SDE (T) promotion   Legal case.      The arguments on JTO (T) to SDE (T) case continued for the three days on 15, 16 and 17th Feb.2017 at Hon’ble High Court Ernakulam. The matter was related to three writ petitions, it was heard in detail by the Senior Counsel. From BSNL side, Sh. R.D. Aggarawalla, Senior Advocate from New Delhi appeared for all the 3 days. The arguments concluded on 17th Feb.2017 evening and the  Hon’ble High Court reserved the case for pronouncing judgment.

      One Association’s Advocate wanted to remand to case to be heard again in the Hon’ble CAT Ernakulam but BSNL’s Sr. Advocate Sh. R.D. Aggarawalla opposed of remanding the case in view of further delay the case. He pleaded that there is acute stagnation in the career progression of JTOs and in BSNL field units the work is suffering due to the shortage of SDEs/SDOs. Hon’ble High Court appreciated the pleading and the case could be saved from remanding further to Hon’ble CAT Ernakulam.09-03-2017: Combined March by Unions and   Associations      CS attended the combined Demonstration of BSNL Unions and Associations on 09-03-2017 at Flower Bazar Exchange. CS gave a fabulous speech on the reasons of deterioration of BSNL.         Our Services are majorly concentrated across the villages of India, focussing on the service not on the profit. Other private sector companies are focusing only on the profit and giving services in urban areas only. During 2006, BSNL had a revenue of Rs.40,000/- Crores and a profit in the range of Rs.8000/- to Rs.10,000/- crores. In 2010, it met with loss for the first time in history. In between, in 2007, RS.450Lash Tender for development of GSM /Procurement of Equipment’s was cancelled and in 2009, Rs.930 Lakh Tender was cancelled. Due to this we were unable to compete with other Telecom companies in terms of technology.        No development activities are done from 2007 in BSNL. Overseas Communication Services were also taken from BSNL.  At Chennai, Uttarakhand and J&K when flood came BSNL was the only telecom company to give timely service to its customers, with least disturbance.       After BSNL was formed in 2000, around 1.5Lakhs Employees retired and only 30,000 employees were recruited.              Presently talks are about huge loss of MTNL and how to dispose MTNL. On one side plans are for how to merge loss making PSU MTNL with BSNL. On the other side it is planned to form a new Tower company by taking over 61000 towers out of 75000 BSNL Towers. Slowly the hidden agenda of bringing BSNL to sick PSU list is carried out and it has evidently come out now.It is underlined that until Unity of BSNL Associations and Unions is there, none of these hidden agenda are going to be happened in BSNL.Members of AIBSNLEA attended in the demonstration in large number.30-03-2017:- United Forum…..E1A-E2A…29.03.2017: Protest against lowering of equivalent cadres: United Forum of BSNL Executives Associations AIBSNLEA, AIGETOA & AITEEA strongly protest against the notification of DoT OM dated 28.03.2017 wherein pay scales of JTO/JAO, SDE/AO & equivalent cadres have been lowered arbitrarily, which will seriously demoralize & de-motivate the executives in BSNL. We express our strong resentment against the DoT decision & failure of BSNL Management in this regard.United Forum of Executives Associations will shortly finalize the protest actions against such demoralizing act of DoT / BSNL.

It is unfortunate that the matter has been mis-handled by some executives Associations by giving a call of agitation & withdrawing without any fruitful outcome. It has strengthen DoT to ignore the protest of BSNL Executives. The fact remains that efforts were taken by the same executive associations to sabotage the outgoing agitation call given by United Forum of BSNL Executives Associations in the month of Dec., 2016 and Jan., 2017 and they impressed upon the BSNL Management to victimize the CHQ/Circle/Distt. level office bearers of United Forum by issuing the memorandum & deduction of salary for two days i.e. 27th & 28th Dec., 2016 for participating in Dharna programme. These actions has strengthen the BSNL/DoT management to conveniently ignore the genuine grievances of executives in BSNL.Hence, United Forum has to decide its own course of actions to protest the interest of entire BSNL Executives community rather coming under the trap of so called executive associations to further damage the interest of executives of BSNL.Let us decide & keep ready for the conclusive struggle to show the strength of executives in achieving the settlement of legitimate demands.DoT issued Presidential order dated 28.03.2017 for E1A and E2A pay scales for JTOs, SDEs and equivalent cadres30.03.17: Circle Secretary met GM HR & Admn regarding development   activities. Circle Secretary met GM HR & Admn on 28.03.17 on courtesy meet and discussed various development activities of ChTD. Few important points are highlighted below.1. Shortage of SDE /JTOs at various places needs to be fulfilled.2. Request transfer cases of SDEs has been pending for years together. CS requested to take up the transfer cases at the earliest.3. Modification order is requested for DE like other DEs/AGM orders.4. JAO vacancies are available in Chennai Telephones. Officials (Sr.TOA(P) & (G) and TTAs) who have passed LICE 40% competitive JAO Exam should be accommodated.GM HR positively responded and intimated that he will take up this case with Corporate office.

It is matter of pride for us to state that AIBSNLEA always make it a point to attend any function organized by the Administration and our CS actively participated in the Independence Day, Republic Day and Ambedkar birthday functions. During all these events, our voice was carefully listened by the senior officers present.

Before winding up, comrades I wish to submit that a detailed report on the activities are putforth before this august body to study, analyse and come out with solutions and methods to be followed for still better performance. Further, I also appeal one and all here to pass on the message of need to maintain unity amongst us at this crucial juncture and strengthen the hands of Circle body as well as CHQ by way of increased membership. The MVP is a continuous process and we must be always alert to ensure that our strength is maintained and regularly increased to achieve genuine cause of our cadre.
