The purpose of this report is to bring the partnership up to date on progress since February.

2.1 Promoting Awareness of Wick Award and our Priorities

Communications Apprentice Interviews to select Wick Award Communications Apprentice are scheduled for the 3rd week of April. Polly to be part of the recruitment panel.

A Wick Award blog has been initiated to share and develop a discussion about community priorities.

2.2 Developing a Community Hub

Substantial redevelopment of Gascoyne 2 Hall has commenced and is now estimated to be completed by November 2018.

The Community Development Worker has been liaising with Dujon Harvey, the project lead from Hackney Works, the new anchor tenant for the building.

Wick Award has developed an initial list of local stakeholders and a model timetable in partnership with residents.

Polly reported feedback from a range of successful projects funded through the Community Chest in the last period.

The Women’s self-confidence and personal safety course reached its target group engaging a wide group of Hackney Wick women. Participants said that they enjoyed the course, met new friends and felt more confident following the course.

The Trowbridge Silver Surfers has consistently attracted a full house and has retained a high number of volunteers enabling them to deliver one-to-one IT tuition to participants. Wick award is supporting an application to Awards for All to fund the future service.

A regular Internet Café will be piloted on Thursdays in Trowbridge Hall providing a venue for local people including Silver Surfer participants and local residents who work from home.

2.4Capacity Building for local organisations

Social Action for Health has been commissioned to deliver capacity building support for groups based in Hackney Wick including;

Hackney Wick FC Wick Forest School Trowbridge Over 60s Wick Village Community Gardeners Straight Up Yoga Gascoyne Over 50s

The work, led by Rachel Hughes, has not progressed as intended and the meeting recorded reservations about both Rachel’s approach and lack of progress.An update report will be available in March.

Action: Request a complete report back and arrange a project review with Nick, Polly, Sian.

2.5Clarnico Quay Consultation event and planning

Wick Award has participated in the planning process for the mean-time project using the Clarnico Quay space between the Copper Box and river front. The area is the last to be developed as part of the Eastwick and Sweetwater development. Intermediate use of Clarnico Quay, managed by Makeshift, will provide public space and work-space for local people.

A steering group of stakeholders including local residents is being established to steer the project. Some Wick Award partners are involved and others are invited to participate.

2.6Engagement with residents

The Community Development Worker has contacted local residents and organisations to develop relationships through outreach and participating in a range of local activities related to our priority areas including;

- Silver Surfers sessions at Trowbridge Community Hall

- Regular Wednesday coffee morning established at Herbert Butler Estate

- Your Home Festival at Hackney Town Hall - March 14

- Compassionate Neighbours Planning Event- March 8

- Fundraising support for HW Forest Explores and Trowbridge Silver Surfers

- Garden Blitz Day at Chigwell Court February 24

- Mayor’s LGBT Event –February 28

Following the December presentation on LLDC plans for the development of Hackney Wick and Fish Island we organised a community meeting dedicated to housing on March 8.

23 people attended. Presentations were made by Nigel Hackney Council, Tony Westbrook, Andrew Atkins Development Director at Eastwick and Sweetwater.

This was a main talking point for the meeting.

Action point: letters to be sent expressing WickAward dissatisfaction with the comment made to the assembled residents and partners. Copied attached to these minutes for information.

2.8Good Growth Fund and process to let 80A Eastway depot space and former Trowbridge Centre

Hackney was successful in its Good Growth Fund bid for £450,000 to develop new affordable work and VCS space at the Trowbridge Centre, Former Depot and Eastway sites including developing the football pitch and develop the public realm in Queen’s Yard including building a music studio and a range of re-usable bods for community activities.

Wick Award has supported the interests of Hackney Wick residents and the voluntary and community sector in Hackney Council process to lease the depot space at 80 Eastway and the old Trowbridge Centre.

The Council marketed the buildings to seven local workspace providers from the Approved Workspace Provider’s List for a 7-year lease for each building. Five workspace providers submitted bids for the Old Baths and three of them also submitted bids for the Trowbridge Centre. The offers were evaluated by a panel of officers from Strategic Property Services, Economic Regeneration and Planning and including a representative from the Voluntary/Community sector.

Subject to terms being agreed, the Council will offer a non-secure lease of the Old Baths to Stour Space, and of the Trowbridge Centre to Arbeit. These organisations are expected to work in partnership with other local organisations.

2.9Support for creating a Creative Enterprise Zone in Hackney Wick and Fish Island

Wick Award wrote a letter of support for Hackney Council’s application for Hackney Wick and Fish Island to become a Creative Enterprise Zone and benefit from additional funding.

2.10 Developing a Youth Voice for Wick Award

The Mayor’s launch of Hackney Wick Through Young Eyes took place at Hackney Town Hall on February 8. The event was enthusiastically supported by the Mayor, Councillors, key Council Officers, Local Trust and interested local groups.

Luke Billingham and young people presented the report which was followed by an in-depth discussion of the key issues raised in the report.

An action plan has been developed to address the issues raised.

2.11 Social Isolation Project

An update in the progress of the WickAward Social Isolation project was not available but todate 2 matches have been made, a number of volunteers have been trained and concern was expressed that people would fall off if they are not matched with a local person and able to make use of them training.

Action: Request a complete report back and arrange a project review with Nick, Polly, Sian.

Connect Hackney - Wick Award has been networking with local organisations to scope potential for supporting bids for the Hackney Connect funding for a Community Connector project to connect and signpost older people to increase their social contact, improve their wellbeing, reducing isolation and loneliness. The value of the tender is up to £350k and the deadline for submission is 4th April.

Wick Award has joined the Hackney and City Social Isolation Forum and has arranged for the next meeting of the Forum to be held in Hackney Wick in April.

WickAward are partnering Hoxton Health, MRS Independent living and Manor House Trust to bid for this contract.

2.12 Participation in Asset-based Community Development training

Polly and Debbie attended a two-day asset-based community development training hosted by Croydon CVS at the end of February. Both reported back that they enjoyed the training and found it very useful.

Is it voice and the reconfiguration of services to ensure Wick receive more and appropriate services?

Action point 2.7Email to the Hackney Gazette:

WickAward Big Local, who hosted the recent meeting at which a member of the Sweetwater Development team made a racist remark add their condemnation to that reported in the Hackney Gazette.  The members of WickAward, a resident run partnership are dismayed and angry that the comment went unchallenged.  Our members were shocked and couldn't quite believe their own ears. We are no longer confident that the intent and approach to this significant local development by Sweetwater (Balfour Beatty, Places for People), is appropriate or receptive to local community needs or involvement.  The behaviour of the Sweetwater Director demonstrated bias and contempt for the existing community and the 2010 Equalities Act.

WickAward note that the LLDC Local Plan includes the designation of the triangle of land at Bartrip Street in the ward as a site for new Traveller pitches and we hope that LLDC and its partner organisations will take this opportunity to join us in supporting the aim of creating new homes for the Traveller  community in our area.

We condemn the comment and ask that the Mayor of London and the LLDC provide unequivocal action to implement exemplary standards throughout the implementation of this development including the review of the engagement policy and programme of resident and community involvement within the ongoing development.

Unfortunately your presentation caused concern and offense amongst a number of people which we need to address directly.

You made a remark which included the phrase 'infestation of travelers' this is not acceptable use of language or reference. At the event you were not challenged directly as individuals, who have since expressed dismay, couldn't quite believe their own ears.  Amongst the concerns raised your remark has given rise to suspicions that attitudes and tone set by the local developers towards local people are neither appropriate or lawful.  Concern has also been raised that the other organisations. LLDC and LBH, who shared the forum did not challenge you.

We would expect that you and your colleagues at both Sweetwater (Balfour Beatty, Places for People) and the LLDC have an explicit responsibility to set the tone for discussions, presentation and implementation of developments to an exemplary standard. We expect that communication both internal and external is inclusive, respectful and within the law.

As the events hosts we expect a full apology from you and your partner organisations to the Hackney Community.  We also expect details of unequivocal action to implement exemplary standards throughout the implementation of this development, including the review of the engagement policy and programme of resident and community involvement within the ongoing development. Email to LBH Mayor / London Mayor / LLDC

Dear XX,

On the 8th March 2018, WickAward, a resident led Big Local Partnership were delighted to host the event at which LLDC, LB Hackney and Eastwick and Sweetwater presented information on the two significant housing developments which form a key element of the Olympic Legacy in the local area.  The meeting was arranged in response to a lack of knowledge within the local resident and business community around the detail of the development, it's challenges and opportunities.  The event was organised and arranged by us with the support of the London Borough of Hackney to provide information, reassure and engage existing residents and businesses.

In developing this event, we also supported a community response to the recent review of the Legacy Corporation Local Plan.

The event was well received and we had hoped it would form the basis of a long relationship between ourselves, local residents and developers working locally.

Unfortunately, one of the presenters, Andrew Atkins from the SweetWater and Eastwick Development caused concern and offense amongst a number of people which we need to address directly.
