Pilot implementation of the web content management system (Drupal) for university-wide use

1. CMS configuration to support 1000+ websites, .5M+ web pages, 1000-2000 web-content maintainers
2. A few pilot websites within the CMS to test the configuration
3. An implementation strategy and plan for university rollout of the CMS
4. A UI training and support plan for end-users (i.e. web-content maintainers)
