Urban CI (Critical infrastructure) is an important component of sustaining the operation of big social sys-tem. It is a kind of complex and huge network system. In order to identify the weak points in CI, response capacityassessment is quite needed. Traditional methods assess response capacity with the perspective of what degree thatthe capacity meets the requirements, which is hard to ensure the comprehensiveness and effectiveness of assessment.In this paper, the response capacity shortage is assessed from the perspective of what degree that the capacity doesnot meet the requirements. Based on the perspective, this paper proposes a big data based indicator choosing methodfor CI response capacity shortage assessment, selecting capacity shortage indicators with systematic, objective andconsistent principles. With the support of big data about disaster scenarios, historical experience can be retrievedand used for guiding global indicator selection. With the analysis of big data from various sources like Internet andgovernments, potential basic indicators can be identified, and basic indicator selection and improving can be guided.

Analysis of Households Sector’s Economic Behaviour*Stanislava Hronov

National accounts provide us with data concerning the economic behaviour of the households sector as a whole,or subdivided into the entrepreneur and consumer subsectors. Consumers make up the dominant component of thissector. It is usual that consumers’ spending on final consumption and investments grows in times of economic growth.Recessions and crises are reflected in caution lower consumption and less interest in investments and consequently inloans. When the signs of a crisis occur, small-scale producers in the households sector immediately reduce costs andinvestments, and try not to increase their indebtedness. This paper should help identify manifestations of these generalobservations concerning consumers’ and producers’ behaviour in the period from 2007 to 2016, namely, behaviour ofhouseholds in the Czech Republic viewed as consumers and as entrepreneurs. Data concerning the households sectorin the Czech Republic are utilised for this purpose and compared with data from France.

Organisational Citizenship Behaviour In The Middle East How Can HotelManagers Bring It About?

This paper examines the relationship between leadership style, which hotel managers can influence directly,and organisational citizenship behaviour (OCB), which contributes to organisational performance /effectiveness. Trustand balanced organisational culture are also included in the study to find how they are influenced by leadership styleand how they influence OCB. 392 valid questionnaires from hotel employees in Iran were collected and analysed usingstructured equation modelling. We show that in Iran, and the Middle East in general, leadership styles do not affecttrust directly but only through balanced organisational culture. Also, organisational size had a moderating effect on therelationship between trust and OCB. Additionally, we show that using the concept of balanced organisational cultureis useful for practitioners to understand what kind of organisational culture they need to foster.

Financial literacy is a combination of awareness, knowledge, attitude and behaviour necessary to make soundfinancial decisions (OECD /INFE, 2011). Promoting financial education is now seen as an essential long-term humancapital investment by the private and civil stakeholders. Various academic research disciplines coincidentally focusedon financial literacy related issues. In particular, the young generation nowadays are exposed to active promotion offinancial services. In cities with high tertiary education popularization rate, the young generation had become a targetsegment for retail consumption and financial services subscription, because of their consumption and finance potentialafter graduation. However, the lack of financial literacy may lead the youths making poorly-informed financial deci-sions, resulting in the knock-on effect in their future. Although some high school students have taken courses relatedto financial management, the effectiveness of such courses in supporting them to adopt proper financial behavior isnot clear because previous researches focused on teachers perception, while students view was not fully considered.Furthermore, the relationship between personal financial knowledge and finance behavior of the tertiary level studentsdeserves more careful investigation. To fill the research gap, this proposed paper will study whether there is differencebetween teachers and students perception of the effectiveness of financial education in high schools, and empiricallyinvestigate the relationship between personal financial by using validated measurement scale items to conduct ques-tionnaire surveys in Hong Kong, a major financial centre in Asia. The value of this proposed research is to shed lighton whether young generation are well prepared with the basic financial knowledge to handle the personal financeissues. It provides insights to policy makers, education sectors, social science researchers and banking and financepractitioners on the needs to enhance the financial literacy of the new generation for the well-being of the individualsas well as the society.

Discussion on the Improvement of Human Resources Performance byOccupational Competency Standard

Today’s industry is changing rapidly, and organizations are facing global competition. How to ensure thedevelopment of human resources to meet the needs of the organization is an important issue for governments to imple-ment human resources policies. In order to improve the training of talents, the advanced countries have established theOccupational Competency Standard of industrial work as a link to enhance the supply and demand of manpower. TheFederal Republic of United States Government promoted the integration of different skill standards across the countrythrough the National Skill Standards Act (NSSA) in 1994. The Japanese government established the Japan VocationalAbility Development Association (JAVADA) in 1979. Australia began full implementation of the Australian Quali-fications Framework (AQF) in 2000. Singapore began promoting the National Skills Recognition System (NSRS) in2000. The Hong Kong Education and Manpower Bureau began to establish a working standards system in 2000. TheTaiwan government passed the industrial innovation regulations and began to set the benchmark for industrial talentsand the identification of Occupational Competency Standard in 2010. We can see that Occupational CompetencyStandard is an important indicator of future human development from the perspective of countries actively promotingwork standards. The main purpose of this study is to conduct in-depth discussions on the development of Occupa-tional Competency Standard in various countries. We use case studies to investigate the growth performance of theorganization after the organizations training in the Occupational Competency Standard. We hope that this study canbe provided to the organization as a planning reference for future human resource training programs.
