Estimado lector, es un placer reencontrarme con ustedes una vez más en estas páginas. Ante sus ojos está la cuarta edición de CONPASA eMagazine, que abre la

puerta de un 2016 con cambio de imagen; adaptándonos a los nuevos cambios somos ahora WBSC AMERICAS SOFTBOL. Asumiendo nuevas responsabilidades, nuevos retos llenos de ilusiones y desafíos para todos nosotros.

Este será un año muy intenso para el Sóftbol. En agosto, la Sesión del Comité Olímpico Internacional decidirá finalmente si el Béisbol/Sóftbol regresa al programa de los Juegos Olímpicos en 2020. Además, entre el 30 de marzo y el 3 de abril CONPASA sostendrá su Asamblea General, donde se renovarán autoridades y se definirá buena parte del futuro del Sóftbol en nuestro Continente.

Y si bien se puede pensar que estos dos hechos son aislados, la realidad es que están en estrecha relación. Los desafíos que enfrenta la WBSC son enormes, y necesita del trabajo mancomunado de todos los amantes de nuestro deporte. Desde LAS AMÉRICAS estamos trabajando permanentemente, codo a codo, con las autoridades de nuestro organismo mundial para lograr el objetivo que todos añoramos: que el sueño olímpico sea una realidad. Es el deseo de todos que esta relación sinérgica se mantenga en el tiempo.

Esta edición también tiene un ojo puesto en el pasado inmediato. El Congreso de la División Sóftbol de la WBSC desarrollado en Oklahoma, en octubre del año pasado dejó grandes novedades para nuestro deporte. En las páginas siguientes haremos un breve repaso de lo acontecido en esta ciudad, donde nos reunimos con colegas y amigos de todo el planeta a pensar y decidir el futuro del Sóftbol.

Desde nuestro lugar, pondremos especial énfasis en la reunión que nuestra Junta Directiva tuvo en Oklahoma, una reunión muy productiva y valiosa, donde se tomaron decisiones de trascendencia para los tiempos que vienen.

Vivimos una época de permanentes cambios, que se producen con una velocidad inusitada. Las organizaciones no podemos quedar a la zaga. Es por eso que comenzamos reorganizando nuestra estructura de trabajo, conformando una serie de Comisiones que abordarán los principales problemas que enfrenta nuestro deporte. En este número presentamos en sociedad estas comisiones, con la convicción de que este es el punto de partida de un trabajo de largo alcance, que ponga al Sóftbol de Las Américas en el camino de la modernización y la eficiencia. Tenemos los recursos humanos para llevar a cabo esta tarea, y la decisión de trabajar por un Sóftbol más grande y mejor. Este es nuestro reto, este es el objetivo que nos desvela.

Finalmente, aprovecho la ocasión para desearle a todos los amantes de nuestro deporte un excelente año 2016. Tenemos la suerte de vivir tiempos trascendentales para el Softbol, y de ser protagonistas de la construcción de un futuro de grandeza para la disciplina que nos apasiona. Los invito a unirse, a soñar en grande y a trabajar juntos para cumplir esos sueños. NOSOTROS ya lo estamos haciendo.

Dear reader, is a pleasure to meet you again in these pages. You have before your eyes the fourth edition of CONPASA eMagazine, which

opens the 2016 with a makeover; adapting to the new changes we are now WBSC AMERICAS SOFTBALL. Assuming new responsibilities, full of hope and new challenges for all of us.

This will be a busy year for Softball. In August, the Session of the International Olympic Committee finally will decide whether Baseball / Softball is back to the Olympic Games program in 2020. In addition, between March 30 and April 3 CONPASA will hold its General Assembly, with authorities’ election and will be defined much of the future of Softball in our continent.

And while one might think that these two events are isolated, the reality is that they are closely related. The challenges the WBSC is facing are huge, and needs the joint efforts of all those who love our sport. In LAS AMERICAS we are working constantly and closely with the authorities of our world body to achieve our main goal: make the Olympic dream a reality. Everyone is hoping to maintain this synergistic relationship between the two organizations.

We’re also delivering this edition with an eye in the recent past. The WBSC Softball Division Congress held in Oklahoma, in October last year left great news for our sport. In the following pages we will briefly review what happened in this city, where we met with colleagues and friends from around the planet to think and decide about the future of Softball.

From our place, we will put special emphasis on our Board of Directors meeting held in Oklahoma, a very productive and valuable activity where we took major decisions to face the hard times to come.

This is a time of permanent changes, with unusual speed. Organizations must keep up with these changing times and conditions. That’s why we’re working on reorganize our structure, forming a series of commissions to address the major issues facing our sport. In this issue we present in society these commissions, with the conviction that this is the starting point of a long-range work, to put Las Americas Softball in the path of the modernization and efficiency. We have the human resources to carry out this task, and the decision to work for a bigger and better Softball. This is our challenge; this is our main goal.

Finally, I take this opportunity to wish you everyone, Softball lovers, an excellent 2016. We are fortunate to live momentous times for our sport, and to be protagonists in building a future of greatness for the game. I invite you to join us, to dream big and to work together to fulfill those dreams. WE are already doing it.

El puertorriqueño Héctor Cardona revalidó de forma unánime por cuarta ocasión como presidente de la ODECABE para el término de 2015 al 2019 en

la 46 Asamblea General que se celebró en la ciudad de Barranquilla, Colombia que será la sede de los XXIII Juegos CAC en el verano del 2018.

En la Asamblea participaron los 31 países miembros de la ODECABE y se atendieron varios puntos sobre el manejo organizativo de la organización, con abarcadores informes del presidente, el tesorero y de la Comisión sobre los candidatos a Miembros Asociados que fueron aceptados provisionalmente, las islas de Guadalupe, Martinica, y los territorios de la Guyana Francesa y San Martín. También se presentó un informe abarcador del Comité Organizador de los XXIII Juegos CAC en Barranquilla que comenzarán el 19 de julio y finalizarán el 3 de agosto del 2108.

Otros informes que se atendieron fueron sobre el programa de Solidaridad Olímpica y de la Agencia de Viajes Cartan que se encarga de manejar paquetes turísticos para los Juegos Olímpicos de Río de Janeiro 2016. Durante la reunión

Puerto Rican Hector Cardona was unanimously reelected as president of CACSO for the fourth time, for the term of 2015 – 2019, at the 46th

General Assembly held in the city of Barranquilla, Colombia, host the XXIII Summer CAC Games in 2018.

During the Assembly, attended by 31 member countries of CACSO, various points were treated on the organizational management, with reports of the President, the Treasurer and the Commission about the candidates for Associate Members, with Guadeloupe Islands, Martinique, and the territories of French Guyana and St. Martin being provisionally accepted. Besides, the Organizing Committee of the XXIII CAC Games in Barranquilla, to be held from July 19 to August 3, 2108; presented a comprehensive report.

Other reports were adressed on the program of Olympic Solidarity and Cartan Travel Agency, which is responsible for managing tourist packages for the Olympic Games in Rio de Janeiro 2016. During the meeting deceased sports leaders of the region

Durante la reunión se le hizo un reconocimiento a la presidenta del Comité Olímpico de Puerto Rico, Sara Rosario por ser recipiente del premio Mujer y Deporte que le otorgó el Comité Olímpico Internacional hace un par de días en sus facilidades en Lausana, Suiza. También se le entregó a cada uno de los países miembros de la ODECABE y a los miembros asociados un DVD con el documental sobre la historia de los Juegos CAC que cumplen 90 años de su primera edición que se celebró en la ciudad de México en el 1926.

En los procesos eleccionarios, Héctor Cardona de Puerto Rico revalidó como presidente, Steve Stoute de Barbados fue electo como primer vicepresidente y Carlos Padilla de México y Baltazar Medina de Colombia como segundo y tercer vicepresidente. En el puesto de tesorero fue escogido Camilo Amado de Panamá, mientras las cinco posiciones como vocales cayeron en manos de Judy Simmons de Bermudas, Salvador Jiménez de Honduras, Ruperto Herrera de Cuba, Zambuda de Jamaica y Larsen de Haití. Como Secretario General fue elegido Eduardo Álvarez de Venezuela.

During the meeting CACSO also paid tribute to the President of the Puerto Rico Olympic Committee, Sara Rosario for being recipient of the Women and Sport Award granted by the International Olympic Committee, in their headquarters in Lausanne, Switzerland.

Finally, a DVD with a documentary about the history of the CAC Games was delivered to each of the CACSO member countries and associate members, abording 90 years since its first edition, held in Mexico City in 1926.

In the electoral processes, Puerto Rican Hector Cardona was confirmed as President, Steve Stoute from Barbados was elected as First Vice President, while Carlos Padilla from Mexico and Baltazar Medina from Colombia were elected as the second

and third Vice President. Camilo Amado from Panama was chosen as Treasurer, while the five positions as members fell to Judy Simmons from Bermuda, Salvador Jimenez from Honduras, Ruperto Herrera from Cuba, Henry Zambuda from Jamaica and Hans Larsen from Haiti. Eduardo Alvarez from Venezuela was selected as Secretary General.

Premier12, el nuevo torneo internacional de Béisbol de la WBSC.

El jonrón de tres carreras de Byung-ho Park’s (Minnesota Twins - MLB) en el partido decisivo fue uno de los batazos más largos en Tokyo Dome en 2015, mientras que su compañero Hyun-soo Kim (Doosan Bears - KBO) fue nombrado Jugador Más Valioso del torneo.

La WBSC repartió US$ 3.8 millones entre los participantes de este torneo, que fue testigo de 38 partidos entre los mejores 12 equipos del Ranking Mundial de Béisbol de la WBSC.

Los derechos de transimisión de la competencia fueron cedidos a territorios de todo el mundo, incluyendo Europa, Asia, Oriente Medio, África, Oceanía y las Américas.

Para las semifinales y la final del WBSC Premier12, la marca suiza de relojes de lujo Hublot entregó un reloj exclusivo, de edición limitada -el Classic Fusion Chrono Aero “World Baseball Softball Confederation”-, al Jugador Más Valioso Hublot del partido.

El coreano Dae-Ho Lee y el estadounidense Adam Frazier recibieron el honor en las semifinals, mientras que el japonés Tetsuto Yamada fue el héroe del partido por la medalla de bronce.

international Baseball flagship event.

Byung-ho Park’s (Minnesota Twins - MLB) 3-run home run in the global finale was one of the farthest balls at the Tokyo Dome in 2015 and teammate Hyun-soo Kim (Doosan Bears - KBO) was named Most Valuable Player of the WBSC Premier12.

The WBSC awarded US$ 3.8 million for the 38-game world baseball competition that put together the Top 12 nations (the “Premier12”) in the WBSC Baseball World Rankings.

Broadcast rights were awarded in territories across the world for the first-ever WBSC Premier12™ global baseball championship, including Europe, Asia, Midle East, Africa, Oceania and the Americas.

For the semifinals and finals of the WBSC Premier12, Swiss luxury watch brand Hublot awarded a limited-edition, exclusive timepiece -- the Classic Fusion Chrono Aero “World Baseball Softball Confederation” -- to the Hublot Player of the Game.

South Korea’s Dae-Ho Lee and USA’s Adam Frazier earned the honours in the semifinals, while Japan’s Tetsuto Yamada was the hero of the bronze medal final.

Hublot also presented the limited-edition watch to the MVP of the WBSC Premier12, South Korea’s Hyun-soo Kim.

The Premier12 will be staged every four years and can potentially serve as an Olympic qualifier.

Se desarrolló en Roma la XXXI edición de la Coach

Convention, organizada por la Federación Italiana de Béisbol y Softbol. Esta edición fue presentada por las autoridades como una oportunidad única para construir un puente con la gran cultura del Béisbol y Softbol japonés.

Con la presencia de importantes oradores de Japón, la Coach Convention contó con una gran participación de entrenadores europeos. En el evento estuvieron presentes el Presidente de la WBSC, Riccardo Fraccari, y el Presidente

de CONPASA y miembro de la Junta Directiva de la WBSC, Tommy Velázquez.

El encargado de abrir el evento fue el propio Fraccari, quien se manifestó satisfecho por el trabajo realizado, pero destacó que todavía hay mucho camino por recorrer. “Los resultados están ahí, sobre todo a nivel europeo, y esto es una señal de que están haciendo un buen trabajo; y se los agradezco. Pero esto es cierto siempre y cuando lo comparemos con Europa. Si lo llevamos al plano mundial, la brecha se puede ver. El hecho de que ahora agreguemos el

was held in Rome, organized by the Italian Baseball and Softball Federation. This edition was presented by the authorities as a unique opportunity to build a bridge with the great culture of the Japanese Baseball and Softball.

With the presence of important speakers from Japan, the Coach Convention had a large participation of European managers. The event was attended by the WBSC President, Riccardo Fraccari and

CONPASA President (and member of the Board of the WBSC), Tommy Velazquez.

Fraccari himself was responsible for opening the event, expressing satisfaction with the work done, but noted that there is still some way to go. “The results are there, especially at the European level, and this is a sign that you are doing a good job. But this is true as long as we compare with Europe; if we take the global level, the gap is still big. The fact that now we add the Japanese approach, along with the American

approach, will help us to shuffle the cards. We must stay connected to all the experiences at international level.”

He also took the opportunity to mention “the fact that our sport is truly global, and this gives us great hope for the summer: in Rio de Janeiro will be decided whether Baseball and Softball will be part of the program of the 2020 Olympic Games. We are optimistic as an International Federation”.

As we mentioned before, the foreign contribution to the 2016 edition of the Convention came from Japan. In Softball, the program included Taeko Utsugi (outstanding player and now recognized coach),

Masumi Mishina (second baseman of the gold medal winning Japanese team in Beijing 2008), and Mariko Masubuchi (premier pitcher and instructor).

Taeko Utsugi addressed all the planning steps and training throughout the year, how to face slap and short game, and how to develop a collective defensive strategy, focusing on the movement of the middle infielders. Mariko Masubuchi focused on training for pitchers between 15 and 18 years old, exercises to improve pitching technique and the analysis of the progress of hurlers. Finally, Masumi Mishina addressed specifically the training of the short game.

La contribución extranjera a la edición 2016 de la Convención provino de Japón. En Softbol, la exposición estuvo a cargo de Taeko Utsugi (jugadora destacada y ahora

entrenadora reconocida), Masumi Mishina (segunda base del equipo japonés que ganó la medalla de oro en Beijing 2008), Mariko Masubuchi (lanzadora de primer nivel e instructora).

Taeko Utsugi abordó todos los pasos y la planificación del entrenamiento a lo largo del año, cómo hacer frente al slap y al juego corto, y cómo desarrollar una estrategia de defensa colectiva, centrándose en el movimiento de los medios. Mariko Masubuchi se centró en la formación de los lanzadores entre los 15 y los 18 años, en ejercicios para mejorar la técnica de lanzamiento y el análisis del progreso de los lanzadores. Finalmente, Masumi Mishina abordó específicamente el entrenamiento del juego corto.

Una de las decisiones más importantes que tomó la Junta

Directiva de CONPASA en la Asamblea 2015 en Oklahoma City; y que contó con la aprobación unánime de la Asamblea General, es la creación de una serie de comisiones de trabajo que tendrán a su cargo el análisis y el desarrollo de nuestro deporte desde distintas facetas del juego, con la intención de mejorar el Softbol de Las Américas.

En total se crearon ocho comisiones, cada una de ellas con al menos un coordinador a cargo. Las Comisiones son: Arbitraje, Atletas, Desarrollo,

Disciplina, Estatutos, Mujer en el deporte, Salón de la Fama y Reglamento y Código Técnico.

Comisión de ArbitrajeBajo la coordinación de Iván Briceño, la Comisión de Arbitraje tendrá la función de nominar los jueces para los Torneos WBSC AMERICAS SOFTBOL, junto con el Árbitro en Jefe de la WBSC Américas Softbol, y la WBSC División Softbol.

Además, tendrá la tarea de aumentar el número de árbitros certificados en Las Américas, para lo cual establecerá Instructores

One of the most important decisions

taken by the Board of CONPASA in the 2015 Assembly in Oklahoma City was to create a number of working committees that will be responsible for the analysis and development of our sport in the different aspects of the game, with the intention of improving the game of Softball in Las Americas. The General Assembly approved unanimously this idea.

During the meeting the Board created eight commissions, each one with at least one coordinator in charge. The Commissions are: Umpires, Athletes, Development, Disciplinary, Statutes, Women’s in sport, Hall of Fame and Technical Code and Regulations.

Umpiring CommissionIvan Briceño will be in charge of the Umpiring Commission, which will be responsible to appoint the umpires for the WBSC Americas Softball tournaments, along with the WBSC Americas Softball Umpire In Chief and the WBSC Softball Division.

Besides, it will try to increase the number of Certified Umpires in Las Americas, throughout the establishment of WBSC Americas Softball Regional Instructors (North America – Spanish Caribbean – English Caribbean – Central America and South America) to ensure the consistency of umpiring methods (Ump School)

across the continent; and organizing umpire clinics in Las Americas before the International Seminar, including Ump School

Athletes CommissionThe CONPASA Athletes Commission will work as an advisory body, being the link between the active players and the Pan American Softball Confederation. In addition, it has the mission to represent the athletes and support their rights and obligations.

To do that, the representative of the Athletes Commission will work as a member of the CONPASA Executive Board, allowing to present their proposals to the Board in an easy way.

His duties are to maintain informed all the athletes related to the anti-doping movement; support and participate in initiatives of the World Anti-Doping Agency (WADA), for example, promoting the creation of the anti-doping passport, and equating the rules and sanctions; to warn about the risks of using nutritional supplements; and provide support to the activities of other commissions, when necessary.

Former Olympic athlete Maria Soto will lead this commission; the other members of this commission will be appointed by the President of CONPASA, to guarantee the balance between regions, genders and sports.

CONPASA

Regionales (Norteamérica – Caribe Hispano – Caribe Inglés – Centroamérica y Suramérica) para WBSC Américas Softbol para asegurar la consistencia en los métodos de arbitraje (Ump School) a través del continente; y organizar clínicas de arbitraje en Las Américas, previo al Seminario de Certificación Internacional; esto incluye Ump School.

Comisión de AtletasLa Comisión de Atletas de la CONPASA funcionará como cuerpo consultivo y será el enlace entre los atletas en actividad y la Confederación Panamericana de Softbol. Además, tiene la misión de representar a los atletas y apoyar sus derechos y obligaciones.

Para ello, se garantiza que el representante de la Comisión de Atletas debe de funcionar como un miembro de Comité Ejecutivo de la CONPASA, permitiéndole presentar propuestas al Comité Ejecutivo.

Entre sus obligaciones se encuentra la de mantener al día a los atletas de todas las categorías en referencia al movimiento contra el dopaje; dar apoyo y participar en las iniciativas de la Agencia Mundial Anti-Dopaje (WADA), por ejemplo, promoviendo la creación del pasaporte anti-doping, y equiparando las reglas y sanciones; advertir de los riesgos del uso de suplementos nutricionales; y dar soporte a las actividades de otras comisiones cuando sea necesario.

To do that the commission will develop and implement programs to improve the quality of the Coachs, establish development programs throughout the Americas, and set goals for the development of players in the development areas. Of

course, the commission will maintain those programs with positive results.

When necessary, the Development Commission will also work with areas such as the Senior Softball and Junior organizations, in order to improve their results.

Disciplinary CommissionThe Disciplinary Commission will regulate, monitor and channel the sanctions that could be considered for federations, associations, leagues, clubs, athletes, or technical staff; which violates the ethical code of the Confederation.

Cuando sea necesario, la Comisión de Desarrollo trabajará igualmente con puntales tales como el Softbol de mayores y las organizaciones juveniles, con la finalidad de mejorar sus resultados.

Comisión de DisciplinaLa Comisión de Disciplina, consistirá en regular, supervisar y canalizar las sanciones que pudiesen ser consideradas tanto para las: Federaciones, Asociaciones, Ligas, Clubes, Atletas, Personal Técnico, que violente el código ético de la Confederación. En resumen, debe de hacer cumplir las reglas.

Esta Comisión será coordinada por Amílcar Estrada y Alfredo Pérez, es el órgano encargado de ejercer y aplicar la potestad disciplinaria que corresponda; y se fundamenta en el espíritu del código de ética, la misión y los valores de la CONPASA.

La Comisión estará compuesta por un Presidente, un Secretario y al menos 5 integrantes

Comisión de EstatutosLa Comisión de Estatutos juega un papel consultivo y operativo dentro de los aspectos legales y éticos del juego, y conforma un foro de

discusión de dichos aspectos que afectan el desenvolvimiento de los principios del Softbol en las Américas.

Esta Comisión analizará e informará al Comité Ejecutivo de aquellas modificaciones en los Estatutos que crean necesarias, o de cualquier otro aspecto legal que lo requiera. Además, estará a disposición de las Federaciones Continentales, Nacionales, Asociaciones u Organizaciones para colaborar en la elaboración y corrección de sus estatutos, cuando sean requeridos para ello.

El coordinador de esta Comisión será el canadiense Kevin Quinn.

Therefore, they must enforce the rules.

The Disciplinary Commission will be coordinated by Amilca Estrada and Alfredo Perez, and is the body in charge of exercise and apply the appropriate disciplinary authority; and is based on the spirit of the ethics code, mission and values of the CONPASA.

It will be composed by a President, a Secretary and at least five members; decisions must be made by at least three members.

Statutes Commission

The Statutes and Rules Commission plays an advisory and operational role within the legal and ethical aspects, and forms a discussion forum for those legal issues affecting the development of the principles of Softball in the Americas.

The commission will analyze, report and propose to the Executive Committee the modifications in the statutes or any other legal issue. Besides, it will collaborate with the development and correction of the Statutes of the Continental Federations, member federations, associations or organizations; when it’s required.

The coordinator of the Statutes Commission will be Kevin Quinn.

Women’s CommissionLed by Maria Soto, the key objectives of this commission includes to increase the number of women and countries participating in the Senior Women’s competitions. In the same way, will try to increase the number of women in coaching, officials and managers of sport; and increase sport opportunities for girls and women with disabilities, both locally, nationally and internationally.

Comisión de la MujerBajo la coordinación de María Soto, esta Comisión tiene por objetivos incrementar el número de mujeres y países participantes en las competiciones femeninas de alto nivel. Del mismo modo, buscará aumentar el número de mujeres en el conjunto de técnicos, oficiales y directivos del deporte; e incrementar las oportunidades deportivas para chicas y mujeres discapacitadas, a nivel local, nacional e internacional.

Para ello buscará desarrollar herramientas para la participación de las chicas y las mujeres en el deporte; promover estudios para comprender los beneficios y las barreras a la participación y conectar con amplios movimientos que fomenten la participación de la mujer en el deporte.

Comisión de Reglamento y Código TécnicoLa Comisión de Reglamento y Código Técnico juega un papel operativo dentro de los aspectos técnicos del Softbol en las Américas. Buscará analizar e informar al Comité Ejecutivo de aquellas modificaciones en el Reglamento y Código Técnico de Competencia que crean necesarias o de cualquier otro aspecto que lo requiera.

Del mismo modo, debe colaborar en la elaboración y corrección de los reglamentos de las Federaciones Continentales, Federaciones asociadas, Asociaciones u Organizaciones; siempre y

Rules and Technical Code Commission The Rules and Technical Code Commission plays an operational role in the technical aspects of the game of Softball in Las Americas. Hall of Fame Commission The purpose of this commission is to honor those men and women who have played a renowned role in the growth and development of the game of Softball, and are held in high esteem for his contribution to the Pan American Games and Pan American Championships.

The Hall of Fame Commission will be appointed by the President of CONPASA and shall consist of five (5) persons. This commission will be coordinated by Endy Croes, and will propose and recommend the candidates to the General Assembly for election.

En el mes de octubre se llevó a cabo en Oklahoma City,

Estados Unidos, el 27º Congreso de la División Softbol WBSC. Delegados de 42 países de cinco regiones se unieron a los máximos dirigentes a nivel mundial de la WBSC, incluyendo el Presidente de la WBSC Riccardo Fraccari, la Secretaria General Low Beng Choo, y el Presidente de la División Softbol, Dale McMann, para discutir y decidir numerosos temas dentro y fuera del diamante, relacionados con la gobernanza mundial del Softbol y las actividades globales de nuestro deporte.

El encuentro se realizó entre el 10 y el 18 de octubre pasado, en el Renaissance Hotel de Oklahoma City, lugar donde también se llevó a cabo la Asamblea General de CONPASA.

Plan EstratégicoDurante el Congreso se presentó un Plan Estratégico de Largo Alcance, el cual fue apoyado fuertemente por los miembros presentes. Los cuatro pilares fundamentales del Plan incluyen:

• Fortalecer la organización

• Desarrollar a nuestros Entrenadores y Oficiales

• Mejorar nuestros atletas

• Realzar nuestros eventos

Actualmente, la Comisión de Implementación está trabajando en finalizar el Plan, basado en el feedback recibido luego del Congreso; y está haciendo los últimos ajustes en

la implementación del mismo.

Campeonatos MundialesComo es costumbre en cada Congreso Mundial, se designan las sedes de los próximos Campeonatos Mundiales. En esta ocasión fue el turno del bienio 2018-2019, con la adjudicación de los cuatro eventos globales que la División Softbol de la WBSC.

Para el año 2018 correspondía adjudicar los Mundiales Femenino Mayor y Masculino Juvenil. El primero se disputará en Japón, más precisamente en Chiba, a pocos kilómetros de Tokio. En caso de que el Softbol regrese a los Juegos Olímpicos 2020, este torneo servirá como preludio de la máxima fiesta del deporte mundial, que se desarrollará en la propia capital japonesa.

Por su parte, el Mundial Masculino Juvenil 2018 se disputará en nuestro continente. Prince Albert,

In October, the 27th WBSC Softball Congress was held in the USA in the Oklahoma capital city. Delegates from 42 countries across five regions joined top world governing body officials, including WBSC President Riccardo Fraccari, Secretary General Low Beng Choo, and Softball President Dale McMann to discuss and decide numerous on- and off-field topics related to world softball governance and the sport’s global activities.

The meeting was held between October 10 to 18 in the Renaissance Hotel in Oklahoma City, the same place where CONPASA hosted his Assembly just a few days before.

Strategic Plan

A long-range strategic plan was presented and overwhelmingly supported. The four pillars of the plan include:

• Strengthening our organisation

• Developing our coaches and officials

• Improving our athletes

• Enhancing our events

Actually, the Implementation Commission is working on finalizing the Plan, based on the input received after the Congress; and making the final adjustments on its implementation.

World Championships

As usual, every World Congress choose the host cities for the next World Championships. This time was the turn for the biennium 2018-2019, with the award of the four WBSC Softball Division global events.

In 2018 will take place the Senior Women’s and Junior Men’s World Championships. The first was awarded to Japan, more precisely to Chiba, a city located a few kilometers away from Tokyo. If Softball returns to the Olympics in 2020, this tournament will serve as a prelude to the greatest party of the sport world, to be held in the Japanese capital itself.

For its part, the 2018 Junior Men’s World Championship will be held in our continent. Prince Albert, Canada, will host the Men’s Softball future talent to play the twelfth edition of this tournament.

Meanwhile, in 2019 it’s turn for the Senior Men’s and Junior Women’s Worlds. The biggest Men’s Softball

El último de los eventos concedidos fue el Mundial Femenino Juvenil, que por tercera ocasión consecutiva se disputará en territorio estadounidense. Irvine, California, fue la sede elegida.

Los nuevos miembros del salón de la fama del continente americano son Bob Stanton de Canadá e Indalecio Alejandrez Mesa de Cuba.

De la provincia canadiense de New Brunswick, el Sr. Stanton jugó Softbol a nivel local antes de ir al arbitraje. Arbitró 26 años, incluyendo 13 años internacionalmente. A nivel internacional trabajó en el Haarlem Olympic Revenge 1995, en Holanda, y los Juegos Panamericanos en Winnipeg 1999.

El Sr. Stanton fue nombrado Director Nacional de Árbitros de Softbol de Canadá en el 2005.

En diciembre del 2006 fue nombrado como Director de Árbitros Asistente de la antigua ISF, y en enero de 2008 se convirtió en el Director de Árbitros Encargado, después de la muerte de Merle Butler. En septiembre de ese año se convirtió en Director de

From the Canadian province of New Brunswick, Mr. Stanton played Softball at the local level prior to taking up umpiring. He umpired 26 years overall, including 13 years internationally. His work in major international events included the 1995 Haarlem Olympic Revenge in the Netherlands and the 1999 Pan American Games in Winnipeg.

Mr. Stanton was appointed as Softball Canada’s National Director of Umpires in 2005.

In December 2006 he was named ISF Deputy Director of Umpires, and in January 2008 he became the Acting Director of Umpires, following the passing of Merle Butler. Later

GovernanzaDurante el Congreso se reunieron las distintas Comisiones de la organización para desarrollar sus reuniones de trabajo. Estas son Finanzas, Salón de la Fama, Competencia, Softbol Masculino, Desarrollo, Legales, Arbitraje, Reglas de Juego y Estándares de Equipamiento, y Atletas, Mujeres y Deporte.

Un momento especial de silencio fue dado los funcionarios del softbol que han muerto, especialmente al 2o. Vicepresidente de Softbol, Jesús Suniaga (VEN) y el Vicepresidente de la WBSC Reynaldo González (MEX).

Debido a la muerte del Sr. Suniaga, fue sostenida una elección especial para la posición vacante de

Governance

During this meeting the different Commissions (Finance, Hall of Fame, Competitions, Men’s Fastpitch, Development, Legislative, Umpires, Playing Rules & Equipment Standards, and Athletes, Women and Sport) held their respective work meetings.

A special moment of silence was given to officials within the softball world who passed, especially softball’s 2nd Vice President Jesus Suniaga (VEN) and WBSC Vice President Reynaldo Gonzalez (MEX).

Due to the passing of Mr. Suniaga, a special election was held for

Segundo vicepresidente. Tommy Velázquez de Puerto Rico gano y tomara lugar inmediatamente. Miguel Acosta Serrano (CUB) luego fue electo como un vicepresidente regional por Latino-américa.

Además, en virtud de agilizar la gobernanza del organismo y por razones financieras, la Junta de la División Softbol de la WBSC se reducirá de 22 miembros a 13 una vez que concluya el Congreso 2017. Cabe mencionar que los atletas y las distintas regiones seguirán manteniendo su representación.

El Congreso 2017 fue otorgado a Gaborone, Botswana, que será anfitriona de la próxima reunión global del organismo. Esta será la tercera vez que África reciba la reunión de funcionarios, luego de que el octavo Congreso ISF se realizó en Sudáfrica en 1977, y que el 1° Congreso WBSC fuera en Túnez en 2014.

Besides, for streamlined governance and financial reasons, the WBSC Softball Board of Directors will be reduced from 22 members to 13 members following the conclusion of the 2017 Congress. Athletes and regions will continue to have equal representation.

The 2017 Softball Division Congress host was awarded to Gaborone, Botswana. This will mark the third time that Africa has hosted the gathering of softball officials, following the 8th ISF Congress in South Africa in 1977 and the 1st WBSC Congress in Tunisia in 2014.

Un nuevo año ha comenzado, y con él nuevos desafíos y nuevos eventos, que seguirán escribiendo la rica historia de nuestro deporte. En 2016, cuatro acontecimientos, en cuatro ciudades diferentes, son los que marcarán el ritmo del Softbol en Las Américas en los próximos doce meses. Dos de ellos, fuera del diamante. Los otros dos, dentro del campo de juego. Estamos hablando de la Asamblea General de CONPASA en Valencia, Venezuela, y la 129° Sesión del COI en Río de Janeiro, Brasil; y los Campeonatos Mundiales Femenino Mayor y Masculino Juvenil, en Surrey, Canadá, y Midland, Estados Unidos, respectivamente.

ValenciaLa ciudad de Valencia, Venezuela, será sede de la próxima Asamblea General de CONPASA. La cita será del 30 de marzo al 3 de abril en el Hesperia WTC Convention Center de la capital del Estado de Carabobo.

Allí se tomarán decisiones trascendentales para el futuro de nuestra organización, ya que está prevista la elección de autoridades para el periodo 2016-2020. A new year has begun, new challenges and

new events are coming, to continue write the rich history of our sport. In 2016, four events, in four different cities, will mark the rhythm of Softball in Las Americas over the next twelve months. Two of them, outside the diamond. The other two within the field. We are talking about the the General Assembly of CONPASA in Valencia, Venezuela; the 129th IOC Session in Rio de Janeiro, Brazil; and the Women’s and Junior Men’s World Championships, in Surrey, Canada, and Midland, USA, respectively.

Valencia

The city of Valencia, Venezuela, will host the next CONPASA General Assembly. The meeting will be from March 30 to April 3 at the Hesperia WTC Convention Center, in the capital of Carabobo state.

Crucial decisions for the future of our organization will be made in this Assembly, including the election of the members of the Board of Directors for the 2016-2020 period. According to the statutes of our body, every position for the Board shall be elected, except the Secretary General

Las Federaciones Nacionales que así lo deseen pueden postular a un candidato para cada puesto de la Junta Directiva. Estas postulaciones se deben recibir con al menos 30 días de anticipación a la Asamblea, por lo que aún se desconoce oficialmente quienes serán los candidatos para cada posición.

Además, en los días previos a la Asamblea se reunirán las Comisiones de trabajo creadas en Oklahoma City (ver página 14), a los efectos de que se presenten en la Asamblea los planes

de trabajo a futuro de cada una de las comisiones.

Rio de JaneiroEl año pasado el comité organizador de los Juegos Olímpicos de Tokio 2020 propuso la inclusión de cinco nuevos deportes en su evento, incluyendo Béisbol/Softbol, Karate, Skateboarding, Escalada y Surf. La decisión final será tomada por el Comité Olímpico Internacional en su 129° Sesión en Río de Janeiro, pocos días antes de los Juegos Olímpicos 2016.

Rio de Janeiro

Last year, the organising committee for the Tokyo 2020 Olympic Games proposed the inclusion of five new sports in their event, with Baseball/Softball, Karate, Skateboarding, Sports Climbing and Surfing being put forward. The final decision will be made by the International Olympic Committee at its 129th Session in Rio de Janeiro, shortly before the 2016 Olympic Games.

Tokyo 2020 suggested the new sports in line with the IOC’s Olympic Agenda 2020 strategic roadmap, which, among other things, established regular reviews of the sports programme and encourages Games

La Sesión

La Sesión COI es la reunión general de los miembros del COI. Es el órgano supremo del COI. La Sesión adopta, modifica e interpreta la Carta Olímpica, y sus decisiones son definitivas. Si bien la Sesión puede delegar algunos poderes en el Comité Ejecutivo (CE), todas las decisiones importantes son tomadas por la Sesión, que vota las propuestas realizadas por el CE. Si el CE puede ser considerado el “gobierno” del COI, la Sesión es el “parlamento”.

The official Tokyo 2020 website said: “This package represents both traditional and emerging youth-focused events, all of which are popular in Japan and internationally. The proposed events were selected through a process that began in May 2015, when 26 International Sports Federations applied. Eight of these were shortlisted in June 2015, with bowling, squash and wushu missing out on the final cut by Tokyo 2020’s Additional Event Programme Panel.

The SessionThe IOC Session is the general meeting of the members of the IOC. It is the supreme organ of the IOC. The Session adopts, modifies and interprets the Olympic Charter and its decisions are final. While the Session may delegate

powers to the Executive Board (EB), all important decisions are taken by the Session, which votes on proposals put forward by the EB. If the EB can be considered the “government” of the IOC, the Session is the “parliament”.

The Session is held at least once a year, often over a two- or three-day period. In the years when Olympic Games take place (like Rio 2016), the Session traditionally precedes them.

The main prerogatives of the IOC Session are to elect the host city of the Olympic Games, to elect the IOC President, Vice-Presidents, the other members of the Executive Board and IOC members; decide upon modifications to the Olympic Charter; and specially it decides on the inclusion or exclusion of a sport on the programme of the Olympic Games.

During the Session, each member has a vote, and voting by proxy is not allowed. Abstentions and spoiled or blank votes are not counted. The decisions are taken by the majority of votes cast. However, a majority of two-thirds of the members present at the Session is required for any modification to the Fundamental Principles and Rules of the Olympic Charter.

A city or sport is declared elected when it obtains the majority of the votes cast. If there is no majority, the city or sport with the fewest votes is eliminated, and IOC members proceed to another round of voting. The procedure

Surrey

“SURREY 2016 is committed to hosting an unparalleled World Championship experience; and to use softball to inspire youth, celebrate our community, and promote engagement in sport, on and off the field”.

With these words the Surrey 2016 Organizing Committee invites all countries in the world to compete in the XV WBSC Women’s World Championship. The tournament will take place in the city of Surrey, Canada, between July 15 and 24, in the Softball City Sports & Entertainment Complex.

This will be the fourth time that Canada will host this competition, after St. Johns 1994; in Saskatoon 2002 and Whitehorse 2012.

Más de treinta años después, la categoría menor de los hombres volverá a Estados Unidos, ya que en 1985 la ciudad de Fargo fue la sede del segundo Mundial de esta categoría.

The US city of Midland, Michigan, will host the XI WBSC Junior Men’s World Championship. The tournament will be played from July 22 to 30 this year. The event will be held at Emerson Park.

More than thirty years later, the Junior Men’s World Championship returns to the United States; the last time was in 1985, when the city of Fargo hosted the second of this tournaments.

Five countries have divided the world ten games. Japan won the first crown in 1981; New Zealand took the 85 and 89 Worlds; while Canada won its only title in this category in 1993. Then the Australian hegemony in this category started, winning four consecutive championships. However, the last two editions Argentina was the winner, and will seek the three-peat in the middle of the year.
