MONTHLY REPORTS Emergency Management Director, Jim Sutton, reported on the following: working with FEMA for possible funding assistance due to the 2019 flooding event, surplus filled sandbags have been delivered to the Lake Poinsett area in Hamlin County, 50,000 sandbags are in storage for future use, a weather siren at Air Haven has been repaired following annual testing, the next LEPC meeting will meet on June 11 th , plans are in progress in preparation of the July 3 rd fireworks display event, planning continues for the STOP the Bleed Program, the Search and Rescue Team’s new truck is being outfitted, Search and Rescue assisted with the placing of buoys at Memorial and City parks, assisted at Rumble On the Ranch, will assist with the Rec. Center mini-triathlon on July 13 th and will assist at Camp Chance on July 10 th , 17 th , and 24 th . Mr. Sutton expressed his thanks to the Maintenance staff at the Ag. Building and to the Chief Correctional Officer and his staff who spearheaded the filling of sand bags during the flooding event earlier this spring. 4-H/Youth Program Advisor, Jodi Loehrer, updated the Board on the following: special foods workshop, power chef program, 4-H Camp, team leadership conference, annual babysitting clinic June 12 th & 13th, 4-H Malt Wagon June 17 th -19 th , judging schools, horse show at the end of June, and livestock ownership registration. Veterans Service Officer, Al Janzen, reported 100 appointments/walk-ins, 2 house calls, and 6 trips with 15 riders all in the month of May. Mr. Janzen noted the Memorial Day programs were successful, despite the weather, and preparations are underway for the 4 th of July parade. PLAT RESOLUTIONS Zoning Officer, Luke Muller, presented the Board with three plats for approval, and reviewed same, which are all related to the Crown Ridge Two Wind Project. Roby, Quintal & Everson, Consulting Engineers, Mitchell, SD; proposed a fee of $12,400.00 for these services. The Board discussed the possible cost of the total project compared to the proposed fee for engineering services. Discussion was also held regarding the numerous rentals of the building and the need to keep the facility up to date. Motion by Gabel, second by Hanten, to accept the engineering services proposal from Roby, Quintal & Everson in the amount of $12,400.00; all voted aye; motion carried. AUTOMATI C BUDGET SUPPLEMENT Motion by VanDusen, second by Waterman, to approve an automatic budget supplement, to the Historic Preservation expenditure budget and General Fund revenue budget, with grant reimbursement funds in the amount of $1,079.10; all voted aye; motion carried. Building and to the Chief Correctional Officer and his staff who spearheaded the filling of sand bags during the flooding event earlier this spring. 4-H/Youth Program Advisor, Jodi Loehrer, updated the Board on the following: special foods workshop, power chef program, 4-H Camp, team leadership conference, annual babysitting clinic June 12th & 13th, 4-H Malt Wagon June 17th-19th, judging schools, horse show at the end of June, and livestock ownership registration. Veterans Service Officer, Al Janzen, reported 100 appointments/walk-ins, 2 house calls, and 6 trips with 15 riders all in the month of May. June 4, 2019The Codington County Commissioners met in regular session at 9:00 a.m., Tuesday, June 4, 2019, at the Codington County Courthouse. Commission members present were: Lee Gabel, Charlie Waterman, Myron Johnson, Troy VanDusen, and Brenda Hanten; Chairman, Myron Johnson, presiding. Aidan Oien, from Boy Scout Troop 209, led the pledge of allegiance.SPECIAL GUESTSChairman Johnson recognized special guests in attendance at this meeting, Scout, Aidan Oien, Troop 209 and Dr. Christian Oien.CONFLICT OF INTEREST ITEMSThere were no conflict of interest items to note.CALLS FOR PUBLIC COMMENTChairman Johnson called for public comments for the Open, none were forthcoming.AGENDA APPROVEDMotion by Hanten, second by VanDusen, to approve the agenda as posted; all voted aye; motion carried. MINUTES APPROVEDMotion by Hanten, second by Gabel, to approve the minutes of May 28, 2019; all voted aye; motion carried.MONTHLY REPORTSEmergency Management Director, Jim Sutton, reported on the following: working with FEMA for possible funding assistance due to the 2019 flooding event, surplus filled sandbags have been delivered to the Lake Poinsett area in Hamlin County, 50,000 sandbags are in storage for future use, a weather siren at Air Haven has been repaired following annual testing, the next LEPC meeting will meet on June 11th, plans are in progress in preparation of the July 3rd fireworks display event, planning continues for the STOP the Bleed Program, the Search and Rescue Team’s new truck is being outfitted, Search and Rescue assisted with the placing of buoys at Memorial and City parks, assisted at Rumble On the Ranch, will assist with the Rec. Center mini-triathlon on July 13th and will assist at Camp Chance on July 10th, 17th, and 24th. Mr. Sutton expressed his thanks to the Maintenance staff at the Ag. Building and to the Chief Correctional Officer and his staff who spearheaded the filling of sand bags during the flooding event earlier this spring. 4-H/Youth Program Advisor, Jodi Loehrer, updated the Board on the following: special foods workshop, power chef program, 4-H Camp, team leadership conference, annual babysitting clinic June 12th & 13th, 4-H Malt Wagon June 17th-19th, judging schools, horse show at the end of June, and livestock ownership registration. Veterans Service Officer, Al Janzen, reported 100 appointments/walk-ins, 2 house calls, and 6 trips with 15 riders all in the month of May. Mr. Janzen noted the Memorial Day programs were successful, despite the weather, and preparations are underway for the 4th of July parade.PLAT RESOLUTIONSZoning Officer, Luke Muller, presented the Board with three plats for approval, and reviewed same, which are all related to the Crown Ridge Two Wind Project.
