TIBfundsrepresent,onaverage,40%oftotalprojectfunding.Programawardtocompletionrates• UrbanArterial:<4years• SmallCityArterial:2.5years• ArterialPreservation:1.7years• SmallCityPreservation:1.5yearsUrbanprojectsaverage17%feweraccidentsafterconstruction.TheSmallCityPreservationProgramtargets3,200lanemilesandhasimprovedpavementconditionratings7%over12years.Since1990,TIBinvestedover$2.8billioninover4,150projects.
TheTransportationImprovementBoard(TIB)wascreatedtoensureequitableandefficientinvestmentinlocaltransportationprojectsstatewide.Ninetypercentofprogramfundingisfromthreecentsofthegastax,orapproximately$100millionannually.TIBreliesonConnectingWashingtonappropriationsfortenpercentofitsprogramfunding.
Citiesandurbancountiesareeligibletoapplyforfundingthroughgrantprogramsthattargetstreetconstruction,resurfacing,andsidewalks.
InnovationandEfficiencyTIBprogramsaredrivenbycustomerfeedback,annualperformancereviews,andLeanprocessimprovements.TIB’sawardwinningperformancedashboardmonitorsfinancialsandmeasuresprogrameffectiveness.Programachievementsinclude:

ProgramsforUrbanCustomers(citypopulation5,000orgreaterandcountyurbanareas)TheUrbanArterialProgram(UAP)fundsprojectsthatenhancearterialsafety,supportgrowthanddevelopment,improvemobilityandphysicalcondition.Projectsarealsoratedonsustainabilityandconstructability.Theprogramrequiressidewalkonbothsidesofthestreetsandfundsbikelaneswhenincludedinthelocaltransportationplan.
TheUrbanSidewalkProgram(SP)establisheshighlyconnectedpedestriannetworksindowntownsandactivitycenters.Theprogramconstructsandreplacessidewalkstoimprovepedestriansafety,createsystemcontinuity,linkpedestriangenerators,extendthesystemandcompletegaps.Theintentofeachprojectmustbetransportation-related,notrecreational,andtheprojectmustbeonafederally-classifiedroute.
TheArterialPreservationProgram(APP)(forurbancitieswithassessedvaluationbelow$2billion)enableslargerscalepreservationprojectsatlowerunitcosts.Theprogramprovidesfundingforoverlayorfulldepthreclamationoffederallyclassifiedarterialstreets.TheAPPalsofundsrequiredADArampupgrades,andminorassociatedsidewalkrepairs.
TheRelightWashingtonProgram(LED)(forurbancitieswithassessedvaluationbelow$2billion)allowscitiestoconvertstreetlightstonew,moreefficientLEDlights,savingthecitymoneythatcanthenbeusedforstreetmaintenance.Allstreetlightsareeligibleoncecostsavingsareestablished.
TheCompleteStreetsProgram(CSP)incentivizesroadwaydesignforallusersincludingbicyclists,pedestrians,andtransit.Allcitiesandcountieswithanadoptedcompletestreetsordinanceinthestateareeligibleforthisprogram.
ProgramsforSmallCityCustomers(citypopulationlessthan5,000)TheSmallCityArterialProgram(SCAP)establishestheintegrityofsmallcitystreetsystemwhileminimizingcosts.TheprogramrehabilitatesTIBclassifiedarterialstreets,enhancesstreetphysicalcondition,correctsgeometricdeficienciesandimprovessafety.Sidewalksindowntownareasarerequired.Theprogramfundsothermultimodalfeaturesconsistentwithlocalneeds.Fundsarealsoavailableforlocalmatchonfederallyfundedhighwayprojects.
TheSmallCityPreservationProgram(SCPP)providesfundingforchipseal,overlay,andfulldepthreclamationofexistingpavement,withthegoalofbringingthesmallcitypavementratingaverageabove70PCR.Fundingistargetedforroadmaintenanceopportunitiesacrossthestate.Pavementconditionratingsandeconomiesofscaleleveragedareconsideredaspartofthecriteria.Resurfacingassistanceisalsoavailabletooffsetthecostsofastateroutejurisdictionaltransfertoacitywithapopulationlessthan20,000.
