Dear Parents, Guardians and Students, Welcome to the 2017-18 school year! Washington Elementary School continues to be one of the best places in the state of Idaho for kids to learn. We look forward to the privilege and honor of teaching your students in the upcoming school year. The purpose of this handbook is to:

ensure that all students understand school rules and the consequences of their actions and choices made, and to

provide parents the opportunity to understand the school rules, expectations and procedures

ensure a consistency among the staff in managing student behavior This handbook contains important information that we ask you to review with your child. All students are expected to assume responsibility for themselves and their actions. The included guidelines are designed to help students be responsible for themselves and learn to take responsibility for the decisions they make. There are additional policies and guidelines found at the Caldwell School District website at: http://tinyurl.com/caldwellpolicies We maintain very high behavioral and academic expectations for our students and our staff. The staff will provide curriculum and instruction of the highest quality in our efforts to address and meet the needs of each and every student. Our teachers have the right to teach and our students have the right to learn without interference. SCHOOL DISTRICT POLICY 509 – STUDENT DRESS CODE

UPPER BODY

Solid Colors: Any solid colors except Red or Navy. Colors that match the lower-body clothing in color and shade are not permitted.

Collared shirt (Long or short sleeved) – no sleeveless shirts or T-shirts

Clothing must be free of brand logos and graphics larger than one (1) inch in diameter

All items must fit properly

Under-shirts and T-shirts, if worn, should be underneath the standard collared shirt and can be any solid color except Red or Navy.

LOWER BODY

Any solid color except Red is permitted. Jeans may not be acid-washed, dyed, distressed, or multi-colored.

May include: pants, capris, skirts, shorts, skorts, culottes. No sweats or warm-up type pants. Leggings may not be worn as pants.

All items will be no shorter than three inches above the knees.

Clothing must be free of brand logos, holes, decorative stitching, decorations, and graphics larger than one (1) inch in diameter or capable of being covered by a belt.

Designs must be contained to the pocket of the pants and may not extend to the rest of the garment.

All items must fit properly. OUTER WEAR

Sweatshirts and sweaters are permitted in solid colors, except no Red or Navy, with no logos or graphics larger than one (1) inch in diameter unless they say “Caldwell” or are specific to the school.

Coats must be taken off indoors but may be any color except they may not include any of the prohibited gang related items from the following list such as professional sports logos, letters, numbers, etc.

Principal discretion reserved in all questions or concerns.

SCHOOL DISTRICT POLICY #549 - PROHIBITION OF GANG ACTIVITIES

Caldwell School District recognizes that gangs and gang activities are detrimental to the educational process in our schools. All gangs and gang activities, including, but not limited to, wearing, possessing, using, distributing, displaying or selling any clothing, jewelry, emblem, badge, symbol, sign, gestures, codes, or other things which evidence membership or affiliation in any gang is prohibited and will not be tolerated in any of the public schools in this district and at all school functions. It will be unlawful for any person, group or organization to establish a fraternity, sorority or other secret society whose membership is comprised in whole or in part of students enrolled in this district’s public schools, or to solicit a student in any of this district’s schools to become a member of such organization; and no student enrolled in this school district will be or become a member, or pledge him/herself to become a member of any such organization. GUIDELINES FOR PROHIBITION OF GANG ACTIVITIES:

1. This policy will be addressed in all school handbooks. At the beginning of the school year, the policy will be discussed with the student body.

2. Disciplinary action for violation of this policy is as follows: a. First offense—student given detention. Parents will be notified of the infraction of this policy by school

administration. Parent meeting will be documented. b. Second offense—student and parent appear before a Board of Review. c. Third offense—student and parent appear before the Board of Trustees for an expulsion hearing. d. The student may go directly to a Board of Review or an expulsion hearing if the principal deems the incident is so

severe as to warrant these immediate actions. 3. Administrators will seek ongoing assistance from the Caldwell Police Department and the Canyon County Sheriff’s Department

in gang activity identification and the names and numbers of local gangs. 4. For the protection of the student and to avoid disruption in the educational process, a student demonstrating evidence of gang

activity will be required to not display this type of evidence (see above), e.g. required to change clothing, cover tattoos with band-aides or make-up, fill in eyebrow shaved slashes with make-up.

Gang Apparel/Activities: The Caldwell School District will not allow any individual or group to engage in any behavior that is considered disruptive, harmful, criminal, or that advocates hatred or discrimination toward other individuals, nor will any display or symbols, mode of dress, or any other activity related to this type of behavior be permitted. Some symbols related to Gang behavior that are not allowed are the following, but not limited to: Shaved eyebrows Number Markings: 13, 12, 15, 31, 41, 88, 18 Markings or designs shaved in hair Professional Sportswear Markings on hands and/or near eyes 8 ball markings Gloves worn in the building One rolled up pant leg or sleeve Hanging belts Drawings of spray paint cans or clown faces Oversized T-shirts, long T-shirts & Any kind of bandanna or scarf Button T-shirts must be tucked in. Wrist bands depicting red, blue or black or green Gang related tattoos (must be covered at all times) LA or South Pole on any items Old English style writing Solid Red or Blue shoe laces Any combination of letters or numbers found to have an association with gangs No blue or khaki pants and shirts worn together (i.e., same shade top and bottom)

Academic Excellence Awards

Student of the month awards are given to students from each classroom who demonstrate academic excellence, make extraordinary growth, and/or demonstrate our Learner Behaviors consistently.

Learner of the Day awards are given to students who have utilized and demonstrated the use of our school wide Learner Behaviors.

Washington Elementary School Procedures

DISCIPLINE PLAN RATIONALE

Establishing school rules and procedures, as well as enforcing those rules and procedures, is an important part of creating and maintaining a safe learning environment. Caldwell School District is organized and administered for the purpose of helping each individual student reach the maximum of her/his potential. By having a discipline policy that promotes safety as well contributions to the learning environment, the goal of educating children can be most efficiently reached. All rules are applicable to Washington Elementary School and Caldwell School District activities. We believe that:

1. Teachers have the right to teach and students have the right to learn without disruption. 2. Parents and teachers will maintain open communication, mutual support and constructive involvement. 3. Each building has its own discipline program fully backed by the school district administration and Board

of Trustees; this program is communicated to every parent by means of a student handbook. 4. All students are required to respect and respond positively to school and classroom rules and procedures.

No student shall interfere in the instructional process, either by interfering with another student’s right to learn or by preventing a teacher from doing his/her job. Discipline plans for individual classrooms will be sent home during the first week of school. The following pages outline our school-wide behavior guidelines and district policy related to discipline.

Washington Wildcat Discipline Overview

Teaching and learning is too important to allow misbehavior to interfere with instruction.

We believe that all students need to be taught what it is that will help them to be successful students/learners in our school.

All behavior expectations will be taught to each student in the following way: 1) This is what it looks like. 2) This is what it sounds like. 3) We will model it for you. 4) We will practice it together. 5) You will practice it and we will monitor your progress and give you feedback.

All students are held accountable for their actions.

Appropriate adult/student problem solving skills are developed.

Allow time for student to critically analyze their behavior.

By having a consistent discipline policy, the goal of educating children can be most efficiently reached. All rules are applicable to Washington Elementary School or Caldwell School District activities. We believe that:

1. Teachers have the right to teach and all students have the right to learn in an excellent learning environment. 2. Parents and teachers should maintain open communication, mutual support and constructive involvement.

BEHAVIOR EXPECTATIONS - CAFETERIA In Line At Register and Serving Counter At Tables Breakfast Expectations

Silent in the hall

Stay on Colored tiles in line.

Respect space of others. No crowding or horseplay.

Keep your hands to yourself.

Quiet conversation (no one but the person next to you should hear)

Quiet conversation until you get to the trays

Stop conversation at register and through serving line. (It is courteous to focus on the people serving you).

Make eye contact with the adults and students at the register and serving line and respond verbally in a pleasant voice tone (“Please” and “thank you” reflect well on your character).

No side conversations at register or at serving counter.

Quiet respectful conversation that only reaches the people next to you. Your voice shouldn’t be heard at other tables.

Act in a respectful way with your food. Eat it. Don’t play with it.

Don’t share your food. No extra snacks. Just your own lunch.

Eat breakfast first, then go to recess.

The breakfast line closes at 8:45.

Students who arrive at line later than that will need to eat breakfast at home or wait for lunch.

Discipline Plan Guidelines - Washington Elementary School

Our overall goal is to use our discipline plan to build character and to prepare our students to be positive members of society. In general, we will try to use the smallest consequence that works. Students who misbehave during class will receive warnings/consequences from their teachers. If the classroom discipline plan is exhausted, students may be referred to the office for a conference with the principal. Parents may be asked to schedule a meeting with the teacher/principal/counselor to address frequent behavioral issues demonstrated by the student.

DETENTION

Recess, or out of class detentions, may be utilized when warranted. Detention is served during recess times or the student may be removed from class for detention time. Students may be issued detention time for the following reasons:

1. Insubordination (disrespect, disobedience, or defiance to authority) 2. Severe classroom, lunchroom or playground disruption/unsafe behaviors 3. Foul language 4. Spitting or throwing objects at another person (rocks, bark, snowballs, food, etc.) 5. Destruction of individual/school property (see vandalism) 6. Excessive classroom disruption

Suspension Occurs When: “Major” behavior violations, as described in Washington School Student Handbook and/or Caldwell School District Policy

NO TOUCH POLICY

Students are to keep their hands and feet to themselves at all times. This includes, but is not limited to: horseplay, pushing, shoving, bumping into each other, and public displays of affection. Dependent upon the severity, “No Touch” violations can be minor or major violations of the school discipline policy. LEAVING THE GROUNDS

For safety reasons, students are not to leave the grounds at any time during the school day. If a child is go home with a friend, ride a different bus, go to a different address, or walk when usually riding the bus, a note and/or phne call to the office is required.

ARRIVAL TIME

Students should not be at school or on the playground before 8:15 a.m., as there is no adult supervision

before that time. Supervising adults are in the cafeteria, outside and on duty to watch the children by 8:15 a.m. Afternoon kindergarten students should arrive no earlier than 12:15 p.m. CHECK OUT All students must check out of school with the attendance office if they are leaving before the end of the day. Failure to do so will result in truancy. All students must be checked out by a parent, guardian or persons designated for pickup on the enrollment form. Please do not pick up your students from school early unless they have an unavoidable appointment or emergency. We want to respect their learning. DISMISSAL Students are dismissed from school at 3:30. Dismissal on Wednesdays will be at 2:00. Students will be taken to buses by their teacher or dismissed to the pick-up area. For the safety of the students, it is best to keep the way they get home consistent. However, if an emergency or change in plans arises, and you must change the way your child is to go home please contact the school office at least an hour before school gets out. This will give us plenty of time to get their teacher the message about the change in plans. Pick-up procedures: The pick-up area is in the south side of our parking lot. Parents are required to either wait in the line of cars, or can park and walk to meet their students as they wait on the sidewalk. Students will not be permitted into the parking lot without an adult. Parents and family members need to follow instructions of staff on duty in order to keep our pick-up area safe.

BICYCLES Students are encouraged to ride bicycles to school. Bicycle racks are provided. Students need to lock their bicycles. Washington Elementary School and the Caldwell School District are not responsible for lost or stolen bicycles.

BUS TRANSPORTATION

Caldwell School District has contracted with Caldwell Transportation to provide all of our busing needs. Caldwell Transportation may be contacted at 459-6612. To ensure the safety of all students, staff members and/or designee will escort them from their classroom to the bus loading area. No child may be taken off the bus by any person unless cleared through the office personnel. Any change to the regular mode of transportation, as listed on the enrollment sheet, requires verbal permission. Please call the office at

least an hour before school gets out. You may also send a note to the office in the morning or may email Mrs. Lopez, our attendance clerk ([email protected]).

SCHOOL BUS RULES

Bus transportation is a service provided to many students. Students who misbehave on the bus may lose their bus privileges. Like the classroom teacher, the bus driver is the authority on the bus and must be obeyed.

School Bus Rules are SAFETY FIRST! 1. Remain seated when bus is in motion with feet on the floor. 2. Be courteous and respectful to the bus driver and to others on the bus. 3. Follow driver’s instructions promptly. 4. Students MUST have a note from parent/guardian to leave bus anywhere other than their regular stop. 5. Students shall ride their regularly assigned bus at all times. Students habitually violating these rules will be cited by the bus driver and will face these consequences. Depending on the violation the following may occur: 1st Bus Report –Detention/Student/principal conference with parent notification 2nd Bus Report –Detention/Suspension of bus privileges 3rd Bus Report – Extended Detention/Suspension of bus privileges 4th Bus Report – Principal’s Decision

STUDENTS’ PERSONAL ITEMS AT SCHOOL It is recommended that you label all backpacks, coats, gloves, hats, etc., with your child’s name in permanent marker. Please have your child leave ALL toys, games, or personal items at home. If these personal items are brought to school they may be confiscated and kept until the end of the school year or returned to the parents. Do not bring these items (or others like them) to school:

Nintendo DS, PSP, IPOD, MP3, CD players, gaming cards (Pokemon, Magic, etc)

Toys of any kind

Pets

Cell phones/electronic devices – We understand that some students may carry cell phones or other electronic devices due to their after school activities. These students will be expected to check in their cell phone at the office as they arrive at school and pick it up at the end of the day. If the student needs to use their cell phone, they should report to the office. We thank you for understanding.

Food items from home

Gum, toothpicks, rubber bands, squirt guns (may fit under weapons policy), etc.

Skateboards, roller blades or scooters must be turned in to the office upon arrival to school.

Baseball cards (or any other trading cards) or other items of value.

Laser pens or pointers, and any other disruptive materials.

Shoes that are heelie or wheelie are not allowed to be worn. These shoes scratch the floors and are unsafe for students.

ACADEMIC HONESTY POLICY

Washington Elementary is committed to helping students assume responsibility for their own ethical behavior. Students are encouraged to value our atmosphere of trust, honesty, and respect. In pursuit of this goal, we have developed a policy for our students regarding cheating. Cheating includes, but is not limited to the following:

Claiming credit for work that is not your own (copying homework, test answers, using others’ project or papers, etc.)

REPORT CARDS

A report card concerning your child’s progress will be given four times throughout the year. Visits to the school to observe your child are encouraged. Parent-Teacher Conferences will be scheduled for specific grading periods. Parents will be notified in advance as to the time. Close cooperation between the home and school increases the opportunities for your child to succeed.

STUDENT RETENTION

Sometimes it is necessary to retain students. The decision for determining if a student should be retained will be based upon review of the student’s physical, intellectual, educational, social, and psychological characteristics. The Response to Intervention Team will conduct the review. Members of Response to Intervention Teams include the following: the building principal, a school psychologist, a special education teacher, the referring teacher, the student’s parents, a counselor, and up to two regular classroom teachers. Other persons may be invited to participate in the RTI team meeting, as requested by the building principal and/or parent.

EMERGENCY DRILLS

All Caldwell School District schools will conduct monthly emergency drills. Evacuation plans will be posted in all classrooms and procedures will be taught to students and staff. Evacuation procedures will be safe and orderly and all students and personnel will be accounted for. The school will conduct at least one lock-down drill per year. The school will occasionally go into “hall check” for students’ safety. In this case, there is not an immediate threat to the school but a disruption or concern in the area calls for students to remain in classrooms and out of the hallways.

SNOW DAYS/EMERGENCY CLOSURES

In the case of extreme weather conditions, the parent is requested to listen to local TV Stations KTVB Channel 7 or KIVI Channel 6 between 6:15 and 7:00 a.m. to find out if conditions warrant school closure. Information will also be available at www.caldwellschools.org

SCHOOL FOOD SERVICES

All students are provided breakfast and lunch at no charge. Lunch tickets are $3.25 for adults. Milk for cold lunches may be purchased for $.50. Parents are welcome to join their children for lunch—we just ask that you call by 9:00 a.m. to order an adult lunch. Allergy Information: Milk or other dietary substitutions will be considered, with proper documentation from the student’s physician. Some food substitutions may require a conference consisting of the student’s parents/guardians, physician, school nurse and either the principal or kitchen manager, to determine the student’s needs and the responsibility of the Food Service Department. The Food Service Program is required by the State Department to have written documentation on file for all the students with a food intolerance of any kind.

SPECIAL SERVICES

The services of a school nurse, resource teacher, enrichment teacher, school psychologist, school counselor, and speech therapist are provided to qualifying students, on a referral basis.

Counseling Services Caldwell School District offers school counseling at all grade levels. School Counselors work with students, teachers, and the administration to provide students with a supportive and safe learning environment. Caldwell School District’s School Counseling Program serves students in the academic, personal/social, and career development domains through guidance curriculum, individual student planning, responsive services, and system support. School Counseling services are short term services focused on more effective education and socialization of the student. These services are not intended as a substitute for diagnosis or therapy. It is the parent/guardian’s responsibility to determine whether additional or different services are needed. The school counselor will keep shared information confidential, with the following exceptions: if a student intends to hurt self or someone else, if a student is being harmed, if a student is participating in an illegal activity, or by court order. The counselor will make the child aware of these limits to confidentiality. Students in Idaho are granted “privileged communication” under Idaho Code 9-203.6. New students receive permission forms to check out books in the library. Depending on the student’s grade level, he/she checks out one or two books for one week on his weekly “library day.” Late books are returned before checking out another book. Students are responsible for damaged and lost book costs. Class: Students visit the library for instruction and checkout on their weekly “library day.” Books: Be sure to share the enjoyment of reading with your child daily. Help your child to find a handy, yet safe place for books at home to encourage reading. Depending upon grade level, one or two books are checked out for one week. Students are responsible for damaged and lost book costs. Late books are returned and fines are paid before checking out another book. Help your child find a handy, but safe place for his/her books at home to encourage daily reading. Above all, share the enjoyment of reading with your child every day!

SCHOOL HEALTH SERVICES

We have access to school district health staff for basic first aid and basic medical services, such as screenings. Parents should not rely on this for their child’s medical care. District Policy #561 governs the use of Medications in School. If a student must take medication during the school day, please refer to that policy for details.

1. The parent/guardian must submit a written request to the school if the medication is to be given during school hours. Specific directions for administering the medication and the parent/guardian’s signature must be received before any medication will be given to the student, as well as doctor’s orders on file, filled out with the appropriate paperwork.

2. The medication must be in the original container and the student’s name and directions for administering the medication must be written on the container or provided by a physician.

3. It is the student’s responsibility to come to the office at the appropriate time to take his or her medication, unless the student has a disability and is unable to do so.

4. Non- prescription medications, such as aspirin or Tylenol, will not be provided to students. Students must supply their own medications.

EMERGENCY MEDICATIONS

Asthma inhalers, Epi-Pens and diabetic supplies may be carried by students if indicated by the student’s physician. A Medication Consent Form must be on file in the nurse’s office and a copy in the student’s possession. Please contact the School Nurse if you have any questions regarding this policy.

MATURATION PROGRAM GUIDELINES Programs regarding information on hygiene, maturation and physical development, and positive body image are provided to fourth and fifth grade students. The intent of these programs is to assist the students in dealing with their changing hygiene and nutritional needs, and to instill an awareness of physical and emotional changes. Good Hygiene – 4th grade boys and girls This program shows students that good hygiene is in their control. It discusses how to keep skin, hair and teeth in tip-top shape. The program also illustrates the importance of diet, exercise and sleep in maintaining good hygiene. Having a Positive Body Image – 5th grade boys and girls This program alerts students to the dangers of comparing their own bodies to that of the models and sports figures they see on T.V. It explains the concept of body “type” and the importance of eating a healthy diet and exercising to feel good about their bodies. Looking Ahead: About Girls – 5th grade girls This program explains the emotional, physical, and social changes that puberty brings to girls. It also explains the female reproductive system and menstruation. The program will include an open discussion; subject matter of a sensitive or controversial nature will be referred to parents. Parents will be invited to preview the material and a signed parental permission slip will be required for students to attend this program. Looking Ahead: About Boys – 5th grade boys This program explains the emotional, physical and social changes that puberty brings to boys. It also explains the male reproductive system. The program will include an open discussion; subject matter of a sensitive or controversial nature will be referred to parents. Parents will be invited to preview the material and a signed parental permission slip will be required for students to attend this program.

Parent Notification of Health Screenings Hearing screenings are conducted on students in grades K, 2, 4 and on teacher referral. Vision screenings are conducted on students in grades K, 1, 3, 5 and on teacher referral. Height and weight is measured on students in grade K. If you would like your child excluded from any of these screenings, please contact the nurse in your child’s school.

First Aid Products First aid supplies are available in the Health Office to treat minor illnesses and injuries. These products include cough drops, throat spray, Carmex, A&D ointment, Vaseline, Bactine, antibiotic ointment, anti-itch cream, and eye drops. If your child has a sensitivity to any of these products or if you do not want these products used on your child, please contact the school’s nurse.
