Memo TO: Wasco County Planning Commissioners FROM: Kelly Howsley-Glover, Long Range/Special Projects Planner DATE: April 3, 2017 SUBJECT: April 11th Planning Commission Hearing The Planning Commission meeting will focus on an overview of the proposed updates to plans and ordinances outlined in the notice sent to all Wasco County property owners in March. This includes updates to: The Wasco County Natural Hazards Mitigation Plan, Wasco County 2040: Comprehensive Plan Update, Wasco County Land Use and Development Ordinance (LUDO), Wasco County National Scenic Area (NSA) LUDO, and the NSA Management Plan (maintained by the Columbia River Gorge Commission and USDA Forest Service Columbia River Gorge National Scenic Area Office). The first 30 minutes of the meeting have been allotted to an open house style meet and greet in the lobby outside the Discovery Center Theater (see agenda). Staff will bring several poster boards, sign-up sheets, and hand-outs for the proposed plan updates and be available to answer any specific questions from the public. Planning Commissioners are encouraged to join staff in engaging with the public. At 3:30, staff will provide 10-15 minute presentations about each of the proposed plan updates – outlining the process, timeline, and opportunities for public involvement. To prepare for this opportunity to engage with the public, Planning Commissioners should refer to their packet from the March 7, 2017 meeting as well as the public notice (notice attached). The Wasco County website contains additional details: http://co.wasco.or.us/departments/planning/long_range/ In addition, your April 11 packet includes a two-page handout on Wasco County 2040 that shares relevant information about the next six months of the project. Following the Planning Commission hearing, a meeting of the Citizen Advisory Group will be convened to review proposed formats for the roadshow events.

The April 11th meeting will include an overview of proposed updates, timelines for review and adoption, and opportunities for public involvement. Please note respective timelines on the reverse side for each update. This public meeting will be the first in a series of public hearings on each proposed update. Notice of future hearings on each proposed update will only be provided in writing to those who submit written comments or who testify at the relevant Planning Commission Hearings. BRIEF DESCRIPTION OF PROPOSED UPDATES Natural Hazards Mitigation Plan Update (1-2 years until completion) This multi-jurisdictional plan includes an inventory of known natural hazards in Wasco County, vulnerability assessment and risk analysis and strategies and resources for risk reduction. Updates will include: • Amend existing report to reflect current information and data Wasco County 2040: Wasco County Comprehensive Plan Update (3-5 years until completion) The Comp. Plan sets land use policy and implementation tools and strategies for Wasco County, including the County zoning map. Updates will include: • Amend Plan to include updates to State and Federal law • Update data sources and references • Public process to solicit feedback on policies and implementation • Amend Wasco County zoning maps with results from public process Wasco County Land Use & Development Ordinance (LUDO) Update (3-5 years until completion) The LUDO is the main tool for implementing land use regulation in the County. Updates will include: • Amend Ordinance to include updates to State and Federal law • Public process to solicit feedback on amendments to criteria, definitions and procedure National Scenic Area (NSA) Management Plan (3 years until completion) The management plan contains the land use and resource protection standards, non-regulatory programs, and actions for protecting and enhancing Columbia River Gorge resources, as well as a description of roles and relationships of governments and agencies responsible for implementation of the National Scenic Area Act. This project is being managed by the Columbia River Gorge Commission. Updates will include: • Amend Ordinance to include changes from the cumulative impacts update HEARINGS INFORMATION You may participate at any time in this process prior to the final decision by the Board of County Commissioners or Columbia River Gorge Commission. We also publish a notice 20 days in advance of a hearing in The Dalles Chronicle. Oral testimony at the hearing may be limited if large numbers of people wish to testify. What is a Comprehensive Plan?

A comprehensive plan is a long

range planning document that

supports Oregon State's Land Use

Planning Goals through policy

direction and the development of

implementation tools and strategies,

like the Land Use and Development

Ordinance (LUDO) or Zoning Map.

How to Get Involved

Over the next three years, there will

be many opportunities to participate

in developing the next 20 year vision

of land use planning in Wasco

County. Currently, we have a

survey available to share your initial

visions, a way to sign up for email

notifications, and lots of information

on our project dedicated blog. We

also will be kicking off our first round

of community workshops in May of

2017 to help finalize the workplan

scope and learn what the most

important issues are for Wasco

County residents and businesses.

How will Wasco County 2040 be developed? The Voluntary Periodic Review

requires us to develop a

workplan with specific tasks

and products that we submit to

the Department of Land

Conservation and

Development for review on an

ongoing basis. The work plan

includes everything from

outreach materials we utilize to

spread the word about the

update, to drafted language

that will be included in the new

Comprehensive Plan.

Because of this structure,

Wasco County 2040 will be

developed using a phased

approach. The next six

months are what we are calling

our "vision" phase, where we

seek feedback from the

community and partners about

the issues that are important to

them.

That will help us focus the

remaining two and a half years

on tackling the specific policy

and implementation issues that

are critical to our future

success. While we know all

the Planning Goals are

important to Wasco County,

we believe several will require

more work. and the vision

process will be one of the ways

we prioritize how much time to

spend on each goal within the

Comprehensive Plan.

How will these new policies and implementation tools/ strategies impact me?

The most exciting part of the

process is that we have many

opportunities for you to help

inform the rules and

determine how you would like

to see Wasco County develop

and grow into the future....so

you get to tell us what you

want the impact to be.

While we can't be less

restrictive than State land use

planning rules, we have the

opportunity to develop unique

guidance for additional rules

that can positively impact

development in to the future.

We will be sharing some of

the research and analysis we

are creating to show how land

use planning has impacted

our growth over the last 30

years....and how we can

leverage similar policy to

impact the future.
