With school out and the weath- er warming up, more children are spending time outside drawing chalk pictures on the driveway, blowing bubbles into the wind or riding bicycles around the neigh- borhood, said GM spokeswoman Maureen Bender. According to the U.S. Depart- ment of Transportation, on aver- age there are 210 fatalities and 15,000 injuries a year caused by backover crashes. Of those crashes, NHTSA estimates that 40 percent occurred in residen- tial areas, with 24 percent hap- pening in driveways, Bender said. “The majority of backover inci- dents are caused by the driver not being able to see their imme- diate surroundings,” says Ron- dell Burge, researcher of driver behavior, Chevrolet. “When you hear about backover or fron- tover incidents involving parents or grandparents and their little ones, your heart sinks. It’s per- sonal and at Chevy we want to help drivers see as much of their environment as possible to help them avoid the unthinkable. That’s where Surround Vision can help.” Surround Vision technology, available on the new 2018 Equi- nox, provides a 360-degree bird’s- eye view around the vehicle by acting like multiple sets of eyes that help drivers quickly view their vehicle’s perimeter during low-speed maneuvers such as backing up or parking, Bender said. The technology uses four cam- eras: the standard Rear Vision Camera, a forward-looking cam- era in the front grille and two side-looking cameras under each side mirror. When drivers shift into re- verse, the bird’s-eye view is dis- played on the center stack in- strument panel, alongside an im- age from the forward- or rear- looking camera, providing the driver with multiple views of the immediate area. Burge, who is responsible for analyzing how drivers interact with viewing systems like the Equinox’s available Surround Vi- sion, takes his role seriously. “I have a family and think of them often when doing my re- search. My wife is a driver and my three young children are pas- sengers in our vehicles. They’re also the little ones playing in our front yard, running around hav- ing fun,” says Burge. “Technology offered on the Equinox, like Surround Vision, is designed to give drivers more tools to help them see around by Jim Stickford What a difference three decades make. The bottom brands, in order, are Fiat, Jaguar, Volvo, Mit- subishi, Land Rover, Mazda, Au- di, Subaru, Jeep and Infiniti. During that 30 year period, several brands – Mitsubishi, Maz- da, Subaru – moved from the best to the worst list. Additional- ly, there were no domestic brands in the top 10 list in 1987. In 2017, domestic brands ac- counted for 40 percent of the top 10 brands. Sargent pointed out that sever- al brands from 1987’s bottom 10 list no longer exist – Plymouth, Pontiac, AMC/Renault and Yugo. The J.D. Power Initial Quality Survey (IQS) measures con- sumer-reported problems on new vehicles after 90 days of ownership, Sargent said. It breaks down problems into two categories. The first is defects and malfunctions. That’s when consumers report something is- n’t working the way it was de- signed to. The second category is design problems. That’s when con- sumers report that something wasn’t designed right in the first place, Sargent said. One thing that’s changed over the past 30 years is that con- sumers are reporting more of the second kind of problem – things weren’t designed right in the first place. “We say something is a prob- lem if a customer says it’s a prob- lem,” Sargent said. “Remember, engineers aren’t normal people. It had been closed down for two years. “We started the project back in 2015,” said Oksana Urban, direc- tor of the Warren Library. “We razed the old building and tore down a house we had purchased to expand the parking lot. Once that was done, construction of the new library began in 2016.” Urban said the new Busch branch will serve all of south Warren. The original branch opened up back in 1963. “The decision to build an en- tirely new building, as opposed to upgrading the old library building was made for a couple of reasons,” Urban said. “First, there was no infrastructure for mobile devices such as tablet or smart phones. Takata Corp. and its U.S. oper- ations are likely to seek bank- ruptcy protection by the end of June in a deal that would sell its assets to competitor Key Safety Systems Inc., a person briefed on the talks said. The person didn’t want to be identified because discussions are in progress. The price Key will pay is un- known, but much of it likely will go toward paying a $1 billion U.S. criminal settlement. Most of the settlement money will go to au- tomakers as restitution for recall costs. Key is expected to buy Taka- ta’s assets “free and clear’’ of past liabilities, and lawyers say there won’t be enough money to give victims what they would have received if they were suing a healthy company. So far the faulty inflators have killed 11 people in the U.S. and 16 worldwide. Over 180 people have been injured. our bankruptcy laws to escaperesponsibility for the injured andthe families of the dead,’’ saidBradford Child, a Los Angeleslawyer who represents the familyof a woman killed by a rupturedinflator.In a recent statement, Takata

maintained the possibility ofkeeping the company in opera-tion. A committee set up to ex-plore restructuring has made a

recommendation with Key as asuitor, but Takata’s board hasn’tdecided on it.Douglas Baird, a bankruptcy

law professor at the University ofChicago, said he expects Key willget Takata’s assets without liabil-ity for past claims. Without thisprovision, no suitor would buythe company.“It’s in the interests of all these

victims that you have this freeand clear sale,’’ he said. “The al-ternative is to liquidate the as-sets and sell them for kindlingwood.’’Lawyers are unhappy that au-

tomakers will get $850 millionwhile relatively little goes to vic-tims. Emison and others say $125million will go quickly, estimatingthat victims will get 5 to 10 centson the dollar of what they wouldhave received from a financiallystrong company.A court-appointed special mas-

ter will come up with an alloca-tion formula.If Key pays more than $1 bil-

al Motors paid out nearly $600million to settle 399 death and in-jury claims due to ignitionswitches that could shut off carswithout warning.Law firms also are suing au-

tomakers, but some lawyers sayit will be hard to get money therebecause Takata has admittedthat it concealed the problem.Dean says there’s evidence thatautomakers knew Takata infla-tors were defective yet contin-ued to use them, but automakerssay they were deceived by Taka-ta and shouldn’t be liable.At the end of April, only 22 per-

cent of the 69 million recalled in-flators in the U.S. had been re-placed under the recalls, leavingalmost 54 million on the roads,

according to the National High-way Traffic Safety Administrationwebsite. This means more infla-tors will likely explode and morepeople will be hurt in the future,Emison said.Key could be liable for future

claims depending a lot on statelaws that govern liability for suc-cessor companies, Baird said.

But Dean said he thinks Keywill structure the deal so it does-n’t face any liability.Key, with U.S. operations head-

I’m glad this branch isopen again because it’s closer towhere I live. And I am glad that ithas the latest technology. It’snice to see some development insouth Warren.”

Each team has only used twoengines in competition, enablingthe newest generation of Cadillacrace cars to collectively covermore than 15,500 miles under IM-SA sanction with near-flawlessperformance.

The race-prepped Cadillac 6.2LV8 engine, which shares inherentarchitecture with the Cadillac6.2L V8 engines in the CadillacCTS-V super sedan and the Cadil-lac Escalade prestige SUV, is nat-urally aspirated and outputs near600 hp at a maximum allowable7,600 rpm with the series-man-dated air restrictors in place. Therace car engines are modified,built and maintained by ECR En-gines.

of the Americas and Detroit withno major issues.”

In addition to providing lastingpower, the Cadillac 6.2L V8 is anintegral part of the overall designof the Cadillac DPi-V.R prototyperace car, and a key to the struc-tural rigidity of the car, Martinsaid. As a semi-stressed memberof the chassis, the engine takessome of the load delivered fromthe chassis, acting as the spinefor the carbon fiber monocoque.

This design feature was on dis-play during the 12-hour race atSebring International Raceway,3.74 miles of varied surface in-cluding cement that has survivedsince being used as a World WarII runway. The pounding that arace car takes during the 12Hours of Sebring is equivalent towhat a race car endures duringthe 24 Hours of Le Mans, Martinsaid. In addition, the engine hasto withstand the high-sweepingloads of Daytona’s banked speed-way, the high lateral g-forces atCircuit of the Americas and thebumpy rides of the Long Beachand Detroit street courses withtheir surface changes, crownsand curbs.

LANSING, Mich. (AP) – Billssent to Gov. Rick Snyder on June22 would accelerate a tax cut forpeople who trade in their vehiclewhen buying a new one in Michi-gan.A law enacted in 2013 lets

those who purchase a car orrecreational vehicle subtract thevalue of their trade-in from thesales price of a new one for taxpurposes.The legislation finalized by the

Republican-led Senate wouldmore quickly phase in how muchof the trade-in value can be de-ducted.The credit now is $3,500 – sav-

ing people up to $210 in taxes –and rises $500 annually until2039, at which point there will beno limit on the trade-in value ex-cluded from taxation. The billswould speed the phase-in of thetax break for car purchases to2029, 10 years sooner. The trade-in credit would jump to $5,000 in2019 and increase by $1,000 eachyear after.

Michigan has a 6 percent salestax. The bills' supporters – whichinclude General Motors, autodealers, bankers and other busi-ness groups – say the “sales taxon the difference” law helpedboost auto sales and buyers de-serve a fully phased-in tax reduc-tion earlier.Opponents include school dis-

tricts, local governments andpublic-sector workers who wor-ry about a further erosion of thetax base.The nonpartisan House Fiscal

hicles that do well in quality sur-veys early also perform very wellin surveys performed later. All ofthis is good information for bothOEMs and the public to havewhen learning about vehiclesand how they perform in the realworld.“The Initial Quality Study helps

General Motors on June 16 un-veiled plans to open a new sup-plier park to support future vehi-cle production at its ArlingtonAssembly. The new park is ex-pected to house up to 1,250 em-ployees, including bringing morethan 850 new jobs to Arlington,Texas.These new jobs are in addition

to the 7,000 GM jobs and $1 bil-lion in U.S. investments GM an-nounced earlier this year. Thepark is expected to be opera-tional in 2018, said GMspokesman Nick Richards.The new supplier park will

As part of its ongoing investi-gation into the fatal 2016 high-way crash involving a Tesla Mod-el S and a tractor-semitrailertruck near Williston, Florida, theNational Transportation SafetyBoard on June 19 opened the ac-cident docket, releasing morethan 500 pages of information.According to information re-

leased by the NTSB, system per-formance data downloaded fromthe Tesla revealed that the driverwas operating the car using auto-mated vehicle control systems:Traffic-Aware Cruise Control andAutosteer lane keeping systems.The NTSB summary stated

that at “4:40 p.m. eastern day-light time on Saturday, May 7,2016, a 2015 Tesla Model S,traveling eastbound on US High-way 27A (US-27A), west ofWilliston, Florida, struck andpassed beneath a 2014 Freightlin-er Cascadia truck-tractor in com-bination with a 53-foot semitrail-er. At the time of the collision,the combination vehicle wasmaking a left turn from west-bound US-27A across the twoeastbound travel lanes onto NE140th Court, a local pavedroad.“As a result of the initial im-

pact, the battery disengagedfrom the electric motors power-ing the car. After exiting from un-derneath the semitrailer, the carcoasted at a shallow angle off theright side of the roadway, traveled approximately 297 feet, andthen collided with a utility pole.The car broke the pole andtraveled an additional 50 feet,during which it rotated coun-terclockwise and came to restperpendicular to the highway inthe front yard of a private resi-dence. The 40-year-old male driv-er and sole occupant of the Tesla

died as a result of the crash.”The report further stated that

the “Tesla system performancedata downloaded from the car in-dicated that vehicle speed justprior to impact was 74 mph.System performance data alsorevealed that the driver wasoperating the car using the ad-vanced driver assistance fea-tures Traffic-Aware Cruise Con-trol and Autosteer lane keepingassistance. The car was alsoequipped with automatic emer-gency braking that is designed toautomatically apply the brakesto reduce the severity of or as-sist in avoiding frontal collisions.As a result of the crash, therear hatch frame separated andfolded back over the crushedrear window.”The NTSB also reported that

about 510 MB of data was recov-ered from the crashed Tesla’s SDcard. The data included eight im-age files representing data fromthe forward-facing camera.According to NTSB recovered

data, Joshua Brown, driver of theTesla, had his hands off thewheel of the car for about 90 per-cent of his final drive.The report also stated that the

vehicle warned Brown seventimes to keep his hands on thesteering wheel during the finaldrive. After each warning, the ve-hicles sensors detected handson the wheel for a period of oneto three seconds.The last warning took place

about six minutes before thecrash, according to the NTSB re-port. Brown’s car was going 74miles an hour on a highway whenit hit the big rig.The Autopilot apparently

failed to distinguish between thewhite truck and the bright skybehind it.

DETROIT (AP) – Ford MotorCo. will export vehicles from Chi-na to the U.S. for the first timestarting in 2019.Ford said June 20 it plans to

move production of its Ford Fo-cus small car from the U.S. toChina, where it already makesthe Focus for Chinese buyers.Ford will continue to make theFocus in Europe, and will also ex-port some variants of the Focusfrom Europe to the U.S.Sales of small cars have

dropped sharply in the U.S. andcompanies are seeking to cutcosts making them. Ford’s presi-dent of global operations JoeHinrichs said the move to Chinawill save the company $1 billion,including $500 million for cancel-ing plans to build the Focus inMexico.Wary of the response from

President Donald Trump, whohas criticized Ford for making ve-hicles outside the U.S., Ford saidthe move won’t cost U.S. jobs.The suburban Detroit plant thatcurrently makes the Focus willbe converted late next year toproduce the Ford Ranger pickupand Ford Bronco SUV.Ford also said June 20 that it

plans to invest $900 million in itsKentucky Truck Plant inLouisville to make the new, alu-minum-sided Ford Expeditionand Lincoln Navigator SUVs.Those vehicles will go on salethis fall and will be exported tomore than 55 markets globally,the company said. The invest-ment will secure 1,000 jobs at theKentucky plant.But the White House response

was muted. Asked June 20whether Trump plans to gettougher on China or on automak-ers who leave the U.S., WhiteHouse Press Secretary Sean

Spicer said the president wantsto lower business taxes and re-form the tax code so businesseswill want to “come back to theUnited States, grow in the UnitedStates, manufacture more in theUnited States.’’Hinrichs said Ford’s research

shows that customers – who areused to phones and other gadg-ets from China – care moreabout product quality thanwhere their vehicles are made.Plans for production of the

2019 Focus – which will be largerand have some significant up-dates – have bounced aroundover the last few months as Fordtries to squeeze some profitsfrom the ailing small car seg-ment. U.S. Focus sales weredown 20 percent through May,hurt by low gas prices and con-sumer preference for SUVs.In January, the company an-

nounced it would cancel a newplant in Mexico and instead usecapacity at another plant in Mex-ico to build the Focus. But overthe last few months, Hinrichssaid, Ford decided it could saveanother $500 million in toolingand other manufacturing costs ifit moved production to China.Hinrichs said last month’s de-

parture of former CEO MarkFields had no bearing on the de-cision, which was in the worksfor some time.Hinrichs said Chinese wages

are lower than wages in Mexico,although the cost to ship the ve-hicles erases some of that advan-tage. It’s still cheaper to makecars for the U.S. in Mexico, hesaid, but Ford has extra capacityin China and the move frees upcapital for the company immedi-ately. Ford isn’t the first car com-pany to export vehicles to theU.S. from China.
