Ward Rounds - 2REPORT TO PARISH COUNCILS FROM COUNTY COUNCILLOR SIMON BYWATER

As another financial year comes to an end,I thought it timely to give you a briefoverview of what has been, for me, a verybusy year. Most of you will have seen mearound the ward tackling local issues thataffect residents, such as pot holes, dangeroustrees, road signs, fly tipping, liaising withHighways officers and assisting in the LocalHighway initiatives.

I have spent many hours with residents andcommunity groups helping to addressconcerns and anxieties over large-scaleplanning applications in Sawtry, Stilton,Holme and the two crematoria in KingsRipton. I have attended many HDC DistrictPlanning committee meetings raisingconcerns over the impacts on ourcommunities and in particular infrastructurepressures. I will continue to support ParishCouncils and communities during thiscomplex and very often frustrating process.

I have worked tirelessly to help many localresidents with a variety of issues that areimportant to them, which includes healthand social care issues, housing worries,school places, school transport, specialeducation needs, care plan support and somevery complex disputes involving a widevariety of agencies from Police,Environment Agency, Fire Service Planningand the Health and Safety Executive. Onesuch issue has taken me to the highest levelof Government and was duly supported byour MP Shailesh Vara for which I and theresidents are very grateful.

My District Councillor colleagues, Cllr TimAlban, Cllr Marge Beuttell and Cllr DickTuplin have supported me with many issuesthis year and continue to work for theircommunities, for which I am very grateful.

At Cambridgeshire County Council, as anelected member I hold additional roles andresponsibilities:

Chairman of the Children and YoungPeoples Committee (CYP). This is by farmy biggest commitment at the CountyCouncil, for which I was selected by FullCouncil. It is a role I am very passionateabout and take extremely seriously. It is astatutory and county-wide responsibility forChildren's Social Services and LocalAuthority Education services. This involvesmeeting a wide variety of partners andstakeholders to ensure the CC are doing theirvery best for all young people inCambridgeshire. You can see the work wehave been doing in the committee here:https://cambridgeshire.cmis.uk.com/ccc_live/Committees/tabid/62/ctl/ViewCMIS_CommitteeDetail s/mid/381/id/4/Default.aspxDuring the past 12 months the CYPcommittee has looked at and made a hugenumber of decisions relating to policy andstrategy. One such complex item was theway CCC delivers Children's Social Care,known as the Change for ChildrenProgramme, developed to address somelongstanding challenges in deliveringchildren's social care services inCambridgeshire. Children's Social care isvery expensive but also vital to thosechildren requiring help. The change to a

district-based model was implemented inDecember 2018. A recent Ofsted report ofchildren's Social Care foundCambridgeshire to have ‘good leadership’but agreed that we required improvement inother areas which we had previouslyidentified as part of the change programme.Following this report, and due to some greatwork by our officers, the Department forEducation has awarded Trailblazer status toCambridgeshire County Council. This willallow us to implement the FamilySafeguarding model, which will allow us toshare in a significant amount of additionalfunding to help us to implement theapproach. This is fantastic news for theCouncil, our staff and, most importantly, forour most vulnerable children and youngpeople. Board member on Shared ServicesEducation Board. This board looks at howwe can work more effectively andcollaboratively in education withPeterborough City Council and thusrecommend improvements and savingswhere appropriate.

Lead member on The Cambridgeshireand Peterborough Safeguarding ChildrenBoard (CPSCB) This is the key statutorybody overseeing arrangements forsafeguarding children and young peopleacross the county. See this website:www.peterboroughlscb.org.uk/children-board/

A Member of Cambridgeshire FireAuthority The Fire Authority is responsible

for delivering a fire & rescue service to the805,000 people of Cambridgeshire andPeterborough.www.cambsfire.gov.uk/about-us.aspx

In Feb 2019 Cambridgeshire full council setits budget. Members heard that despiteinvesting in a range of innovative,ambitious, transformation and efficiencyplans, the situation could have been muchworse. The County Council was stillprojecting a budget gap for 2018/19 of£4.3m even after including a proposed 2%Adult Social Care Precept. Debate had seenunity from all parties about the increase incouncil tax, but divided opinions on howthe money raised should be spent. The AdultSocial Care Precept increase of 2% and theCouncil Tax increase of 2.99% will add£23.76 annually (46p weekly) and £35.64annually (68p weekly) respectively to aBand D property, before other preceptingauthorities such as city and district councils,fire and police add their amounts.

At the meeting the Council's bid to achievea fairer funding deal from government wasfurther discussed as, despite being the fastestgrowing county in the UK, Cambridgeshireis the third-lowest funded. Members heardthat if the County Council was funded atthe same rate as an average London Boroughit would receive £75m a year more inRevenue Support Grant from centralgovernment, and if it was funded at the samerate as an average UK County Council itwould be £13.7m a year better funded. So,needless to say, I will continue to do all Ican to push Government for fairer fundingfor our Council and our schools inCambridgeshire.

Finally, without the commitment of parishcouncillors it would be impossible for thelocal issues that are important to us all toget done. I really do appreciate thisknowledge and support and on behalf ofeveryone in our community Iwholeheartedly thank you. This is just abrief summary of the work I have beeninvolved in this year but I hope you find ituseful. As you can appreciate, it is alsosometimes very difficult to get to everymeeting given the time pressures, but pleasefeel free to contact me should you need todiscuss anything at a more specific locallevel.

Let’s Make DatesCAN YOU HELP US COMPILE THE 2020 SCAN CALENDAR?

The 2019 SCAN calendar projectproved such a success that we’relooking to produce one for 2020.But several people commented thatby Christmas they’d alreadybought calendars, so we’d like toget this next one out for you abit earlier.

And, like last time, it willfeature our readers’magnificent photography, so getsnapping!

The theme will be Local Beauty Spots.We’ve picked this because:

● There’s a limit to how many pictures ofStilton and Folksworth we can usewithout becoming repetitive.

● There are lots of attractive places withineasy reach, which make our villagesideal centres for leisure activities.

● It gives a wider scope for a wide varietyof attractive images.

So now that summer’s here and you’re allgetting out and about in the sunshine, takelots of pictures and send us your best ones.

By Local, we mean within, say, 30 minutesdrive, which gives you a lot of scope for allsorts of scenes: pleasant riversides,picturesque villages, wildlife, sports - letyour imagination run wild. And when yousee something/somewhere photogenic takea photo!

PICTURE GUIDELINES

Colour images (photos orpaintings) in landscape

orientation. But feel free toinclude a few portrait images as

that might give us some moreoptions when designing the layout.

Photos should be high-resolution;at least 2400 x 1800 pixels. If you

want to submit a painting, please doso as a scanned image at 300 dpi, NOT ablurry picture taken with your phone!

Do NOT crop or Photoshop the images; ifnecessary we’ll do that during production.

Include a brief description of what thepicture is about, where taken etc. This is sowe can add captions.

Note that you can submit pictures you mayalready have, so you’re not limited to justwhat you can take over the summer.

Stilton CultureStilton Church

Heritage ProjectIn April's SCAN we introduced and explainedthis ambitious, exciting community projectwhich is going to need the skills andexpertise of many people. You don't haveto be a churchgoer, or 'religious' to be partof this, just keen to help maintain anddevelop the oldest building and communityorganisation in Stilton.

An important element of this project is thecompilation of an updated and extendedguidebook to St Mary Magdalene church.This is putting out roots and branches intomany aspects of Stilton’s history. We’realready discovering interesting materialfrom archival sources but we don’t knowwhat we don’t know! So if any readers havehistorical material that we could draw on -perhaps old family wedding photos at thechurch; old news clippings, letters, books,documents, or even just verbal recollections- that would be much appreciated.

It’s already been suggested that there’sscope for a companion volume describingStilton’s wider history and often it’s theapparently insignificant items that shed themost light. Naturally, any physical materialloaned will be treated with the utmost careand returned promptly

England’s Lost LakeReaders with an interest in local history -or who perhaps have friends or family withan interest - may like to buy a copy ofEngland’s Lost Lake - The Story ofWhittlesea Mere.

This engaging book captures the history ofwhat was, in its time, an important featureof the local landscape and, indeed, the localeconomy. Today’s flat fen landscape giveslittle evidence of its remarkable history soyou need to know what to look for. Thisbook is a great place to start.

STAFF VACANCYParish Clerk & Responsible Finance Officer

The Parish of Stilton has a village population of about 2,500. The precept for 2019/2020 isapproximately £90,000. There are to be three part-time staff who, together with volunteers,look after the Stilton Pavilion, the Parish Room, village amenities and the graveyard.

Applications are invited for the post of Parish Clerk & Responsible Finance Officer. We arelooking for someone with the ability to manage staff, maintenance contracts and facilities.Ideally, they should have experience of financial systems and procedures, including those forVAT, and the preparation of financial reports as appropriate for Parish Councils. They needan ability to work with the public, including residents, contractors, councillors and externalagencies. Some experience of preparing agendas, minutes and reports within requiredtimescales is important. There needs to be a flexible approach to working patterns; eveningworking is required particularly for meetings of Council and its committees. An understandingof legal, statutory and other provisions (including risk assessment) governing or affecting therunning of a Parish Council is welcomed, as well as some experience in dealing withcorrespondence and complaints.

The ideal candidate will be a CILCA qualified Clerk/RFO or someone willing to work towardsthis qualification. The Parish Council will support training of a suitably enthusiastic candidate.Five GCSE grade A*-C to include English and Maths (or equivalent qualification) are required.

This is a home-based, part-time vacancy56 HOURS PER MONTH

Packing the House STILTON IN TUNE’S STAR PERFORMER PLAYS TO A CAPACITY CROWD

With top German multi-keyboard playerClaudia Hirschfeld arriving at the Pavilionwith her Wersi Orchestra organ I wasexpecting a good turnout but was completelydelighted when our total audience was 114people! A great success for both Stilton inTune and the Pavilion, with people comingfrom far and wide, including Bury StEdmunds, Felixstowe, Ely and Harrow.Many said that they will return because ofthe shows and the venue! Claudia’s concert,one of just 15 in her UK tour, was a hugesuccess with our almost capacity crowdgiving her a standing ovation at the end. Iwas so lucky to obtain her services.

With such a large audience, the moneyraised for our new beneficiary, Magpas AirAmbulance, saw things off to a flying start!I anticipate that some £300 will be donatedto the good cause. Many thanks to all whoattended and for the many quality raffleprizes.

The 2nd June sees our next artiste, supermusician Rod Pooley from the south coast,making an appearance at the Pavilion.Another player with his own distinctive style

and musical programme, with a wickedsense of humour partly because of his pooreyesight. He was originally scheduled toplay in April but the death of his driverfriend’s mother postponed the trip. For areal mixture of music he is highlyrecommended – from jazz to classics.

I hope to start booking next year’s artistesshortly once the Pavilion management haveconfirmed my requested dates.

All concerts start at 2:30pm (doors open1:45pm) and, with interval for freerefreshments and raffle, finish around 5pm.Do come and join our ever-increasing,music-loving group of friends; you will bewelcomed by our friendly team of helpers.We all look forward to seeing you at ThePavilion, High Street, Stilton, PE7 3RA.

Dedicated ServiceCELEBRATING 25 YEARS AT STILTON SCHOOL

Mrs Shirley has now worked at StiltonC of E Primary Academy for 25 years, writesHead Teacher Helen Smallman.

She has been a wonderful TeachingAssistant and Midday Supervisor, workingwith a range of teachers and year groupsover the time she has worked here.

She always puts the needs of the childrenfirst and works tirelessly to ensure that they

are happy and ready to learn. She has highexpectations and always gets the best out ofthe children. She is extremely well loved bythe pupils and the staff at our school, pastand present.

Mrs Shirley loves working at the school andsays, 'Being part of a great team, seeingchildren develop academically, havingopportunities to learn real life skills and tobe independent, continues to be a realprivilege for me'.

We would like to say a huge thank you toMrs Shirley for her dedication andcommitment over the years.

What an achievement!

He went to school in Folksworth and thenStilton, leaving when he was 14 years old.He recalled catching rabbits before schooland selling them to villagers and grazing alocal farmer's cows along the hedgerows.

In true countryman style his first job wason the land, working for the Cheney familyof Morborne. After that he tried workingin the local brickyards, where his fatherworked but that did not last long. Frank'slove of the countryside drew him toWashingley, working for the Scrimshawfamily. This is when Frank met the love ofhis life, Jean King. Jean's father had a smallherd of milking cows where they lived onBullock Road and it was not long beforeFrank was helping out.

Jean and Frank were married on 22nd March1958 in Folksworth Church and afterwardscelebrated in Folksworth Village Hall. Histwin children Susan and Richard were bornin 1968. Initially he and Jean lived withFrank's Mum and Dad but it was not longbefore a tied cottage was available with apost for Frank as a land hand and Jean as

housemaid, with the Roam family ofMorborne. Frank stayed for many years,covering everything from land work,lambing and gamekeeping.

In the early 1980's Frank became self-employed and started grass cutting and oddjobs for locals and Parish Councils,including Folksworth and Washingley. Inthe latter years he was joined by Richard.Frank retired when he was 83, thoughperhaps ‘retiring’ is not the right word ashe still continued to help Richard in theParish and also with the Folksworth Shoot.Folksworth and Washingley Parish Councilis greatly indebted to all that Frank did inmaintaining the Parish over so many years

Frank was a great family man, helping tocare for his and Jean's parents and latertaking great pride in his own children's andgrandchildren's achievements. He rarelyventured far from the locality, but enjoyedhis weekly trips to Peterborough Speedway.He enjoyed Country & Western music andwas quite a dash at ballroom dancing. Herecalled lots of fun dancing, including atWashingley Hall.

Sadly Jean died last year, a great loss toFrank, his family and all who knew Jean.

Frank saw many changes in Folksworth overhis life. He moved with those changes butalso gave us a wonderful link to a past agemore in tune with the local environment.He will live on in the many reminiscenceshe so freely and generously shared.

The SchoolTOP MARKINGS!

Our children have been really enjoying thenew additions to the playground this year.Probably the most popular are somefantastic scooters which can also transforminto balance bikes for the children. Thesehave now been given their own area of theplayground for use, which we have hadmarked out with roads and junctions to aidthe children's creativity and learning.

Indoors, the auditions have just taken placefor our end of term production. This yearthe children in Oak and Elm classes will beperforming 'Bugsy Malone' for us. It wasthrilling to see the confidence of the childrenas they put themselves forward to beinvolved, even singing solos in some cases.These songs are already becoming a familiarpart of our days, as are terms like 'hoodlums'and 'splurgings', to say nothing of theBrooklyn accents!

Folksworth Pre-SchoolThe children of Folksworth Pre-School havebeen looking at how the seasons change andwhat changes happen. Our own plants havestarted to germinate and reports so far fromthe children's home learning projectsuggests the sunflowers are growing well.We have been watching the changes to someof our local trees as the blossoms and leavesarrive. Our radishes have been the first toappear and we look forward to continuinglearning about where food comes from.

He has written a book aboutthese ghostly sightings and has learnt a greatdeal of local history through his research.In May we had a talk about the "BobbyScheme" which involves the police helpingpeople who have been burgled. CHAIRMAN'S REPORT

Another busy year has passed, writes MarkRandall, and we now have a full councilafter several years of being below strength.There were no nominations at the electionin May 2018 and all previous councillorswere elected unopposed. I am pleased towelcome Cllrs Rodgers and Goodfellow tothe council, who have been co-opted to thecouncil during the year and I am sure theywill be a real asset to us over the term ofthe current council.

Sadly, we also suffered losses. AlthoughDavid Bache was not a councillor for verylong, he had a big impact, especiallyregarding issues affecting elderly residentswhich was his area of expertise. The entirevillage mourned Frank Coles who passedaway a short time after his wife. Frank didso much for the village throughout his life.Council's thoughts are with the families ofDavid and Frank.

I would like once again to thank all theCouncillors for their committed hard workand attendance at meetings over the last fouryears. It should be remembered thatcouncillors give up their own time on apurely voluntary basis and should becommended for their dedication. Manythanks also to Jackie Stanbridge, our ParishClerk for her sterling work for the council.

The council would like to remindparishioners that the recreation ground isnot available for use by dog walkers andthat all dogs must be kept in close control

on the public footpaths, especially at thistime of year when young livestock is grazing.

The play park facility continues to be awell-used local amenity. Issues withvandalism have been fair reduced this year.

2018/19 has been quiet on the planningfront, with a limited number of planningapplications being discussed by the council.The council continues to discuss anyplanning applications submitted in thecouncil and our views on planning arerecorded in minutes of our meetings.

At the annual budget meeting in Novemberthe Parish Council decided not to increasethe precept this year. Should there be anyshortfall in the budget this would be metfrom Parish Council reserves.

The past year has seen, several projectsundertaken around the village. The PocketPark near the village pond has continued toflourish and be developed, with severalcouncillors and volunteers from the villagetaking a keen role in this project.

A traffic survey was commissioned duringthe year by the council to assess the volumeof HGVs coming through the village. Thisinformation has formed a vital part in oursuccessful LHI bid for funding to introducetraffic management improvements toFolksworth which will be implementedduring this financial year.

COMMUNICATIONS - LISABLACKMAN, VICE CHAIR

Over the last year, social media has beenincreasingly used by the Parish Council,both to relay information and to answerconcerns and queries of residents. It workswell as a very immediate type ofcommunication and allows us to getmessages out to a lot of people quickly.This has been utilised for advertisingmeetings and village events as well asforwarding parishioners' questions andnotices. It's even been used for helpinglocate missing pets. We understand noteveryone uses social media and it is just oneof the communication methods we usealongside our noticeboards and the newwebsite which has just been launched:www.folksworthwashingley-pc.org.uk

PARISH MAINTENANCE- ALISON BROWN

The Parish Council continue to helpmaintain and monitor the state of the Parish.Over the last 12 months we have undertakenthis in the following ways:

Richard and Frank Coles continued to cutthe grass around the village and the playingfield and empty the Parish bins, under thecontract that they have with the ParishCouncil. They have also carried outadditional work as required eg tidying thetree belt on the Playing Field. So it was withgreat sadness that we learned of Frank'srecent death. His advice and support will begreatly missed

ROSPA inspect the Play Equipmentannually in April and we undertake repairsof the equipment in line with their reportand other issues as they arise

The Council has reported issues e.g.potholes, water leaks etc. to the relevantauthorities as required over the year.

The Parish Council have removed two oftheir bins recently - one by the seat near theFox and one by the pond - as they were ina poor state of repair. There are council binsin the near vicinity, so we are not going toreplace them unless it appears necessary.

On the 14th April Yasmin Rogers organiseda litter pick around the Playing Field andon Apreece Road, as part of an initiativeorganised by Keep Britain Tidy. 18 peoplehelped on the day and 25 bags of rubbishwere collected. Thank you very much toeveryone helping to keep the Parish tidy.Hopefully we shall repeat this event againnext year.

COMMUNITY MEMORIALORCHARD - ALISON BROWN

Work started this year to develop theovergrown space behind the pond into aCommunity Orchard. The aims for doingthis are:

1. To provide a lovely and interesting areafor the Parish to enjoy

2. To provide a good habitat for wildlife

3. To add to the existing apple trees toprovide more fruit trees of different types

4. To encourage parishioners, particularlythose without direct access to their ownfruit trees, to use the fruit produced.

5. To use the area as a living memorial tothe men in the Parish who fought in WW1,particularly those who did not return.

We have obtained advice and help fromHDC, Orchards East and HaydensArboricultural consultants in this project.A number of diseased ash trees had to befelled before much work could start. Thewood was then offered to parishioners fortheir own fires; a small amount has beenmulched for use on the site.

Since then a small working party has metevery Wednesday (weather permitting) to:

1. Work on clearing the site of debris,unwanted weeds e.g. nettles and ivy etc.

2. Build a Fence/bug hotel from branchesand twigs from the trees in cut back

3. Prepare the boundary area with the schooland flats for hedge planting.

Thank you to all those who have helped.

In October Andy Goodfellow took samplesof the two apple trees to the Apple Day inStamford to identify the fruit, which we nowknow are Bramley Apples (very good forcooking). Patrick Clarke obtained some freenest boxes and these have been sited.

Over the next year we intend to:

1. Continue clearing and developing the site

2. Plant some more fruit trees in the autumn,thanks to Orchard East.

3. Plant some hedging along the schoolboundary, thanks to the ConservationVolunteers

4. Plant some bulbs and spring flowers

5. Design and produce an information board

6. Replace two of the felled trees with nativetrees as directed by HDC- Oak or FieldMaple

7. Have our own Apple Day in conjunctionwith the Village Hall in the Autumn

UPDATE - GORDON FENWICKIn March 2018, Connecting Cambridgeshireheld an information evening in StiltonPrimary School to a small number ofrepresentatives to discuss the local area andvillages' access to fast, reliable broadband.

Connecting Cambridgeshire is part of agovernment initiative rolling out superfastbroadband to thousands of homes andbusinesses across Cambridgeshire andPeterborough that would not otherwise beable to receive it.

The Connecting CambridgeshirePartnership is led by CambridgeshireCounty Council, working with: localcouncils in Cambridgeshire andPeterborough, BT, the Government'sBroadband Delivery programme (BDUK)and partners in business, health andeducation to achieve its aim of becomingthe best-connected county in the country.

The programme aims to bring superfastbroadband to 99% of the homes acrossCambridgeshire by the end of 2020.

The fibre broadband roll-out is beingcovered in four phases:

Phase 1 and 2 are complete.Phase 3: (2017 - 2019) has Planning andsurveys underway.Phase 4 : (2018 to 2020) is in the planningstage.

As far as we are aware, the Washingley areais currently planned for this year and theParish Council will keep you posted as thedevelopments occur.

SYNOPSIS OF ACCOUNTS2018-19

Staff costs for the year were £6191 andrunning costs for items such as insurance,subscriptions, hall hire, play inspections,audit, office expenses, communications etctotalled just under £4000.

Parish maintenance and projects includinggrass cutting, provision of a new noticeboardfor the Village Hall and commissioning atraffic survey amounted to just over £13,000and Section 137 and Community Grantstotalled £4300.00

The balance at March 31st 2019 was£15,282.00

The Precept for this financial year hasremained the same. The budget for the newFinancial Year is £38,055 which includes a£5000 contribution towards the HGV trafficmeasures. Council again received a clearaudit and Council's reserve remains at£12,132.00.

Stilton Indoor Carpet Bowls Club has spentmost of its 40-odd years in Division One ofthe North Cambs Carpet Bowls League.That’s quite a track record! And even whenit does have a rare off-season it quicklybounces back, as it did this season after abrief relegation, winning Division Two withan unbeaten run: Played 12; Won 12, witha margin of 21 points. An outstanding effortby the players, pictured here receiving thetrophy and their mementos at the LeaguePresentation Evening.

CoaguChek Pro II MACHINEThis machine is used to check INR(International Normalised Ratio) levels forpatients taking the anticoagulant drugWarfarin.

We have clinics available daily, with ourHealthcare Assistants offering patients achoice of when is suitable for them to attendto monitor their INR levels.

MINOR OP COUCHA well-needed new minor op couch for ourtreatment room. This again can be used dailyto carry out minor operations.

TIME TO START ENJOYING THE GARDEN

As the garden suddenly seems to explodeinto life we need to work to keep up withnature. The grass will need mowing weekly;weeds kept in check by hoeing; water asneeded, keeping a beady eye on tubs andcontainers. Now is also the time to prunespring-flowering shrubs. Best of all, thosescruffy daffodil stems can now be cut back

But it shouldn’t all be frantic activity! Setaside some time for the more pleasurabletasks. Summer bedding can now safely beplanted out; early crops of lettuce, radishes,and early potatoes can be harvested andmore tender vegetables - such as courgettes,tomatoes and sweetcorn - planted.

And then sit back in a deck chair with along cool drink and just enjoy your garden!

Let’s Get PickledTIME TO START ON THOSE EARLY PRESERVES

Don't wait until late summer to start makingjam, chutney etc. Lutton farm shop providescheap, superb strawberries from early Mayso get started with the jam making!Elderflowers have a short season so need tobe picked and used now. And if you like tohave mint sauce or jelly in the winter, theplant is at its best in late spring.

Mint SauceThis keeps through the winter. And it’smuch better than the fluorescent greencommercial variety.

1. Boil together ½ pint vinegar and 6oz ofdemerara sugar for a minute, makingsure all the sugar is dissolved.

2. Add ¼ pint measure of finely choppedfresh mint.

3. Stir well to distribute the mint and leaveto go cold.

4. Put into sterilised jars and cover.

When serving place a tablespoon of the mintin a bowl, add a little of the liquid and topup with fresh vinegar.

If you like mint jelly this can be made nowusing gooseberries instead of the traditionalapple.
