To: Walnut Handlers
As the official walnut inspection agency, we have the responsibility to inspect walnuts handled by
each processor throughout the state.
We staff each of our offices to meet the anticipated needs in each area, therefore, if your
requirements change, please notify your nearest DFA office. When calling for an inspector, be sure
to give the office at least a 24-hour notice. We cannot guarantee that inspection personnel will be
available without this notice.
It is the processor’s responsibility to provide an adequate inspection area including a table, chair,
heat or air conditioning as required for employee safety, necessary lavatory facility, and sufficient
light (with a minimum of 95 foot-candles) at the inspection level. If you need assistance in meeting
these requirements, please contact us. DFA will provide the inspection personnel, any necessary
equipment, forms, the inspection stamp, and W-12 tags.
Keep in mind, when designing your inspection area, DFA is mandated to personally draw all
samples or have all samples drawn under our direct supervision. DFA walnut inspection personnel
are required to maintain the chain of custody of all samples from collection to the completed
inspection.

MANUAL FOR INSPECTING INSHELL AND SHELLED WALNUTS
Introduction
Instructions in the following Manual for inspecting walnuts and completing the W-4 and W-3 forms
shall be followed by all inspectors for the sake of uniformity. However, there are times when certain
deviations are necessary because of plant procedures.
An inspector is responsible to inspect, grade, and certify walnuts. New inspectors will be given all
possible information and assistance, not only by the inspector in charge, but by all experienced
inspectors and analysts with whom they work with. It is unethical to criticize other inspectors and
their work. Arguments between inspectors shall be avoided, and any difference in the interpretation
of the inspection procedures or grades shall be brought to the attention of the supervisor in charge.
All inspectors are required to read and understand the DFA Walnut Inspection Manual.
Field Inspections
As soon as the local DFA supervisor is notified of a new handler, it is important to notify the DFA
Corporate office immediately prior to any inspection.

INSPECTION OF INSHELL WALNUTS
A sample is defined as the unit of walnuts taken to represent a designated portion of a lot. Samples
from the lot are then combined to form a composite sample, from which a 100-walnut test is drawn.
When drawing from sacks, bins, or in-line to form a composite sample, observe the general
appearance of the walnuts in each container sampled. If the walnuts in any single container or
number of containers appear distinctly different in quality from those in the majority of the lot, they
may be inspected separately and reported on separate work sheets. The handler shall be advised of
the variation in the lot and will decide whether to continue with inspection as is or inspect those
containers separately.
No lot shall weigh more than 50,000 pounds.
The handler shall make all lots of inshell walnuts readily accessible to the inspector for inspection.
There is no provision in the Walnut Marketing Order to allow the certification of crop year.
Qualification for Export of Inshell Walnuts
All lots of inshell walnuts must qualify for U.S. Grade No. 2 or better and be certified as to size. All
inshell walnuts certified for export must show on the certificate the grade and size for which it
qualifies.
Certificates must indicate quality as determined or may read at the request of the handler “Meets
California Walnut Board Quality Requirements for Export”.
Inshell walnuts for export purposes must be inspected and certified no more than 60 days prior to
shipment from the handler’s facility.
At times, a foreign buyer may require that product be shipped in unmarked sacks, bins, or cartons.
Shipping product in unmarked sacks, bins, or cartons is a violation of labeling requirements. If a
customer requires unmarked sacks, bins, or cartons, the handler shall require a written agreement
from the buyer. This agreement shall state that the buyer will comply with all labeling requirements
upon receipt of the product, and the handler shall be able to produce this agreement if requested by
authorities.
Traceability Requirements
Inspected and certified merchantable inshell walnuts in sacks must have a W-12 tag attached. Tags
may be issued to facility representatives in numerical order to cover a definite number of sacks.
Damaged tags must be replaced. Tag numbers, including the letters, attached to the lot, as well as
those destroyed, shall be recorded on the W-4 work sheet.
Inspected and certified inshell walnuts in cartons shall be stamped with the official California
Walnut Board stamp. The stamping must be done under the supervision of the DFA inspector with
the stamping equipment remaining under the inspector’s control at all times.

In-Line Sampling
When inspection is being conducted in-line, a hand scoop shall be used to draw samples. Samples
must be drawn and analyzed continuously, so the handler can be informed at all times regarding
conformity with the intended grade. This will permit the handler to segregate and withdraw portions
of a lot that fail to make the grade. Segments of a lot should be equal or as close to in weight, when
determining weight per test.
Inspectors must draw their own samples or have them drawn in their presence and under their
direction.
In no case shall a 100-walnut test represent more than 15,000 pounds of inshell walnuts. For lots
weighing less than 15,000 pounds, a 100-walnut test shall be made.
At least 50% of tests must meet the requirements for which the grade is applied.
Floor Stock Sampling
Floor stock is when inshell walnuts have been packed prior to inspection. Sample at least the
number of units according to the following table:

Sampling of tubs or bins shall be performed with a probe or by decanting.
The composite sample shall be drawn several times larger than the amount required for analysis.
Approximately 3 pounds of inshell walnuts will equal 100 walnuts. The composite sample may
represent up to 15,000 pounds. The sample shall be thoroughly mixed by pouring the walnuts from
one container into another.
More than 50% of the tests must meet or exceed the requirements for which the grade is applied.
Walnut Varieties
The common varieties of inshell walnuts include Ashley, Chandler, Eureka, Franquette, Hartley,
Howard, Payne, Serr, Tehama, Tulare, Vina, and Livermore. If the inspector is assured of the
variety, and there is at least 90% of that variety in the lot, the inspector may certify that specific
variety.
The official definition of the California Variety reads “Commercial type may be a specific variety
such as Hartley, Eureka, or any other single certified variety, or it may be a mix”. The varieties that
may be in the mix are listed below. The exception is Livermore cannot be included in the mix.
Adams, Amigo, Ashley, Blackmer, Carmello, Cascade, Chandler, Chico, Concha, Ehrhardt,
Ehrhorn, Eureka, Franquette, Gustine, Hartley, Honeycutt, Howard, Howe, Idaho, Lompoc,
Marchetti, Mautner, Mayette, Maylan, Midland, Payne, Pedro, Pioneer, Placentia, Poe, Serr,
Sharkey, Sinensis, Sunland, Tehama, Trinta, Tulare, Vina, Waterloo, Westside, and other minor
varieties.

If a lot is certified as a specific variety, it should be shown in the variety section of the certificate. If
the lot is a mixed variety it may be certified as “California Varieties”, this will be written in the
variety section of the certificate or you may leave the variety section blank, but under no
circumstances should you certify as mixed.
Size
All percentages shall be determined on the basis of count. A tolerance of 1.5 times is allowed on
size.
Jumbo not over 12% pass through a 80/64” round opening.
Large not over 12% pass through a 77/64” round opening.
Large Eureka & not over 12% pass through a 76/64” round opening.
Eureka Types*
Medium 88% pass through a 77/64” round opening, but not over 12% pass through a
73/64” round opening.
Standard not over 12% pass through a 73/64” round opening.
Baby 88% pass through a 74/64” round opening, but not over 10% pass through
60/64” round opening.
Min./Max.** not over 12% pass through a round opening of the specified minimum
diameter, and at least 88% pass through a round opening of any specified
maximum diameter.
*Special provision is made in the USDA Standards for the size grading of Large Eureka variety and
Eureka-type walnuts. To use this special grading, at least 90% of the walnuts must be of the Eureka
variety or type. Eureka type varieties include: Blackmer, Ehrhorn, Gustine, Honeycutt, Lompc,
Matchetti, Mautner, and Waterloo.
**In lieu of the above classifications, size of walnuts may be specified in terms of minimum
diameter, or minimum and maximum diameter.
When inshell walnuts do not meet the requirements for a specified size, certify them as follows:
Large with too many Medium - as Standard;
Medium with too many Large - as Standard;
Babies with too many Peewees - as Reject; or Min./Max.
Babies with too many oversized are not a USDA size, and therefore, they must be rejected or can be
certified as Min./Max. or Mixed Size.
Mammoth size walnuts must be inspected and certified within the Jumbo classification.
No California Walnut Board Certificate for inshell walnuts shall be issued when the walnuts are
found to be smaller than the size labeled on the container.
Baby/Medium Blend: Prior to blending, DFA will certify all the walnuts to their specific size and
issue two separate certificates, one for the babies and one for the mediums in the blend. After
certification, the handler will be allowed to blend the two sizes. The handler will be required to note
the blend on the sack. In order to meet labeling requirements, the blend will be designated with the
predominant size noted first (e.g. if the blend consists of 30% babies and 70% mediums, the blend
would be designated as a MEDIUM BABY blend and would be noted as such on the sack).

Mixed Size Categories
Jumbo/Large Must contain a minimum of 70% Jumbo with an allowance for undersize
of up to 12% that pass through a 77/64” round opening. Those that stay
on top of an 80/64” round opening are Jumbo, the remaining are Large.

up to 12% that stay on top of an 80/64” round opening, and an allowance
for undersize of up to 12% that pass through a 73/64” round opening.
After sizing for over and under sizes, those that stay on top of a 77/64”
round opening are Large, the remaining are Medium.

Medium/Baby Must contain a minimum of 70% Medium with an allowance for oversize
of up to 12% that stay on top of a 77/64” round opening, and an allowance
for undersize of up to 10% that pass through a 60/64” round opening.
After sizing for over and under sizes, those that pass through a 74/64”
round opening are Baby, the remaining are Medium.

If the minimum allowed mixed size tolerances are not met, each test may only be retested one time.
If the average of all tests on the given lot does not meet the size requirements, then the lot will be
rejected.
Given the above examples, sack markings would state the larger size first. Sack markings represent
the size category (e.g. Large/Medium) based on a representative sample, with the specific size
percentages recorded under the “Size” column on the W-4 certificate.
External Walnut Requirements
The standard does not require that walnuts be bleached to be certified as merchantable. Therefore,
handlers may request an inspection of unbleached walnuts to be certified as merchantable.
However, they must meet the external requirements set forth in the standard. Unbleached walnuts
must be practically clean. “Practically clean” means that from the viewpoint of general appearance,
the walnuts are practically free from adhering dirt or other foreign material, and that individual
walnuts are not damaged by such means. If the walnuts are unbleached and certified, this
information shall be noted on the work sheet and the certificate portions of the W-4.

Each grade requires the walnut shell to be dry. However, moisture on the shell following the
washing or bleaching process can be disregarded unless the inspector is unable to make a decision
as to the quality or condition of the walnuts. In this case, examination shall be postponed until they
are dry.
Inshell walnuts have requirements for external cleanliness, but only U.S. No. 1 Grade is required
to be bright. Bright is when the walnuts have gone through a bleach or peroxide wash process. Brightness shall be judged for the lot as a whole rather than an individual basis, this means a fairly
light, and attractive appearance. A slight, chalky deposit on the shell does not affect brightness.
When a lot has a large percentage of walnuts with sand adhering to the shell, or the shell looks as
though it has not been properly bleached or peroxide washed, the inspector may write “not bright”
across the work sheet portion of the W-4, instead of trying to score each walnut separately.
External Defects
When inspecting inshell walnuts for external defects, walnuts may contain more than one defect.
Always score the most serious defect type.
Splits — “Splits” are walnuts with the seam opened completely around the walnut so that the two
halves of the shell are held together only by the kernel.
Bleached Unbleached

Broken — Walnuts are considered “Broken” when the missing portion of the shell is greater than
the area of a circle 1/4” in diameter or when the two halves of the shell have become completely
broken apart and separated from each other. Walnuts so affected shall be scored as DAMAGE.
Adhering Hull — “Adhering hull” is when the walnut hull remains attached to the walnut. If the
hull affects more than 1/20 or 5%, but not more than 1/8 or 12.5%, of the shell surface, score as
DAMAGE. When the hull affects more than 1/8 or 12.5%, of the shell surface, score as SERIOUS
DAMAGE.
Perforated Shell — are areas on the shell resembling abrasions and usually include small holes
penetrating the walnut wall. If the area affected is larger than that of a circle 1/4”, but not more than
3/8”, in diameter, score as DAMAGE and, if more than 3/8”, score as SERIOUS DAMAGE.
Discoloration — means that the color (either by stain, dirt, or other) of the affected portion of the
shell is in pronounced contrast with the color of the rest of the shell. Discoloration affecting at least
1/5 or 20%, but not more than 1/3 or 33%, of the shell, in aggregate, score as DAMAGE. Darker
discoloration covering less than 1/5 or 20%, may also be scored as DAMAGE. Discoloration
affecting more than 1/3 or 33%, of the shell, score as SERIOUS DAMAGE.

Kernel Defects
Kernel quality of merchantable inshell walnuts must meet the minimum requirements set forth in
the USDA Standards for No. 1 or No. 2 grade.
Not Well Dried — A normal well dried kernel is crisp, brittle, and breaks under pressure or by
bending. Kernels that are rubbery and do not break crisply and easily (due to moisture content) shall
be scored as DAMAGE. Kernels that are very green and wet shall be scored as SERIOUS
DAMAGE under other or uncured.
Discolored — is when the kernels pellicle or skin is black. Discolored shall be scored under
DAMAGE when more than 1/5 or 20% of the pellicle or skin, is darker than Amber.
Shrivel — means the kernel has shrunk sufficiently from the maximum size attained at a previous
time in its growth so that the pellicle is noticeably wrinkled and/or part of the kernel tissue has
dried. Kernels that are thin in the cross section, but otherwise normally developed, shall not be
considered shriveled. The degree of shriveling on a portion of the kernel determines how it shall be
scored.
Kernels that have more than 1/20 or 5%, but less than 1/8 or 12.5%, of the surface of the kernel
including both halves are shriveled, or when a greater area is affected by lesser degrees of shrivel
producing an equally objectionable appearance are scored as DAMAGE.
Kernels that have more than 1/8 or 12.5% of the entire surface of the kernel severely shriveled are
scored as SERIOUS DAMAGE. If one of the halves of the kernel is not affected by shrivel, the
other half must be severely shriveled on more than 1/2 or 50% of its surface before scoring as
SERIOUS DAMAGE. Greater areas affected by lesser degrees of shrivel are scored as SERIOUS
DAMAGE.

Insect — When walnuts contain live or dead insects, evidence of insect feeding, cutting, excreta or
webbing score as SERIOUS DAMAGE.
Under USDA Standards for Inshell Walnuts there is no tolerance for live infestation. A lot
containing live infestation must be rejected and fumigated before it is retested as test Type 1.
Rancid or Decay — Rancid is the stage of deterioration in which the kernel has developed a rancid
flavor; the kernel is darker in color and may have an oily appearance, score as SERIOUS
DAMAGE. Decay is any portion of the kernel that is decomposed, score as SERIOUS DAMAGE.
Mold — when the kernel has green, black, or yellow fruiting mold in any amount, score as
SERIOUS DAMAGE. When the kernel has white or gray mold that is clearly visible or when not
clearly visible, and it affects an aggregate area larger than one square centimeter or 1/8 or 12.5% of
the entire surface of the kernel, whichever is less, score as SERIOUS DAMAGE.

Other Kernel Defects
The following kernel defects are not specifically described in the standards but shall be scored as
“Other” defects.
Walnut kernels may be subject to discoloration of the meat or flesh due to the release of oil,
oxidation, or bleach. A light, yellowish-brown, oily appearance of the flesh is fairly common and is
not a defect as long as there is no rancidity. Discoloration that is bright yellow, orange, brown,
medium gray, red, or any other objectionable color, shall be scored as DAMAGE or SERIOUS
DAMAGE, depending on the amount of the kernel affected. The exception is when doing
Livermore variety, all non-red walnuts will be scored as discolored. Kernels that are discolored, but
not rancid, shall be scored as follows:
If approximately 1/4 or 25% of the kernel is affected by bleach, dirt, brown spots and loosened
pellicles that detract from the appearance of the walnut, score in the “Other” column as DAMAGE.
Put a small “b” on the work sheet for kernels affected by bleach. Put a small “d” on the worksheet
for kernels affected by dirt.
If approximately 1/2 or 50% of the kernel is affected by bleach, dirt, brown spots and loosened
pellicles that detract from the appearance of the walnut, score in the “Other” column as SERIOUS
DAMAGE. Put a small “b” on the work sheet for kernels affected by bleach. Put a small “d” on the
worksheet for kernels affected by dirt.
Color
When matching the kernels with the color chart (see official color chart), the emphasis shall be
placed on the lighter areas of skin on the elevated portions of the kernels, with some allowance
made for the darker areas of skin in the valleys, unless they are noticeably darker.
Veining and Speckling of the skin is typical of certain varieties of walnuts. They shall be permitted
on a kernel in color classification to the extent that they do not significantly affect the appearance or
darken the overall color. If they significantly affect the overall color, they shall be classified in the
next lower color group.
Dark Knobs are another form of marking characteristics of some varieties and apply to darker color
on the raised knobs or humps on the outer surface of the kernel. If they significantly affect the
overall color, they shall be classified in the next lower color group.
USDA recognizes a Livermore Variety, however when inspecting a Livermore variety, the USDA
Walnut Color Chart shall not apply to red color. Off color shall not be used for red color.

Grade Determination
Final grades for any certificate of merchantable inshell walnuts shall be the lowest grade determined
by either external or internal defects or color.
Inshell Average Tolerances
When any test is found to contain defects in excess of 1.5 times any maximum allowed tolerance of
5% or more or double any maximum tolerance allowed under 5%, the sacks/bins covered by the test
shall be considered a separate lot. It should be reported as a reject and reported separately as failing
to meet the intended grade. When two or more segments of a lot are analyzed and each is scored as
a lower grade than the lot as a whole, only one can be averaged in the lot, even though all segments
are averageable. If the customer decides to keep the lower grade segment, it must be recorded on a
new certificate.

Inshell Walnut Forms
W-12
Inshell Sack Tag
The W-12 is a unique numbered tag that is used to identify each sack.
Every sack of inshell walnuts must have a W-12 sewn onto the sack.
If the sack is opened, do not reuse the tag. Issue a new W-12 tag. All
W-12’s must be recorded on the W-4.
Bin Tag
DFA Identification Tag
The Bin Tag is used to identify certified inshell walnuts in bins. The
Bin Tag is stamped with the California Walnut Board Stamp.
W-6
Inshell Tray Tag
The W-6 is used when grading the walnuts to record test results. The
tests results shall be transferred from the W-6 to the W-4 when the lot
is finished.
W-4
Inshell Walnut
Work Sheet
The W-4 is used to document inspection results and serves as the
certification of inshell walnuts. The certificate portion of the W-4 is
a formal document and shall be treated as such.
Walnut Correction Sheet
The Walnut Correction Sheet is used if changes need to be made due
to a mistake on Date, Handler Number, Type, and Weight on a
processed W-4.
Handler Reject Form
A Handler Reject Form is used when a handler rejects a lot or portion
of a lot from a processed W-4, for any reason even though it meets
the minimum standard.
W-4 Types
Below are the different types of certificates and the corresponding codes. Only use the
Organic Code Number at the request of the handler, after verifying with DFA supervisor.

Merchantable
Certificate
(Type 1)
When inshell walnuts meet USDA Standards, “Merchantable” shall be
written on the Classification line, and the number “1” shall be written on
the line in the upper, right-hand box, after Type. Record the tests and
specify the number of containers each test covers. Any notes that help
identify the lot in any way may be written across the face of the work
sheet portion. Only information pertinent to the certification shall
appear on the certificate. One lot of inshell walnuts shall be recorded on
each W-4.

Reinspection
Certificate
(Type 2)
When a previously-certified lot of inshell walnuts is reinspected, the work
sheet shall be made out the same way as for a merchantable inspection;
except “Reinspection” should be written on the line after Type with a “2”
in the upper right-hand corner box. Across the face of the work sheet
portion of the W-4, the word “Reinspection” shall be written along with
the original inspection certificate number.

Rejection
Certificate
(Type 3)
When inshell walnuts do not meet USDA Standards, “Rejection” shall be
written on the Classification and Type lines, and the number “3” shall be
written in the upper right-hand box after Type. The tests shall be recorded
in the same manner as for a lot that has met grade. Across the face of the
work sheet and the certificate portions, write the word “Reject”, place a
diagonal line across the certificate, and cross out the word “merchantable”
at the bottom of the certificate. The W-12 tags shall be removed from the
sacks at the time the lot is rejected. If the walnuts are in cartons that have
been stamped, the stamp must be removed, and the lot cleared to return to
stock.

Substandard
Certificate
(Type 4)
When a lot of substandard inshell walnuts are tendered for reserve,
“Substandard” shall be written on the Classification and Type lines, and
the number “4” shall be written in the upper right-hand box after Type.
Across the face of the work sheet record; the number and type of
containers, the percentage of kernels in the lot, and the lot number. On the
face of the certificate, write the classification and cross out the word
“merchantable” from the bottom part of the certificate before signing it.
W-4
Secondary
(Type 6)
When inshell walnuts have met USDA Standards, the original handler
may request a Secondary Certificate to allow the following changes: name
change, type of container, and correct weight. The top and bottom of the
W-4 shall be made out the same way as for a merchantable inspection,
except “Secondary” should be written on the line after Type, with a “6” in
the upper right-hand corner box. Across the face of the work sheet portion
of the W-4, write “This is a Secondary Certificate”, and include the
Original Certificate number. The original inspection date should be used
on the certificate portion of the W-4.
W-4
Void
(Type 7)
When an error has been made on the W-4, “Void” shall be written on the
line in the upper right-hand corner, after Type, with a “7” in the box.
Across the face of the work sheet and certificate portions of the W-4,
write “VOID”. Do not separate worksheets and keep the book copy. The
handler does not receive a copy of a VOID W-4.
Rejections
If any analysis exceeds the acceptable tolerances in any defect group, that portion must be removed
from the lot and recorded as a rejection on a separate W-4. Therefore, samples must be positively
identified with the segments of the test from which it was drawn.
When a lot, or segment of a lot of inshell walnuts is rejected, a handler may request a retest; if the
handler does not request a retest, then all W-12 tags shall be removed from the sacks and returned to
the DFA inspector within 24 hours. The inspector must account for the applicable numbers and
record the destroyed W-12’s on the W-4.

Handler Reject
A handler always has the option to reject a lot or portion of a lot, for any reason even though it
meets the minimum standard. To do so, the handler must notify the DFA inspector, who will
remove the W-12’s or eliminate the California Walnut Board case stamps, and send a Handler
Reject Form to the DFA Sacramento office.
Retest
A retest is a test that is performed on previously rejected walnuts and if it passes it becomes a Type
1. Any rejected portion of a lot, can only have one retest. A new sample should be collected from
the rejected portion. If it rejects a second time, the rejected portion of the lot must be taken out prior
to any other inspection.
Secondary Certificate Requirements
1. The lot must be positively identified and only the original handler of record may request a
secondary.
2. The secondary certificate shall cover the original lot only. There shall not be any secondary
certificates for two or more lots added together.
3. Secondary certificates may be issued for portions of a lot, only if all tests in the original lot
made the grade specified.
4. The only changes allowed from the original certificate shall be: change of name, type of
container, and correct weight.
5. Only one secondary certificate can be issued for each lot. If a handler requests a new
certificate for the walnuts that are left from the original lot, after a secondary certificate is
written, they must be reinspected. A reinspection certificate must then be issued.
6. On the secondary certificate use the original inspection date on the certificate portion of the
W-4.
7. Record on the book copy that a secondary certificate was written and record secondary
certificate number and the number of sacks.
Reinspection
A reinspection will be treated as a new inspection, but is coded as a Type 2 - previously certified
walnuts. Across the work sheet portion of the W-4, the original certificate number should be
written. When a reinspection is requested for sacks, only replace the W-12’s from the sampled
sacks. If the lot is intact, write the amount of W-12 tags destroyed and record the replaced numbers
on the W-4. If the lot is not in its original state, then all W-12’s must be re-issued and must be
inspected as a Type 1 – original test.
Repackaging of Inshell Walnuts
Any container of inshell walnuts that has been previously tagged or stamped may be repackaged
into new containers, at the handler’s request. The DFA inspector must verify that the lot has been
previously certified before issuing W-12’s or stamping the new containers. New W-12's will be
issued or the new container stamped with the pack date. If the original lot cannot be verified, it must
be inspected as Type 1. The repackaging of inshell walnuts must be done in the presence of a DFA
Inspector only after it has been verified.

INSPECTION OF SHELLED WALNUTS
The majority of shelled walnut inspections shall be scored under the minimum specifications of the
U.S. Commercial Grade, including Domestic as modified by the Marketing Order. The exceptions
to this occur when inspecting and certifying for export, or when a handler requests a lot of walnuts
be certified to a specific grade such as U.S. No. 1. When grading shelled walnuts, all percentages
shall be calculated on the basis of weight.
Walnuts must be inspected prior to being processed according to the usual inspection program.
Additional inspection is not required once the walnuts have been roasted, pasteurized or otherwise
treated in a manner which substantially changes the appearance or texture.
Qualification for Export of Shelled Walnuts
All lots of walnuts must qualify for U.S. Commercial or better. All shelled walnuts certified for
export will be Classified as Export. On the work sheet portion of the W-3, all averages that pertain
to size and color will be written. The grade, size, and color will be written on the certificate portion.
Only one inspection is required regardless of whether the walnuts are destined for domestic or
export market. Any lot of shelled walnuts withheld to meet any part, or all, of a handler’s reserve
obligations, shall have certified kernel yield of kernels 6/64” or larger of not less than 10% of the
total yield of the lot.
Kernels of shelled walnuts darker than Amber are scored against the separate 2% or 10% tolerance
for “darker than Amber” provided in the color classification. Classifying kernels for color will be
used when certifying shelled walnuts for Reserve Export.
Traceability Requirements
Upon inspection and certification, every container of shelled walnuts must be stamped with the
official California Walnut Board stamp, or printed on every container under the DFA inspectors’
supervision. The printed stamp must be approved by the California Walnut Board and needs prior
approval from DFA.
In-Line Sampling
When inspection is being conducted in-line, a hand scoop shall be used to draw samples. Samples
must be drawn continuously, so that each test is representative of a segment of the lot. Always take
a larger composite from which the sample for analysis is drawn. Mix the sample thoroughly before
selecting a portion for the analysis.
From the composite sample, draw a 200-gram portion for analysis. For each in-line inspection, each
200-gram sample may represent a maximum of 5,000 pounds of shelled walnuts.
When drawing the sample, the inspector shall notice the general appearance of the kernels in each
sample. If the quality of the kernels in any sample is distinctly different from that in the majority of
any previous samples, the inspector must notify the handler. The handler will determine if the
sample will be graded as a separate lot or continue testing as is.
At least 50% of tests must meet the requirement of the grade for which it is applied.

Floor Stock Sampling
For lots of shelled walnuts packed prior to inspection, the DFA inspector shall use a hand scoop to
draw a composite sample representing up to a maximum of 5,000 pounds. Mix the sample
thoroughly before selecting a portion for the analysis. Since it is the tendency for particles and dust
to settle toward the bottom of a container, the inspector shall take precaution in securing a
representative amount of this in the sample.
When drawing the sample, the inspector shall notice the general appearance of the kernels in each
container sampled. If the quality of the kernels in any container or number of containers sampled is
distinctly different from that in the majority of containers sampled, the inspector will notify the
handler. The handler will determine if the sample will be graded as a separate lot or continue testing
as is.
All lots of shelled walnuts packed in cases prior to inspection must be made available to the
inspector so each container can be examined, if necessary.
Sampling bins or tubs of walnut meats shall be done with a probe or by decanting.
From the composite sample, draw a 200-gram portion for analysis. Each 200-gram sample may
represent a maximum of 5,000 pounds of shelled walnuts.
When sampling from bins, tubs or cases, a minimum of 3 samples must be taken (from top, middle,
and bottom).
Always take a larger composite from which the sample for analysis is drawn. More than 50% of the
tests must meet or exceed the requirements of the grade for which it is applied.
Screening for Size
The minimum size of shelled walnuts provided for in the Marketing Order is 6/64” in diameter. The
size screens to be used are the 6/64”, 16/64”, and 24/64” in diameter.
The sample shall be screened before any sorting is done so none of the small particles and dust will
be lost. Shake the screens from side to side until nothing will pass through the openings. Do not use
pressure to force the pieces of kernels through the openings. That portion of the sample that passes
through the screen into the bottom of the pan shall be weighed and the amount must be recorded on
the work sheet portion of the W-3. This material shall be sorted and any shell or foreign material
shall be retrieved and weighed with the shell or foreign material from the rest of the sample.

3/4 Halves - Any half of a kernel with more than 1/8 or 12.5% but not more than 1/4 or 25% broken
or rubbed off.
Pieces - Any portion of a kernel that does not qualify as a half and will not pass through a 6/64”
round opening.
Size Tolerances for Export
The Halves classification requires that 85% or more by weight of the kernels in a lot be halves with
the remainder being 3/4 halves. A tolerance of 5% for pieces smaller than 3/4 halves is provided
including a 1% tolerance for pieces that will pass through a screen with 16/64” round holes.
The Halves & Pieces classification requires that at least 20% of the weight of a lot consists of half
kernels. The remainder of the lot may consist of pieces that will not pass through a screen with
24/64” round holes.

A tolerance of 18% by weight is provided for pieces that will pass through the 24/64” screen.
Included in this 18% tolerance is a 3% tolerance for pieces that will pass through a 16/64” screen
and included in this 3% tolerance is a 1% tolerance for pieces that will pass through a 6/64” screen.
No part of these tolerances may be used to reduce the percentage of halves required.
The Pieces classification allows a tolerance of 25% by weight for pieces that will pass through a
24/64” screen. This 25% tolerance includes a 5% tolerance for pieces that will pass through a
16/64” screen which includes a 1% tolerance for particles that will pass through a 6/64” screen.
The Small Pieces classification applies to a lot consisting of portions of kernels that will pass
through a 24/64” screen but will not pass through a 6/64” screen. A tolerance of 10% by weight is
provided for pieces that will not pass through a 24/64” screen and a separate tolerance of 2% is
provided for pieces that will pass through a 6/64” screen.
It is possible that a lot of shelled walnuts offered for export will not fall into either the “Pieces” or
“Small Pieces” classification. Inspectors shall certify such lots of shelled walnuts as “Pieces”.
If a handler requires a more specific designation, the inspector shall follow Section 51.2284(d):
“When desired, the actual size ranges within such size ranges may be designated.”
Exception to Halves
When handlers cannot produce the minimum U.S. grade requirement of 85% halves necessary to be
certified as “Halves”, they may guarantee a specified minimum percentage of halves. Therefore,
when requested to do so by the handler, such lots may be certified as:
“Halves & Pieces (___________% Halves)” or
“Shelled Walnuts (___________% Halves)”
Exception to Halves and Pieces
When handlers cannot produce the minimum 20% halves necessary to be certified as “Halves and
Pieces”, they may guarantee a minimum percentage of halves. Therefore, when requested to do so
by the handler, such lots may be certified as:
“Halves & Pieces (_______% Halves)” needs 20% or more halves.
“Pieces (_______% Halves)” if there is less than 20% halves.
Color
Color is one of the important factors that determine the market value of shelled walnuts. Color must
be reported along with size. The following color classifications with their tolerances are provided to
describe the color of any lot of shelled walnuts.
Extra Light permits a 15% tolerance for kernels darker than “Extra Light”. Included in this 15%
tolerance is a 2% tolerance for kernels darker than “Light”.
Light permits a 15% tolerance for kernels darker than “Light”. Included in this 15% tolerance is a
2% tolerance for kernels darker than “Light Amber”.

Light Amber permits a 15% tolerance for kernels darker than “Light Amber”. Included in this 15%
tolerance is a 2% tolerance for kernels darker than “Amber”.
Amber permits a 10% tolerance for kernels darker than “Amber”. Darker than “Amber” is black.
Livermore variety is not graded for color, and the USDA Walnut Color Chart shall not apply to
red color.
Off Color is not a color classification but is a term that may be applied to lots which contain in
excess of 10% kernels that are darker than “Amber”; score as reject. The exception is when
inspecting Livermore variety, off color shall not be used for red color.
When classifying shelled walnuts for color, each kernel shall be judged on the basis of its entire
surface and overall color effect regardless of whether it is a complete half-kernel or a very small
piece. The characteristics of the kernel shall be taken into consideration in comparing the kernel
with the color chart. Color markings are natural to some varieties of walnut kernels and reasonable
allowances shall be made for these markings.
Veining and Speckling of the skin is typical of certain varieties of walnuts. They shall be permitted
on a kernel in color classification to the extent that they do not significantly affect the appearance or
darken the overall color. If they significantly affect the overall color, they shall be classified in the
next lower color group.

Kernel Defects
Dust or Meal are particles of walnut kernels that pass through a 6/64” screen. No lot of domestic
shelled walnuts shall contain more than 5% dust or meal; except for Export Tolerances, which are
lower.
Black classification is when the kernels are darker than Amber and are scored in the 10% tolerance
class. If more than 1/5 or 20% of the pellicle is darker than Amber, the kernel shall be scored as
“Black”.

Shell pieces and walnut fiber found in the tests shall be scored in the 0.05% tolerance. Foreign
Material consists of anything in the lot of shelled walnuts that is not part of the nut such as pieces
of wood, metal, stone, dirt, dead worms or etc.; shall be scored in the 0.05% tolerance.
Insect is very serious damage and consists of insects, web, frass, or other evidence of insect damage
apparent on the kernel. If insect is visible, it shall be scored as VERY SERIOUS DAMAGE
regardless of the area affected. Dead worms found in the lot, which are not attached to any kernel,
shall be classified as Foreign Material.
Under USDA Standards for Shelled Walnuts there is no tolerance for live infestation. A lot
containing live infestation must be rejected and fumigated before it is retested as test Type 1.
Rancid or Decay; Rancid kernels are often darker in color than the average kernel and may have a
yellowish-brown or oily appearance. Decay shall be scored when kernels have tissue that has
broken down, regardless of the area affected, by dry or wet rot. Rancid and Decay are classified as
VERY SERIOUS DAMAGE.

Mold is when the kernel has green, black, or yellow (fruiting mold), score as VERY SERIOUS
DAMAGE regardless of degree.
When the kernel has white or gray mold that is plainly visible on more than 1/4 or 25% of its
surface, score as VERY SERIOUS DAMAGE.
When the kernel has white or gray mold that is plainly visible on more than 1/8 or 12.5% but not
more than 1/4 or 25% of the surface, score as SERIOUS DAMAGE.
When the kernel has white or gray mold that is plainly visible, score as DAMAGE.
Discolored kernels are a bright yellow, orange, brown, medium gray or any equally objectionable
color. These shall be scored depending on the amount of the kernel affected. Discoloration of the
kernel shall not be confused with the “darker than amber” skin color. This is graded as “black”
under the column labeled “black.” A light, yellowish-brown, oily appearance of the flesh is fairly
common and shall not be considered damage.
When the kernel is more than 1/2 or 50% severely discolored, score as VERY SERIOUS
DAMAGE.
When the kernel is more than 1/4 or 25% severely discolored or a greater volume is affected by
lesser degrees producing an equally objectionable appearance, score as SERIOUS DAMAGE.
Livermore variety walnuts have red-colored skin. This is scored as discoloration because the entire
kernel is discolored, score as SERIOUS DAMAGE. The exception is when inspecting Livermore
variety walnuts, any kernel other than red are considered discolored, score as SERIOUS DAMAGE.
When the kernel is more than 1/8 or 12.5% severely discolored or a greater volume is affected by
lesser degrees producing an equally objectionable appearance, score as DAMAGE.

Shrivel means the kernel has shrunk sufficiently from the maximum size attained at a previous time
in its growth so that the pellicle is noticeably wrinkled and/or part of the kernel tissue has dried.
Kernels that are thin in the cross section, but otherwise normally developed, shall not be considered
shriveled. The degree of shriveling on a portion of the kernel determines how it shall be scored.
Kernels that have more than 1/2 or 50% severely shriveled, score as VERY SERIOUS DAMAGE.
Kernels that have more than 1/4 or 25% severely shriveled or a greater volume is affected by lesser
degrees producing an equally objectionable appearance, score as SERIOUS DAMAGE.
Kernels that have more than 1/8 or 12.5% severely shriveled or a greater volume is affected by
lesser degrees producing an equally objectionable appearance, score as DAMAGE.
Other Kernel Defects
The following kernel defects will be scored under “OTHER”.
Uncured kernels are green, score as SERIOUS and identify with a small “u” next to the number
scored.
Well Dried kernels are crisp, brittle, and break under pressure or bending. Kernels that are rubbery
and do not break crisp are wet and should be scored as DAMAGE and identify with a small “w”
next to the number scored.
Dirty means that the individual kernel and lot as a whole is affected by adhering dirt, dust or other
foreign material, score as DAMAGE and identify with a small “d” next to the number scored.

Grade Determination
Final grades for any certificate of merchantable shelled walnuts is determined when the average kernel defect
categories meet the grade tolerances. It has to meet all three categories, if any category is above the
tolerance, the lot as a whole will drop grade.
Shelled Average Tolerances
Defect tolerances on tests of shelled walnuts shall be 1.5 times any tolerance of 5% or more and
double any tolerance of less than 5% shall apply. At least 50% of the lot shall meet the specified
defect tolerances even though the lot as a whole might average within the allowed merchantable
tolerances. On in-line inspection, a test that does not meet tolerances may be averaged with the next
test.

When shelled walnuts meet USDA Standards, “Merchantable” shall be
written on the Classification and Type lines, and the number “1” shall be
written in the upper right-hand box, after Type. When completing the
certificate for merchantable domestic shelled walnuts, do not certify for
size and color. Record markings and brand or, if in bins, record number
and weight. Record the weight of each defect on the work sheet portion of
the W-3. If dead or live worm is found, circle the test number in which it
was found and make a note on the work sheet portion of the W-3. More
than one lot of shelled walnuts may be recorded on the shelled walnut
work sheet and certificate.

When inspecting shelled walnuts for export, write the word “Export” on
the Classification line to indicate that the walnuts meet export
requirements. Upon handler request for export certification, write the size,

corner box. Export product must meet U.S. No. 1 or U.S. Commercial

“Substandard” shall be written in the Classification and Type line, and the
number “4” shall be written on the line in the upper right-hand box.
Across the face of the work sheet, record the number of containers, the
weight, and the kernel yield to the nearest full percent (e.g. 33.4% shall be
33% and 33.5% shall be 34%) shall be recorded on both the work sheet
and certificate.
W-3
Secondary
(Type 6)
When shelled walnuts have met USDA Standards, the original handler
may request a Secondary Certificate for multiple lots to allow the
following changes: name change, type of container, and correct weight.
The top and bottom of the W-3 shall be made out the same way as for a
merchantable inspection, except “Secondary” should be written on the line
after Type, with a “6” in the upper right-hand corner box. Across the face
of the work sheet portion of the W-3, write “This is a Secondary
Certificate”, and include the Original Number of Containers, Container
Weight, and Original Certificate numbers. The oldest original inspection
date should be used on the certificate portion of the W-3.
W-3
Void
(Type 7)
When an error has been made on the W-3, “Void” shall be written on the
line in the upper right-hand corner, after Type, with a “7” in the upper
right-hand corner box. Across the face of the work sheet and certificate
portions of the W-3, write “VOID”. Do not separate worksheets and keep
the book copy. The handler does not receive a copy of a VOID W-3.
Rejections
If any analysis exceeds the acceptable tolerances in any defect group, that portion must be removed
from the lot and recorded as a reject. When a test does not meet the tolerances, draw a line through
it and record the number of containers it covers on the rejection W-3 work sheet. Reference the
reject certificate number across the line of the rejected test.
Handler Reject
A handler always has the option to reject a lot or portion of a lot, for any reason even though it
meets the minimum standard. To do so, the handler must notify the DFA inspector, who will
eliminate the California Walnut Board case stamps or retrieve stamped bin tags and send a Handler
Reject Form to the DFA Sacramento office.
Retest
A retest is a test that is performed on previously rejected walnuts and if it passes it becomes a Type
1. Any rejected portion of a lot can only have one retest. A new sample should be collected from the
rejected portion. If it rejects a second time, the rejected portion of the lot must be taken out prior to
any other inspection. The retest will stand on its own.

Secondary Certificate Requirements
1. The lot must be positively identified and only the original handler of record may request a
secondary.
2. Secondary certificates may be issued when lots previously inspected are added together for
shipment only if all tests made the grade specified.
3. Secondary certificates may be issued for portions of a lot, only if all tests in the original lot
made the grade specified.
4. The only changes allowed from the original certificate shall be: change of name, type of
container, and correct weight.
5. Only one secondary certificate can be issued for each lot. If a handler request a new
certificate for the walnuts that are left from the original lot, after a secondary certificate is
written, they must be reinspected. A reinspection certificate must then be issued.
6. On the secondary certificate use the oldest original inspection date on the certificate portion
of the W-3.
7. Record on the book copy that a secondary certificate was written and record secondary
certificate number and the number of cases.
Reinspection
A reinspection will be treated as a new inspection, but is coded as a Type 2 - previously certified
walnuts. Across the work sheet portion of the W-3, the original certificate number should be
written.
Walnut Meal
Meal or dust collected from the processing of walnuts through a 6/64” screen shall not be certified
except for unmerchantable substandard reserve credit.
At the handler’s request, merchantable walnut meal may also be certified as substandard with a
100% kernel yield.
DFA inspectors shall immediately report any possible sale of non-certified meal to their DFA
Supervisor.
OPTION 1: A handler may slice, chop, grind, or change the form of shelled walnuts after such
walnuts have been inspected and certified as merchantable. Cases of chopped, sliced, or diced
walnuts from previously certified merchantable shelled walnuts shall be stamped with the pack date.
No inspection after processing is required unless a certificate is requested due to description change
or case amount, then the product must be reinspected as a Type 2.
DFA inspectors may certify any meal as merchantable that is produced under their observation from
chopping, dicing or slicing if they have been previously certified as merchantable. This material
does not have to be inspected, but it must have a visual inspection for mold or infestation before
stamping or issuing a reinspection certificate, Type 2. The certificate shall show the number of
containers and the weight of the lot with the words “meal produced from merchantable shelled
walnuts” written across the work sheet portion of the W-3. The cases shall be stamped with the
official California Walnut Board stamp.

OPTION 2: A handler may slice, chop, grind or change the form of shelled walnuts without prior
inspection and certification. But the end product must be sized, inspected, and certified, except for
walnut meal.
The end product quality must be equal to or better than the minimum requirements of U.S.
Commercial grade. The end products are walnut pieces equal to or larger than 6/64” diameter.
Walnut meal shall be defined as walnut pieces smaller than 6/64” diameter.
Walnut meal that is accumulated during the slicing, chopping or grinding of shelled walnuts to
create end product must be presented with the smaller end product from that manufacturing run that
is inspected and certified. If the end product meets the applicable U.S. Commercial grade
requirements, certify as Type 1. The meal certificate shall show the number of containers and the
weight of the lot with the words “meal derived from walnut pieces that meet U.S. Commercial
grade requirements” written across the work sheet portion of the W-3. The certificate numbers of
the smallest end product will be referenced on the meal certificate. The cases shall be stamped with
the official California Walnut Board stamp.
If the end product fails to meet applicable U.S. Commercial grade requirements, the end product
may be reconditioned, re-sampled, inspected again, and certified as Type 1. However, the walnut
meal accumulated during the manufacture of that end product shall be rejected and disposed of.
Substandard Shelled Walnuts
All inspections of substandard walnuts whether inshell, shelled or a mixture of both shall be
performed on a weight basis for kernel yield. Kernel yield is the weight of the kernels or pieces of
kernels of shelled or inshell walnuts that will not pass through a 6/64” screen. The kernels do not
have to be edible; they may be shriveled, black, worm-damaged or any other defect. No inspection
shall be made on any lot or portion of a lot that is wet or crusted caused by wetness or mold.
The DFA inspector shall use a hand scoop or a probe to draw a composite sample. There is no
restriction on lot size. Mix the sample thoroughly before selecting a portion for the analysis. Since it
is the tendency for particles and dust to settle toward the bottom of a container, the inspector shall
take precaution in securing a representative amount of this in the sample.
However, if the walnut material in any container or group of containers is found to be distinctly
different in kernel yield or distinctly different than that of the majority of the lot, such containers
shall be inspected as a separate lot. The W-3 should include the number of containers, description,
weight and kernel yield. The word “merchantable” shall be crossed out on the certificate. When
determining the kernel yield, any fraction shall be rounded to the nearest whole percentage point
(e.g. 33.4% shall be lowered to 33% and 33.5% shall be raised to 34%).
Any lots of walnuts tested for substandard containing less than 10% kernel yield shall be recorded
as a rejection.
Repackaging of Shelled Walnuts
Any container of shelled walnuts that has been previously stamped may be repackaged into new
containers, at the handlers request. The DFA inspector must verify that the lot has been previously
certified before stamping the new containers. The repackaged containers must be stamped with the
pack date. If the original lot cannot be verified, it must be inspected as Type 1. Alternate traceability
identification may be used with advance approval from DFA. The repackaging of shelled walnuts
must be done in the presence of a DFA inspector only after it has been verified.
