Welcome, from the Superintendent/HS Principal, Dennis Rieckman
I want to welcome back the students and parents to your school. A lot of districts will be in school for at least two weeks before we have our first official day of school. It is nice to have the extra time to prepare for another year. The teachers will kick-off the year with in-service on August 31st and Sept 1st-3rd.
We have several changes this year starting with my position. Along with being Superintendent, I am now also the principal for students in grades 7-12. I have served in this role before for several years and it is nothing new. It does require me to sharpen my time management skills. I work with a great staff and we will all work together to continue to provide excellent educational opportunities for our students. We have several new faces on staff. Please take time to welcome our new staff members to Wall: Mr. David Ermish (Social Studies/Computers/JH FB and asst track coach), Ms. Gloria Wolf (Big White teacher), Ms. Ashley Rives (9-12 English), Ms. Andrea Christiansen (5-12 band, 7-12 chorus), and Mrs. Anita Heathershaw (Title teacher). Along with new teachers we have some changes in class offerings as well.We will be offering an Advance Placement American History class, all 7th-8th students will take chorus. Band will be divided up as follows: 5th grade, 6-7 grades, and 8-12 grades. Mrs. Samra Trask will be teaching HS Math, Mrs. Michelle Ruland will be teaching 3rd grade, Mrs. Rachel McConaghy will be the Kindergarten teacher, Mrs. Lori Walker will oversee the library and teach 7th and 8th grade English, and Mrs. Stephanie Williams will take over most of the Social Studies classes. We also decided to move the 6th grade into a self-contained classroom and Mrs. Jeanine Sykora will be the teacher. Ms. Erin Klaustermeier will be a Title teacher.
Congratulations to the students, staff, and parents for another great year in the classroom. The Wall School District is listed as a Distinguished School District. All three schools were listed as distinguished schools. This is a great accomplishment for our school. Our students continue to excel and it takes everyone working together to make this happen.
We would welcome any volunteers to help in the library during the day or in other areas such as JH coaching. If interested please check with Aimee and she can give you the information to get started. There have been a number of cuts made to the budget and we will be making adjustments as the school year rolls along.
The crew of Dan, Roger, Kim, and Stuart have been working all summer on various projects and cleaning around the school. At the Power House we have replaced windows in the old lunchroom, replaced lighting, new floors in the restrooms, and replacing/extending the sidewalk on the east side. At the bus garage we added two doors to increase parking stalls and a new concrete pad in front to keep the water from running under the foundation. At the new building the parking lot has been resealed, a drainage problem on the west repaired, and the gym floor has been refinished. I know there have been questions concerning some of the projects and I will be more than happy to discuss any of them.Fall activities started on August 17th with the first FB game on August 28th at home against Newell and the JV/JH will take on Philip on Monday the 31st in Wall. The VB team opens with 2 matches on the home court, one with Jones County on Sept. 1st and then RCC on the 3rd. The CC team has their first meet in Faith on Sept 4th.
As Supt/ HS principal I encourage anyone to visit with me on matters concerning the school or your child. I am here to help provide the best educational opportunities for our students. My door is always open and I am willing to listen. We are here for the students and the decisions that are made are in the best interest of students. The students and families will be receiving a lot of paper work to fill out and return to the school in the next couple of weeks. Please fill them out in a timely manner and return ASAP. Some of our federal funding is based on the number of free and reduced meals applications. I want to encourage families to fill these out and return them to the office. These applications are held in the strictest confidence with the business manager. I do not know which students qualify for the free or reduced meals.

Welcome from the Elementary Principal/Big White Principal/Federal Programs Director – Charles Sykora
Welcome to another exciting school year. Like all school years, I anticipate the 2009-2010 school year to be as memorable as the previous years. In this, my tenth year with the Wall School District, I am looking forward to many exciting activities to continue, while many new things happening.
The results of the annual Dakota STEP assessments are in. Here at the school we continue to go through the data we have available to us and we will put together the district’s report card once all of the data is gathered. Once the report card is completed, several copies will be printed up and displayed in various businesses throughout town. If you would like a copy of the district report card, please contact the school and we will print one out for you. For a preview of the Wall School District results, go to, https://nclb.ddncampus.net/nclb/portal/portal.xsl?&extractID=11. You can access the results of any South Dakota school district by scrolling down the list on the left hand side of the screen. The individual results will be sent home the first week of school.
There is exciting news concerning the Dakota STEP results. If you go to, https://nclb.ddncampus.net/nclb/index.html , and click on 2009 Distinguished Districts, you will see that the Wall School District is one of ten school districts in the state to be recognized as a Distinguished School District. When you examine the list of distinguished districts, you will see that Wall was the only west river district to achieve this honor. If you click on 2009 Distinguished Schools, you will see that the Elementary, Middle School, and High School were recognized as distinguished schools. The children in the Wall School District are truly blessed to have a school staff (teachers, paraprofessionals, custodians, food service, etc.) and families who value hard work and education. Congratulations to everyone and keep up the good work.
The test results are exciting, but it’s important that we welcome the new staff members to the district. At the elementary level, we have new staff members and others who moved to different positions. Big White School will have a new teacher this year. Gloria Wolf was hired this summer to take the helm as the country school teacher. Ms. Wolf has country school teaching experience in Montana and Nebraska and comes to us from South Carolina. Her experiences will be valuable assets as she works with the children at Big White. Another “new” staff member to the Elementary School is Anita Heathershaw. I say, “new” because Anita comes back to the district after taking some time off to be with her family. Anita is one of our new Title I teachers. Erin Klaustermeier will be the other new Title I teacher. She is coming to town after spending a year as the Big White teacher. One of the reasons we have two new Title I teachers is because we have movement within the district. Michelle Ruland moved from Title I into the third grade classroom. Samra Trask moved into the High School math department. Finally, Rachel McConaghy moved from the Reading Coach position into the Kindergarten classroom. She takes over in Kindergarten as Mrs. Fauske retired after serving the district faithfully for many years.
The High School/Middle School also has new staff. As mentioned previously, Samra Trask is now a High School math teacher. Lori Walker will work in the Middle School language arts department, after spending five years as the third grade teacher. Mr. Dave Ermish is the new High School social studies teacher and Ms. Ashley Rives will teach High School English. Finally, Andrea Christiansen will work as our new music teacher. At the writing of this article, the position of Reading Coach has been offered to a candidate, but has not been finalized. Needless to say, I am excited to meet and work with the new staff members. I am confident that we have a quality staff and we will continue to provide an excellent education.
We are in the final year of the PE (PEP) grant. The students at school will continue to engage in moderate to vigorous physical activities. Like the last two years, these activities will take place during the scheduled physical education classes, on the playground, and in the classroom. We will continue to send home activity logs throughout the year, so please look for them.
The Elementary and Big White will be in the second year of the South Dakota Reading First Initiative. Last year the teachers received a lot of staff development in the “Big Five” of reading instruction. The staff received training that helped them teach (the “Big Five”): Phonemic Awareness, Phonics, Fluency, Vocabulary, and Comprehension using scientifically based reading research. These activities were paid for by a grant that was initially funded for three years.

However, due to the change in Washington, D.C., funding was cancelled for the third year. This year will be spent exploring ways to keep many of the Reading First activities going in the district.

About the Title I Program
What is Title I? Title I is a program that is funded through the federal government as part of the Elementary and Secondary Education Act (ESEA). The goal of Title I is to provide children with extra assistance individually and/or in small groups outside of the classroom.
How Does Title I Work? First, the federal government provides funding to each state.Then, the State Educational Agencies (SEA) send this money to the school districts. The number of low-income students attending the school determines the amount schools receive. Finally, Title I Schools do the following:
a. Identify the students at their school who will benefit most from educational assistanceb. Set goals for improving the skills of the students in the program c. Measure student progress to determine the success of Title I for each studentd. Develop programs for each individual student in order to support/supplement regular classroom
instructionHow Are Students Identified?
a. According to the information sent to the state, the Wall School District uses the Dakota STEP, K-TEA, STARS, DIBLES, Key Math, Star Math, and Classroom Assessments to effectively determine the needs of individual students.
b. We determine the number of slots available according to the day’s schedule and the personnel we have hired to work in the program.
c. We develop a schedule that meets the needs of the teachers and the students.d. Finally, we begin making contact with parents/guardians before we start any paperwork.
What Happens After a Child Enters the Title I Program?a. Because the intent of the program is to improve the children’s skills, the staff identifies the strengths and
weakness of each child.b. Once the strengths and weaknesses are identified, a Personal Educational Plan (PEP) is developed.c. Parents/guardians review their child’s PEP. After reviewing the PEP, they have the opportunity to ask
about their child’s plan. d. Title I staff and regular classroom teachers meet frequently so lessons and activities can be planned.
While in Title Ia. When the students are in the Title I room, the rest of the class is mostly taking part in review activities. b. Students are not missing any new instruction.
Title I makes the difference in the lives of many children. The extra boost from the Title I program helps the students do better in school, thus helping them feeling better about themselves. Students benefit because the parents/guardians become more active members of their child’s learning team.

Wall School District 2009 Report Card
As per the No Child Left Behind Act (NCLB), the Wall School District has developed and printed out this district report card. The district report cards are available in the main office at the school. The information on the report card can be found by going to https://nclb.ddncampus.net/nclb/portal/portal.xsl?&extractID=11. To get to the Wall School District report card, scroll down the left side of the screen and click on Wall. You will be able to access the information on each of the schools. If you have any questions, please call the school.
No Child Left Behind (NCLB) – NCLB is a federal law that calls for stronger accountability for schools, local control and flexibility, research-based teaching methods, and more choice for parents. It was signed into law by President George W. Bush on Jan. 8, 2002.
Assessment – The assessment provides feedback to the Wall School District (educators, students, and parents/guardians) regarding the academic level of the students in grades 3-8 & 11. The assessment the students completed is called the Dakota STEP (or D-STEP). Some South Dakota students completed the NAEP (National Assessment of Educational Progress).
Below Basic – A student performing below the basic level is unable to perform the content standards for the grade, therefore, no description is provided for this performance level.
Basic – A student performing at the basic level performs below expectations for that grade level. The student is able to perform some of the content standards for the grade below the level of difficulty, complexity, or fluency specified by the grade level standards.
Proficient – A student performing at the proficient level meets expectations for that grade level. The student is able to perform the content standards for the grade at the level of difficulty, complexity, or fluency specified by the standards.
Advanced – A student performing at the advanced level exceeds expectations for that grade level. The student is able to perform the content standards for the grade at a high level of difficulty, complexity, or fluency. Accommodations are made for smaller schools, due to possible skewing of scores with smaller populations.
Participation Rate – The participation rate is the rate at which each subgroup (male, female, economically disadvantaged, etc.) completes the Dakota STEP. According to NCLB, schools must test at least 95 percent of the various subgroups of children, including their students with disabilities and those with limited English proficiency.
Adequate yearly progress (AYP) – AYP is the tool used to measure progress towards annual performance goals.
Highly Qualified – As described by the No Child Left Behind Act, a highly qualified teacher is a teacher with full certification, a bachelor’s degree and demonstrates competence in subject knowledge and teaching. The act calls for all teachers of core academic subjects to be highly qualified by the end of the 2005-06 school year. Core subjects include English, reading or language arts, mathematics, science, foreign languages, civics and government, economics, arts, history and geography.

Minimum Population Size – Each subgroup (male, female, economically disadvantaged, etc.) must have a minimum population size equal to 10 in order for the group to be represented.
Note: Because Big White School does not meet the minimum group requirement, its data is only included within the district reports.

South Dakota Results for NAEP 2007The National Assessment of Educational Progress (NAEP) or the “Nation’s Report Card” is administered on a biannual basis to a sample of 4th and 8th graders in every state. The most recent NAEP data available are for the 2007 administration. Each student takes a portion of a reading or mathematics assessment. The NAEP results are reported for the state as well as the nation and there are no published school or district results. For some small subgroups in South Dakota the reporting requirement is not met and therefore no data are available. Therefore, race/ethnicity and Limited English Proficiency data are not consistent across all the reports. . NAEP achievement levels are not necessarily equivalent to proficiency levels used with South Dakota’s state assessment, DSTEP. Family Educational Rights and Privacy Act (FERPA)
The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.
Schools may disclose, without consent, "directory" information such as a student's name, address, telephone number, date and place of birth, honors and awards, and dates of attendance. Schools must notify parents and eligible students annually of their rights under FERPA. The actual means of notification (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school.

Parents Right to Know
Title I Part A, Section 1111(h)(6) specifies that all parents in a Title I school be notified and given the opportunity to request information about the professional qualifications of classroom teachers instructing their child. If you are interested in this information, you may send your request to the building principal who will provide a response.

South Dakota Children’s Health Care Insurance Program (CHIP)
As families get their children ready for a successful school year, we want to encourage parents to put enrolling for the South Dakota Children’s Health Insurance Program (CHIP) at the top of their back-to-school checklist.
South Dakota children under age 19 may be able to get free health insurance through the Children’s Health Insurance Program. Children enrolled in CHIP will receive coverage for doctor visits, hospital care, vision and dental care, eye glasses, prescriptions and other services. CHIP offers comprehensive coverage, much like many of the private health insurance programs.
Many families may not be aware that their children may qualify for coverage with CHIP. In fact, eligibility has been expanded to include many moderate-income families. A family of four can make up to $3,675 a month or more and qualify for the CHIP. Eligibility is based on family size and income. Larger families with higher incomes may also be eligible for the free health care coverage.

Kids with health care coverage are better prepared to learn
MANY children in South Dakota’s classrooms who are uninsured are eligible for free children’s health insurance.
Uninsured children are less likely to receive proper medical care for sore throats, earaches, and asthma —common childhood illnesses that are often the cause of school absence.
One out of three uninsured children with recurring ear infections never sees a doctor during the year.
One in five uninsured children has untreated vision problems.

South Dakota Parent Connection, Inc. is South Dakota’s Parent Training and Information Center (PTI). It is a non-profit organization providing information, training, resources, linking of families, and assistance to parents of children with disabilities or special health care needs through South Dakota. Its mission is “empowering families . . . empowering lives.” South Dakota Parent Connection believes that when parents, educators, and service providers work together, children have unlimited potential for success! One of its programs is the South Dakota Navigator Program, whose purpose is to work with both school personnel and parents to achieve the following goals: 1) improve communication; 2) build partnerships; and 3) resolve disagreements locally and voluntarily.
