Healthy Food Incentives Background

• 2005- NYC Health Bucks- South Bronx

• 2008- Farm Bill- authorized $20 million for pilot projects- Healthy Incentive Pilot- 2011

• 2009- Fair Food Network- Double Up Bucks

• 2010- Philly Food Bucks & Double Dollars launched

• 2014- Farm Bill-authorized $100 million through FINI grants (2014-2018, 3 RFAs)

SNAP Home Food Delivery Pilot

• To improve access for homebound elderly & disabled SNAP participants

• Allows governmental or non-profit food purchasing/delivery services to accept SNAP

• Selected firms: Denver Food Rescue, Lutheran Social Services (Las Vegas), Many Infinities, Inc. (Alabama), senior Services of Alexandria (VA), Store to Door (MN)

• One year- 2016-2017

SNAP Online Purchasing Pilot

• Test feasibility and implications of accepting SNAP through online transactions

• Two year pilot- starting August 2017

• 7 retailers – Amazon - NJ, MD, NY

Welcome to The Food Trust!

Farmers Market Program

• Currently operate 23 farmers markets

• Partner with 8 locations across the city on Philly Food Bucks

• Feature dozens of local farmers and small businesses

Philly Food Bucks

• Started in 2010 in collaboration with Get Healthy Philly, an initiative of the Philadelphia Department of Public Health

• Fresh fruit and vegetable coupons

• Redeemable at nearly 30 locations

• Increased SNAP sales for farmers by over 300%

• To date has provided Philadelphians with over $350,000 worth of fresh, local produce

Any customer who participates in the screening or nutrition lesson can receive up to $4 to spend on heart healthy items in the store.

Evaluation

• 6,096 Heart Smarts participants in 2016!

• Customers who spoke to a nutrition educator at least once were almost twice as likely to report that they're now making healthy changes

• 40% of Heart Bucks coupons have been used on fruits and vegetables, and 27% on whole grains

• POS Data: Heart Smarts programming associated with significantly higher produce sales at Olivares

Evaluation

• In 2015, Jefferson screened 1,171 participants (873 unique

participants)

• Age range: 18-96

• 54.5% of screened participants were male

• 32.3% of participants were screened at least twice within the year.

• Among customers with high blood pressure who returned

for a screening, more than 1/3 have lowered their blood pressure
