Wales Union Learning Fund Project News

Unite Launch at Continental Teves

CONTINENTAL TEVES LAUNCHES NEW WORKPLACE LEARNING HUB IN EBBW VALE

Continental Teves, in partnership with Unite the Union’s ‘Step Up To Learning (SUTL)’

Campaign, officially launched a new workplace Hub at their site on Waun Y Pound

Industrial Estate, Ebbw Vale in May 2012.

The centre was officially opened by Deputy Minister for Skills, Jeff Cuthbert A.M.

Continental Teves managers work closely with the Unite Union Learning Representatives

on site to ensure that the centre provides a welcoming area with easy and flexible access

to learning support, the latest I.T. equipment and information and advice.

The modern onsite facility aims to provide essential and vocational skills training for both

workers at the Continental Teves sites and for many of the smaller manufacturing sites in

the area. It will also link in with the myriad of community based learning initiatives in the

region.

In addition the Continental Teves Learning Hub and its Learning Committee intend to will

work closely with the management of the Ebbw Vale Enterprise Zone to plan best use of

the Hub’s location and facilities in support of this initiative over the coming years.

Deputy Minister for Skills, Jeff Cuthbert, said:

“Raising the skills of the Welsh workforce is vital if we are to prosper as a nation and this

is an excellent example of what can be achieved by collaborative working. Continental

Teves are a caring and progressive employer in the Heads of the Valley region and with

the support and endeavours of the Trade Union movement they have provided a first

class learning facility for people living in the area. This project, like the many other Wales

Union Learning Fund (WULF) programmes that have been established recently, will place

learning at the heart of the community and develop local skills.

Since 1999 the WULF initiative has helped establish 166 learning projects across Wales,

with over £13m provided by the Welsh Government.

The innovation and hard work by Trade Unions, employers like Continental Teves,

training providers, the Welsh Government and others working in partnership through

WULF has resulted in people receiving, and benefitting from training which would

otherwise not be available to them.

Continental Teves Mark Langshaw, Managing Director and Plant Manager said:

Up to Learning" initiative. We have always recognised the value of skills and training, and

it is the high skill base of our employees which was instrumental in retaining and growing

The Unite SUTL campaign continues to expand and is reaching more workplaces and

engaging more new learners than ever before. We continue to work in partnership with

companies across all Wales to open up new opportunities for Unite members to develop

their skills and qualifications, improve their employability and improve their life chances.

The new Workplace Learning Hub, established in partnership with Continental Teves, is

targeted primarily at the manufacturing sites within the new Heads of the Valley Business

Enterprise Zone. It will also link in with the many Community based Projects in the area.

This well equipped and comfortable facility will provide a great opportunity for

employers in this region to develop paths within work to access learning, training and I.T.

resources.

FURTHER INORMATION

CONTINENTAL TEVES

Continental Teves UK Limited was established in Ebbw Vale in 1973 as a high volume

automotive Tier 1 supplier to a world wide customer base. In 2006 the parent company

Continental AG announced the transfer of Ebbw Vale Caliper Automotive Brake

production to low cost countries and this was completed by December 2009.

The Small Series production remained at Ebbw Vale to become the centre of excellence

for niche low volume Automotive Braking Systems and Spares to Automotive

manufacturers such as Jaguar LandRover, Daimler, Renault, Volkswagen, Porsche, BMW,

General Motors, Ford, Mazda and Volvo.

This business initially retained 121 jobs in the area following the restructuring in 2009 but

with steady growth through very difficult economic climates since 2009, Continental

Teves now has 167employees.

Its parent company Continental AG was established 1887 and is headquartered in

Hanover, Germany. It is one of the top 5 in the automotive supplier industry with sales of

Euro 26.0 billion, with 148,228 employees worldwide working 194 locations in 38

countries.

UNITE: STEP UP TO LEARNING 4 (SUTL4)

Step Up to Learning (SUTL) was launched by the Deputy Minister for Skills Jeff Cuthbert

A.M. in November 2011 and currently has funding to support up skilling across Wales to

March 2014. The campaign works with employers to provide vital training, up skilling

and support, particularly for the growing number of businesses under threat.

The £180,000 SUTL Campaign is funded by the Wales Union Learning Fund (WULF), a

fund established by the Welsh Assembly to promote workplace learning across all Wales.

The projects will involve more than 100 employers in Wales, and aims to recruit more

new learners and provide support for existing learners to gain further essential skills and

qualifications to retain their current positions, gain promotion or seek reemployment.

The projects can fund learning up to a value of £200 per learner per project year and up

to £3000 per site to support an on site workplace learning facility.

Working closely with the Wales TUC and the Sector Skills Council, the Step up to Learning

courses include basic skills, CV writing, job search assistance, interview techniques,

confidence building, I.T. and a wide variety of relevant vocational skills.

BUSINESS ENTERPRISE ZONES

The Welsh Government announced last September (2011) that as part of its economic

policy agenda it would be introducing Enterprise Zones in Wales and take a bespoke

approach to each location based on the skills and workforce history of each area.

The Enterprise Zone at Ebbw Vale is based on four sites adjacent to the Heads of the

Valleys road. The sites at Tredegar Business Park, The Works, Rhyd y Blew, Bryn Serth and

Rassau are designed to house manufacturing companies. In addition there is a

regeneration proposal centred around an international motor sport complex.

The Enterprise Zone will assist with the transformation of the local economy in Blaenau

Gwent and attract major inward investment focussing on the manufacturing sector. The

zone will expand the industrial base and attract major companies to the area with the

aim of creating jobs for local people.

Launching the Ebbw Vale Enterprise Zone, Business Minister Edwina Hart said: "The Ebbw

Vale Enterprise Zone has the potential to become a vibrant, high technology hotspot of

Welsh based manufacturing.

Canton depot get wired!

My name is Paul Roberts, I am a union learning rep for Unite the Union. After hosting

many Union learning open days all across the rail network and getting staff from across

Arriva Trains Wales to fill out learning surveys, the feedback made it quite clear that

many staff members wanted to sit the 17th edition wiring regulations course.

Myself and Emma Ramsay (project worker, ASLEF Education) arranged to meet with

Cardiff & Vale College to arrange costs and logistics of running the course. We wanted to

make access easy, and thought it important to bring the learning actually into the

workplace and fit round shift patterns as much as possible. When approached, Arriva

Train Wales agreed that we could have use of the training rooms at Canton maintenance

depot for the course delivery.

Funding for the course was obtained from the Wales Union Learning Fund (WULF)

making the course free of charge to the students. The students’ contribution was the

purchase of their own regulation books (£40-£50) to aid their study and show

commitment to course.

Posters were displayed to advertise the course, and staff who had previously expressed

an interest were contacted. The initial expectation was to fund 10 places, within a few

days it became apparent that the course would be oversubscribed. The funding was

increased to 20 places and the course was scheduled to run on two days instead of one;

Tuesday and Thursdays from 18:00 - 20:00. This enabled students to go to either class

once a week with the same lesson being run on both days. This gave students more

flexibility around working shifts and home life.

The 17th edition successfully started on 24 January 2012 and is still running with the help

and support of Canton training department and fleet shift managers. We have a few

weeks left to complete and are hoping to get a high percentage pass rate, giving all

students a level 4 qualification with the option of moving onto higher education.

UCATT Success - Wrexham Council Housing Department

Over the last two months UCATT ULR Dave Lewis has been working with Claire Betteley

from Wrexham ITeC on the ESiW initiative. Out of 90+ trades staff at Wrexham Council

Housing Department 56 have signed up to do literacy through IT training through the

ESiW (Essential Skills in the Workplace) programme with the first 10 learners due on

course on the 11th July.

The high rate of engagement was due to the briefings jointly held with Dave and Claire

who attended ‘tool box talks’ with all trades staff and explained the ESiW programme

and how they would benefit from taking part in the training. With PDAs (Personal hand

held devices) due to be implemented in the coming months the briefings revealed the

fact that the majority of the workers had little or no experience of using computers.

Claire worked with Dave to create a course that builds on IT training along with literacy to

help staff make the change over to PDAs.

Claire said “I found the ULR’s role invaluable when it came to engaging learners onto an

ESiW learning programme; from a tutor’s point of view, there is nothing worse than being

in a training environment with a group of hostile learners who don’t want to be there.

Dave and I made a point of attending every team briefing to reinforce the message that

our sessions are delivered in a relaxed and informal manner, I firmly believe that this

played a major part in removing potential barriers to learning. To be able to chat with

learners so that they could get to know me in advance and ask any questions eliminated

the majority of fears and doubts over returning to learning after what is usually a long

period of time.

The results of engaged learners is amazing and I really do believe that without the help of

Dave and other ULRs, this would not have been possible”.

Dave added “It was a welcoming experience to have full support from colleagues, also to

be working in partnership with Wrexham Borough Council, the Wales TUC and Unite the

Union, a truly collaborative approach”.

UCATT Swansea

Swansea Council Building staff celebrate their first on site Learning Day

Staff at the Swansea Council Building depot celebrated their first learning day on

Thursday 28th June. Project staff from the UCATT ‘Building learning across Wales’ project

and UNITE’S Step up to Learning 4 project encouraged staff to look at their current skills

and let us know what they’d like to learn by completing an onsite Training Needs

Assessment. 238 questionnaires were handed out and once evaluated the results will be

presented at the next steering group meeting at the end of July. The information will be

used to focus learning activities going forward.

The event was also attended by Faye Perry and Jenny Madge from the Welsh Government. Faye and Jenny were given the opportunity to go out on site with Richard Talbot who works for Construction Skills Training to speak with trades staff who don’t come into the depot. We think they all looked stunning in their hard hats, safety boots and yellow jackets! (see picture).

Open University and from the ESiW provider.

UCATT have two union learning representatives on the

course, Mike Franey and Mark Evans who along with the

other union reps encourage staff to come along and find

out about the learning opportunities that are available to

them.

New Wales TUC Policy & Campaigns Team

All Change in Wales TUC Policy and Campaigns team.

The Wales TUC Policy and Campaigns team have 3 new faces, and one old one! Gareth

Hathway who recently worked full time in Learning Services will now be dividing his time

between both teams and will be working on TUC campaigns along with Rhianydd

Williams. Alex Bevan also joins with responsibility for Policy and last but not least Jane

Runeckles joins on a part time basis with responsibility for Government Relations.

With austerity cuts hitting hard, attack on pensions, cuts to the public sector and public

services, the team will certainly have their work cut out. The team will be busy

organising demonstrations, helping to highlight and fight the cuts imposed by the

Government in Westminster. A twitter feed @walestuc and a Facebook page

www.facebook.com/walestucabetterway have been set up and are now well

established. These social media sites contain up to date information on what the team is

doing to tackle the above issues and carry information on up and coming demonstrations

organised by the TUC and Wales TUC.

The survey aims to measure the impact, effectiveness and value of trade union education in terms of the transferable skills and confidence it gives reps who are active in their communities. Essential Skills Wales News: Building Essential Skills Through Union Led Learning

Initial Assessments – what are they and why use them? Initial assessment tools are used purely to find the Literacy or Numeracy level that learners are currently working at. Learners should always be supported by a tutor or trained ULR. Initial Assessment can help learners to: • Talk about their Literacy and Numeracy skills • Take best advantage of essential skills training • Start training at a level suitable for them • Enable them to consider future career development Initial Assessment tools will indicate the approximate skills level of an individual between Entry Level 1 and Level 2 in the Credit and Qualifications Framework. Initial Assessment is designed to be used as part of a learning programme. It enables the tutor to plan learning at a level that best suits the individual and work with them to assess and address specific gaps during the course they are taking.

Initial Assessments are not tests and are not timed. You cannot pass or fail an Initial Assessment you can only achieve a mark relevant to you. Initial Assessment is about the learner and tutor knowing the needs of the learner in order to offer maximum support and benefit. When taking the assessment learners should be allowed to finish in their own time and not to rush. If a person appears to be having problems they should be allowed to stop. Initial Assessments can be paper based or online. Whichever tool is used it is very important that the learner understands the purpose of the assessment and why the result is important to them. It is also vital to stress that the results are completely confidential and that no learning will be forced on them as a result of it. The learner needs to be as relaxed as possible and not be worried that the result will affect their job. They need to know that managers will not be present and will not be given the result of the assessment unless the learner specifically agrees. When starting an essential skills programme a whole organisation approach is recommended. If everyone takes an Initial Assessment the fear factor is reduced and many people at all levels will find some gaps they may wish to improve. We all get rusty and there is no shame in deciding to refresh ourselves in literacy, numeracy or ICT. EdExcel has an online Initial Assessment that it is beta testing. This tool is ideal for self assessment to take away the fear as it asks questions at each level and tells you the level you have completed. This method allows you to know the next level at which you will be assessed. At the time of writing this tool was still accessible and the link (and an example screen) is below. Click on the graphic ‘Try the Beta test now’ and type the word ‘EdExcel’ in the ‘Centre Name’ box. Then click ‘Finish’ to start! Yes, good literacy there innit!

Shelter Cymru - Work it Out

Debt and housing problems - helping people to Work It Out! Project officer Adam Golten explains how Shelter Cymru’s project is helping people in work with debt and housing problems Work it Out! began in April 2010 with the aim of preventing homelessness through providing information and early accessible advice on housing, debt and other related issues to people in work. Now, thanks to continued funding from the Welsh Government it has been extended for a further six months. Anecdotal evidence suggested that people in employment often wrongly believed that they were not eligible to access free advice services, yet the economic situation, which

left many people facing the threat of redundancy or reduced working hours, meant that early intervention and advice had never been so important. The project is unique in Wales in that it actively targets people in work through their unions, trade bodies or their companies’ health and well-being strategies. Our comprehensive Advice Online service has been embedded into company intranet sites and the websites of umbrella organisations, as well as being promoted through workplace drop-in sessions. As a result of Work It Out! we have made valuable new contacts with a range of different organisations and gained greater recognition for our services within the business community in Wales. Most importantly we have been able to provide timely, helpful early advice on homelessness issues to people and groups that might not otherwise have known about the help available to them. Now that we’ve had the green light to continue with the project, the next phase will be to attract more organisations in both the public and private sectors in Wales to partner with us in providing housing and debt advice to employees and members in these difficult financial times. role in unions.

Women trade union activists from across Wales came together earlier this month to take

part in a women’s summer school organised by the Wales TUC Education Service.

Getting more women into unions

Women remain underrepresented in trade unions and the aim of this event was to

encourage more women to become involved in the movement. The 2-day event took

place at The Empire Hotel in Llandudno on 4 - 5 July 2012. A group of 14 new women

activists and reps from a variety of unions and workplaces took part in activities aimed at

developing their confidence, knowledge and skills.

Workshops and role play

Workshops at the event involved group activities focussed on confidence building,

coaching, leadership skills, negotiating skills and equality issues. There was a lively and

challenging role play that gave the activists the opportunity to take part in a mock

disciplinary hearing, not to mention putting their acting skills to the test! Half the group

formed the management committee and the other half the union committee. They then

had to negotiate the outcome of a case study disciplinary of an employee accused of

‘sleeping on the job’ by a manager. The activists found this role play particularly useful,

with one saying how helpful they had found it to have to embrace acting outside their

“comfort zone” and another explaining that “it made me look at things in a different

way”.

Looking to the future

The positive feedback from participants reflected the success of the course. “I thoroughly

enjoyed the 2-day course” and “I would love to attend it again” were some of the

comments from activists. It was great to see that the activists left fired-up, full of plans to

put their new skills into practice in their workplace and to explore further training.

Marion Burke, Policy Officer for TUC Education at the Wales TUC, said “This was a

fantastic opportunity to develop new women reps’ confidence and skills; it was great to

have such a friendly and inspiring group of women taking part. We plan to run a similar

Have a go on the Climbing Frame

The Wales TUC in inviting all ULRs to have a go on the new Climbing Frame – a free

website designed exclusively for ULRs.

The Climbing Frame is an interactive web-based tool designed by our colleagues in

Unionlearn. It has been developed specifically for ULRs to help support learners and

promote learning.

Use the Learning Themes area to:

Browse learning topics such as “learning for the 50+” or “equality and learning”

Download posters, leaflets and flyers gathered together in one place from all over the net

Description

A Better Way is our campaign opposing the UK Government cuts. There are fairer

alternatives that make more economic sense than deep and rapid spending cuts

The better way is to get the economy growing again and get the unemployed back to

work; fairer tax and policies for sustainable growth; banks that serve the economy; a

fairer share of resources so the Welsh Government can invest in skills, infrastructure, in

education and research.

No-one now believes that the UK Government cuts are fair. What’s more no one voted

for them. Yet Wales’ citizens lose out twice; the biggest cuts to any devolved nation, the

most impact from welfare changes.

We can collect much more in tax by cracking down on tax dodging by big companies and

the super rich and with the Robin Hood tax that could raise £20 billion a year from the

banks and the finance sector that caused the crash.
