    Name and Purpose

    Name

    This organization shall be known as the STUDENT‘CHAPTERof the AMERICAN INDIAN SCIENCE and ENGINEERING SOCIETY(herein after referred to as AISES) at North CarolinaState University (hereinafter referred to as NCSU)

    Purpose — The purpose of AISES is:

    a. Tijromote the recruitment, admission, and retentionof American Indian students mainly in the scienceand engineering disciplines and to support AmericanIndian students in all degree programs at NCSU atthe undergraduate and graduate levels, as well asother reasonable efforts which will support such apurpose including, but not limited to appropriatecounseling, financial, academic, educational, andsocial programs.

    b. To stimulate and develop American Indian studentinterest in science and engineering;

    c. To support the development of leaders in thescientific and Indian community;

    d. To promote the advancement of the American Indianprofessional scientists and engineers whilepreserving their rich cultural heritage;

    e. To strive in promoting participation at all levelsof responsibility in the fields of science andengineering by the American Indian communities

    f. To promote maximum educational advancement andpersonal fulfillment of American Indian Studentsmainly in science and engineering programs and tosupport maximum educational advancement of AmericanIndian students in all degree programs at NCSU.

    Membership

    Full Membership

    A full member student must be a member of AISES atthe national level. Themstudent must be an AmericanIndian and enrolled in school full—time. Science aflfli”engineering majors are encouraged but other majorswill be accepted. Student must support and share theinterest, purpose, objectives, and by—laws of AISES.

    Special Membership

    Special members must support and share the interest,purpose, and objectives of AISES and abide by the by—laws. Special members may be any student enrolled atNCSU regardless of race, sex, creed, or nationalorigin.

    Honorary Membership

    Honorary members must support and share the interest,purpose, objectives, and abide by the by—laws ofAISES. Honorary members may be alumni, communityleaders, and others who demonstrate outstandingcommitment and contributions to AISES.

    Dues

    Dues for AISES (student chapter) shall be in the formof special assessments voted on by a majority of theclub members present and voting at the beginning ofthe fall semester of every school year. Based on thesum decided on by the majority all members must payyearly membership dues at the beginning of eachacademic year.

    Organization

    Election of Officers

    a. A Nominating Committee shall be appointed each yearby the Chapter President. This committee shallconsist of a Chairperson and at least two othermembers. The Past President of the chapter shallbe eligible to serve on the Nominating Committee asthe Chapter sees fit.

    b. The Nominating Committee shall nominate (at least)one candidate for each office by majority vote ofthe committee. TheINominating'Committee:Chairpersonshall report these nominees to the Chapter Presidentafter the Chairperson has determined that eachnominee:

    (i) is a member in good standing and has been amember of the Chapter during the previous term(The first Officers of the Chapter are excusedfrom this requirement); and,

    (ii) is eligible to serve; and,

    (iii) has indicated an understanding of the dutiesrequired, is available and willing to serve,if elected in the position for which

    nominated.

    c. The Chapter Secretary shall post to the Chaptermembership, with the regular announcement for theChapter meeting at which the election is to beheld, the nominees selected by the NominatingCommittee for Chapter office

    d. At the Chapter meeting at which the election is tobe held, additional nominations may be made fromthe floor providing the candidate has previouslysignified his eligibility and willingness to serveif elected.

    e. Officers of the chapter shall be elected at theannual business meeting of the Chapter, for a oneyear ternlby'a majority vote of the Chapter memberspresent; shall take office on such day, but nolater than April 1, and shall serve until theirsuccessors are properly installed in office. Ifnot more than one candidate is nominated for eachoffice, election may be by acclamation.

    f. The newly elected officers and other members of theExecutive Committee shall take office and assumeresponsibility at the conclusion of the annualbusiness meeting or on such other date, but notlater than April 1.

    Election Procedure

    a. Election shall be held by secret ballot.

    b. Ballots shall be counted by the advisor.

    c. Each member in attendance shall have one vote

    d. In the case of a tie, a second election will beheld.

    Officers

    AISES officers will consist of the followingoffices: President, Vice-President, Secretary, andTreasurer. The officers and their dutiesfollow:

    a. President — The President’s duties include:

    (i) Leading the chapter and presiding e at allmeetings of AISES and the Executive Committeeunless he/she designates another person to doso

  • 1. President should keep in mind he/she isrepresentative of both present and futureAISES members

    (ii) Facilitating maximum member participation inorder to ensure a strong organization

    (iii) Acting as a spokesperson and representativeof AISES in activities and affairs withleaders of the university, community, privateindustry and other organizations

    (iv) Casting the deciding vote in matters of anevenly divided vote of the ExecutiveCommittee (the President is at all othertimes a non—voting member)

    (v) Being available to act as advisor to themembership

    Vice—President - The Vice—President’s dutiesinclude:

    (i) Assisting the President in the performance ofthe above mentioned duties

    (ii) Presiding in the absence of the President

    Secretary — The Secretary’s duties include:

    (i) Maintaining complete and accurate records ofall memberships (members addresses, phonenumbers, etC.), proceedings and minutes of allmeetings, and any correspondence files of AISES(including a listing of all contact and resourcepersons involved with the chapter and orsupporting chapter activities)

    (ii) Coordinating all correspondence and mailingswith AI SES

    (iii) Preparing an annual report for AISES of thechapter’s activities for the year.

    (iv) Notifying chapter members of Chapter meetingsand regular announcements

    Treasurer — The Treasurer’s duties include:

    (i) Representing and coordinating AISES in allfinancial matters within AISES and in all otherfinancially—related affairs

    (ii) Responsibly managing all organizational funds

    (iii) Collecting dues

    (iv) Staying abreast of any university funds oraccounts to which the chapter may have access

    (v) Coordinating all activities to increase thetreasury

    (vi) Presenting a financial report to themembership/Executive Committee of AISES uponrequest.

    (vii) Serving as the chairperson of the BudgetCommittee — who shall be a voluntary groupcharged with development of the academicyear's budget activity.

    Chapter Advisor/Advisors

    The individual or individuals must be aware of andpossess some empathy toward Indian people, students,and their problems. The advisor(s) will be a friend,a strong supporter, and someone in whom thestudents/members can confide. Sponsors are notexpected to assume leadership of the organization ,but are encouraged to work closely with members in asupportive manner while showing trust in the officersby allowing them to function on their own. (Note: TheChapter must have an advisor(s).)

    a. The advisor(s) may be selected by the ExecutiveCommittee or the members but must meet the approvalof the members.

    Executive Committee

    The above mentioned offices, Chapter advisor/advisorsand committee Chairpersons shall comprise theExecutive Committee of AISES. It shall be theresponsibility of the Executive Committee to:

    a. Make policy decisions for AISES during such timeswhen the membership cannot be practically beassembled

    b. Represent the interests of AISES and of its membersin any dispute, grievance, or misunderstandingwhich may arise between these parties, NCSU, andothers.

    c. Resolve any internal disputes that may arise withinAISES

    d. Uphold all provisions of the by—laws of AISES and

    see to it that they are faithfully executed

    e. Review and update all provisions of the by—laws asnecessary

    f. Coordinate cultural events and.others using variousresources including: speakers, films, publications,recordings, etc.

    g. Develop a program to maximize and coordinate theavailability of various resources for the benefitof the entire NCSU community if possible

    h. Appoint adhoc committees as necessary to facilitateneeds of AISES.

    Removing Officers

    In the occasion that the organization becomes ,dissatisfied with the actions, policies, or progressof any officer, that officer shall be removed fromoffice in the following process:

    a. A motion must be made and voted upon requiring atwo—thirds majority vote to succeed

    Replacing Officers

    In the case of resignation, illness or other cause,officers shall be replaced by the following process:

    a. President — The Vice—President shall assume theduties of this office.

    b. Other Offices — To replace any other office, thePresident shall have the authorityto appoint a temporary replacementuntil an official election can beheld

    Meetings

    Meetings

    The membership shall meet at the beginning of eachacademic year/semester/term and decide upon time andplace of weekly/bi—weekly meetings of AISES.

    Notification of Meetings

    All members will be notified of the time and place ofany specially called meetings.

    Agenda

    Section 1:

    The following agenda shall be loosely adhered to atall AISES meetings following Robert’s Rules of Order.An effort is to be made to keep the meetings asinformal as possible to encourage a free exchange ofideas and promote an atmosphere of friendship,comradeship, and communication among members.

    The President shall call the meeting to order. Inthe case of a specially called meting, the purposeof the meeting shall be given.

    . The Secretary shall present the minutes of the lastmeeting either orally or in written form. Theminutes may be presented in their entirety orsummarized to cover the relevant matters and savetime as the Chapter sees fit. Any of the detailsof the minutes of the previous meeting may berequested.

    The treasurer shall give a financial report andelaborate on any financial matters including butnot limited to the available Chapter funds, Chapterbudget report, fund raising activity, Chapterexpenses, and the activities of the BudgetCommittee.

    . Any other reports shall be given fronlthe ExecutiveCommittee, the Chairpersons of the Chaptercommittees or any of the members.

    Any unfinished business from previous meetingsshall be considered.

    New business will be brought to the membership.

    Any speaker and/or special presentation will beheard.

    The President shall adjourn the meeting.

    Limitations

    Limitations

    a. The Chapter will operate under the Charter grantedby the Society, giving it the authority to carry onthe work of the Society, subject to the rights,privileges, and obligations provided for in theMother Society’s By—Laws and Code.

    The Chapter will use the Official American IndianScience and Engineering Society (AISES) logo andstudent chapter name.

    c. No part of the net income of the Chapter shallinure to the benefit of any private individual orcompany.

    General Provisions

    Quorum

    A quorum for all regularly and specially calledmeeting is gained when two—fifths of the enrolledmembership are present.

    Amendments to the By—Laws

    Amendments to the Chapter By—Laws may be submitted. byany member to the Executive Committee where it shallbe reviewed and voted upon before being submitted tothe general membership for a final vote. These by~laws may be amended by three—fourths vote of themembership assembled at any AISES meeting.

    Dear Ms. Reiman,

    l am writing to thank you for taking the time to meet with me during my trip to Raleighand to North Carolina State University. I really enjoyed meeting with you and with Dr.Stafford. It is my hope that these meetings will result in increased communication andmore interaction between our office and the University. I also hope that the dialogstarted between the University and the AlSES chapter at NCSU will continue and that agreat deal of positive change comes out of the dialog.

    I will be reviewing the comments and suggestions offered by the University officials, theAlSES chapter advisors, and the AlSES members themselves with the goal of settingup some guidelines to help facilitate improved communication. i plan to send out asummary of my visit to North Carolina within the next month or so alnng with 2 requestfito; suggestions on how the visits can be modified to make them more effective. If youhave any suggestions at any time, please feel free to contact me.

  • AISES ACTIVITIES OVERVIEW NCSU 1993—1996

    Summer 1993

    Contact was made by the AISES Chapter at Pembroke StateUniversity (Dr. Freda Locklear, AISES Advisor and NCSUAlumni)to support the formation of an AISES chapter at N.C.State University. Several NCSU students attended the PSUAISES Chapter pow wow held on PGU'S Campus during LumbeeHomecoming held on PSU's campus in Pembroke, N.C. July 1993.

    Fall 1993

    NCSU student and staff member met with the Director of theAdvocates for Minority Engineering Student Studies Successprogram at NCSU to request support for possible chartering ofan AISES chapter at NCSU and sponsorship of two students andstaff member to attend the AISES 15th Annual NationalConference held in Spokane, Washington. (College ofEngineering paid for air fare and AISES paid for conferenceregistration and housing for the conference)

    Spring 1994

    AISES chapter was formed at NCSUa. By-laws were writtenb. Officers were elected

    (Officially became chartered May)

    Ten NCSU students attended the AISES Regional Conference forRegions VI and VII held at Pembroke State University, February4—6. ' ,a. Planned and coordinated the Career Fair for the

    conference.(The conference allowed our students to discuss problemsand solutions to problems on our campus with theassistance of the AISES chapters of Regions VI and VII.)

    Seven students representing both AISES and. NASA (NativeAmerican Student Association here at NCSU) attended the 19thAnnual North Carolina Indian Unity Conference, sponsored byUnited Tribes of North Carolina, held March 24—26 at the

  • Holiday Inn Convention Center in Fayetteville, NC. Studentsparticipated in a number of discussions and“ workshops onNative American issues such as:a. higher educationb. contributions American Indians have made to the state and

    nationc. a forum for political concerns of N.C. Indiansd. the concerns and future of Indian Education from

    local, state and federal levelse. leadership for Indians in various fieldsf. increase awareness of various local, state and federal

    resources available throughout the stateg. strategies for resolving health, educational, employment

    and housing problems in Indian communities.

    AISES students participated in NCNACOHE (North Carolina NativeAmerican Council on Higher Education) formed mainly ofstudents on the campuses of N.C. State University, DukeUniversity, Pembroke State University, East CarolinaUniversity and the University of Nbrth Carolina at ChapelHill. °

    Students traveled to several high schools to talk withstudents considering attending college especially N.C. State.

    Participated in Native American Awareness Week at N.C. Stateheld April 7-9.

    One of our students served as a judge at the AISES NationalScience Fair, held April 8—11, in Albuquerque, New Mexico.(Provided an opportunity to support American Indian Studentsfrom kindergarten to high school level in a role modelcapacityu An. effort. was :made :not only' to judge studentsprojects but to help them improve their science projects andsupport their efforts to enter the world of technology.)

    Summer 1994.

    As a result. of attending the .AISES 15th..Annual. NationalConference one of our students worked as a summer intern withGE.

    Hoechst Celanese donated $1000 to establish a discretionaryaccount in the name of AISES to be used as seed money and toestablish accounts in the College of Engineering. (July)

  • Proposals were written and mailed to companies to requestfunding for students to attend the AISES 16th Annual NationalConference held in San Jose, California November 10—13.

    Fall 1994

    Annual report was written of the chapter's activities and sentto AISES Headquarters.

    Student was selected to serve on the Engineer's Council

    AISES Chapter participated in NCSU's Open House September 17.The goal of the project was to welcome American Indian highschool students, parents, and faculty interested in NCSU, andto show them around campus while providing them an informalopportunity to talk with American Indian NCSU students aboutcollege; classes, finances, housing, student life, etc.. Theproject was headed by the Chapter vice—president. The projectincluded surveying N.C. to determine the geographical areascontaining significant American Indian populations whosestudents were attending NCSU. The high schools serving thosecommunities were contacted and invited to attend NCSU's OpenHouse. A.Hap of the campus was sent and a meeting placeestablished. Upon arrival the students were met by chaptermembers who provided tours of the campus and answered anyquestions. After tours were over a picnic sponsored by theChapter was held at a nearby lake picnic site. AISES, itsmission, and its role on NCSU's campus was discussed.

    As a result of an innovative fund raising effort whichincluded writing proposals, contacting corporaterepresentatives, and other possible sponsors 12 studentsattended the AISES 16th Annual National Conference held in SanJose, California November 10-13. Five of our studentsreceived $1000 scholarships.

  • An ACCEPT proposal for $2000 was written and sent to AISES forsubmission to the Sloan Foundation in an effort to enhanceChapter efforts to support the growth and advancement ofAmerican Indian Science and Engineering students on ourcampus. Because NCSU's Chapter was so new the proposal'sfocus was to increase student participation in the chapter,enhance campus and community awareness of the organization,and allow students to benefit from the knowledge of otherAmerican Indian students.

    ACCEPT proposal was granted January.

    NCSU AISES Chapter sponsored a student (Air Fare) to attendthe AISES Leadership Conference sponsored by the [H3 WestFoundation and 3M Corporation. The conference was held at theUS West Learning Training Communications Center, Lakewood,Colorado (Denver suburb) March 23—26. The LeadershipConference is designed as an introduction of businesspractices, personal development concepts and group leadershipskills for one American Indian student who has demonstratedleadership qualities from each AISES chapter.

    Seven students representing AISES, NASA, and SNAC attended the20th Annual Unity Conference held at the Holiday InnConvention Center, Fayetteville, N.C. March 16—18 sponsored bythe United Tribes of N.C.

    AISES Chapter president served on the selection committee tohire the new Director of the Advocates for MinorityEngineering Student Studies Success program for the College ofEngineering.

    Assisted in sponsoring Native American Cultural Week with NASAApril 6—8

    Participated in Organizational Fair as part of the InformationFair held during New Student Orientation, August 22. TheOrganizational Fair was sponsored. by the Student CenterActivities Office.

    Proposals were written and mailed to companies and otherpossible sponsors to request funding for students to attendthe AISES 17th Annual National Conference held in Detroit,Michigan November 9—12.

    AISES participated with NASA and SNAC in a formal meetingOctober 18 with Associate Provost Abrams to discuss issuespertaining to courses taught on a permanent basis which dealwith American Indian Cultural content. An effort was made toincrease the university's awareness of the need for and lackof such courses and encourage the University to give seriousconsideration to the situation. Currently there are no suchcourses taught on a permanent basis.

    During Fall Break, October 16—17, AISES students visited highschools to talk with students considering attending collegeespecially N.C. State.

    AISES tailgated at NCSU's Homecoming Football Game.

    As a result of the fund raising efforts five students attendedthe National Conference. Six students received $1000scholarships.

    AISES Chapter participated iJl the Traditional ThanksgivingDinner coordinated by the Native American Student AssociationNovember 18.

    Chapter president was invited to speak at the USDA TraditionalLuncheoanovember 30. USDA scientists (Housed in the Collegeof Ag and Life Sciences) expressed interest in AISES andoffered to Support AISES'S efforts at N.C. State.
