Restart and Recovery District Reopening Plan 2020
The COVID-19 pandemic impacted every aspect of our lives. As we look to the future and plan for students to return to schools in-person this fall, we must recognize and prepare for the ways the virus and necessary public health response has changed and will change the way students learn.
This Restart and Recovery Plan provides our school community with the information necessary to ensure that our schools reopen safely and are prepared to accommodate students’ unique needs during this unprecedented time. CONDITIONS FOR LEARNING
General Health and Safety Guidelines
All students and staff will be required to wear face coverings in school, unless
there is a medically documented reason for being unable to do so. In these
instances, alternative PPE will be provided, such as face shields and plexiglass
barriers. Social distancing will be practiced to the maximum extent possible.
Where this is impractical , other accommodations may include relocating classes
or workspaces to areas where greater social distancing is possible. Additional
accommodations may be afforded through the district's Policy#2418 Section
504. Protocols will be established in classes to promote increased
hand-sanitizing and allow for breaks for frequent hand washing.
Classrooms, Testing, and Therapy Rooms
All students and staff will be required to wear face coverings in school, unless
there is a medically documented reason for being unable to do so. In these
instances, alternative PPE will be provided, such as, but not limited to, face
shields and plexiglass barriers. Social distancing will be practiced to the
maximum extent possible.
Visitors will only be permitted for essential purposes and scheduled by
appointment only. All visitors must complete a health screening and will be
required to wear face coverings. All visitors must have a temperature check.
Plans include minimizing the use of shared objects and cleaning between use,
where necessary. Non-educational materials/resources will be eliminated during
this time. Individual student kits of educational materials/resources may be
created, where appropriate. The district will explore ways to substitute digital
resources, where appropriate and reasonable.
All occupied spaces, including but not limited to, classrooms, testing and therapy
rooms, will have code compliant ventilation, which includes a fresh air
component.
Hand sanitizers with at least 60% alcohol are located at the entrance of all
buildings, as well as all instructional and common spaces. Students will be
required to use hand sanitizer upon entry to school, and to the maximum extent
possible between classes.
Teachers will be provided instructional resources and visual aids that support
self-hygiene practices for students, including protocols for hand washing,
blowing their nose, coughing, and sneezing. Protocols will be established in
classes to promote routines for increased hand-sanitizing and allow for breaks
for hand washing.
Furniture and equipment used for group instruction, such as reading groups and
other small group activities, will be removed to allow for greater social
distancing.
Larger rooms (i.e. gymnasium, cafeteria, media center, auditorium) may be used
as classrooms to allow for greater social distancing, when necessary.
At the elementary level, student movement will be minimized by having all special
areas push in to the classroom.
At grades 6-12, student enrollment on campus will be minimized through a A/B
cohort model.
Transportation
All students and staff will be required to wear face coverings on busses.
Social distancing will be practiced to the maximum extent possible.
All vehicles used for transporting students will have common touch points
disinfected between runs, including handrails, poles, and seat tops, backs, and
windows.
Student Flow, Entry, Exit, and Common Areas
The district will establish bus and parent drop off points at each building to
minimize student contact at entry.
The district will establish multiple entry points at each building for arrival and
dismissal.
A daily digital health questionnaire must be completed by students and staff
prior to arrival at school.
Temperature checks for students, staff, and visitors will be conducted upon
entry.
Social distancing visual indicators prominently placed in all hallways establishing
direction of traffic and 6ft distance from others.
One way directional passing will be established in hallways, if possible. If not
possible, staggered passing times will be established to minimize student
contact in hallways.
Screening, PPE, and Response to Students and Staff Presenting Symptoms
A daily digital health questionnaire must be completed by students and staff
prior to arrival at school.
Temperature checks for students and staff will be conducted upon entry.
All staff will be trained in COVID-19 symptom identification to be able to
effectively self-monitor and to monitor students throughout the school day.
Any student or staff member exhibiting symptoms will be directed to an
established isolation space. Students will remain in isolation with supervision
and care until picked up by an adult and must provide a doctor's note before
returning to campus. Staff members must leave campus and provide a doctor's
note before returning to work.
District officials will immediately notify the Freehold Area Health Department of
any student, staff, or visitor who has tested positive for COVID 19.
District officials will notify staff and families of any confirmed cases of COVID
19, as directed by the Freehold Area Health Department
Contact Tracing
The district will collaborate with the Freehold Area Health Department and
engage school nurses to develop contact tracing policies and procedures.
Information will be provided to the larger school community with regard to these
procedures and the importance of contact tracing in keeping school
communities safe from the spread of contagious disease.
Facilities Cleaning Practices
In addition to the regular daily cleaning and sanitizing procedures currently in
place, the district has established daily high contact surface sanitizing
procedures which include, but are not limited to the following:
Cafeteria tables, computer keyboards, desk tops, door knobs, door pulls, drinking
fountain bubbler (non-operational), elevator buttons, faucet knobs, fitness
equipment, flush valves, handrails, hand towel dispenser levers, toilet stall doors
and latches, light switches, telephone handsets, copy machines and other office
equipment.
Water fountains will only be operational as filling stations for water bottles.
Fountain bubblers will be non-operational.
Additionally, the district will make available to teachers and staff a bottle of
sanitizing spray and paper towels for cleaning high touch areas, i.e. computer
keyboards, headphones, calculators, etc.
Meals
During Phase 1 of the district reopening plan, all students will follow an early
dismissal schedule, which does not include a lunch period.
Recess/Physical Education
Recess will not involve the use of playground apparatus. Groups will be
staggered outdoors and socially distanced. Mask breaks may be given when all
students and staff are appropriately socially distanced.
Physical education classes will be held outdoors to the maximum extent
possible, weather permitting and will not involve shared equipment between
students. Locker rooms will be closed during Phase I. Students will be
encouraged to wear comfortable clothing and safe footwear to school so they
can participate in physical education classes without needing to change.
Extracurricular Activities and Use of Facilities Outside of School Hours
All extracurricular activities will comply with applicable social distancing
requirements and hygiene protocol. External community organizations that use
school facilities must follow district guidance on health and safety protocols.
Social Emotional Learning (SEL) and School Climate and Culture
The district will address the mental health and wellness of students and staff
through surveys and counseling services. Online and face to face counseling
services will be provided by the district's School Family Liaison Counselors,
School Counselors, and Substance Abuse Counselor (SAC), School
Psychologists, School Social Workers, and other school personnel, as
appropriate.
Multi-Tiered Systems of Support (MTSS)
WTPS facilitates a research-based RTI (Response to Intervention) approach to
the early identification and support of students with learning and behavior needs.
The RTI process begins with high-quality instruction and universal screening of
all children in the general education classroom. Struggling learners are provided
with interventions at increasing levels of intensity to accelerate their rate of
learning or improve behavioral performance.
Technology
The district will supplement gaps in student access to devices and internet
connectivity. A needs assessment will be conducted via digital and paper
surveys to identify students and staff without technology or connectivity, and the
district will ensure 1:1 device capacity and provide hot spots for students and
staff, where necessary.
Wraparound Supports
The district will continue to address the academic, behavioral, and
social-emotional needs of students by coordinating student support services
with outside providers. These coordinated services may include, but are not
limited to, mental health support, primary health and dental care, and family
engagement.
Food Service and Distribution
The district will make available to all students, including low-income students,
"grab and go" lunches as per the Department of Agriculture and Health.
Quality Child Care
The district enterprise child care program, WRAP, will offer child care services to
elementary school students in grades K-5 from 7:00 a.m. - 9:00 a.m., and in the
afternoon from 1:05 p.m. - 6:15 p.m. Flexible options, including drop in care, will
be offered. Additionally, the district is communicating with area providers about
additional child care options and will provide these resources to parents.
SCHOOL REOPENING SCHEDULE Virtual School
Parents may request a fully remote, virtual schooling option for their child.
Virtual School will be a hybrid model of virtual, live instruction and independent,
asynchronous instruction/learning. A student participating in the remote learning
option will be afforded the same quality and scope of instruction and other
educational services as any other student otherwise participating in district
programs.
Students will have the option to transition to or from the Virtual School at specific
dates. More details will be made available soon regarding the WTPS Virtual
School option.
Primary School
Primary School will run on its regular schedule. Students will attend 5 days per
week, as scheduled.
AM Session: 8:15 AM - 10:35 AM
PM Session: 12:00 PM - 2:20 PM
K-5 - All Elementary Schools
● All students, five days per week
● Virtual experiences will be integrated
● Special area classes will push in to homerooms
● All special education compensatory services and general education
counseling services provided
● No lunch period. "Box and Go" lunches will be offered to all students at
dismissal, as per U. S. Department of Agriculture guidelines.

Pandemic Response Teams
The role of the building-based Pandemic Response Team (PRT) is to centralize,
expedite, and implement COVID-19-related decision-making. Each school team
has a liaison that reports to district-level administrators to ensure coordinated
actions across the district. PRTs include a cross section of administrators,
teachers and staff, and parents. The R&R Committee will work closely with
school PRTs, health departments, and others in municipal and county
government to develop district plans.
