TheJurors aro satisfied that In tho pastJapanese residents In tho outer districts have been systematically robbedby some of the policemen, but yourJury finds, also, great difficulty In pro-curing evidence owing to tho apparentfctr on the part of the victims. In thisconnection tho Jury suggests that thoexistence of the Grand Jury and its du-

ties be railed to tho attention of thoJapanese through the columns of news-papers published in that language. Thejury has Investigated tho method ofcollecting licenses on this Island andrecommends that a person bo assignedto attend only tojliat work and that hebe made to give sufficient bond for thefaithful performance of his duties. Ithas been brought to tho attention oftho Jury that money collected by per-sons nlioso duty It has been to collectlicense money lias not been turned Intothe Sheriff's office until months after.A remedy for this evil may bo found Ifa person Is assigned to this work solo.ly.
