Located CK-1 stream monitoring location near the Mohrland portal discharge location. Collected GPS and elevation data, and photo of location. Located FC-6 water monitoring location. Collected GPS and elevation data, and photo of location. This was no defined channel at this sampling location. According to the MRP, water is only observed during storm events or during spring run off. Located FC-4 and collected GPS and elevation data, and photo. FC-4 is a spring-fed stream location that flows perennially from downstream of the spring. Castle Valley is currently conducting weekly monitoring at the following locations: FC-3, FC-4, FC-6, FC-7, FC-8 now that they are mining beneath the area. Spring SBC-21 is due for weekly monitoring starting in November 2012. The mine has commited to weekly monitoring of several spring and stream sites while mining in the Wildhorse Ridge area. However, no commitment to establish the frequency of the deliverable email to the Division was established in the plan. The Division suggested the Permittee amend their MRP to note that the weekly data collection information will be submitted to the Division on a monthly basis. The most logical place to add this commitment is page 7-60A of the MRP where the company commits to emailing the weekly reports to the Division. A single-page revision indicating that the reports will be submitted monthly will suffice. Several unmapped springs near FC-4 were also observed. None of these springs appeared to be developed. Jaren indicated that Norwest had performed a spring and seep survey of the area. This area has been fairly extensively inventoried for springs and seeps by the Division, the Forest Service and consultants in the past. Castle Valley is planning on collecting at least one year's worth of data prior to reassessing the weekly monitoring protocol in place. The Division would like the opportunity to continue to look at the other Fish Creek and spring locations in the Wild Horse area, as the weather permits.
4.d Hydrologic Balance: Water Monitoring
Noticed a coal stockpile at the base of the Mohland road where the paved road becomes a dirt road. This stockpile was on the property of CoOp. One front-end loader was noted near the stockpile, but otherwise, no other activity was noted. This stockpile was at the base of Ben Johnson Canyon, just outside the Hiawatha Mine permit area (C/007/0011). According to discussions with inspection staff at DOGM, this is a loadout operated by Genwal, not under DOGM permit because ino crushing or screening was performed.
7. Coal Mine Waste, Refuse Piles, Impoundments
Discussed the unpaid fine N10096 that Bear Canyon has outstanding with the Division. Jaren indicated that he would look into it with his accounting department. As a result, a check was cut today 10/31/2012 and was mailed to the Division.
