Issue 39 Autumn 2013 Ardingly Taken Over by the Arts What a delight it was to welcome so many villagers to our inaugural Ardingly College ArtsFest in June and I’m pleased to say that after its success, we’ll be staging the event next year bringing more world-famous acts to Mid Sussex. It was such a privilege for the ArtsFest to have as its Patron one of the biggest names of stage and screen, Dame Judi Dench. The Skyfall star, along with her actress daughter Finty Williams, also thrilled an ArtsFest audience in an evening of conversation with Tom Gatti, the Editor of The Times Review. The comedian Russell Kane raised the metaphorical roof of the open-air stage before 1,000 fans, while members of the casts of Stomp and Showstoppers kept their audiences enthralled. There was a range of lectures and concerts which included over 100 local children performing a dramatised version of Prokofiev’s Peter and the Wolf, narrated by Finty Williams. During the ArtsFest, the College offered 50 different workshops over three days not only to our own pupils, but also to those from nearby schools. Our ArtsFest Director Dr Tim Coker told me how proud he was of the week and the independent/state partnership with local primary and secondary schools and Central Sussex College too. Additionally at Ardingly College this Autumn, we are delighted to welcome the second pupil from St Peter’s Primary School to join us this September through the College’s Village Bursary. This award was successfully reintroduced last year and is now a recognised part of our admissions policy. Our links with the village are very important to us. Earlier this year another group of St. Peter’s pupils in Years 4 and 5 took part in an afternoon in our ‘Forest School’ where they learned how to build a shelter, start a fire from scratch and used natural products to make ‘Woodland Cookies’! The staff from the Prep School had as much fun as the children and we hope this can become a regular part of both schools’ calendars. Ardingly Taken Over by the ArtsWhat a delight it was to welcome so many villagers to our inaugural Ardingly College ArtsFest in June and I’m pleased to say that after its success, we’ll be staging the event next year bringing more world-famous acts to Mid Sussex.

Message from Parish Council ChairmanWell after that amazing summer, it really is back to normal.  Holidays feel well and truly over and the only evidence we have of all the sunshine is a rather sorry looking reservoir.  I hope you all had a great few months.

There are two important consultations that I would really like to draw your attention to:

First, the Neighbourhood Plan.   As you know we have been working on this for the past 18 months and now have our draft plan published.     In it we commit to building 27 homes in the village up to 2031 including 8 affordable homes.  This is in line with what you told us through the village survey and our need to provide housing more broadly in our village and in the south east.

We looked for smaller infill sites but just could not find sufficient locations for our needs and therefore we have proposed a site at Standgrove for these homes.  The plan also proposes a number of protected Local Green spaces.

In order to take this forward and protect the village from other unwanted development we really need your views on the plan.  You can see the full plan and the contents of our public exhibition on our website. The deadline for comment is 24th September.

So please let us know your thoughts by filling in the form that was delivered to all households, filling in our on-line feedback form that you can find at our website www.ardingly.org or just by emailing our clerk on [email protected].

Second the traffic proposals.  We have been working very closely with a traffic consultant to design traffic calming measures in the village.  These proposals take an approach to traffic calming that would remove ugly street furniture like signs and flashers and instead include islands and constrictions to slow traffic whilst still keeping it moving.  This has proven to be highly successful even in extremely busy locations.

Funding for this would potentially come from WSCC but we need your support in order for this to proceed to the next phase.  So if you are interested in traffic calming, please do fill in the form that

you should have received, go to our website to download the form or email our Parish Clerk.

If you have any questions on either of these consultations, please do not hesitate to contact us.

Finally, I would like to give a big thank you to everyone that helped out and organised our Summer Festival / Fayre. In particular we all owe a big debt of gratitude to Nadia Korniotis and Sara Fromader for taking this on and all their hard work. I would also like to thank the Virgin Soldiers for playing for us again - it was much appreciated by us all.

Wishing you all a great Autumn!

Will MeldrumChair, Ardingly Parish Council

St. Peter’s Pre-school Update'Hello, my name's James, I'm nearly 3 and have been going to St Peter's Pre-school since January, and I LOVE IT!!!

There are lots of children to make f r i e n d s a n d p l ay w i t h . Th e playground is great, I can chase all my friends around in our cars, play in the sandpit and wendy house, and I even got to plant seeds in our

vegetable garden! Inside, it’s lovely and bright with lots of room to play and lots of toys, and I really like that every time I go, there is always a new activity set up and a new topic to explore. But, what makes it  such a happy place to be are the lovely teachers.   They all seem to be called Mrs Rickard, well, two of them are at least. I think there's also a Mrs Gordon, Mrs de Haro and Mrs Solomon, but I just call them all Mrs Rickard and they don't seem to mind!!

We've just started wearing a new red uniform with a bunny on it, which I think makes me look very smart! And it’s great for when we do messy play!

I've got lots to look forward to exploring at pre-school still for the rest o f t he yea r. . . ha r ve s t f e s t iva l , halloween, and most excitingly, Christmas! My older sister was a snowflake in the christmas play when she was at pre-school, but it is a different play every year, I wonder what I will be...?!'

St Peter's Pre-school is thriving! A massive thank you to all those people who contribute to making it a real community success - through our fundraising activities, donations of art supplies or snacks, or contributions of your t ime, through helping at preschool or being on the committee.  Please have a look at our newly designed website www.st-peters-preschool-ardingly.org, which has helped new local residents find out about us, or contact Debbie or Tina for further information.

Balcombe Makes International HeadlinesYou may have noticed as you were enjoying your summer holiday either locally or abroad that our neighbouring village Balcombe was busy making headlines. The UK firm Cuadrilla Resources Ltd

has proceeded with exploratory drilling further to planning consent granted in 2010. This permission expires in September and the firm has indicated it plans to apply for an extension to continue its exploration and that the new application would not go in front of the planning committee until a date in 2014. Should they find a feasible oil/gas reserve, Cuadrilla will need to submit a new planning application to West Sussex County Council to go into production. They may well be able to extract the oil or gas using conventional pumping methods, but if not hydraulic fracturing would be considered. This application will be subject to a completely fresh public consultation process.

Why Balcombe? Because there is a layer of rock some 790 metres (2,600 feet) below Balcombe that contains oil. It is thought to be most unlikely that it contains a significant quantity of gas, but Cuadrilla believes it worthy of investigation.

What is Fracking? Fracking is a reference to hydraulic fracturing which is the use of a pressurised fluid, usually water, with sand and other additives, to open cracks in a layer of rock to release oil or gas trapped within the rock.

What is the Benefit? Techniques such as fracking increase the access to oil and gas which more conventional drilling techniques do not permit, thus releasing for commercial production previously uneconomic wells. Politically, in an uncertain and turbulent world, the benefits of domestic sources of energy are self-evident. Moreover, increasing domestic supply may lower the costs of energy which could have a positive impact on the UK economy.

Why is it controversial? The extensive use of fracking in the US, where it has revolutionised the energy industry, has prompted environmental concerns.

The first is that fracking uses huge amounts of water that must be transported to the fracking site, at significant environmental cost. The second is the worry that potentially carcinogenic chemicals may escape and contaminate groundwater around the fracking site. The industry suggests pollution incidents are the result of bad practice, rather than an inherently risky technique.

There are also worries that the fracking process can cause small earth tremors. Two small earthquakes of 1.5 and 2.2 on the richter scale hit the Blackpool area in 2011 following fracking.

"It's always recognised as a potential hazard of the technique", says Professor Ernie Rutter from the University of Manchester, "But they're unlikely to be felt by many people and very unlikely to cause any damage."

Finally, environmental campaigners say that fracking is simply distracting energy firms and governments from investing in renewable sources of energy, and encouraging continued reliance on fossil fuels.

"Shale gas is not the solution to the UK's energy challenges," said Friends of the Earth energy campaigner Tony Bosworth. "We need a 21st century energy revolution based on efficiency and renewables, not more fossil fuels that will add to climate change."

Whats Happening Now? Balcombe residents have organised into a number of action groups, one being N o Fra ck i n g i n Balcombe Society ( N o F i B S ) a n d campaigners from all over the UK have lent support.. Until recently it has b e e n a n e v e r e x p a n d i n g campsite, but early t h i s m o n t h t h e p r o t e s t o r s h ave

been asked by WSCC to gather up their tents and move their caravans and belongings from the verge to a designated safe area, as agreed with the Police, opposite the Cuadrilla site entrance for people to protest.

For more information Balcombe Parish Council has commissioned a report on fracking, excerpts of which are featured in this article

The draft Ardingly Neighbourhood Plan and Sustainability Appraisal have now been published.

Having incorporated input from the village, stakeholders and consultants, we would now like your views.

Please read through the documents and let us know your thoughts!

The consultation period is from 13th August to the 24th September 2013. After considering all comments we will submit our final Plan.

You can read the documents online at www.ardingly.org, view it at the Parish Clerk’s surgery on a Tuesday morning in Hapstead Hall or view it at MSDC.

“As I walked out one midsummer evening, it was one of those glorious evenings when the trees by the reservoir were bowed down by fruit, there were the herons on their usual spit of land, sailors, rowing boats and swimmers. Then along the path came a group of Gloucester Old Spot pigs, young ones, full of curiosity, snuffling a r o u n d my f e e t . Satisfied, they just c a r r i e d o n ! Wonderful.”

Showground NotesThere isn’t much time to reflect on the hot summer as we get ready for a celebration of country life and the harvest at the Autumn Show & Game Fair taking place 5th & 6th October.

Record temperatures formed a welcome backdrop to some great events that took place at

the South of England Showground over the summer. In June nearly 70,000 enjoyed a successful South of England Show that included 760 livestock entries and 1,500 horses and ponies in an equestrian showcase. Our President, Penelope Keith CBE DL, who opened the show in this ‘Year of Poultry’ said “The show has been a huge success and we are thrilled with the support of people – from both town and country – for our region’s farmers and others in the rural industries.” As ever, a huge thank you must go to our 1,000 volunteers.

In July, we hosted community events such as the Ardingly Riders Club and Ardingly Vintage Vehicles as well as the Classic Bike Show and ever-popular International Antiques and Collectors Fair where visitors were treated to the best local produce prepared by our caterer for this year’s Autumn Show, The Garden Chef.

In August the Showground was taken over by 2,000 young people from 17 countries attending WS2013, the West Sussex Scouts and Guides International Camp. 570 leaders and 450 staff ran the central camp and activities that ranged from archery to zip wires. The highlight of the week was the helicopter arrival of Chief Scout, Bear Grylls and comedian David Walliams. It was a delight to host them and they left the showground spotless and with some lifetime memories.

After 34 years of dedicated service, Deborah Barber retired as Director of The Society. Friends and colleagues thank her for the huge contribution she has made and look forward to her continuing to work as an ambassador for the Society in the years to come.

At Ardingly College

Local Talent Featured at Craft Fair at Ardingly CollegeIn October in the Ardingly College Dining Hall and Prep School classrooms there will be 36 stalls featuring interesting and original works created by local craftsmen.

In the lead up to Christmas this will offer a welcome opportunity to browse a broad selection of distinctive gifts and find that elusive something for the person who has everything. There will also be demonstrations and refreshments making it an enjoyable day out.

Weald Crafts (formerly Wealden Craftworkers), which have organised this event, is a non-profit making organisation whose main objective is to promote both functional and decorative crafts across Sussex, Kent and Surrey. All members live or work within 30 miles of the venue at which they are selling and are encouraged to use locally sourced materials. Their aim is to encourage the development of traditional skills within the county and to highlight the wealth of skills available locally.

local hounds. The Poultry theme continues with a variety of poultry and game on display and for sale, plus a cooking demonstration. There’s also terrier racing, horticultural displays and a donkey show on the Sunday as well as plenty of children’s entertainment combined with a great range of exhibitors.

November 12th sees the return of our Annual Farming Conference, which includes panelists NFU President, Peter Kendall and arable Farmer and South East Farmer journalist, Stephen Carr debating the subject “Who can afford food produced in Britain’. If you want to attend, you can pre-register at www.seas.org.uk (free for Society members).

The summer showed the flexibility of the Showground’s facilities and the range of events that make it such an interesting and captivating place. We shared our future plans, made a final contribution to the Ardingly Neighbourhood Plan and continue to play an active part in supporting the local community.

Clerk Notes: Autumn is here following a very busy summer for the Parish Council. We had over 200 visitors to our Neighbourhood Plan and Traffic Calming exhibition on the 30th and 31st August and were very pleased with the feedback.

We would also like to thank those who have sent in feedback on the two proposals. There is still time to send in your views, so please fill in your response sheets and return them by hand to our Post Office or via email to [email protected]. The closing date for responses to the Traffic Calming is the 17th Sept. and the draft Neighbourhood Plan Consultation ends the 24th Sept.

If you enjoyed having the opportunity to speak to your Parish Councillors whilst attending our exhibition, you have an opportunity to speak to your County Local Committee at a ‘talk with us’ Open Forum to be held on Tuesday, 24th September at Haywards Heath Library from 7 pm. For further information and an agenda please see www.westsussex.gov.uk or telephone 033022 22527.

Should you require any help or assistance with Parish issues, I am available at Hapstead Hall on Tuesday mornings between 10 am and 12 noon or contact me on 01444 226209.
