We have a very important election coming up on April 2. Local issues

have a significant impact on our quality of life and that is why I urge you to go

to the polls and honor your right to decide Kansas City’s future.

The decisions you will be asked to make are critical to our ability to protect

the health of our most vulnerable citizens, maximize the benefits of conventions

that come to Kansas City and stop any measure that impedes economic

development and job growth.

The information enclosed arms you with the education and information

you need to make informed decisions; please review carefully.

On April 2, let’s cast our vote with clarity, compassion and the intent to

make our city the strongest city in America.

Dear Friend;

This piece has been prepared for the purpose of providing basic information

concerning Kansas City Questions 1, 2 and 3 that will appear on the ballot

Tuesday, April 2.

None of these ballot measures increases taxes, but each impacts city

services in a different and significant way. I hope you will take the time to learn

more about these issues by reviewing the information contained in this tabloid,

and by visiting the campaign websites listed for each.

Question 1 will continue a special portion of the Health Levy that directly

funds Kansas City’s Safety Net Providers, including Truman Medical Centers,

the city’s ambulance service and various neighborhood health clinics.

Question 2 closes a loop hole in the city ordinance regarding collection of

the hotel and motel fees. Question 3 is the result of an initiative petition

circulated by anti-nuclear activists, which will impede Kansas City’s ability

to attract new businesses and jobs to the city.

I am honored to serve as your mayor and I hope you find this information

helpful as we approach the election on April 2.

Question 1 will renew approximately one-third of the city’s Health Levy that is set to expire next year. it is important to note that the safety net providers are not asking for a new tax, but rather the continuation of an existing levy dedicated to providing basic health care for the underserved.

• The Health Levy is important because it helps to offset the costs of uninsured and underinsured patients while keeping health care costs lower for the rest of us.

• Question 1 requests renewal of 22 cents of the current tax levy dedicated to ambulance services, emergency medical services, hospital and public community health centers for nine years.

• Question 1 supports the public Truman Medical Center and non-profit community medical centers such as Swope Health Services, Samuel U. Rodgers Health Center, Cabot Westside Health Center, Northland Health Care Access and the KC CARE Clinic.

• Last year, this portion of the Health Levy paid for more than 140,000 health visits to these health care providers.

• Some crucial health care programs, such as mammograms, childhood immunization, nutrition programs that control obesity and early childhood assistance will be discontinued if this portion of the Health Levy is not approved.

• Each year, these health care providers deliver more than $130 million dollars in services that they are not paid.

• This portion of the Health Levy generates about $15 million dollars per year to help pay a portion of those costs.

What is QUestion 1?Question 1 will renew a special portion of the Health Levy. It is not a tax increase. This is not a new tax. The levy is a .22 cents property tax per $100 valuation. The renewable levy generates approximately 15 million dollars per year and supports safety net providers, ambulance services, emergency medical services, as well as hospital and public health purposes.

hoW does the health leVY impact oUR commUnitY?When it comes to chronic disease, statistics are not in our favor. According to recent Kansas City health data, black men and women have the highest death rate from diabetes; we have the highest rates of hypertension and infant mortality is double the rate for any other racial group.

The statistics above proves that voting YES on Question 1 on April 2, should be our primary concern. Revenue generated from the levy is designed to ensure access to doctors and other medical providers. This access increases prevention efforts in our community and treats illnesses/conditions that affect us the most.

Health facilities such as Truman Medical Center, Swope Health Services, Samuel Rodgers Health Center and other safety net providers receive revenue from the tax to help offset medical services necessary for prevention and treatment of chronic illness.

on April 2, we have the opportunity to continue to care. While healthcare is continually changing for the better, implementation of obama care will take time. chronic illness is rampant in our community and our seniors and economically distressed families cannot afford to put off for tomorrow, the health care they need today. vote yes on Question 1!

In the past five years the city has lost almost $10 million in revenue that impact our ability to promote the city, increase tourism, operate the Bartle Hall Convention Center and support the Neighborhood Development and Tourism Fund. Vote yes for Neighborhoods!

this is the only source of funding for the neighborhood tourist development Fund, which sponsors neighborhood tourism events throughout our community. vote yes on Question 2!

Question 2 closes a loophole in Kansas City’s ordinance that authorizes collection of the city’s hotel/motel room tax that is imposed on conven-tions in Kansas City. Question 2 will not increase the tax but will eliminate an exemption for certain non-profit groups. Kansas City is the only city in Missouri that has this exemption.

While supporters of this issue want to impact our nation’s nuclear deterrence policies, the only thing it will deter is new businesses that supply the plant from locating here, and the thousands of jobs those businesses will create.

Finding a job in today’s economy is difficult enough. We don’t need issues that cripple the city’s ability to compete for new jobs. vote no on Question 3!

this is a rogue issue that was placed on the ballot by initiative petition, motivated by anti- nuclear extremists who want the united states to dispose of its nuclear weapons while other nations keep theirs. it targets the new NNsa facility in south Kansas City, which manufac-tures non-nuclear components used to improve the reliability, safety and security of our nation’s nuclear deterrent. this facility does not manufacture anything nuclear.
