2. Zoning Verification $ 50.00
3. Zoning Permit Resubmission $ 20.00
4. Escrow for grading review (where required by ordinance) $500.00
5. Additional copies of a certificate of conformance shall be $1.00 each for copies ofcertificates, which are less than five years old, and $5.00 each for copies of
certificates, which are five or more years old.
6. Permit certifying that a non-conforming use or nonconforming structure is a lawful nonconforming use or building (made within one year after adoption of ordinance

ORDINANCE NO.
ORDINANCE AUTHORIZING THE SALE AND TRANSFER OF PROPERTIES AND EXECUTION OF CERTAIN DOCUMENTS FROM THE TOWNSHIP OF VOORHEES TO
WAYNE SCHETTLER ASSOCIATED WITH THE SALE OF PROPERTY AT 1225 WALNUT AVENUE, ALSO KNOWN AS BLOCK 182, LOT 10, IN THE TOWNSHIP OF VOORHEES,
COUNTY OF CAMDEN AND STATE NEW JERSEY
WHEREAS, the Township of Voorhees (“Township”) and Wayne Schettler (“Schettler”), an
individual, have entered into an Agreement of Sale, following an auction pursuant to N.J.S.A. 40A:12-1 et
seq., on or about February 28, 2019, which authorizes a municipality to sell any real property that is not
needed for public use; and
WHEREAS, Schettler is the contract-purchaser of the property located at 1225 Walnut Avenue,
designated as Block 182, Lot 10 on the official Tax Map of the Township of Voorhees, which property
has been sold as is; and
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Township Committee of the
Township of Voorhees, County of Camden, State of New Jersey, as follows:
Section 1: The provisions of the WHEREAS clauses set forth above are incorporated into this Ordinance by reference and made a part hereof.
Section 2: The Mayor, Deputy Mayor, Township Administrator and/or Township Clerk are hereby authorized to transfer, accept and/or execute any and all documents, including but not limited to certain easements, temporary construction easements, deeds and other conveyance documents in order to effectuate the transfer of title to the subject property in accordance with the terms and conditions of the Agreement of Sale between the parties executed by the Mayor of the Township of Voorhees and Schettler for the contracted sum of Twenty-Seven Thousand ($27,000.00) Dollars.
Section 3: All other Ordinances or parts of Ordinances inconsistent with the provisions of this Ordinance are hereby repealed to the extent of such inconsistency.
Section 4: If any section, paragraph, subdivision, clause or provision of this Ordinance shall be adjudged invalid, such subdivision, clause or provision and the remainder of this Ordinance shall be deemed valid and effective.
Section 5: This Ordinance shall take effect immediately upon final passage and publication as required by law.

RESOLUTION NO. 90-19
AUTHORIZING THE TAX COLLECTOR TO CONDUCT AN ELECTRONIC TAX SALE
WHEREAS, NJSA 54:5-19.1 authorizes electronic tax sales pursuant to rules and
regulations to be promulgated by the Director of the Division of Local Government Services, and
WHEREAS, an electronic tax sale is innovative and provides a greater pool of potential
lien buyers, thus creating the environment for a more complete tax sale process; and
WHEREAS, for the above reasons, the Township of Voorhees desires to participate in
an electronic tax sale. NOW, THEREFORE, BE IT RESOLVED, by the Committee of the Township of
Voorhees, that the Tax Collector is hereby authorized to conduct an Electronic Tax Sale.

RESOLUTION NO. 91-19
ACCEPTING A PERFORMANCE GUARANTY FOR VOORHEES ANIMAL ORPHANAGE, INC., BLOCK 230.27; LOT 51
WHEREAS, CME Associates (CME) has conducted an inspection of the site of
VOORHEES ANIMAL ORPHANAGE, BLOCK 230.27; LOT 51; and
WHEREAS, in a letter dated March 7, 2019, CME recommends the posting of a
performance guaranty in the amount of $24,780.00 for the above-referenced site; and
WHEREAS, the Township is in receipt of bond #CT024127 issued by First Indemnity of
America Insurance Company the amount of $24,780.00; and
WHEREAS, in a letter dated March 18, 2019, Voorhees Township Solicitor has
reviewed and approved said bond as to form and sufficiency and recommends it acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee
that the above referenced performance guaranty be accepted contingent on the payment of any
outstanding escrow fees.

RESOLUTION NO. 92-19
ACCEPTING A PERFORMANCE GUARANTY FOR KHMER BUDDHIST HUMANITARIAN ASSOCIATION PHASE 1 - EXPANSION, BLOCK 262; LOT 6
WHEREAS, Remington & Vernick Engineers (R & V) has conducted an inspection of
the site of KHMER BUDDHIST HUMANITARIAN ASSOCIATION, BLOCK 262; LOT 6;
and
WHEREAS, in a letter dated March 11, 2019, R & V recommends the posting of a Site
Safety and Stabilization performance guaranty in the amount of $5,000.00 for the above-
referenced site; and
WHEREAS, the Township is in receipt of check #1407 from Bank of America in the
amount of $5,000.00.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee
that the above referenced performance guaranty be accepted contingent on the payment of any

RESOLUTION NO. 93-19
APPROVING CHANGE ORDER #1 FOR THE HOMER AVENUE SANITARY SEWER PROJECT
WHEREAS, a contract in the amount of $308,935.00 was awarded to DiMeglio
Construction Co. on August 13, 2018 by Resolution #194-18, for the Homer Avenue Sanitary
Sewer Project; and
WHEREAS, an amendment to the original contract is necessary due to re-routing a portion
of the piping to increase the velocity of the wastewater in the existing manhole, resulting in a net
increase in the amount of $44,933.00, and an adjusted contract in the amount of $353,868.00;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee that
Change Order #1, in the net amount of $44,933.00 (increase), which amends the original contract
with DiMeglio Construction Co. for the Homer Avenue Sanitary Sewer Project, is hereby approved.

RESOLUTION NO. 94-19
ACKNOWLEDGING CERTIFICATION OF COMPLIANCE WITH THEUNITED STATES EQUAL EMPLOYMENT OPPORTUNITY COMMISSION’S“ENFORCEMENT GUIDANCE ON THE CONSIDERATION OF ARREST AND
CONVICTION RECORDS IN EMPLOYMENT DECISIONS UNDER TITLE VII OF THE CIVIL RIGHTS ACT OF 1964”
WHEREAS, N.J.S.A. 40A:4-5 as amended by P.L. 2017, c.183 requires the governing
body of each municipality and county to certify that their local unit’s hiring practices comply
with the United States Equal Employment Opportunity Commission’s “Enforcement Guidance
on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title
VII of the Civil Rights Act of 1964,” as amended, 42 U.S.C. § 2000e et seq., (April 25, 2012)
before submitting its approved annual budget to the Division of Local Government Services in
the New Jersey Department of Community Affairs; and
WHEREAS, the members of the governing body have familiarized themselves with the
contents of the above-referenced enforcement guidance and with their local unit’s hiring
practices as they pertain to the consideration of an individual’s criminal history, as evidenced by
the group affidavit form of the governing body attached hereto.
NOW, THEREFORE BE IT RESOLVED, that the Township Committee of the
Township of Voorhees, hereby states that it has complied with N.J.S.A. 40A:4-5, as amended by
P.L. 2017, c.183, by certifying that the local unit’s hiring practices comply with the above-
referenced enforcement guidance and hereby directs the Clerk to cause to be maintained and
available for inspection a certified copy of this resolution and the required affidavit to show
evidence of said compliance.

ACCEPTING A RESIGNATION FROM DENNIS ROSENBAUM AS A PART TIME INSPECTOR IN THE VOORHEES TOWNSHIP FIRE DEPARTMENT
WHEREAS, Dennis Rosenbaum was appointed to the position of Part Time Inspector in
the Voorhees Township Fire Department on August 14, 2017;
WHEREAS, Dennis Rosenbaum has submitted a letter of resignation from his position
as an Inspector in the Voorhees Township Fire Department effective April 1, 2019.

APPOINTING WALTER DUZENSKI TO THE POSITION OF CROSSING GUARD IN THE VOORHEES TOWNSHIP POLICE DEPARTMENT
WHEREAS, due to the resignation of Crossing Guard Greg Slack, a vacancy exists in
the Voorhees Township Police Department; and
WHEREAS, Walter Duzenski has applied for the position; and
WHEREAS, Police Chief Lou Bordi is recommending that Walter Duzenski be hired to
fill the vacancy, as he has been a substitute crossing guard for Voorhees Township; and
WHEREAS, Walter Duzenski has passed the background investigation.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee
that Walter Duzenski be appointed to the position of Crossing Guard in the Voorhees Township
Police Department effective March 25, 2019.

abilities to perform the duties of Police Lieutenant in the Voorhees Township Police Department;
and
WHEREAS, Sergeant Anthony Del Palazzo has been recommended for promotion to the
position of Police Lieutenant by Police Chief Louis Bordi;

WHEREAS, a vacancy exists in the position of Police Sergeant in the Township of
Voorhees Police Department; and
WHEREAS, Police Officer Ryan Brennan possess the necessary qualifications and
abilities to perform the duties of Police Sergeant in the Voorhees Township Police Department;
and
WHEREAS, Police Officer Ryan Brennan has been recommended for promotion to the

ACCEPTING A RESIGNATION FROM RHONDA CAIN AS A CLERK I IN THE VOORHEES TOWNSHIP POLICE DEPARTMENT
WHEREAS, Rhonda Cain was appointed to the position of Full Time Clerk I in the
Voorhees Township Fire Department on January 1, 2001;
WHEREAS, Rhonda Cain has submitted a letter of resignation from her position as a
Clerk I in the Voorhees Township Police Department effective March 22, 2019.
RESIGNATION:
RHONDA CLERK effective April 1, 2019
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of
the Township of Voorhees, County of Camden, State of New Jersey that the aforementioned
retirement and resignation be accepted.

RESOLUTION OF THE TOWNSHIP OF VOORHEES, COUNTY OF CAMDEN AND STATE OF NEW JERSEY AUTHORIZING AND APPROVING COLLECTIVE
BARGAINING AGREEMENT BETWEEN THE VOORHEES TOWNSHIP FIRE DEPARTMENT EMERGENCY MEDICAL TECHNICIANS UNION AND INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS LOCAL #3249
WHEREAS, the negotiating committees for the emergency medical technicians and the
Township have reached an agreement on the terms of a Collective Negotiations Agreement,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of
Voorhees Township for the reasons set forth above that the Memorandum of Agreement attached
hereto as Exhibit “A” be and hereby is approved; and
BE IT FURTHER RESOLVED that Chief Louis J. Bordi - Fire and Emergency
Services Director is hereby authorized to implement this Resolution and execute any documents
necessary in connection therewith; and
BE IT FURTHER RESOLVED, the Township Clerk is hereby authorized to publish
notice of this Resolution as required by law.

Discussed the matter of litter surrounding various lakes in the Township. Ms. Festa distributed photographs to the Committee Members. Ms. Festa questioned the Township Committee regarding who would be responsible to clean the areas. Mayor Mignogna stated that they should encourage Echelon Commons to install various trash receptacles in the area. Mr. Spellman stated that he has spoken to Mr. Allen Tait regarding an evaluation with their landscaper to evaluate the area and to plan a cleanup. Mr. Ravitz further stated that the State is getting closer regarding a policy in respect to plastic bag waste.
