The Rotary Day of Zone 4 last November 16, 2014 was very well attended by Rotarians, fami-lies and friends. As early as 5:30am, many were already gathering in front of the City Hall where the Start and FinishLine was located. The run promptly started at 7:00am but, 30 minutes earlier there was a short program and a warm up done by all the participants young and old. While on the other side, Companies were busy setting up their booths and tents for the Job Fair. Young professionals, newly graduates and job seekers started to fill the area. Most of these applicants are from Marikina and some came as far as Rodriguez and Cardona. Inside the City Hall Quadrangle, the Medical Mission which the Rotary Club of Marikina lead was jam packed. I only expected a maximum of 400 consulta-tions but surprisingly the Medical and Dental had a 1,204 consultations and the Blood-Letting had only 7 donors. Our close coordination with the CRO and all the Barangays was a big factor in the large vol-ume of people seeking medical attention. Thanks to our hard working Medical Chairman/PRO Joel Relleve. He did most of the leg work for the zone.

Yesterday was the start of the 2nd International River Summit which the Rotary Club of Ma-rikina and the City Government of Marikina hosted. Delegates from the international community and representatives from the Government and Private Sector from the different regions of our country regis-tered on this 3-day summit. All the speakers shared their expertise and experiences on how they solve their environmental issues both local and international. There are interesting lectures and workshops given during the breakout sessions. Several of our Rotarians are attending the summit. To name a few, PP Rudy Valentino, PP Eric Ignacio, PP George Ty, PP Flordela Paz, IPP Hermiedela Paz, Rtn. Gee Flores, Rtn. BoyetCulminas, PRO Joel Relleve, VP Chris Merino, Dir. Joey Ramos, Sgt-at-Arms Peter Co, Rtn. Rogel Santiago, Sec. Val Barcinal, and of course PE Willie Reyes, PP Del R. de Guzman, and PP Fabi Cadiz. Those who assisted with me at the registrations were Sps Lydia Ignacio, Sps. Linda Aguinaldo, SPs. Vising dela Paz, Sps. Lorie Villame, SpsElaiFidelino and Sps Noemi Verano. A few Rotarians from the zone also volunteered to assist like BCP Nick Tabones of RC River City Marikina, CP Julie Malaya of RC Marikina Valley, Rtn. JoylenePensoy and PE AdetteArce of the Rotary E-Club of Marikina. My gratitude to all of them for their support to our very meaningful and suc-cessful Environmental Project.

Holiday Season is fast approaching and as a tradition of our club during our Christmas Party onj December 18, 2014, our Chairman KikoPe Benito and Co-Chairman Manny Pecho prepared a list of groupings for a presentation. I am asking everyone to know which group you belong and meet with them for your practices. Let us make this Christmas Party a very memorable event of our club on our 50th year.

Lastly, I just want to appeal to everyone of our goal of becoming an EREY Club this Rotary year. Let us contribute $10 only to the Rotary Foundation. And, I just want to remind those who forgot to settle our first semester dues to please do so. Thank you.

About River Summit This is reprint about River Summit in the past: ABOUT SUMMIT, INFORMATION FOR DELEGATES RATIONALE The summit aims to bring together local governments, river councils, foundations,national authorities and the private sector in order to tackle important issues in managing river basins, like pollution, flooding, human impact, and governance. With the theme, “My River, My Life”, the Summit shall be a venue for information exchange, dialogue and networking. Best practices from different countries will be shared by experts from the US and Asia-Pacific. WHY ATTEND • This is a gathering of environment and river champions of the world, thus, an opportunity to learn and understand the best practices in the river management. • An avenue to share, experience and develop networks on how to improve river health in one’s own locality or home country. • Gain collaborative partnership, exchange valuable expertise from international organizations and/or peers around the world who have developed and implemented sustainable programs in river manage-ment. MAY - 25 - 2012RIVER SUMMIT The City Government of Iloilo, together with the Department of Environment and Natural Resources, recently announced that preparations are underway for the first-ever Philippine International River Summit on May 30 to June 1, 2012. Iloilo City Mayor Jed Patrick Mabilog announced that this would be the first time that a local government would host an international gathering on the issue of river management. He said that the Summit aims to stimulate discussion, learning and action among ex-perts, local governments, NGO’s, private sector and the academe, specifically on river basin govern-ance, climate change and disaster risk reduction, water quality and water resources management, biodiversity management and eco-tourism. Mayor Mabilog stressed the need for local governments to prioritize river management, given the country’s recent experiences with flooding during typhoons like Frank (Iloilo City), Ondoy (Metro Ma-nila), and Sendong (Cagayan De Oro). He said that since 2011, Iloilo

Qualification of Candidates 1. He must be a member of the club in good standing. 2. He must have paid all his dues and all other assessments (including Inductions, Anniver-

saries and Christmas Parties) to the club as of date of election. 3. He must have attended 50% of the regular meeting out of which 50% must be in the home

club and provided he has not incurred four (4) consecutive absences. Voter’s Eligibility

1. Only members in good standing as of election date shall be entitled to vote. Members who have paid all his dues and all other assessments (including inductions, Anniversaries and Christmas Parties) are considered members in good standing and will be allowed to vote.

2. Absent members are not allowed to vote (No proxy voting) Election Process

1. The annual election shall be held during our club meeting on December 4, 2014 2. Nomination of Officers and Directors shall be presented by the members from the floor

during the said meeting or in written form before the election day for all elective positions duly accepted in writing by the nominee.

3. Floor nomination of qualified members to absentia is allowed provided that there is a writ-ten acceptance for his nomination that will be submitted to the COMELEC during the election.

4. The position to be voted for are the following: PRESIDENT-NOMINEE, VICE PRESIDENT, SECRETARY, TREASURER AND FIVE (5) DIRECTORS.

5. Members nominated on the floor in any particular position must express personally his acceptance of the nomination before he is considered a candidate.

6. A roll call of members will be done after the closing of nomination for a particular position. 7. Methods of voting in electing the Officers and Directors shall be by SECRET BALLOTING

and will be done one (1) minute after finishing the roll call. 8. A candidate who has been voted upon by the majority of the votes cast shall be declared

winner in their respective positions. 9. A tie will be broken by a second balloting. If there is another tie on the second balloting, it

will be broken by toss coin. One candidate chooses if he will go for head or tail and the other candidates will toss the coin to the floor.

10. In case of second balloting, only voters in the first balloting will be allowed to cast their votes in the second balloting to break the tie; latecomers will not be allowed to vote. Al-though late comers can still vote in the next position to be voted upon.

11. DECISION OF THE COMELEC IS FINAL unless appealed to the club members whose decision shall be final when reversed or modified by TWO-THIRDS votes of the mem-bers within a reasonable period of time as determined by the Board of Directors.

HOW TO SUPPORT THE ROTARY FOUNDATION PROGRAMS OF THE ROTARY FOUNDATION

GRANTS District grants: District grants fund smaller, short-term activities that address needs in your com-munity and communities worldwide. Each Rotary district gets to choose which projects it will fund with these grants.

You can use district grants to fund a variety of district and club projects and activities, includ-ing:

Humanitarian projects, including service travel and disaster recovery efforts Scholarships for any level, length of time, location, or area of study Vocational training teams, which are groups of professionals who travel abroad either

to teach local professionals about a particular field or to learn more about their own Global grants: Global grants support large international activities that have sustainable, measur-able outcomes in one or more of our areas of focus. Rotarians create their own projects and carry them out.

Global grants can fund these activities: Humanitarian projects Scholarships for graduate-level academic studies Vocational training teams, which are groups of professionals who travel abroad either

to teach local professionals about a particular field or to learn more about their own ROTARY PEACE FELLOWSHIPS The Rotary Peace Centers program provides Rotary Peace Fellowships to students pursuing either a master’s degree in international relations, peace, conflict resolution, and related subjects, or a profes-sional development certificate in peace and conflict studies. POLIOPLUS Rotary launched its PolioPlus program, the first initiative to tackle global polio eradication, in 1985. Since then, Rotary and its partners have helped reduce the number of annual cases from 350,000 to fewer than 250 and remain committed until every child is safe from the disease. Rotary has contributed more than US$1.2 billion and countless volunteer hours to protect more than 2 billion children in 122 countries. In addition, Rotary’s advocacy efforts have played a role in decisions by donor governments to contribute over $9 billion to the effort.

Basics of Photography: Composition and Technique

Make Your Choices for a Reason You don't have to follow any of the "rules" of photography to end up with a good photograph. What's probably the most important is that you make your choice for a reason. When you take a picture and choose where something goes in the frame, know why you're doing it. An exam-ple of a rule-breaking image would be to have a person facing left and placing them in the left third of the photograph:

You might choose to do this because you want to draw the viewer's eye away from the subject and make them look at the space behind the subject's head. In the background, something's happening that's slightly out of focus. You could argue that this is a way of depicting a subject trying to remember a past event, or being lost in a half-memory. This may or may not be the most successful way of getting such a message across, but it's a reason to try breaking one of the "rules" you'd generally adhere to when composing a photograph.

If you're just trying to take a pleasing picture, the rules are your friend. On the other hand, if you're trying to convey something with the photograph, figure out how you want to convey it and compose your image accordingly. This may or may not involve breaking the rules, but you increase your chances of ending up with a compelling image if you choose a specific composi-tion for a specific reason.
