STRIVING HIGHER

Town of Dyer

Volume 13, Issue 3 March 2020

From the Desk of the Town Manager

March brings about spring flowers, late snow storms and the start of a new construction and traffic disruption season. By the time you are reading this article the Hart Street Bridge should be under construction, until November. Traffic will be restricted to northbound only, except for emergency vehicles. Official detours will be announced soon. Watch for media stories, signage and on the Town’s website. This project is funded by the Lake County Highway Department.

The recent work on the west side of the bridge is bank restoration; this work is being funded by the Lake County Surveyor’s office.

The Town has several other storm water projects in various stages of planning and construction. Construction will begin in the next several weeks on Harrison Ave., south of Protsman School to 213th Street. Infrastruc-ture improvements will begin in the Northgate area on Pierce, Fillmore, 205th, 206th and Northgate Ave. This project was funded in 2019 in part by a State program, Community Crossing Matching Grants. This program funds 50% of the street related work. The CCMG is funded by the recent increase in the State’s gas tax. We have received significant funding each year of the program since 2017. The Town’s first 2020 CCMG is under consideration by the State for the Osage, Laurel area. Bids for this project will be opened March 10th and awarded pending the official word on our grant request.

Our next set of major projects for reconstruc-tion in 2021 will be evaluated later this year. These areas will be determined by the overall underground infrastructure condition as well as the road surface.

After we complete the bidding on the Osage project (est. $2.6M) we will examine available funding still available for streets that require only resurfacing. We will be evaluating this in the coming month. We will announce those areas in the upcoming newsletters. We have every street rated by a method using the Pavement Surface Evaluation Rating System (PASER). The PASER rating system, created by the University of Wisconsin-Madison, is based on a 1 (poor) to 10 (new/excellent) rating. Bids were opened on Tuesday, March 3rd for the new Fire Station #2 along with areas for police storage and parks maintenance. Construction will begin in April and completed by October. This facility will be built on the northwest corner of Central Park on 213th Street. The facility will replace the existing fire station at the corner of 213th and Calumet Ave. The old station will be torn down. In spite of many rumors there is nothing planned for the site. It will be decided at a future date.

This spring we will begin several new projects in the north half of Central Park that will last into 2021. In addition to the Fire/Police/Parks facility, a fourth softball field will be built, the existing baseball field will be converted to softball field (2020), batting cages will be added, all fields will have modern field lighting installed (2021), a new concession stand and public restrooms along with an expanded parking lot will be constructed.

A new entrance will be constructed on 213th Street to separate ingress and egress with the fire station. Enhanced landscaping will be completed at the fire station, park entrance and around the ball fields.

We are seeking donations for repairs and restoration. Any donation is appreciate d and can be made directly at the Clerk-Treasurer's Office or online at a GoFundMe site;
