Continuing Education for Professional EngineersContinuing professional development is part
of the code of ethics for membership of theAmerican Society of Civil Engineers and otherengineering societies. In addition to maintain-ing ethical standards, continuing education isessential in fulfilling the primary mission ofengineers to provide health, safety and welfareto the community by maintaining engineeringcompetency in a constantly changing profes-sional environment. While engineering degreeprograms are often becoming increasinglygeneralized, the practice of professional engi-neering is becoming increasingly technicaland specialized. The gap in technical special-ist education needs to be filled with post-grad-uate continuing education.
As part of our code of ethics, almost all pro-fessional engineers will agree with the need toengage in continuing education in one form oranother. The more pertinent question iswhether documented continuing educationshould be a required part of maintaining pro-fessional licensure.
The American Society of Civil Engineersbelieves that documented continuing educa-tion should be a requirement for professionalengineers and has engaged in a national initia-tive for implementation. Documentation pro-vides uniformity of continuing professionaldevelopment requirements among licensingjurisdictions. It also clearly defines the basiccontinuing education responsibilities for newprofessional engineers.
Currently 41 states have enacted continuingeducation requirements, leaving Hawaii one ofonly nine states that have not enacted require-ments, with many of those nine states currentlyengaged in discussion for implementation inthe near future. There is an expectation that inthe future, in order for engineers to transfer aprofessional licensure between states, continu-ing education will need to be one of therequirements in the original state of licensure.In the other professional fields, the AmericanInstitute of Architects, along with medical, den-tal, pharmaceutical, accountancy, insurance,legal and other board certified professionals allhave documented continuing educationrequirements in Hawaii.
The Hawaii Section of the American Societyof Civil Engineers conducted a survey of itsmembers and found that the majority ofrespondents favored enactment of a docu-mented continuing education requirement andapproved a resolution in support. ASCE pro-posed to the Board of Professional Engineers,Surveyors and Landscape Architects that the
board considers documented continuing edu-cation as a condition for maintaining licensure.The Board advised ASCE that in order to pro-ceed it would like demonstrated support fromnot just the civil engineering organization butalso the other branches of engineering thatrepresent a majority of the licensed profession-al engineers under the jurisdiction of the Board.The Structural Engineers Association of Hawaiiis planning to survey its members in the nearfuture in order to gauge support. The Hawaiisection of ASCE has also approached otherprofessional engineering societies for theiropinions and support.
If the Licensing Board is to enact document-ed continuing education, what will be the con-ditions? A model proposed for Hawaii, similarto that used by most states, has the followingbasic requirements:• Licensure shall require 15 ProfessionalDevelopment Hours (PDHs)per licensure year.• PDHs must be relevant to the practice ofengineering, and include technical, ethical, ormanagerial content.• PDHs can be earned a variety of ways. Someexamples include: college courses, participa-tion in committees or professional or technicalsocieties, seminars, workshops, teaching andin-house training.• Individual Licensees sign an affidavit thatthey have completed the continuing educationrequirements during license renewal every twoyears. • Licensee is responsible for maintainingrecords. Typically, the state may conduct ran-dom audits.• State Licensing Board determines the effec-tive date to accumulate PDHs. Typically, agrace period of one licensing cycle is allowed.• There are special dispensations for militarydeployment, retirement, illness or disabilityover a period of time, or other demonstrableundue hardship.
These basic requirements are designed toprovide flexibility in the completion of continu-ing education requirements while more clearlydefining the minimum expectation for licensedprofessionals. The absence of the requirementto submit individual PDH documentation to theLicensing Board, as required in a few states,minimizes the documentation burden on indi-viduals and administrative burden on theLicensing Board. It essentially relies on anhonor system for documentation, which is con-sistent with the current ethical standards for alicensed professional engineer.
Engineers are encouraged to engage in dis-cussion surrounding documented continuingeducation within their own engineering soci-eties, as a measure of support and to helpshape conditions if it becomes a requirementof licensure. During the week of June 20, 2016, theProfessional Engineers Conference was held inDallas, Texas. HSPE was well represented byPast President Curtis Beck, President MikeSilva, President Elect Mike Kamaka, and Houseof Delegates Representative MajellaStevenson.
The conference was a successful partner-ship between NSPE and the Texas Society ofProfessional Engineers with over 500 membersattending. The conference included education-al/ leadership seminars, workshops, andforums. The keynote speech was by formershuttle astronaut Dr. Nancy Currie-Gregg. Theconference was appealing in that the dele-gates were not focused on “governance”issues but more meaningful discussions aboutmembership recruitment, licensure advocacy,promotion of ethics, and continuing the “Racefor Relevance” planning of the future NSPE.
Other items of note from the NSPE Update –News for the NSPE Community, July 2016:
1) NSPE invites members to join with theSociety and other engineering organizations tocelebrate the first-ever Professional EngineersDay on Wednesday, August 3.
The date for the event was chosen as a nodto the first professional engineer license issuedin the U.S. - given to Wyoming engineerCharles Bellamy in August 1907. Throughoutthe day, NSPE and other engineering organiza-tions will celebrate and showcase the work ofprofessional engineers over social media.
2) NSPE’s sustained advocacy for increasingthe role of the professional engineer at the fed-eral level is paying off. The Society recentlycommended the Environmental ProtectionAgency for recognizing the need for licensedengineers to be in responsible charge on allengineering projects, both in an independentthird-party capacity as well as in an in-houserole. In a final rule addressing emissions stan-dards in the oil and gas sector, the EPAacknowledges that PEs, whether independentor employees of a facility, will uphold theintegrity of their profession and only certifydocuments that meet the prescribed regulatoryrequirements. The agency believes that theintegrity of both the professional engineer andthe oversight of engineering licensure boardsare sufficient to prevent any abuses. In a letterto EPA Administrator Gina McCarthy, NSPEapplauded the agency for providing a modelthat the Society strongly advocates should beadopted by all other federal agencies.

2016 RAYTHEON MATHCOUNTS NATIONALCOMPETITION
For those who follow MATHCOUNTS, but notthat closely, the 2016 National Competition washeld May 9, 2016 in Washington, D.C. TheHawaii team competed, however, did not placein the top 25% individual standings and top50% team standings, which are the only infor-mation released to the general public. Thisinformation is found on the MATHCOUNTSwebsite.

July saw our Chapter host another success-ful Bi Monthly Luncheon Program with SamCarnaggio- Project Director for HART, giving usa “HART Update and CM possibilities” presen-tation.
Additionally, the momentum of the CCM cer-tification continues to grow, as evidenced bythe sellout of our Professional ConstructionManager Training Course to be held at HCC onAugust 3-5, 2016. (If you are one of those whocould not get signed up- please be aware thatwe will be holding another class in 2017).
Another important facet of expanding therole of the CM in Hawaii is the support of ournext generation of Construction Managers.Your Hawaii CMAA Chapter has been verybusy planning our Chapter’s 6th Annual GolfTournament which funds scholarships for ourCM students as well as our chapter’s yearlyevents and activities. ASCE YMF Outreach Event at Waolani JuddNazarene SchoolBy Julie Hero, Outreach Chair
ASCE YMF had a blast helping with aScience Technology Engineering and Math(STEM) event at Waolani Judd NazareneSchool in Nu’uanu. On May 6th, members ofASCE YMF came out to support the school’sfirst STEM night. These volunteers organizedthree experiments for the students. First, theyhelped students design boats out of saranwrap and straws in order to see which designcould hold the most pennies. Next, the volun-teers assisted students with building towers outof spaghetti strong enough to hold a marshmal-low peep at the top. Lastly, students had a fundemonstration of a wastewater system andhow it works. Along with the 50 students thatattended the event, ASCE YMF was joined bymany other volunteers from various organiza-tions, who helped to organize other learningstations at the event. ASCE YMF would like tothank all those who come out and supportthese events! Sunday, June 5th was a nice, sunny day –the perfect day for a picnic at the beach. Onthis day, ASCE Hawaii YMF hosted a recruit-ment social at Kuliouou Beach Park. The pur-pose of the event was to inform potential newmembers about ASCE and YMF and to fostercamaraderie. The 14 potential and active mem-bers in attendance had a great time getting toknow each other and even playing a friendlygame of football. Pizza was sponsored by the
Society, and additional refreshments were pro-vided by YMF. Thank you to everyone whocame out!

ASCE YMF participated in the annual springseason of the mixed architect and engineersoftball league. The softball league offers YMFmembers a great opportunity to get some exer-cise and socialize with one another outside ofthe typical office setting. We had a great turnout throughout the season’s entirety.At the endof the season tournament on July 3rd atKapiolani Park, the team finished in third place.Congratulations to all of the participants andwe look forward to next season!
