ACTMalaria invited Timor-Leste to join the network last June 22, 2007 and they confirmed the acceptance of the invitation last November 27, 2007 submitted by the Permanent Secretary of the Ministry of Health Feliciano da C.A. Pinto, SKp. Contact Persons from the Ministry of Health are Dr. Milena Maria Lay Dos Santos, Head of CDC and Mr. Johanes Don Bosco, Malaria Program Manager. There are ten identified Anopheline species found in Timor-Leste. Two main vectors are An. subpictus and An. barbirostris. Their national strategy for malaria control is to provide clinical management providing effective and prompt treatment, distribution of insecticide treated bed nets to high risk group, having integrated vector control and epidemic preparedness and response. Their treatment protocol are as follows: For P. vivax—chloroquine + primaquine. For P. falciparum or mix P. falciparum—1st line: ACT (Artemether/Lumefantrine); 2nd line: Quinine combination of quinine/doxycyclene or clindamycene. 12th Annual Executive Board and Partners Meeting 17-19 March 2008

The 12th annual Executive Board and Partners Meeting held at Goldiana Angkor Hotel, Siem Reap, Cambodia was a successful event. More than 50 participants filled the meeting room on the second and third day. The 2008 meeting approved the 2007 minutes of the meeting held in Phnom Penh. The ACTMalaria Secretariat, including AIRC and its fiscal situation, pre-sented the accomplishments of 2007 and also presented the work plan for 2008 and proposal for 2009. This was also the first time East Timor attended the ACTMalaria meeting to officially accept the membership as part of the network. Partners were invited to help in providing technical and financial assistance for the network. Strategies and Objectives of ACTMalaria for 2007-2011 were laid down to the Board.

part from the meeting, BAYER, generously provided the city tour around Siem Reap. We visited Angkor Wat and all the nearby temples we could visit before the Partners Meeting on the second day. Sumitomo, on the other hand, offered the dinner on our second night of the meeting. We wish to thank Dr. Lee Nai Pin and Mr. Wil-liam Lee. Partners presented their experiences in malaria control and elimination. They were Dr. Charles Delacollette (from control to elimination) and Dr. Tho Sochanta (insecticide resistance). Dr. Wichai Satimai also presented on multi-drug resistance. H.E. Dr. Mam Bunheng graced the closing cere-monies and distributed tokens to ACTMalaria Country Directors and Partners.

The Chinese Journal of Parasitology and Parasitic Diseases �CJPPD� is an academic journal of the China Preventive Medicine Association and is pub-lished bimonthly by the National Institute of Parasitic Diseases, Chinese Center for Disease Control and Prevention �China CDC�. CJPPD publishes origi-nal papers from all areas of human parasitology and parasitic diseases.

World Malaria Day 2008

ACTMalaria strongly supports World Malaria Day to be celebrated every April 25. In the recent ACTMalaria Execu-tive Board Meeting, member countries will commemorate April 25 as World Malaria Day. Some countries which has a separate day to commemorate their own malaria day will still join the unified commemoration. Other member coun-tries have already prepared something for this day. Indonesia celebrates WMD Their aim is to conduct 1st World Malaria Day in Jakarta with the theme: “Let’s control malaria” or “Ayo Berantas Malaria.” You can also visit http://www.rollbackmalaria.org/worldmalariaday for more details about World Malaria Day.

Dr. Hung as we all call him is the new Vice-Director of the Na-tional Institute of Malariology, Parasitology and Entomology, Hanoi, Vietnam. He received his medical doctor degree in Hanoi University of Medicine in 1975 and attended various training programs of ACTMalaria such as Management of Malaria Field Operations and Broadening Involvement Team Training Work-shop. He received a title of Assistant Professor on Medicine from the Socialist Republic of Vietnam in 2007. Among his research interest is the epidemiology of malaria and its control in Vietnam. He has written more than ten publications and has col-laborated into many local and international projects. He has also presented in many conferences and symposiums. His latest work was “Using Remote Sensing and GIS technology to monitor and predict tha malaria risk in VietNam.” Good Luck on your new position, Dr. Hung.

“The World Health Organization is currently pursuing an initiative to develop and improve support for quality assur-ance for malaria microscopy.” - WHO An informal consultation was held last February 7-8, 2008 at Geneva, Switzerland to meet the following outcomes: 1) Review malaria microscopy accreditation and retraining practices from different countries; 2) Develop global standards for assessing and accreditation of expert malaria microscopists; 3) Final WHO manual on implementation of malaria microscopy quality assurance; 4) Review training materials to support implementation of malaria microscopy QA and accreditation. ACTMalaria Executive Coordinator Ms. Cecilia Hugo served as one of the Temporary Advisers in this meeting. Par-ticipants in this meeting included experts in malaria microscopy, representatives from the principal investigators of slide banks in Africa and Western Pacific regions, WHO technical staff involved in malaria diagnostics from WPRO, AFRO and EMRO, accredited regional malaria reference laboratories, and other stakeholders and funding agencies.

Country Activities

Cambodia Contributed by Dr. Chea Nguon National Stakeholder planning workshop to contain/eliminate P.f in the border areas of Cambodia and Thailand A three day “National Stakeholder Planning workshop to contain/eliminate P.f parasites with altered response to artemisinins on the Cambodia Thailand border” was successfully held in Le Royal Hotel from 25-27 February 2008 where experts on the drug resistance from different corners of the globe attended along with regional WHO experts, Local and international NGOs placed in Cambodia, The SRs, PR and MoH officials including CNM professionals also attended. The group included personnel from all 7 border provinces and related personnel from Thailand too. Presentations justifying the action were made by the concerned. The workshop was inaugurated by HE Dr.Mam Bun Heng, Secretary of State, MoH. The welcome speech was delivered by the Director of CNM HE Dr. Duong Socheat in the midst of Dr. Wichai Satimai, Director of BVBDC, MOPH, Thailand, Dr. Eva Maria Christophel of WHO, Dr. Paul Weenlan of WHO representative of Cambodia. The methodology applied was Log frame approach and by the end it was decided by all the participants that large scale activities are to be mobilized as immediately as possible in the Zone 1 area as the area of resistance was divided into 3 zones according to the severity of resistance. There was also a consensus that a proposal needs to be developed on this 7 border provinces between Cambodia and Thailand which needs to be implemented jointly by the NMCPs of both the countries without any delay as the problem pose a very serious threat if unchecked now. This was a workshop conducted in Cambodia as a follow-up of series of meetings held in Thailand and Geneva by the concerned experts to see that a full fledged proposal in its logical and practical way was developed on the lines of project management including budget. All this was completed in a continuation workshop held for 3 days in CNM immediately after the workshop in LE Royal hotel was over. Delegation was given to the provincial staff to actively participate in the workshop and they have acted to the utmost satisfaction of the experts leading the workshop. The draft proposal was developed to be submitted to the donors for approval and implementation.

Philippines Philippines Celebrates World Malaria Day NMCP of the Philippines will award the malaria free provinces in the Philippines in celebration of the World Malaria Day in April 25. This will be held in Rizal as they will also launch the Board of Trustees for Philippines Movement Against Malaria. World Health Day Celebration—“Sixty (60) Years of WHO” This will be held at Tanghalang Nicanor Abelardo Lobby, Cultural Center of the Philippines on April 8, 2008 from 5:00 to 8:00 p.m. 4th Philippine Partnership Forum to Fight TB, Malaria and AIDS The fourth Philippine Partnership Forum to Fight TB, Malaria and AIDS was held last March 28, 2008 at the Philippine International Convention Center. This was attended by more than 60 participants from all sectors (private, government, NGOs, community-based, faith-based, academe and bilateral and multilateral partner agencies). The purpose of the forum is to nominate and elect new members for the Country Coordinating Mechanism (CCM) and recognize the past CCM chairs, co-chairs and alternate chairs. GF Malaria Project Employees complete the 4th National MMFO Training Contributed by VV Ulat/TDF The fourth national training on Management of Malaria Field Operations concluded its 2nd phase last February 14, 2007 at Pepper-land Hotel in Legaspi City. The first phase of the training course was held in Antipolo City from August 27 to September 2, 2007. Twenty-four project coordinators from the different provinces of Global Fund Malaria (GFMC) Project and nine from the national project office successfully finished the course. The faculty was composed of experts from the Infectious Disease Office (IDO) of the Department of Health, regional and provincial malaria coordinators, and the World Health Organization Country Office. The training course was facilitated by ACTMalaria.

Asian Collaborative Training Network for Malaria

ACTMalaria (Asian Collaborative Training Network for Malaria) is a training network to which the National Malaria Control Programmes of Bangladesh, Cambodia, PR China, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste and Vietnam are members. The network aims at 2 major activities:

• Provide collaborative training for member countries to meet the needs of malaria control in Southeast

Asia and the Mekong Sub-region; • Improve information and communication exchange among member countries, partners and other stake-

holders on malaria problems affecting the region.
