TERMS & CONDITIONS FOR CIVIL WORK FOR VTI LODHRAN 1 General:

a Any offer not received as per terms & conditions of the tender enquiry is liable to be ignored. No offer shall be considered if: i) Received without earnest money. ii) It is received after the time and date fixed for its receipt. iii) Not signed by authorized person on each page of tender document. iv) The offer is ambiguous. v) The offer is conditional vi) The offer is received by fax or e-mail. vii) The offer is from a black listed firm. viii) Offer received with shorter validity than required. ix) The offer is not conforming to specifications indicated in the tender enquiry. x) Any conditional offer.

b Bids shall remain valid for a period of 06 months ended up to December 30, 2019 from the date of submission of the Bid prescribed by the Procuring Agency. A bid valid for a shorter period shall be rejected by the Procuring Agency as non-responsive. No change in price will be made in case of Pak rupees variation against US$.

c The cover envelop should indicate particulars of tender, and date of opening. The envelope must be properly sealed.

d The Management of VTIs Lodhran reserves the right to issue order in full / partial quantity.

e The earnest money / security shall be forfeited if: i) The acceptance of tender is not received within ten days of issuance of order. ii) The offer is withdrawn, amended or revised during the validity period of the offer

without approval of the procurer. iii) The contractor fails to execute the contract strictly in accordance with terms and

conditions.

f Attested copies of Income Tax, documents PEC Registration and Sales Tax certificates /documents should be furnished by the firm along with Technical Bid.

g The supplier shall enclose catalogues, leaflets etc., in respect of items offered by him.

h The contractor will be responsible for the free replacement of items if the same is found to be substandard and or at variance with the specifications given in the supply order within one week. Items offered of specifications superior to the one specified in the tender enquiry may be accepted subject to approval of approving authority.

i Items should be brand new and in original manufacturers packing.

j Offered rates will be on basis of free delivery to VTI Lodhran (Addresses of VTI is given at the end of detail of items to be purchased) and shall include all taxes.

k One year free service and supply of spare parts on payment basis must be guaranteed by the bidder if required for the items by purchaser at the time of opening of tender / mentioned in supply order

l Whole or part of tender can be cancelled by the President DBOM of VTI without assigning any reason.

m Purchase order will be issued by the VTI within 30 days of signing of the agreement with bidder to VTI Lodhran

n The quoted price should clearly indicate whether it includes taxes or not.

o The purchaser is entitled to deduct all prevailing taxes

p The supplier will be responsible for fitting, alteration and replacement of uniforms accordingly. In this regard luggage charges will be the sole responsibility of supplier.

q Payment will be made through crossed cheque to the Supplier against invoice after satisfactory report from purchase committee within 30 days.

2 Technical Advice i. The VTI Lodhran may seek technical advice for vetting tender offers from any person having

appropriate knowledge / experience in the relevant field. ii. Bids will be evaluated in term of technically and financially. If the technical bid is rejected,

the financial bid will be returned to bidder unopened. The Purchaser has the liberty to reject the lowest bidder if the quoted material has been found the low quality and not fulfilling the required results, which are expected for better quality results.

3 Delivery Period: Delivery period is 30 days from the date of issuance of purchase order and delivery point is VTI Lodhran. Items procured must be delivered and installed by the contractor. The cost of installation (if applicable) will be borne by the contractor.

4 Extension of Delivery Period: In special circumstances, request for extension of delivery period may be considered by approving authority on the written request of the firm before the target date of supply.

5 Cancellation / Penalty of Delay:

a If the acceptance of the tender issued during the validity period of the tender is not acceptable by the contractor, the earnest money will be forfeited and the items can be purchased at his risk and cost.

b In case the offer is withdrawn, amended or revised during the validity period of the tender, the earnest money shall be forfeited.

c In case contractor fails to execute the contract in accordance with the terms & conditions laid down in the contract, the bank guarantee will be encashed and the items will be purchased at his risk and cost.

6 Payment to the Contractors:

a Payment will be made through crossed cheque to the supplier against invoice submitted to the Principal VTI after 100% completion of delivery, Installation / commissioning and satisfactory performance. President DBOM / Principal VTI will determine the status of the completion of supply and issue instructions for payment.

b Payment against partial supply will not be made. 7 Earnest Money:

a Earnest money @ 2% of the estimated cost i.e. Rs. 7,400/- will have to be deposited along with tender. It should be in the form of Bank Draft / Call Deposit in favour of “Vocational Training Institute Lodhran”.

b Earnest money shall be refunded on successful completion of the contract.

8 Inspection of Items The Equipment will be inspected by the purchase committee, which has a technical member especially for this particular purchase, before its acceptance.

9 Deduction of Taxes: Any taxes (if applicable) will be deducted while making payment as per Government instructions / notifications.

10 Payment of sales & other taxes, duties, levies: Purchase shall be made from the firms registered with income / sales tax. Sales and other such taxes, import duty, surcharge and other will be liability of the supplier.

11 Performance Bond: Three months Security / performance bond equivalent to 5 % of the total contract price will have to be furnished at the time of delivery of items. Security will be returned after successful completion of the warranty period.

12 Termination of Contract: The President DBOM on the recommendation of the purchase committee may terminate contract for valid reason(s) and will inform the supplier about his decision in writing.

13 Submission of Tender: Last date of submission of the tender is 28-06-2019 at 11:00 AM in the office of “Principal Vocational Training Institute Lodhran”

14 Procedure for selection of Contractors: Single stage two envelops procedure under PPRA Rule 2014 # 38 (a)

15 Dispute: In case of any dispute, the decision of the President DBOM of Vocational Training Institute Lodhran shall be final and it will not be challenged in any court or forum.
