Vocational Training Award 2015
The German Philippine Chamber of Commerce and Industry
recognizes excellence in vocational training which follows the
principles of the German dual education model. Award application is
open to individual companies, consortia, or organizations (and
educational institutions) that have implemented a German-style dual
educational program in the Philippines.
Award Aims
The Vocational Training Award (VTA) aims at supporting the social
recognition of practical educational training in the Philippines.
The award recognizes outstanding projects and initiatives that
particularly and exemplarily support practical vocational training.
A high-quality vocational training system offers many benefits for the
society. Such a system enables young people to acquire modern
knowledge for vocational purposes, in order for them to build a basis
for a qualified professional career. The dual vocational training
ensures that young qualified recruits remain to represent a success
factor for companies, which, in turn, increases the overall
competitiveness of the economy.
With a view to achieving these objectives, the Vocational Training
Award aims to
encourage companies (not only members firms) to initiate and
realize educational projects.
inspire actors to share their experiences in order to create new
collaborative networks and to extend the own sphere of activity.
present valuable examples of good practice.

Categories
Motivation Within this category any efforts are appreciated that
enhance the recognition of vocational training as a
valuable and important form of education. Those
efforts effectively demonstrate long-term benefits of
this educational system for learners, companies and
the state.
Cooperation This award applies to projects in which different
active vocational training bodies work together
exemplarily to improve the quality and efficiency of
the education and training.
Innovation This category aims to award initiatives and projects
that introduce new methods, concepts and
instruments in the vocational training system thereby
contributing to better training results and learning
outcomes.

MOTIVATION: Punlaan School
Dual Training Program in Hospitality
and Culinary Arts
Punlaan School has been implementing the Dual Training Education
since 1993. During this year, the school pioneered the German Dual
Training Scholarship Program in Food and Beverage Services for the
Tourism Industry (hotels and restaurants) in the Philippines sponsored
for three years by The Landesinstitut fur Internationale
Berufsbildung (Germany) in collaboration with the Hanns Seidel
Foundation (Germany) and The Hotel and Restaurant Association of
the Philippines (HRAP). The program consists of 60% OJT and work
skills laboratory hours and 40% work attitude, learning skills and
general culture. As of now, the program is on its 24th batch with over
1000 graduates. Punlaan also guarantees gainful employment of every
graduate. For the past 22 years, Punlaan’s employment rate is at 100%
and continues to fulfill the dreams of every graduate and his/her
family.

LEARN, EARN AND ACHIEVE PROGRAM (LEAP)
- A DTS Program on Manufacturing &
Production and Telecommunications &
Broadband Technology Education
he Learn, Earn and Achieve Program (LEAP) that makes use of the Dual
Training System as a training platform gave birth to the programs of
Certificate in Manufacturing Technology, Diploma in Production
Technology and Certificate in Telecommunications and Broadband
Technology. From a humble beginning of 10 DTS trainees, now it has
served more than 24,000 trainees and has over 40 industry partners.
Other partnership of NCST isalso forged with the National Government
Line Agencies, which includes the Department of Agrarian Reform,
Department of Agriculture, DSWD, Department of Education, DepEd-
ALS MIMAROPA, with the Religious Organization such as Cavite
Presbytery, Church of God World Mission Philippines, Missionaries of
Mary Mother of the Poor, JCKL Church International and with the
legitimate Non-Government Organizations both domestic and foreign,
which includes International Institute for Rural Reconstruction (IIRR),
World Vision Philippines, Gawad Kalinga, Philippine Red Cross, Arnold
Janssen Catholic Mission Foundation, Kabataan Iwas Droga Movement
(KID), Samahan ng Kababaihan ng Culion , Palawan among others to
support the implementation of the NCST IIRT LEAP (DTS) Program.

INNOVATION: CITE (Center for Industrial
Technology & Enterprise) Technical
Institute, Inc.
Industrial Technician Program (ITP) and
Industrial Skills Training Program (ISTP)
CITE’s flagship program which offers a three-year post-secondary
course which, since its implementation has produced more than 2000
well-trained, middle-level manpower students for industry and
entrepreneurial work. CITE, through innovations such as dynamic
learning program, personal formation program, ISO 9001:2008 and
Competence Based curriculum ensures that they are enhancing the
quality of learning of the students and that each student, through
his/her own competency and learning style can achieve superior
scholastic performance.

INNOVATION: Dr. Ing. h.c. F. Porsche AG
Porsche Training Center and Recruitment
Asia
Porsche has begun an even better Porsche Training and Recruitment
Center with the introduction of competency-oriented curriculum with
practical work in selected training facilities will be introduced on the
basis of the existing curriculum and will be adapted to the needs of
latest and future technologies in form of general and brand-specific
elements. Culture, language and advanced technology skill modules
will also be offered. Each year 165 Filipinos enter PTRCA and get the
chance to start their vocational education. The link between the
manufacturers´ requirements and needs as well as the vocational
education is established properly. Especially, the link between the
resulting curriculum and teacher qualification is guaranteed.
Additionally, the students get support from the training officers in the
dealership organizations.
A comprehensive monitoring system and several indicators enable a
useful evaluation of the program. Complementarily, a monitoring
system is set up with the objective to give a regular feedback to the
students that helps to create an individual learning path.

OTHER ENTRIES:
1. Fr. Pierre Tritz Institute- ERDA Tech :
Category: MOTIVATION
ErdaTech offers a 5 year formal education and technical-
vocational program with a 5-month (680 hours) In-Plant
Training in a partner company’s workplace under the Dual
Training System. The program aims to enable students to
become self-sufficient and to prepare them for the option of
immediate employment after high school.
2. BAG Electronics: BAG Philippines In-Plant Training
Category: COOPERATION
BAG Philippines partners with Dualtech Center for their In-
Plant Training program. Through the company’s corporate
social responsibility program, BAG Electronics accepts
scholars to undergo in-plant training in its factory. In-school
training and industrial coordination services are taking place
in Dualtech Center.
3. Lotus Foundation: Scholarship Program for Skills Training on
Bread and Pastry Production and Garment Manufacturing
Category: COOPERATION
Lotus Foundation is partnering with TESDA Davao del Norte
for provisions of training experts and PESO/LGU Panabo City
for provisions of training materials and trainers incentive on
Bakery and Tailoring. The trainee would then need to undergo
Industry-based supervised training.
4. Metals Industry and Research Development Center: Human

Competitiveness of the Metals and Engineering Sector:
Development and Implementation of Appropriate Training
Curriculum Design for CNC Machine Tool Programming and
Operations
Category: COOPERATION
This is a 2 year program funded by the Department of Science
and Technology which targets 800-trainee graduates. MIRDC
aims to develop an effective training curriculum design
ensuring that competent CNC programmers and operators are
made available to meet the manpower requirements of
domestic metalworking firms. Theoretical inputs are done at
MIRDC or facilities of partner institutions and industry
immersion is held in private companies.
5. Banilad Center for Professional Development: Dual Training
Program in Hotel & Restaurant Services
Category: COOPERATION
Banilad has been implementing Dual Training System for over
20 years with now more than 80 industry partners for the
students’ immersion. Banilad also partners with University of
San Carlos K-12 Pilot Program, TESDA, RELEDEV Australian Aid
for crafting of curriculum and AFOS Foundation for the
implementation of the K-12 Program.
6. Continental Temic Electronics Phil, Inc.: Continental
University Program
Category: INNOVATION
The Continental University Calamba provides customized
curriculum to fit the schedule of the students. The program
caters to continental employees who do not have educational
qualification of their desired career in the company. In this
program, instructors are coming both from Don Bosco’s

college, for basic foundational knowledge and skills, and
Continental for company specific skills.
7. Holcim Philippines, Inc : Cement Technician Program Category: MOTIVATION & COOPERATION
Holcim launched its Cement Technician Program with a vision of developing professional work-force for its plants. Inspired by the Dual Training System, HPI partnered with Don Bosco Technical Institute (Makati) to provide training in-school for 2 years, while Holcim provides training at its Bulacan Cement Plant and Mechanical Workshop for 6 months.
8. PhilGerma Manufacturing Inc: Training for work scholarship
program
Category: MOTIVATION, COOPERATION & INNOVATION
This program, sponsored by TESDA, prepares students to get
employment immediately after graduation. Students are
trained in the field of welding technology for 34 days and
undergo 80 hours of on the job training in PhilGerma's
prduction department. PhilGerma has also introduced a
mobile training facility which enables people in the rural
access to access and be provided with training in their own
location and application. The company is closely cooperating
with Local Government units to provide far flung areas with
knowledge and technology.
9. Bayan Academy: PMC Entrepreneurship Education for
Community Development Program
Category: MOTIVATION, COOPERATION & INNOVATION
JPMorgan Chase & Co. partners with Bayan Academy to
provide entrepreneurship & culinary training to parents of its

World Vision scholars in Baseco. The program has now evolved
as a technopreneurship initiative for disengaged youth &
adults in high-end urban areas of the country. Bayan
Academy is also partnering with TESDA for technical
assistance, community based NGOs for mobilizing qualified
scholars and DepEd for the training of teachers on
technopreneurship as they prepare for K-12.
10. San Pedro Relocation Center National High School: Metal
Working Technology
Category: MOTIVATION, COOPERATION & INNOVATION
The Metal Working Technology program, which started in June
1, 2015 is the new Technical Vocational Education (TVE)
subject offered to Senior High The school is also a partner of
the German-Philippine Chamber in the K-12 PLUS Project. The
school links students to industries where they can participate
in dualized training which would ensure that apprentices are
competent for work.
11. Dualtech Training Center Foundation, Inc.: Technical Skills
Training program in Electromechanics Technology Category: MOTIVATION, COOPERATION & INNOVATION
Dualtech has started using elements of Dual System since the 1980s. Their training plan is jointly developed with partner companies. This course runs for 24 months. They first learn the basics of the chosen technology and the next phase allows the students to spend 5 days a week working in one of their 120 partner companies and one day in Dualtech for continuing personal development.

SPECIAL AWARD
CS Garment, Inc.
For 25 years, CS Garment, Inc. (CSGI) has been constantly providing
its clients with professional and quality shirts and line services. The
company can share valuable experiences when it comes to training
programs since it has already been engaged in adopting the German
Dual Training System (DTS) for ten years. The program aims at
developing the skills and competencies of the youth through
theoretical and practical training. CS Garment makes a huge effort in
implementing this program because it produces well-qualified and
productive workers and it is a strategy to help curb unemployment in
the area.
