VOCAL Update March 2015
1. Children and Young People’s Trust Board
Date of meeting: 17th December 2014
Name of Representatives: Louise Murray and Phil East
There was a presentation on the Salford Integrated Prevention Hub by GM Fire and
Rescue Service. This will be a multi-disciplinary team to provide targeted
intervention for 11-25 year olds funded by the Fire Transformation Fund and will
align with Salford's Fire smart programme.
The secondary heads representative, Nigel Ogden, reviewed the national report 'At
what cost? Exposing the impact of Poverty on School Life'. Heads will develop good
practice guidance on school uniforms.
The young carer's revised action plan will be presented to the next Board.
Reduction in teenage conception is likely to hit the 50% reduction target since the
strategy was first implemented in Salford. Terminations have also fallen indicating a
change in sexual health behaviours. School non-attendance is a key risk factor.
Reductions appear to be amongst the less vulnerable young people with challenging
issues persisting amongst more chaotic young people. The RU Different social
norming project has been funded for 3.5 schools and includes anti-bullying work.
The Make Your Mark largest UK Youth Consultation had 5000 votes from Salford
young people who highlighted their top concerns as Living Wage and Mental Health.

2. Children and Young People’s Trust Task Group 1
Date of meeting: 11th December 2014
Name of Representative: Phil East
This was a special meeting to consider new Innovation Fund bids: There had been a
lack of proposals coming forward for Innovation funding for the sub-group to approve
and there was a risk that the Priority 1 funding would be significantly under-spent by
year-end. To date, the process for encouraging Innovation Fund bids had been

commissioner led. VOCAL Chair suggested to the Sub-Group that commissioners
may be unaware of innovative practice and ideas within our sector and therefore
may be missing out on strong opportunities to fund projects which could achieve
traction against our priority outcomes. Phil chaired a special meeting at CVS
(facilitated by Louise Murray) with a range of providers from the sector on 6th Nov
2014, to increase the number of innovation bids coming through from VCSE’s. This
was successful and this meeting considered 10 bids for funding. Three bids totaling
£63,293 were approved at the meeting. £43,293 of this allocation went to two VCSE
organisations. Of the £72,773 Innovation funding the Sub-Group has now approved,
£52,773 has been granted to VCSE organisations.
3. Children and Young People’s Trust Task Group 2
Date of meeting: 25th November 2014
Name of Representative: Louise Murray This meeting focused on alcohol and drug reduction with an update on 'legal highs' and the GM Alcohol Strategy. Information was circulated on a Drink Wise Campaign and further information this campaign is to be provided to Trust partners. Promotion of the new treatment service will be circulated to partners shortly.

This meeting focused on the 2 CYP Trust Priorities alcohol and drug reduction; anti-bullying. Alcohol and drug reduction reviewed the Terms of Reference and membership of the Trust Under 25s Drug and Alcohol Steering Group (VOCAL is not currently providing a rep to this group). Discussion focused on young people's use of nitrous oxide, schools current response to this and how this might be better supported by health partners. The activity of the 'vulnerable nursing team' was also discussed and will be reported more fully to a future meeting. The ‘Alcohol and Childhood Don’t Mix’ campaign commissioned by all 23 North West Directors of Public Health - campaign website: www.LookAgainAtAlcohol.org.uk will be reviewed by the Board to see if it should be adopted to assist with the Trust deliverable: a campaign to raise parents’ awareness of the impact of supplying alcohol to their children. Anti-bullying reviewed the outcomes from the survey which had almost 2000 responses from children and young people including through non-school settings. Issues arising include less children and young people saying they feel safe from bullying but roughly same number have been bullied. A question on e-safety has raised this as third biggest form of bullying and schools also highlight this as a concern.
4. Salford Safeguarding Children Board

There was a presentation on progress with the MASH, which is now known as 'The Bridge' and is a single point of access for all levels of support for children and young

people.
There was an update on the changes to Probation services under Transforming Rehabilitation: reserved functions are carried out by the National Probation Service, unreserved functions are carried out by Community Rehabilitation Companies (CRC). Interserve won the bid for delivery of the CRC functions, Interserve works alongside social enterprise 3SC and charity groups Addaction, P3 and Shelter and is a member of the Purple Futures consortium. The operational model was not known at the meeting however it will be implemented by 1st February 2015.
There was a full discussion and scrutiny of progress with Child Sexual Exploitation in Salford in the light of recent national reports.
The SSCB Chair highlighted good practice in the voluntary sector and encouraged feedback regarding the groups implementing Salford Safeguarding Standards under the next Section 11 Audit.

Among the issues discussed were:
Child death overview report – looking at trends and patterns. Research shows majority of deaths are in areas of poverty and children under 1.
Dangerous dogs – presentation and need for more information. The SSCB is looking at developing a policy and practitioner guidance. Concern about recording information as dog bites are not always logged and more information is needed re breed etc.
Charter for young people’s involvement in meetings was highlighted

Options for the SSCB restructure proposals formulated by the SSCB Independent Chair were discussed. Following on from the meeting these were distributed to partners and VOCAL Reps submitted the response outlined below.

Salford Safeguarding Children Board (SSCB) Structure Review Proposals –Discussion and Consultation Paper
Response from VOCAL (Voluntary, Community and Social Enterprise (VCSE) Forum working with children, young people and families)
Thank you for the proposals and the consideration and initial consultation process that has gone towards creating them. In general VOCAL is in support of a move to strengthen the efficiency of the Board in recognition of the resource pressures that all

partners face. VOCAL would therefore support the proposal to merge the SSCB Board and Executive functions and would support the reduction of SSCB sub groups.
However, VOCAL does believe that there are some strengths in the current arrangements for the SSCB that have been developed by partners over time and that these need to be protected in any future proposals. In particular the SSCB in Salford has benefitted from the contributions at Board and Executive level of partners beyond the membership requirements of Working Together, for example, through Head Teacher Reps and through VOCAL Reps. Our experience in Salford is that these Reps are able to contribute to the scrutiny function of the SSCB and provide unique perspectives that link the work of the Board back to the diverse communities of Salford. VOCAL would not therefore support a structure in which it did not have a place at Board/Executive level and would propose a wider representation than that identified within Working Together. VOCAL would also highlight that should the SSCB choose to lose VOCAL representation at Board level it would be the only strategic board in the City Partnership structure not to have VCSE representation and this would also be at odds with the new ‘mirroring’ arrangements the sector is developing through Salford CVS for the City Partnership structure as a whole.
VOCAL is keen to continue providing the role of critical friend/reference group within the SSCB although the arrangements for this would need clarifying and this discussion with VOCAL would also need to involve Salford City Council Children’s Services who commission elements of VOCAL.
VOCAL is keen to continue contributing, alongside other partners, to the work of
SSCB sub groups although again, clarity about how the mechanism by which sub
groups are prioritised for a VOCAL Reps contribution would need to be firmed up.

5. SSCB Private Fostering
Date of meetings: 18th November 2014 & 17th February 2015
Name of Representative: Louise Murray
Private fostering is when a child under the age of 16 (under 18 if disabled) is cared for by someone who is not their parent or a 'close relative'. This is a private arrangement made between a parent and a carer, for 28 days or more. Close relatives are defined as step-parents, grandparents, brothers, sisters, uncles or aunts (whether of full blood, half blood or marriage/affinity).

This group has completed a staff survey following an ongoing successful awareness
campaign. This has demonstrated an increase in awareness of private fostering and
there continues to be a steady number of enquiries to the Private Fostering Officer, a
number of these resulting in notifications of a PF arrangement.
6. Greater Manchester Safeguarding Partnership Procedures
Date of meeting: 9th December 2014 & 12th Feb 2015
Name of Representative: Alison Jones
The GM group are currently working on the fifth update of the GM Procedures site
which were agreed to. Alison will ask if 42nd Street will look at the Suicide and Self
Harm procedure once it has been reviewed.

7. SSCB Strategic Training Sub
Date of meeting: 11th November 2014 & 13th January 2015
Name of Representative: Alison Jones
Feedback has been given to the group from Salford CVS regarding the SSCB
Foundation Training following consultation with groups during the review of the
Safeguarding Standards. After discussion it has been agreed that the SSCB pilot
Training for Designated Persons as part of the SSCB Seminar programme.
The SSCB refresher training is changing to a half day update session covering
areas such as:
• Early Help • Working with Resistance • Voice of the Child
Training for Interpreters. When Salford Council commission interpreters they are
now asking for interpreters to complete Basic Safeguarding Awareness Training.
8. Youth Employment Partnership
Date of meeting: 9th October 2014
Name of Representative: Dawn Brannigan
The draft format of the Youth Employment Strategy and Work Plan for 2015/16
has been circulated and any feedback, issues, notes or comments would be very
welcome. An overview of the strategy was discussed and following any
amendments it should be ready for approval at the next meeting in March; this is
when there will be a clearer idea of budgets for delivery/commitments. The
Strategy will also be shared with young people i.e. Young Carers, Youth Council

and fight4change.
Update on NEET Performance - Diane Sproson reported on Salford’s performance
against national data. Although Salford’s NEET percentage is quite high compared
to the average, the ‘not known’ score has decreased even further which shows that
the majority of Salford young people are being tracked effectively. Salford has also
performed really well with the September Guarantee. The tracking of age 19+
young people was discussed – small cohort as this is a targeted support by
Connexions. The Inspiring IAG award was discussed and was described –
recommended for schools to undertake as it provides some consistency or
minimum standard among the schools. Update NEET Scorecard Dec 2014, GM

Salford Integrated Prevention HUB (SIPH) – Tim Rumley (IYSS – Salford
Council) gave a presentation outlining the proposal for the multi-agency locality
HUBS 12 month pilot. The aim of these HUBS will be to co-ordinate referrals for
young people aged 11 to 24 to partner agencies so that provision and support can
be easily accessed. This should help integrate Helping Families and maybe
integrating the NEET Design Groups Tracking element. PowerPoint presentation

Emerging Opportunities Update – Youth Aspiration Fund – potential funding from
Police and Crime Commissioner Youth Aspiration Fund (approx. £50,000) –
proposal to co-ordinate a collaborative Salford bid.
ESF – the NEET programme run by SEETEC will be ending on 31st July 2014 – as
the Youth Contract will also be ending (31/3/15) there will not be any transitional
work with Year 11’s taking place. This could have an impact on the numbers of
young people who are NEET.
GM City Deal – will be discussed at next meeting. However Employer Mentoring
Potential document to be read and any feedback passed to Nic Hutchins.

9. Social Value in Health
Date of meeting: 9th October 2014
Name of Representative: Louise Murray
The group has been well supported by commissioners from Salford CCG and the
Council and by VCSE providers. A Charter, including the 'Be Social in Salford'
pledge identifying shared principles of social value has been developed. A
toolkit and training are also being rolled out to support commissioners and providers
in demonstrating social value. The Charter and pledge were launched at the City
Partnership Conference on 27th November. Social Value is one of 3 city priorities -
the other 2 are well-being and growth. Training on social value is now available
through Salford CVS and a 12 month post is being recruited to support groups in
implementing social value:

10. Children’s Commissioners

Salford City Council Children’s Services publish a Commissioning Strategy which
is available at:

It is intended that a Contracts register will be published alongside this and refreshed
monthly. Any ‘commissioning intentions’ are sent as alerts to providers on the
Family Poverty Framework and any new business will usually be promoted via pre-
tender adverts on the Chest just before the tender is advertised.
A review of the Family Poverty Framework has been completed and a 1 year
extension to March 2016 has been approved by Joint Assistant Mayors. After this
date it is intended that a new framework for children and families services will be in
place with 3 proposed categories:
social care
skills and work/IAG
family support

Commissioners have taken part in training on social value which aims to support

them in their role of assessing social value in tenders and monitoring of contracts.
11. Joint Working with SCC Children’s Services
Joint Working Protocol – draft for consultation
VOCAL Reps have worked with Starting Life Well and Early Intervention Services to
develop a Joint Working Protocol. The draft protocol aims to enhance partnership
working between voluntary, community and social enterprise organisations
(VCSE’s) and Salford City Council children’s services. It is intended to assist all
partners in the delivery of Salford’s Early Help Strategy

key safeguarding processes. It will support frontline practitioners and particularly
recognises the need to work effectively together in the context of reduced resources
so that Salford families continue to benefit from a range of appropriate services and
activities in the city.

groups and social enterprises are encouraged to comment on the document

Youth City Games VOCAL is leading work with partners on a Youth City Games in 2015 to enable diverse groups of young people from across the City to take part and to ensure their voices are heard by MYP, Youth Council, Children’s Trust and Safeguarding Board. This will be a fun, engaging event that seeks to hear voices of children and young people less visible/heard in the City. Paul Moran is chairing this group for VOCAL and other partners include IYSS, EMTAS, fight4change, Salford Foundation’s work with young offenders
