Action Taken Report (ATR) of Internal Quality
Assurance Cell for the Academic Year 2016-17
The Internal Quality Assurance Cell (IQAC) of V.M. Salgaocar college of Law, Miramar
drafted a Plan of Action for the current academic year and then systematically executed it
throughout the year by constant monitoring and assessment. Below is the Action Taken
Report on the Course of Action that was planned.
Course of Action I: Seminars, Workshops and Training Programs for students, as well
as for professionals.
Action Taken:
Conducted two State Level Seminar and three training programs
(i) State Level Seminar on Intellectual Property in association with by MSME –
Development Institute, Ministry of MSME, Govt. of India, Madgao, Goa in
association with Tivim Industrial Estate
(ii) Training Programme on „How to Manage Money and be a Smart Investor by
Consumer Rights Clinic and Consumer Club in association with Consumer
Guidance Society of India (CGSI), Mahapalika Road, Mumbai.
(iii) One-Day Training Programme in Human Rights titled “Human Rights of the
Marginalized Groups: Awareness & Sensitization Programme for
Youth” sponsored by the National Human Rights Commission, New Delhi.
Training Workshop was attended by approximately 150 under-graduate students
from various colleges across the state of Goa.
(iv) Two days Faculty Development Training program for the faculty members was
conducted by Principal Dr. MRK Prasad and Faculty member, Dr. Sandhya Ram
including sessions on teaching, research, and best practices.
(v) One day Training program on Research Methodology was conducted for Research
Scholars by Prof. Dr. G.S. Bajpai from National Law University, Delhi
Course of Action II: Various Research Projects to be undertaken by Legal Aid Society
and Prison Reforms Clinic
Action Taken:
(i) Research Project on Remission of Prison Sentence of Convicts in Goa
The Prison Reform Clinic undertook a project work on Remission of Prison
Sentence of Convicts in Goa in collaboration with Directorate of Prison,
Government of Goa. The research project involved reviewing the eligibility of the
37 shortlisted prisoners who had completed 10 years of their sentence for
remission and the implications of their release. The Research team interviewed the
shortlisted prisoners from Colvale Jail and Sada sub-jail. The other stakeholders
such as Jail Authorities, Cell inmates of the concerned prisoners and their family
members were interviewed to further strengthen the opinion to allow remission of
sentence for these prisoners. The final detailed report of the research work was
submitted to Directorate of Prison, Government of Goa.
(ii) Project to discourage Child Labour in Tourism especially along the coastal
belts in Goa
The Legal Aid Society of V.M. Salgaocar Law College in collaboration with Goa
State Commission for Protection of Child Rights launched an extensive campaign
to discourage child labour in tourism along coastal belt.
(iii) Established Research and Analysis Group (RAGE) of Centre for Consumer
Rights
Research and Analysis Group (RAGE) of Centre for Consumer Rights was
involved with all kinds of research to collect all the relevant material on impact of
the fire crackers on environment, on health, frequency of accidents, etc. The
RAGE was required to coordinate with other task forces for obtaining the
information.
(iv) Research Project to develop legal database of simplified legal procedures in
India
Justice Adda (www.justiceadda.com) a legal design social venture incubated at the
University of Cambridge Judge Business School collaborated with the Legal Aid
Society to build data base of easy to understand and simplified legal procedure in
India. A team of students volunteered and submitted research input for more than
10 topics.
Course of Action III: Legal literacy programs to be spread over a variety of topics
Action Taken: The Childline 1098 collaborated with Legal Aid Society to create awareness
on the theme of Child Rights. Around 19 legal aid cells conducted Major programmes in
association with Childline. Various other useful topics were taken up by the remaining legal
aid cells. The list is given below:

Course of Action IV: Updation of blog for Legal Aid Society
Action Taken: The Legal Aid Society Blog was regularly updated with all the activities of
the Legal Aid Society. The blog can be visited at http://vmscllegalaidsociety.blogspot.in/
Course of Action V: Competitions within College to encourage learning and
participation
Action Taken: Lex Festivalis 2016 – Interclass competitions comprising of academic,
cultural and sports events was organised by the Students Council in December 2016. There
were 34 events comprising of on stage and off stage events. The Festival took place at 2
venues, college campus and Miramar beach. The details of the competitions are given below:

Course of Action VI: An event to be organised for the students of higher secondary
schools in Goa
Action Taken: Law‟gical 2016 – All Goa Inter Higher Secondary School Competition was
held. The Competition included four competitions; Quiz Competition, Elocution
Competition, Collage making and Designing Election Manifesto which were held
simultaneously. The Quiz Competition was based on the Indian Government & Governance and
Current Affairs. The Elocution Competition was based on the theme, „Education System in India‟. The
Collage making Competition was based on the theme, Fundamental duty to promote harmony and
spirit of brotherhood. The event also included Designing Election Manifesto for a political party for
the upcoming Goa State Legislative Assembly Election with creative party name, slogan, vision and
goals. 10 Higher Secondary Schools from all over Goa participated in this event.
Course of Action VII: International Competition to be organised for law students
Action Taken: The Second Edition of Lex Infinitum 2017 – The VMSCL-WMO
International Dispute Resolution Competition was organised from 11th to the 14th of January
2017. 4 teams from foreign universities of Poland, Czech Republic, Russia and Singapore and
16 colleges from India spreading from Kashmir to Kerala participated. 32 Experts from all
over the world judged the event and held orientation sessions for the teams and delegates. 120
delegates apart from college students and volunteers participated in the event. In total, 20
sessions of competition and 16 sessions for delegates were successfully held during the four
days event.
Course of Action VIII: Research and publication
Action Taken: Two publications
(i) Salgaocar Law Review granted ISSN No. 2395-7263; Second issue published.
(ii) Law‟racle , The College Newsletter: Two issues released during 2016-17
Course of Action IX: Clinical Legal Education to be strengthened through orientation
and training, followed by simulation exercises and assessment of the practical paper
components.
Action Taken: Sessions in Moot Court, Client Counselling and Negotiation; Mock
Trials, Activities by Law Clubs, Debate Society
(i) Compulsory Moot Court was held for Second Year LL.B Degree, Third Year LL.B
Degree, Fourth Year B.A. LL.B, Fifth Year B.A. LL.B and Fifth Year LL.B Hons.
This year, a faculty was designated as the mentor for each moot problem. All the
students were thereby briefed and guided by the faculty.
(ii) Three Client Counselling sessions each were held for Third year LL.B Degree and
Fifth Year B.A. LL.B with client narrating the problems. The students were given
orientation prior to the sessions. The sessions were evaluated by the faculty and
the students recorded the sessions in their practical paper journal.
(iii) Three Negotiation sessions each were held for Third year LL.B Degree and Fifth
Year B.A.LL.B. The students were given orientation prior to the sessions. The
sessions were evaluated by the faculty and the students recorded the sessions in
their practical paper journal.
(i) Two Mock Trials conducted by Third Year LL.B Degree and Fifth Year B.A.LL.B.
It was a perfect learner centred education and an exceptional way to assimilate
and study Law of Evidence, Criminal Procedure Code and Indian Penal Code,
which otherwise are scattered over semesters. The plot was presented in two
stages, a pre-trial stage and trial stage. The pre-trial stage mainly focused on
commission of offence, and the investigation by the police. The trial stage gave an
insight as to the proceedings of the court; the chief examination and cross
examination of witnesses and the arguments by the counsels.
(ii) The Clubs maintained their respective notice boards in a creative and informative
way, often posing queries and laying down a board space for students‟ interaction.
The Clubs also carried out varied and innovative activities like legal treasure hunt,
panel discussions, group discussions, poster exhibition etc.
(iii) The Debate Society held many sessions of informal debate within the campus.
Relevant topics were chosen and a team of students were put to task to initiate the
talk and generate interest so that more students joined ex tempore. Students
showed great interest in this activity.
Course of Action X: Train and send students to represent college in Law Students’
Events at the National and International Level
Action Taken: Students participated in various Moot Court, Client Counselling, Negotiation
and Mediation Competitions, both at national and international level. The training for this
purpose was undertaken by the ADR Board and the Moot Court Society.
(i) ADR Board : Followed by Orientation sessions, selection was held for
membership to the ADR Board and a total of twenty students were selected. The
members of the Board participated in the various National and International
Competitions and teams turned out to be victorious in most of the events. In total,
there was participation in 7 different National and International competitions and
Teams won laurels in 3 competitions.

(ii) Moot Court Society: A selection moot court was held to select students to the
Moot Court Society. Out of the 150 participants, 76 were selected to the Society.
Two Orientation sessions were held for the Moot Court Society. The College team
participated in 24 national and International Moot Court Competitions. Each of
the teams were duly guided by a team of faculty. The details of the events are

Course of Action XII: Diploma Courses
Action Taken: Diploma Course in Civil Law
V.M. Salgaocar College of Law in association with Faculty of Law University of Lisbon
conducted the IX post–graduate Month Long Course leading to “Diploma in Civil Law” from
the 18th January to 29th February 2016. Total 40 students enrolled for the Diploma in Civil
Law.
The Lecture Series for the Course Diploma in Civil Law were as follows:

Origins of the Civil Law Systems‟ from 18th to 22nd January.
Prof. Dr. Dário Moura Vicente delivered Lectures on the Topic „Contracts in the Civil

February.
Prof. Dr. Rute Saraiva delivered Lectures on the Topic „The Economic Foundations of

Integration and Fundamental Rights‟ from 15th to 19th February.
